August 14, 2020 Copyright 2020 by Hillar Yllo Schwertner All Rights Reserved ii TIJUANDIEGO: WATER, CAPITALISM, AND URBANIZATION IN THE CALIFORNIAS, 1848-1982 Hillar Yllo Schwertner, M.A. Dissertation Advisor: John Tutino, Ph.D. ABSTRACT This is a history of Tijuandiego—the transnational metropolis set at the intersection of the United States, Mexico, and the Pacific World. Separately, Tijuana and San Diego constitute distinct but important urban centers in their respective nation-states. Taken as a whole, Tijuandiego represents the southwestern hinge of North America. It is the continental crossroads of cultures, economies, and environments—all in a single, physical location. In other words, Tijuandiego represents a new urban frontier; a space where the abstractions of the nation-state are manifested—and tested—on the ground. In this dissertation, I adopt a transnational approach to Tijuandiego’s water history, not simply to tell “both sides” of the story, but to demonstrate that neither side can be understood in the absence of the other. I argue that the drawing of the international boundary in 1848 established an imbalanced political ecology that favored San Diego and the United States over Tijuana and Mexico. The land and water resources wrested by the United States gave it tremendous geographical and ecological advantages over its reeling southern neighbor, advantages which would be used to strengthen U.S.

I., October 6, 1932. His professional life of fifty-six years was crammed with useful and largely original work—eagerly undertaken, thoroughly and brilliantly com- pleted—which won for him the respect and liking of colleagues, the loyalty of co-workers, and grateful public appreciation. Fortunate in possessing a vigorous body and a penetrating mind, he used these talents with unremitting zest: there was no lost motion in the running of this rugged and nicely adjusted mechanism of muscle, heart and nerve, over which ruled a will tensed for sustained effort and an intelligence that united in- sight with precision and force. I le set a stiff pace for others, but spared not himself. If he exacted hard stints from his helpers, he inspired them, too, by enthusiasm and example; in the midst of a demanding job he kept no working hours, and scarcely knew how to call a day a day. Though the pres- sure of the drive was relentless, he stayed in the van through the toughest going. And to these qualities of character— industry and leadership—a third was added, integrity.

Like our late colleague, Profesor William James, I find that with advancing years it is desirable to relieve oneself of what he fittingly called "life's baggage." Having assisted at the birth of many of our American Societies and served them in one way or another for many years, and having acted as the Chairman of the Committee on the Barnard Medalfor a decade, I am disposed to think it will be advantageous for me, for the Academy, and for contemporary society to transfer the duties of the Chairmanship of the Committee in question to a younger man.

Nature long ago discovered feedback since it is essential for homeostasis and life. It was the key for harnessing power in the industrial revolution and is today found everywhere around us. Its development as a field involved contributions from engineers, mathematicians, economists and physicists. It is the first systems discipline; it represented a paradigm shift because it cut across the traditional engineering disciplines of aeronautical, chemical, civil, electrical and mechanical engineering, as well as economics and operations research. The scope of control makes it the quintessential multidisciplinary field. Its complex story of evolution is fascinating, and a perspective on its growth is presented in this paper. The interplay of industry, applications, technology, theory and research is discussed. I am employed as a Section Leader by the Instrumentation and Control Systems Branch (ICSB), Division of Systems Integration, Office of Nuclear Regulation, USNRC. A complete description of my professional qualifications is attached to this affidavit. 2. The purpose of re affidavit is to address factual matters raised 'by Joint Intervenors motion to reopen the record in the above captioned proceeding and the "Affidavitof Mr. Richard Burton Hubbard" (February 28, 1980) with respect to environmental qualification and aging of safety-related electrical equipment. 3.
