ln the reference 1'tcited government permitted to establish 560 UPHCs across the state. ln the refrence2nd cited, government have permitted to fill up the Medical officers (MBBS) in the said UPHCs and also delegated the recruitment to District Selection committees. Hence, all the District Collectors are requested to initiate the process of recruitment of Medical officers (MBBS) in their district and also ensure service delivery in the newly sanctioned UPHCs with effect from January 2021.

Further, the district Collectors are informed that 205 number of UPHC buildings are available and government have sanctioned 355 new buildings for UPHCs and identified the department of MA&UD as executing aScncy for construction of these buildings. The required sites for construction were handed over to the department of MA&UD.

Hence the District Collectors are requested to review the progress of UPHC building construction and also ensure that Primary health care services are provided to patients in rented accommodation till the new UPHC buildings construction is completed.

In the reference lst read above, the Government have issued orders iur establishment of 560 Urban Primary Health Centres in the state with infrastructure facilities, Man power, subject to meet the founds from the A P Health System Strengthening Project & National Urban Health Mission (APHSSP & NUHlvl) Schemes.

c) ln case Candidates who studied MBBS in Abroad must have registered (on Permanentbasis) with State Medical Council of AndhraPradesh. 3. AGE:The minimum and maximum age shall be reckoned as on [!l@!!Qwith the relaxations

allowed for reckoning duly the maximum age limit as per rules. The candidate should not

have completed (42) years of age as on [SilQllQ. A. Relaxation will be as follows:

i) For S.C's and S.T's & B.Cs 5 (Five years). lri For ex-service Men 3 (Three) years in addition to the length ofservice in armed forces. iii) For Physically Challenged persons 10 (Ten)years.

5. METHOD OFSELECTION

A. Selection Process:

a) Total Marks -100. b) 75o/o Marks will be allocated against marks obtained in the qualifying examination i.e., Aggregate of Marks obtained in all the years in the qualifyingexamination.

c) ln case of Foreign Degrees for Aggregate of Marks of 75%:

1. The candidates who have passed the MBBS degree in Foreign Universities, the 75% aggregate marks weighatage is given as per the following equallenceformu la. a) AGrade/Excellent - 6O%X75 = 45 b) BGrade/Good -55%X75=4L.25 c) C Grade / Satisfactory - 50%X75 =37.5O

The percentage of marks awarded in Foreign Universities, those marks shall be converted as Grades asfollows.

3. Marks awarded for languages shall not be considered for weighahge of aggregatemarks.

4. Weightage up to 15% Marks will be given toMedical Office(MBBS) working on contract / Outsourcing basis with the conditions as shown at "B".

5. Upto 10 marks @ 1.0 mark per each completed year after completion of internship along with requisite qualification

B. Pa rticu la rs of weightage:

1. @ 2.5 Marks per Six months of service in Tribalarea.

2. @ 2.O Marks per Six months of service in RuralArea.

3. @ 1.0 Marks per Six months of service in UrbanArea.

4 Up to 10 marks @ 1.0 mark per each completed year after acquiring requisitequalification.

5 No weightage will be given for the service rendered less than Six months.

6 The Medical Officer(MBBS) on contract basis may be continuing in service (or) they may not be in service at presently subject to condition that, they shall not be removed from service on any disciplinary grounds/adverse remarks. 7 There will be no interview.

c. Eli gt ble service for awardins wet g htase:

I The contractual service put up by the Medical Officers who were appointed with financial concurrence at the Government level .:nd where services was discontinued but not on account of any fault on their part, will be considered for weightage of marks. 2 The Contractual service of those Medical Officers who have been appointed on contract basis without prior financial concurrence of Government of Andhra Pradesh but are presently working in APSACS, RNTCP and Mobile Epidemics and MCH team in tribal and vulnerable areas under NHM will be considered for weightage ofmarks. 3 The contractual service put in by the doctors who have been appointed on contract basis selected by the DSC and who are drawing salary under 310/311 - grants will be counted for weightage ofmarks. 4 The contractual service put in by the doctors who have been appointed on contract basis in the ESI Hospitals under Director of lnsurance Medical Services by the DSC and who are drawing salary under 300 - grants will be counted for weightage ofmarks. 5. Service in Dr YSR Aarogyasri Health CareTrust. 6 Service in 104 (Mobile MedicalUnits) 7. Services in e UPHCs

6. HOW TO APPTY:

7. INSTRUCTIONS TO CANDIDATES :

i) Caste &Community

(from lV class to SSC) or Residence Certificate as the case may be. Subsequent production of the certificates will not be entertained under any circumstances.

A. Definition of local candidate:

i "Local Candidate" means a candidate for direct recruitment to Medical officer(MBBS) in relation to that Local areas where he/she has studied in Educational lnstitution(s) for not less than four consecutive academic years prior to and including the year in which he/she appeared for SSC or its equivalent examination. lf however, he/she has not studied in any educational lnstitution during the above four years period, it is enough if he/she has resided in that area which is claimed as his/her local area during the above saidperiod.

t ln case the candidate does not fall within the scope of the above, it will be considered if he/she has studied for a period of not less than seven years prior to and inclusive of the year in which he/she has studied for the maximum period out of the said period of seven years and where the period of his/her study in two or more local areas are equal such local area where he/she has studied last (in such local areas) will be taken for determination the local candidature. Similarly, if he/she has not studied during the above said period in any Educational lnstitution(s) the place of residence during the above period will be taken into consideration and local candidature deterrnined with reference to the maximum period of residence or in the case of equal period where he/she residedlast.

m- lf the claim for local candidature is based on study, the candidate is required to produce a certificate from the Educational lnstitution(s) where he/she has studied during the said 4/7 years period. lf, however, it is based on residence, a certificate should be submitted which is obtained from an Officer of the Revenue Department not below the rank of Mandal Revenue Officer, in independent charge of aMandal.

iv lf, however, a candidate has resided in more than one Mandal during the relevant four/seven years period but within the same District or Zone as the case may be separate Certificate from the Mandal Revenue Officers, exercising jurisdiction have to be obtained in respect of different areas. Note: A Single certificate, whether of study or residence would suffice forenablingthe candidate to apply a "LOCAL CANDIDATE" (B) Residence certificate will not be accepted, if a candidate has not studied inany Educational institutions upto S.S.C. or equivalent examination, such candidates have to produce study certificates invariably.

(C) The candidates claiming reservation as Local candidates should enclose the required certificates issued by the concerned authorities. Subsequent production of the certificate will NOT be entertained under any circumstances.

7)The candidates doing PG shall not apply. Permission will not be given to continue their

PG course under any circumstances ifselected.

8)The above appointments are purely temporary and contract basis under NHM.

9)The selected and appointed candidates should stay at their bonafide Headquartersonly.

10)The Selected and appointed candidates should undergo an induction training of 5 days

11) Selected and appointed candidates are barred from doing private Practice.

12) Selected candidates shall be liable to serve in any part ofthe district.

13) The application submitted without the required certificates and incomplete applications will be rejectedsu m marily. 8DEBARMENT

1. Candidates should make sure of their eligibility to the post applied for and that the declaration made by them in the format of application regarding their eligibility in all respects. Any candidate furnishing in-correct information or making false declaration regarding his/her eligibility at any stage or suppressing any information is liable to be debarred from recruitment conducted by the district Selection Committee and summarily rejection of their candidature for this recruitment & futurerecru itments.

2. The DSC is vested with duty of conducting recruitment and selection as per rules duly maintaining utmost secrecy and confidentiality in this process and any attempt by any one causlng or likely to cause breach of this duty in such manner or by such action as to violate or likely to violate the fair practices followed and ensured by the Department will be sufficient cause for rendering such questionable means ground fordepartment.

9. DISTRICT SELECTION COMMITTEE DECISION TO BE FINAL

The decision of the district Selection committee pertaining to the application and its acceptance or rejection as the case may be conduct of counseling and at all consequent stages culminating in the selection or otherwise of any candidate shall be final In all respects and binding on all concerned under the powers vested with it. The iepartment also reserves its right and modify regarding time and conditions laid down in the notification for conducting the various sta8es upto selection duly intimating details thereof to all concerned as warranted by any unforeseen circumstances arising during the course of this process.
