MEMORANDUM TO: Mayor Miro Weinberger and Board of Finance MEMORANDUM TO: Mayor Miro Weinberger and Board of Finance FROM: Peter Owens, CEDO Director Marcy Krumbine, Assistant Director for Community Development DATE: June 12, 2013 RE: 2013 Five Year Consolidated Plan Community Development Block Grant Proposed Allocations 2013 Action Plan for Housing & Community Development Resolution Enclosed are the final versions of the new Consolidated Plan for Housing & Community Development and the 2013 Action Plan. The Consolidated Plan provides detailed information about city demographics, the local housing market and the local economy. It outlines housing, community and economic development needs and priorities for the City. This Consolidated Plan covers the five- year period beginning in July 2013. The Action Plan combines the recommendations of the CDBG Advisory Board with the priorities, goals and objectives of the proposed 2013 Consolidated Plan, and shows how the recommended expenditures of 2013 CDBG and other HUD resources (HOME and Lead Paint Hazard Reduction dollars) correspond with identified needs and action strategies. The City is required to have these Plans as a condition of its receipt of Community Development Block Grant (CDBG) and HOME funds from the U.S. Department of Housing & Urban Development (HUD). A Resolution seeking approval for the Five Year Consolidated Plan and the 2013 Action Plan for Housing and Community Development is attached. The Community Development & Neighborhood Revitalization Committee, comprised of Councilors Bryan Aubin, Jane Knodell and Kevin Worden are jointly sponsoring this resolution. The Consolidated Plan and Action Plan, along with the proposed allocations, were the subject of a Public Hearing on the April 29 Council meeting. The public hearing and the Plans were duly advertised and available for 30 days of public comment as required by HUD. Please be advised of several changes since you reviewed the draft of both Plans and the CDBG Advisory Board’s recommendations. On May 30, HUD informed the City of our 2013 allocation for the CDBG and HOME Investment Partnership grant programs beginning on July 1, 2013. CDBG - $689,742 HOME - $389,428 This is a 10% increase for CDBG and a 14.3% increase for HOME. The increase is most likely due to the incorporation of the new American Community Survey data into the formula funding. Previously, per HUD direction, a 5% decrease was budgeted. The additional funds must be reallocated so the Plans may be submitted with the new allocations. Projects that had not been previously advertised as funded could not be considered due to the advertising and time constraints. Since time was of the essence, the Mayor has recommended allocating a small amount of additional funding ($9697) to the Public Services activities that the CDBG Advisory Board had originally recommended to fund with more assistance. Those recommendations are attached. In addition to this project funding change in the Action Plan, there were additional items included in the Consolidated Plan under NA – 05 Overview, General Demographics; NA – 40, Homeless Needs Assessment; MA – 10, Housing Inventory and Student Housing; and comments from citizen participation. With the proposed allocation of CDBG, HOME and Lead Hazard Reduction, Housing Trust Fund, and other public and private funding, the City and its subgrantees plan to: Work to preserve 140 housing units with expiring subsidies at Rose Street Artists Co-op, Pearl Union SRO, ONE Housing, Burlington Rental Housing Improvement Project and Housing for Homeless Plus. Begin predevelopment work on several adjoining properties on Bright Street with the ultimate goal of 30-40 new housing units. Help 860 residents to remain housed and living independently through homesharing, home-based and center-based services for seniors, access modifications and other housing retention services. Provide 565 homeless residents with emergency shelter, case management and housing placement services. Support the creation/retention/expansion of 8 new businesses, with 10 associated permanent jobs, through technical assistance, business loans and entrepreneurial training. Provide families with high-quality, affordable childcare and early education for 83 children. Provide free tax preparation, clothing and employment services, community integration services to help 1,144 low-income residents (including many with limited English proficiency) increase their self-sufficiency. Provide food to 5,601 residents; summer English skills learning programming to 45 youth; and dental care services to 350 homeless residents. Renovate the kitchens of two public facilities including an emergency shelter and senior center. Support the assessment, remediation and redevelopment of 4 brownfields sites to result in the development of affordable housing units and new commercial/public facility space. Resolution Relating to AUTHORIZATION TO SUBMIT 2013 BURLINGTON CONSOLIDATED PLAN AND ONE-YEAR ACTION PLAN WHEREAS, a resolution by the City Council is required for adoption of the 2013-2017 Consolidated Action Plan for the Community Development Program and the 2013 Annual Action Plan; and WHEREAS, Burlington, Vermont (the “City”) is eligible to participate in the Federal Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership Programs as an entitlement jurisdiction; and WHEREAS, the City is required by the U.S. Department of Housing and Urban Development (HUD) to adopt a Consolidated Plan and One-Year Action Plan as part of the federal requirements for these two formula grant programs; and WHEREAS, the City’s 2013-2017 Consolidated Action Plan, contains a housing and community development needs assessment; a survey of available resources; and a five-year strategy that specifies achievable housing and community development goals and programs; and WHEREAS, the City has prepared a one-year action plan (Annual Action Plan) to implement the first year of the five-year strategy of the 2013-2017 Consolidated Action Plan; and WHEREAS, the 2013 Annual Action Plan establishes a one-year program in compliance with HUD funding allocations and requirements; and WHEREAS, the Consolidated Plan and One-Year Action Plan were developed in accordance with the Citizen Participation Plan adopted by City Council in May 2008; and WHEREAS, citizen participation leading to the development of the Consolidated Plan and One- Year Action Plan included workshops; public meetings; consultation with community and faith- based organizations and with state entities; consultation with the Neighborhood Planning Assemblies and their steering committees; and a Citizen Advisory Board which made recommendations on the allocation of CDBG funds for sub grantees; and WHEREAS, the 30-day comment period on the Consolidated Plan was held from April 24, 2013 through May 28, 2013, and WHEREAS, notice of the proposed Consolidated Plan was circulated in late April by notice published in Seven Days and online on the website of the Community & Economic Development Office, and by e-mail notice to all City Councilors, to the CDBG mailing list, to the CDBG Advisory Board, and to thousands of city residents via the Buzz and via all city Front Porch Forums; and WHEREAS, the recommendations of the Citizen Advisory Board together with a proposed One- Year Action Plan were published for public comment on April 24, 2013; and WHEREAS, notice of the recommendations of Citizen Advisory Board and of the proposed One-Year Action Plan was circulated to all applicants and by notice published in Seven Days and online on the website of the Community & Economic Development Office; and WHEREAS, a duly warned public hearing was held on May 6, 2013 to receive further input; and NOW, THEREFORE, BE IT RESOLVED that City Council hereby adopts the 2013 Burlington Consolidated Plan and One-Year Action Plan and Citizen Participation Plan; and BE IT FURTHER RESOLVED that the Mayor is authorized and directed to sign on behalf of the City of Burlington the application for CDBG and HOME funding which accompanies this Consolidated Plan and One-Year Action Plan and any and all documents relating thereto deemed necessary by the Department of Housing and Urban Development, subject to the review and approval of the City Attorney; and BE IT FURTHER RESOLVED that the City Council hereby approves the expenditure of 2013 Community Development Block Grant Entitlement and HOME funds as described in the 2013 One-Year Action Plan. 2013 CDBG Applicants - Public Service Proj # Project/Program Description Organization 2013 2013 2013 Revised Amount Recommended Final Award Requested Award Homeless & Housing Services PS1 Daystation Daytime shelter and services for 950 homeless Committee on Temporary Shelter $10,000 $0 $0 persons PS2 Families in Transition Case management for 100 homeless families Committee on Temporary Shelter $12,000 $5,000 $7,000 PS3 Housing Assistance Program Help 450 residents avoid housing loss or become Champlain Valley Office of Economic Opportunity $12,000 $5,000 $5,000 rehoused PS4 Safe Tonight Shelter, transitional housing and services for 463 Women Helping Battered Women $12,000 $8,000 $8,000 victims of domestic abuse PS5 Waystation Overnight shelter for 250 homeless single adults Committee on Temporary Shelter $10,000 $0 $0 Food Security PS6 Chittenden Emergency Food Shelf Groceries and meals for 5,621 low-income residents Champlain Valley Office of Economic Opportunity $12,000 $8,000 $8,000 Seniors & Persons w/Disabilities PS7 Case Management for Seniors

    Community Declaration of Racism as a Public Health Emergency July 16, 2020 That WHEREAS, stark and persistent health inequities exist in the United States based on race, which are caused by systemic racism; and WHEREAS, systemic racism is a principal social determinant of individual and public health, impacting economic, employment, education, housing, justice, and health opportunities and outcomes, all of which further adversely impact the health of people of color; and WHEREAS, the coronavirus is now exacerbating these disparities, and Black and Latino people in the U.S. have been nearly three times as likely as white people to become infected with the virus and nearly two times as likely to die,i and those disparities are even more marked among younger age groups;ii and WHEREAS, these same disparities exist in Vermont, and during the current pandemic, though Black residents comprise just over 1 percent of Vermont’s population, they account for approximately 10 percent of the total confirmed COVID-19 cases as of July 8, 2020iii; and WHEREAS, race-based disparities exist at the local level in many areas that are the most important social determinants of health; and WHEREAS, in housing, only 4 percent of homes in Burlington are owned by people of color though people of color comprise 18 percent of Burlington’s population,iv and potential home applicants who are Black are four-and-a-half times more likely than white applicants to be denied for a home loan (83.3 percent to 18.2 percent);v and WHEREAS, in Chittenden County, 26 percent of

But not the stuff that typi- cally overloads after-school snacks. As the late-afternoon light begins to fade in northern Vermont, Banach is at Shelburne Farms to study the sci- ence of making maple syrup, which involves examining the sugar content of sap through an instrument called a refractometer. Tubs of Vermont ma- ple kettle corn are on hand for snacking and inspiration. SBanach is one of a handful of high schoolers participating in the 1,400-acre nonprof- it’s long-term mentoring Aspiring Naturalist Teen Program, which supports “healthy transitions toward adulthood.” The high-school senior didn’t need much convincing to join; she began attending a summer camp here at Shelburne Farms when she was 10 and “never left,” she jokes. “Shelburne Farms has taught me responsibility, teamwork, self- awareness, motivation, determination and hard work. It’s helped me to become a health- ier person over the years. The last time a President stopped by was President Clinton in 1995. So we decided that today we are going to reset the clock. I—couple of acknowledgements I want to make. First of all, give Jeanne a big round of applause for their introduction. You've got one of the best Governors in the country. And when flooding came and disaster struck, he was here every single day working on your behalf. And we couldn't be prouder of him—Peter Shumlin. We got two outstanding Senators, Patrick Leahy and Bernie Sanders. You've got an outstanding mayor-elect, Miro Weinberger. Give it up for Grace Potter and the Nocturnals. I also want to thank Carolyn Dwyer and the entire host committee for helping to organize this unbelievable event. And one last thing I want to do, I want to express my condolences to everybody who knew and loved Melissa Jenkins, because I know that some of the elected officials are going on to that funeral. This is a woman, by all accounts, who devoted her life to her community and helping to shape young minds. And I know that Vermont's heartbroken, so all we can do is live our lives in a way that pays tribute to hers, by looking out for her students and her son.

As part of the declaration, all participants also announced: 1) a commitment to the sustained and deep work of eradicating racism within their organizations; 2) immediate and specific actions that they are taking to address the emergency in the work that they do; and 3) a commitment to participate in ongoing joint action, grounded in science and data, to eliminate race-based health disparities and eradicate systemic racism in Chittenden County.
