THE YORK REGION BOARD OF EDUCATION BOARD MEETING MINUTES - PUBLIC SESSION OCTOBER 24, 1996

The Board Meeting - Public Session of The York Region Board of Education was held in the Board Room of The Education Centre, Aurora at 8:00 p.m. on Thursday, October 24, 1996 with Chair B. Crothers presiding and the following members present; Trustees Barker, Barkey, Bennett, Bowes, Caine, Dunlop, Dunn, Forfar, Gunn, Hackson, Hunter, Irish, Jonsson, Middleton, Nightingale, Pengelly, and West.

Regrets: Trustee R. Stevenson and Student Trustee M. Tran.

INVOCATION

At this time, Mr. Isadore Toulouse, teacher, Sutton District High School and Caitlynn Sillaby-Smith, student, Sutton Public School, were called upon to deliver the Invocation in recognition of First Nations Awareness Week. Sweet grass pins were distributed to trustees and the following Native American Prayer was recited.

Oh Great spirit, whose voice I hear in the winds, and whose breath gives life to all the world-hear-me-I come before you, one of your children. I am small and weak. I need your strength and wisdom. Let me walk in beauty and make my eyes ever behold the red and purple sunset. Make my hands respect the things you have made, my ears sharp to hear your voice. Make me wise, so that I may know the things you have taught my people, the lesson you have hidden in every leaf and rock. I seek strength not to be superior to my brothers, but to be able to fight my greatest enemy, myself. Make me ever ready to come to you, with clean hands and straight eyes, so when life fades as a fading sunset, my spirit may come to you without shame.

Pow Wow shirts were presented to the Director and Board Chair by Sutton District High School Principal John Charlton. Trustee D. Caine invited those present to the Fourth Annual Pow Wow being held at Sutton District High on Saturday, October 26th.

The Director of Education explained that student learning is our first priority. This is reflected in everything we do, in our Mission Statement, in the Board Room, in our classrooms, as well as on our playing fields, and in swimming pools and gymnasiums. This evening we recognize, celebrate and applaud a number of individuals who are committed to students and student learning.

One of these committed individuals is Trustee Dr. Paul Bennett. As a teacher at Upper Canada College, Paul has taught Canadian history with vigour and has inspired both his students and colleagues to embark on a succession of current affairs and national unity initiatives. As the author of three nationally recognized Canadian history textbooks, Pauls influence on the teaching of Canadian history extends far beyond the classroom and school. In recognition of his significant contributions, Canadas National History Society has presented Paul with one of its first Awards for Excellence in Teaching Canadian History. Well done, Paul, and well deserved!

And now we are about to recognize a team of individuals - our York Region Athletic Association Championship Coaches of Winter and Spring Sports 1995/96. In their commitment to student learning, our coaches model quality, service and teamwork. They inspire. They motivate. They counsel. They support. They uncover strengths. As learning leaders, our coaches develop a cohesive team, pulling everyone together with a BOARD MEETING MINUTES - PUBLIC SESSION PAGE 3 OCTOBER 24, 1996 shared vision and purpose. Through their commitment and enthusiasm, our coaches have helped students realize their potential and set them on the track for success.

Although due to Parents Night and other school commitments, some of our coaches and principals are unable to join us this evening, we enthusiastically applaud their success.

Before we recognize our coaches, I would like to debut a dynamic new aspect of staff and student recognition. Our Multimedia Productions Centre, in cooperation with Communications and Community Relations Services, presents Star Power! Each month, a short video will focus on APPLAUSE! Through Star Power!, we will get an on-the-scene look at those we recognize each month, and with the cooperation of Shaw Cable, we will celebrate our numerous successes with our communities. The video you are about to see, in fact, is airing on Cable 10 this evening.

And now our champion coaches.

In Boys , Dr. John M. Denison Secondary School, coached by Gord Hunter, have won back-to-back championships. Gord has coached curling at Denison for six years.

The coaching team of Linda Patterson and Carl Hansen led the Markham District High School Girls Curling Team to victory this year. Carl is a veteran curling coach at Markham and has been convening for the past five years. Linda has coached for three years and co-convened with Carl for the past two. Once again this year, they have volunteered to convene the YRAA Curling Leagues and Playoffs.

Lynne Davis, a long-time curling coach, is responsible for the great year that the Mixed Curling Team from Huron Heights Secondary School had. Lynne is unable to be here this evening.

Aurora High Schools Girls, Boys and Combined Teams took all of the Alpine Skiing honours this year. Congratulations to coaches Bob Kane and Carol Subas who were unable to be here tonight.

In Nordic Skiing, the Huron Heights team, coached by Deborah McKay and Brad Shadlock, captured the Junior Girls championships.

Markham District High School led on the trails in Junior Boys and Senior Girls Nordic Skiing, with Ed Winnacott coaching the Junior Boys and Karing Bobbett the Senior Girls. Ed, who is not here tonight, and Karing have convened the YRAA Nordic Ski Tournament for the past three years. With their encouragement and enthusiasm, the Nordic Ski Program in York Region has been growing steadily.

Thornhill Secondary Schools Junior Team, coached by Andrew Bos and assisted by Frank Van Dam, finished the season with 24 wins and 10 losses overall, including a 14-game winning streak that only ended with the championship. Richmond Hill High School Senior Basketball Coaches Mark Girdler, Gord Ross and John Gage regret that they are unable to attend this evening. Talk about drama! The championship game was standing room only, and Vaughan Secondary led with only a couple of seconds left in the game. Richmond Hill scored the winning basket as the final buzzer sounded, and the team went on to represent York Region well in the OFSAA provincial high school championships.

Coaches Mark Caswell and Bill Barber, who are at Parents Night, inspired the Markham District High School Wrestling Team to victory this year. Mark, who has been involved in wrestling at Markham for six years, also convened the YRAA Championship Tournament, adding energy and dynamic ideas to the wrestling program throughout York Region. For Bill, this was his first year of coaching wrestling at Markham - a successful start!

Great motivators, Sandy Stillo and Rene Keberer coached Vaughan Secondary Schools Junior Badminton Team to a championship season. The coaches are quick to credit the team members dedication, commitment and eagerness for giving them the winning edge.

And at Unionville High School, veteran Coach Sal Graziano once again led the Senior Badminton Team to a winning season. Sals players have qualified for the OFSAA Championships three years in a row, bringing home medals each time!

Coaches Rick Perkins and Rob Wright, and Manager Glenna Mitchell, were kingmakers for King City Secondary Schools Junior Hockey Team this year. Other than one exhibition tournament game, the King City Juniors were undefeated.

It was another season that went swimmingly for Thornlea. Coached by Jan Jones, Bill Elgie, Shelly Popham and Steve Garilick, Thornlea Secondary School won the Girls, Boys and Overall Team Swimming Championships and the Junior Boys Relay Team and the Junior Girls Relay Team both made it to the OFSAA Finals. In addition to coaching the more than 50 students, Bill also convened YRAA swimming.

Markham District High School took the YRAA Combined Swimming Championship. Coaches Tony Baron, who could not be here this evening, and Diana Smith have helped convene YRAA swimming for a number of years. Tony also sat on the OFSAA Advisory Committee for Swimming. Last season, his last year of teaching, Tony donated the Combined Trophy to the YRAA and then promptly took it home!

On the court, Stouffville District High Schools Midget and Junior Teams reigned. The Midget Team, coached by Sue Leroy, had a most successful tournament and league season, defeating a strong Aurora High team in the YRAA Finals and capturing the Midget AAA Championships for the second year in a row. The inspiration behind the Junior Teams success is most certainly Coach Heather Hendricks. A first-year teacher at Stouffville, Heathers energy has been contagious. Thornhill Secondary School led the field in Archery this year, coached by now-retired Principal Bill Armstrong, who was assisted by Bob King and Clare Herrema. Bill coached archery for many years, during which he made major contributions to archery in the YRAA. In his final year as principal and archery coach, he guided the team to the League Championship. His outstanding leadership and coaching skills are an example to all staff and students with whom he worked. The three archers are unable to be here tonight.

Thornlea Secondary School Boys Basketball Team had all of the bases covered this season. Coached by Gary Godkin, Kevin McHenry and Gerry Whelan, the Thunder had a 19 and 0 season! This unbeaten season included winning the Father Bressani tournament and victories over Syracuse and Utica, teams which have been to the New York State finals several times in the past few years. To top off the season, the Thunder went on to the Blue Jay Cup tournament, where they lost in extra innings in the semi-finals. With seven starters returning, Gary, Kevin and Gerry look forward to another successful season in 97.

Huron Heights Secondary Schools Midget and Junior Lacrosse Teams, coached by Tom Taylor, were leaders in their field. For the Midget Team, it was their second consecutive championship season. The Junior Boys not only won the York Region Championship but also had an undefeated season. Tom regrets being unable to attend tonight.

In Senior Lacrosse, the honours go to Richmond Hill Highs team, coached by Joe Foote and Don Fleming. Joe joined the Richmond Hill staff in January and in his first year, helped coach this championship team. Don, on the other hand, was in his first year of retirement and returned to coach the Richmond Hill squad. We cannot begin to count the number of years Don has been involved in lacrosse, but we do know he has been the driving force behind the sport in York Region. He was successful at box lacrosse and has made the move to field lacrosse, where his success continues.

In Girls Soccer, the Sutton District High School Team, coached by Ted Appleby, who is unable to be here, and Sue Logue were tops in AA competition. Sue and Ted have co-coached this team for the past three years, and although the OFSAA AA Girls Soccer Championship has only been held for two years, Sutton has represented York Region at both. This championship team had an abundance of young players, and Sue and Ted are looking forward to another winning season.

In AAA Girls Soccer, the Huron Heights squad, coached by Glen Martin, defeated Unionville High School in the York Region finals, reversing the results from the previous year. Huron Heights went on to the OFSAA Championships where they advanced to the provincial quarter finals.

In Softball, Coach Kelly Leber inspired her Huron Heights Girls team to its 12th consecutive championship! An amazing record! Lou Goodwin is one proud vice-principal this evening! BOARD MEETING MINUTES - PUBLIC SESSION PAGE 6 OCTOBER 24, 1996

Coaches Tami Waters and Bill McKnight led the Stouffville District Secondary Schools Boys Softball Team to victory, defeating Huron Heights in the finals for the second straight year. A solid team effort, say the coaches, paved the way to success.

Stouffville led the way in Girls Slow-Pitch as well. The Spartan Girls Team, coached by Bob Johnson, who is now at Markham and unable to be here tonight, and Al Piette, have won back-to-back championships. This year, they defeated King City to defend their title.

And has scored at Rugby, thanks to the coaching of Wayne Nugent and Blair Salvisburg. The highlight of the season had to be that not one member of the Midget Team had ever played the game before! What a great start to their rugby careers! And a great credit to their coaches who say, They were a great group of boys who were a treat to coach!

7) Request for Debenture Approval, Black River Public School, Town of Georgina

1. That staff be authorized and directed to request The Regional Municipality of York to sell on behalf of The York Region Board of Education, a debenture in an amount not exceeding $4,427,788 for constructing and furnishing Black River Public School, Town of Georgina. The debenture term for the furniture and equipment portion being $142,336 shall not exceed ten (10) years. The debenture term for the site portion being $284,857 shall not exceed ten (10) years). The debenture term for the construction portion being $4,000,595 shall not exceed fifteen (15) years.

2. That The York Region Board of Education reimburse The Regional Municipality of York for all costs relevant to the issuance and sale of the debenture including legal, printing, commission, discount and administrative cost both at the time of issuance and annually during the term of the debenture.

Authorize the local Trustee(s) with the Superintendent of Schools to form a Users Committee consisting of the Trustee(s), the Superintendent of Schools, ratepayers, a representative from the local Parks and Recreation Department, a principal, a teacher and Plant Services staff to discuss the community use of the school and to recommend a name. 13) Proposed Plan of Subdivision 19T-87095 (Revised), Town of Richmond Hill

1. That the Commissioner of Planning for the Town of Richmond Hill and the Ontario Municipal Board be advised that a public elementary school addition will be required within the Proposed Plan of Subdivision 19T-87095.

2. That the Commissioner of Planning for the Town of Richmond Hill be advised of the condition of draft plan approval (specific wording) in Section C of the staff report be imposed upon Draft Plan of Subdivision 19T-87095 relative to The York Region Board of Education.

3. That staff be authorized and directed to enter into negotiations with the Kaitlin Group to enter into an agreement of purchase and sale subject to the approval of the Property Management Committee and the Board.

At this time the Board Chair and Director of Education introduced and welcomed J. McRae who will be fulfilling a term appointment as Executive Assistant to the Director, effective November 18, 1996.

Trustee V. Hackson highlighted the 75th anniversary celebrations held recently at Queensville Public School. She paid special tribute to Principal Nancy Broad, Curator B. Richard as well as numerous staff members who had assisted in making the event a success.

PRESENTATION - ELEMENTARY TEACHERS FEDERATIONS

Joan Heeler, President, York Region Women Teachers Association and Fred Mayor, President, Ontario Public School Teachers Federation addressed the Board regarding the effect of the school boards budget reductions on elementary schools in York Region. A copy of their comments is included in the official record for the Board Meeting.

SCHOOL BUS ADVERTISING

Trustee P. Bennett spoke to the recommendation regarding school bus advertising discussed at the last meeting of the Joint Board Consortium. He recalled the proposal came forward during the Boards budget process as a way of generating considerable revenue without adversely affecting the system in any way. He indicated criteria would be developed by staff and trustees to ensure that the content of advertising would not have a detrimental effect on students.

In response to questions regarding the size and location of the signage, Transportation Manager D. Martin indicated it was not expected that the changes would pose any traffic dangers for school bus vehicles. He pointed out the project was the first of its kind in the Province of Ontario and that experience may dictate possible refinements.

Note: Trustee H. Bowes withdrew from the meeting at 9:40 p.m.

Some trustees questioned the tendering process for the awarding of the contract and asked for further information regarding the proposal presented by M2000 at the Joint Board Meeting. BOARD MEETING MINUTES - PUBLIC SESSION PAGE 17 OCTOBER 24, 1996

The Board Chair pointed out that trustees had expressed strong support for this proposal earlier this year. He suggested that complete agenda and background material for Joint Board Consortium meetings be forwarded to all trustees.

That a one (1) year pilot project for school bus advertising be launched for January 1, 1997 with M2000 as the Boards agents for marketing and production of school bus advertising.

That staff be authorized to seek all necessary Provincial/Federal government and agencies approvals for the launch of this project.

That the implementation and results of the pilot project be reviewed after six months by the Joint Board Consortium.

Moved in amendment by H. Nightingale, seconded by L. Pengelly:

That the recommendation regarding school bus advertising be approved in principle and that further information be presented to trustees at the November 18, 1996 Board Standing Committee meeting.

Trustee P. Bennett requested a recorded vote on the amendment. The Board Chair declared the amendment to be defeated on a recorded vote of seven in favour and ten opposed. Trustees H. Bowes and R. Stevenson were absent from the meeting when the vote was taken.

ADDED AGENDA ITEM

MARKHAM SCHOOL SITES

Superintendent of Corporate Planning R. Benson brought trustees up to date regarding the sale of surplus school sites in the Town of Markham. He reviewed the series of meetings held to date and indicated that the sites involved are worth approximately 12 million dollars. The Board has demonstrated its flexibility regarding the disposition of the lands by offering to exchange these holdings for other sites in the Town of Markham or by negotiating for future considerations. Superintendent Benson indicated that Markham Council has been provided with a 60-day window for responding to the Board with a proposal. A report on this issue is scheduled for the November Board Meeting. The York Region Board is willing to extend the window if significant developments warrant. Trustees were told that Markham Council is indicating there is no money or land available to negotiate an agreement and that Council is questioning the Boards right to dispose of its land holdings in this matter. Residents feel strongly that the park designations should remain for community use.

A resolution from the Markham Town Council was distributed to trustees requesting that the Who Does What Panel consider restructuring responsibility for school sites and buildings to municipalities to ensure rational neighbourhood and community planning along with the provision of joint-use public facilities.

The Board Chair indicated that a petition had been received from individuals in favour of maintaining Reesor Park in its current state. The petition will be included with the official record of this meeting.

That the Chair of The York Region Board of Education correspond with the Town of Markham outlining its position with respect to the sale of surplus school sites in the Town of Markham as follows.

. The Board is opposed to the following portion of the resolution passed by Markham Town Council at its meeting of October 22, 1996.

That the Provinces Who Does What Panel under the Chairmanship of David Crombie be requested to consider restructuring responsibility for school sites and buildings to municipalities to ensure that rational neighbourhood and community planning, along with the provision of joint-use public facilities, can be more appropriately secured. . The Board will extend the November 25, 1996 deadline for response from the Town of Markham if significant progress regarding the disposition of the school sites is being made; otherwise, a recommendation will be forthcoming to trustees at the November 28, 1996 Board Meeting.

It was pointed out that trustees have a fiscal responsibility to all taxpayers in the Region of York, not just those residing in the Town of Markham. The Board wishes to make good use of all of its assets to provide suitable accommodation for York Region students.
