All the Programme Managers who are on deputation will re-designated as Senior Programme Managers and they will be assigned with the charge of Skill Development Centres. One Senior Programme Manager will be assigned the charge of the District and will be designated as Senior Programme Manager-in -charge of District. If required a Programme Manager will be designated as Programme Manager- in- charge of District. Two Senior Programme Managers will be positioned at ASAP Secretariat and will be designated as Senior Programme Manager (Administration ) and Senior Programme Manager ( Training). Roles and Responsibilities of Senior Programme Manager(SPM) in charge of District will be as follows 1. Shall be the single point of contact for ASAP Secretariat for all project related activities in the District. 2. Shall implement and monitor all ASAP activities in the District as per the directions from ASAP Secretariat in addition to the charge of Skill Development Centre assigned. 3. Shall be the convener of District Committee for ASAP 4. Shall be the reporting Officer for all Senior Programme Managers/Programme Managers in the district including those who are in charge of Skill Development Centre. 5. Shall ensure effective working of Skill Development Centres in the District by providing necessary learning environment and infrastructure support. 6. Shall ensure effective implementation of ASAP programme in the Institution Selected. 7. Shall provide timely feedback and suggestion to ASAP Secretariat 8. Shall ensure quality of Programmes in particular and Project in general 9. Shall attend any other duty assigned by ASAP Secretariat from time to time. *SPM/PM in charge of District will be exempted from individual institution charge. Based on options exercised by the Programme Managers ,who are on deputation to ASAP, and their rank in the select list to ASAP following Programme Managers are designated as Senior Programme Managers and they were given charge of district as detailed below.   • PONNANI PEPPER PROJECT History Ponnani Is Popularly Known As “The Mecca of Kerala”
    PONNANI PEPPER PROJECT HISTORY Ponnani is popularly known as “the Mecca of Kerala”. As an ancient harbour city, it was a major trading hub in the Malabar region, the northernmost end of the state. There are many tales that try to explain how the place got its name. According to one, the prominent Brahmin family of Azhvancherry Thambrakkal once held sway over the land. During their heydays, they offered ponnu aana [elephants made of gold] to the temples, and this gave the land the name “Ponnani”. According to another, due to trade, ponnu [gold] from the Arab lands reached India for the first time at this place, and thus caused it to be named “Ponnani”. It is believed that a place that is referred to as “Tyndis” in the Greek book titled Periplus of the Erythraean Sea is Ponnani. However historians have not been able to establish the exact location of Tyndis beyond doubt. Nor has any archaeological evidence been recovered to confirm this belief. Politically too, Ponnani had great importance in the past. The Zamorins (rulers of Calicut) considered Ponnani as their second headquarters. When Tipu Sultan invaded Kerala in 1766, Ponnani was annexed to the Mysore kingdom. Later when the British colonized the land, Ponnani came under the Bombay Province for a brief interval of time. Still later, it was annexed Malabar and was considered part of the Madras Province for one-and-a-half centuries. Until 1861, Ponnani was the headquarters of Koottanad taluk, and with the formation of the state of Kerala in 1956, it became a taluk in Palakkad district.

From the total State Plan, an outlay of Rs 1962.00 Crore has been earmarked for Scheduled Caste Sub Plan (SCSP), which is in proportion to the percentage of Scheduled Castes to the total population of the State.     BRIEF DETAILS ABOUT THE QUARRY PROJECT OF M/s KILINAKOD ROCK PRODUCTS PVT. LTD. The expansion of existing building Stone Quarry (Minor Mineral) mining project of M/s Kilinakod Rock Products Pvt. Ltd. is situated at Re-Survey Nos. 24/3 pt., 25/2, 27/1, 28/2, 28/3 of Oorakkam Village, Tirurangadi Taluk, Malappuram District, Kerala in an owned lease area of 10.0696 hectares. The survey map of the project site duly approved by the Village Officer. Mining projects of minor minerals with area less than 50 ha. of mining lease are categorized as category 'B'. As per Office Memorandum vide No. L-11011/175/2018-IA-II (M) dated 12/12/2018 by Ministry of Environment & Forests, Govt. of India, all projects with mining area more than 5 hectares and less than 25 hectares is classified as ‘Category B1’ and will require Environment Impact Assessment (EIA) study. The land for the proposed quarry is private owned land and the land is possessed in the name of M/s Kilinakod Rock Products Pvt. Ltd. The targeted production of mine will be 4,35,000 MTA. The estimated project cost is Rs. 11.30 Crores. The expected life of mine estimated will be about 15 years. The mining operation will be carried out by opencast semi-mechanized method as per the approved Mining Plan.
