Who We are and What we do... CRYA Is Working Hard To Improve Recreational Boating for Everyone! CRYA was founded 87 years ago to encourage sailing and rac - ing yachts on the Columbia River and its tributaries. A lot has changed since then, but today the CRYA represents 19 clubs and over 2000 members serving as a central coordinator for the following main categories.

The following procedures are adopted by the CRYA in order to prevent or minimize conflicts due to overcrowding at public moorage facilities by CRYA member clubs and their members.

1. All CRYA member clubs shall prepare and submit their Club’s Cruise Schedule to the CRYA Cruise Coordinator or President in order to compile and publish these cruise dates and places for the information of member clubs. The submission date of this shall be no earlier than the 1st of August and no later than the November CRYA General Meeting and is limited to the immediate following year’s cruise schedule.

2. The CRYA cruise schedule as published shall have priority over any other club’s subsequent scheduling of a cruise or cruises.

3. When multiple clubs select the same date and same location for a cruise that would result in overcrowding that location, one or more clubs may be requested to submit a change of cruise loca - tion for that date. Once notified, the affected Commodores and Fleet Captains shall communicate in order to solve the conflict.

a. The date of a club’s cruise itinerary submission takes prece - dence over all submissions that follow

i. Except when a club is observed to have occupied the same location on the same weekend or holidays for two or more consecutive years.

b. In this situation (a. i.) the submission date precedence is subordinate to bump requests initiated by other clubs.

c. When using the bump rule, if two or more clubs, other than the bumped club, requests the same location in the same year, earliest submission rule applies in 3 a. above.

d. If a solution is not reached, it shall be resolved at the January General Meeting.

4. It shall be the responsibility of ANY club scheduling an impromptu (unscheduled) cruise at any time to consult the official CRYA schedule in order to avoid possible conflicts. If the unscheduled club finds a conflict they will be expected to allow the scheduled club first choice in dock spaces REGARDLESS of who arrives at the facility first.

5. The stated purpose of these foregoing items is to promote an or - derly process in which all members of the CRYA may participate by the use of a mutual sharing procedure that will be fair and eq - uitable to all members. The fact is that there are a limited num - ber of recreational boating facilities and limited space at these facilities which mandates a spirit of cooperation between those boaters who wish to share them. Therefore the CRYA hereby ac - cepts these provisions and procedures in the interest of the bet - terment of our boating community.

6. This schedule is NOT a reservation and regardless of the schedule, all public docks are open to the public and non-club boats should be welcomed. - Revised 2/22/20

Guidelines Government Island State Recreation Area The following visitor guidelines have been developed to safeguard the islands' natu ral habitat and the health and safety of visitors and park employees and those who live and work on the island. Enforcement of park rules and reg - ulations, which are posted around the islands, is the duty of Park Rangers. Park Management relies on the Mult - nomah County Sheriff's Department for law enforcement assistance. Lemon, Government, and McGuire Islands, with 17 miles of shoreline, provide a year round Recreation Area open to day use and camping along the river. The interior is managed as a cattle lease and for the development of natural resources and is a noise buffer for the Port of Port - land. Until facilities can be developed, the interior is closed to visitation, without express written permission of park management. Prohibited items: Firearms, except for on the shore for hunting during wa - terfowl season. Fireworks of any kind, at any time. Vehicles, including bicycles. Glass containers. Conduct: Respect the privacy of others. No loud or disturbing noises such as audio equipment, or un-muffled engines. Do not carve, chop or damage live trees; gather only down dead wood. No unattended or out of control fires, or fires outside the beach area. No unrestrained pets. Dogs must be on a six-foot leash. No littering or dumping, including partially burned items after campfires. Use toilets provided or bring your own, do not put garbage in toilets. There is a stay limit of two weeks. Property and Resources: Buildings, structures, fences, and livestock are to be re - spected as the property of others. The wildlife and vegeta - tion and cultural resources on the island are not to be harmed, harassed, or removed from the island. Boats not equipped with FM radios use pull-cord signals or intercom stations located near ends of downstream and upstream entrance walls to contact control room. There will be no movement in or out on red light. A green light will come on when the lock is ready and lockmaster will sound one long blast on the air horn to signal vessels to enter in the order in which they arrived, except that gov - ernment and commercial vessels and rafts have prece - dence over pleasure craft. The “river mile” tool coincides directly with the printed and electronic charts in use without conversion between two different mileage methods. This chart lists a landmark that is close to the given mile rather than attempt exact precision with a mile marker at an insignificant location or introducing fractions or deci - mals. This tool is not for precise calculations but provides a quick general tool for identifying location and calculating eta’s between any two points and gives a precision of one to two minutes which puts vessels well within sight of each other or a significant landmark, assuming the mariner’s instruments are giving accurate information regarding speed. Using river miles helps in communication with the Coast Guard and the pilots. It helps to use the terms Columbia River Mile (CRM), Willamette River Mile (WRM) or Mult - nomah Channel Mile (MCM).
