Rapid Needs Assessment Internal Displacements – North West

www.muzun.org [email protected] Introduction: Between November 2017 and June 2018, the Camp Coordination and Camp Management Cluster (CCCM) tracked over 733,000 displacement movements to the central and northern parts of Idleb Governorate (some may be secondary displacements). This includes 94,806 people who were evacuated as part of local agreements towards Idleb from East Ghouta, Qalamoun, Northern Rural , Southern , Dara’a and Qunaitra. During this month, September 2018 a huge offensive by GoS on Northern and Southern Idleb communities is happening and leading to continues displacements from Northern Hama and Southern Idleb towards Northwest Idleb, Western Rural and Ephorates shield areas. Based on our available data, some of the displaced communities are a secondary displaced IDPs. The IDPs have several destinations mainly to North West Idleb IDP sites (Atmeh, Karama, , akfr lossin and Dier Hassan). The second destination is to Western Rural Aleppo (Deir Samaan, , Daret Azza, Abin Samaan, Ainjara, Batbu, Qubtan Al-jabal) Some families are to continue to Ephorates Shield areas in Al-Bab and Jarablus as a destination for their displacement, reportedly, many families arrived Al-Bab form Afrin and currently residing with relatives and unfinished buildings. Only tiny numbers are arriving to Afrin, Deir Ballot, Jendires form Idleb, nothing yet confirmed regarding numbers from Muzun. Methodology: Whilst Muzun roving team covers both Idleb and Aleppo Governorates and its districts in Northern Syria, Muzun Roving team monitored and observed the IDPs movements and influxes in different locations in both Idleb and Aleppo Government. The field team follows the IDPs day by day to get full understanding and accurate numbers about any potential movements to be updated timely basis in terms of departures, arrivals, returnees, and their situation in general including but not limited needs assessment, type of shelter, and humanitarian response. The collected data based on the direct observation visits, local councils, community leaders, relief offices, IDPs themselves and other key informants using cluster and sub-cluster samples technique. Where more 22 researchers were responsible to cover different districts in Aleppo and Idleb under supervision and management by project coordinators, project officers and MEAL coordinator. Finding & Results: IDPs Profile: The total number of assessed displacements in the informal settlement and in the host, communities was 6,608 families, 42,952 individuals. Out of them 10.738 are males,12,886 are females, 9,879 are boys, and 9,449 are girls.

www.muzun.org [email protected] Security Situation: Many major security concerns on Idleb not to be the world’s worst humanitarian disaster, millions of IDPs are expected to displace to unknown areas where the existed shelter space in opposition held areas are already over capacity. GoS arterial shelling is targeting civilians and civilian infrastructure in As-Suqaylabiyah and Jisr-Ash-Shugur districts. The major shelling is targeting the GoS-Oppositions frontline communities controlled by the oppositions. Speaking of which, major population profile is anti regime with no acceptance to enter a reconciliation agreement with GoS, those who have been evacuated form deferent areas from Syria (Homs, Damasucs and ) and living in the shelled communities are again, a secondary displaced IDPs. For the main time, population in Idleb are threaten by the conflict and news that says GoS will advance in Idleb taking over the full control in the near time.

Unmet Needs: Based on the interviews with few informants and some displaced households, there were unmet needs especially ready to eat, food baskets, NFIs, Hygiene Kits, safe drinking water and other needs in relation to women, girls, children, and disabilities. 1. Food: The displaced families need to ready to eat baskets, food basket, bread, and milk for children and other needs in relation to food. In addition, they need to be provided with food daily basis due to the situation of new displacement so they need urgent intervention and support. 2. Health care: The displacements need primary health care and medicines especially to those with chronic Diseases, pregnant women, and new born children. Where most of them without any primary health care at the new destinations and new hosted areas. 3. Non-Food-Items & Shelter: The shortage of the available spaces in the camps still one of the biggest challenges in term of shelter, where no additional spaces in the IDP informal settlements in Northwest Syria and other areas which hosted the new displacements. Furthermore, the host communities took a part of the responsibilities in hosting a large number of new displacements. On the other hand, several reasons were mainly for the IDPs to not heading to the available reception centers because of publicly unknown by the local communities in Idleb and no more information was in place about these centers.

www.muzun.org [email protected] Regarding non-food-items, there is a big gap in meeting the needs of the new displacements in the new hosted areas. Where the most unmet and priority needs in term of non-food-items were as follows;

1. Clothing/shoes. 2. Mattresses. 3. Blankets/bedding. 4. Baby diapers. 5. Women diapers. 6. Hygiene kits. 7. Solar Lamp. 8. Kitchen sit 9. Diapers for adult.

 The barriers which keeping people from meeting these needs were; 1. Unable to afford items. 2. Items are not available. 3. Unable to access markets. 4. Safety or protection concerns 5. Shortage in Financial capacity.

 Regarding the barriers to access to the humanitarian aid were; 1. The provided items don’t meet their needs. 2. No enough support. 3. Capacity of local actors.

Conclusion: The GoS intensive bombardment on Northern Idleb and Southern Hama countryside’s with deferent weapons have resulted in a large IDP influx. Over 15 thousand IDPs recently displaced toward Northern Syria, high percentage of them are secondary displaced, originally from Homs, Damascus and eastern Syria governorates of Deir Azzor and . The large influx occurred form the communities of Al Habit, Kafr Zita, Al Zakah, Heish, Latamna and other communities that are experiencing artillery shelling by GoS, further to this, the actual intentions where the IDPs are displacing are mainly within Idleb (alongside with the Turkish-Syria border IDP sites). Other families are moving towards North west Aleppo (Afrin, Atarib and Daret Azza) and a number of families are to continue to Ephorate Sheild areas in Jarablsu and Albab, however, those who are originally form Raqqa and Deir Ezzor are returning to SDF held areas through Al-Bab and Jarablus. The humanitarian response is still not meeting the real needs of the affected displaced families in the hosted IDP settlements becuase of the capcity of the humniatrian actors in the targetd communities. So, the needs to the rapid response is an essintail thing in the few next weeks with huge expected displacments movements if the offensive will last more.
