Alignment with Legislative Platform (i.e. “issue”/plank or 1) Support policies and increased funding that seek N/A if not in legislative platform) to reduce racial and ethnic disparity in the County regardless of immigration status. 2) Remove barriers to reintegration including barriers to education, employment, housing, and health and social services. Increase rehabilitation services both for persons in- custody defendants and those who have been released. Allow more options to reduce court supervision periods. Support programs designed to restore rights, including reduction, dismissal, expungement, and/or sealing of criminal records for those who have completed their criminal sentences. Summary (Summary of item, use Legislative Counsel’s Digest, Bill Analysis, or Bill Summary): Proposition 17 is a constitutional amendment that would allow people on parole for felony convictions to vote in California.[1] Currently, the California Constitution disqualifies people with felonies from voting until their imprisonment and parole are completed. The ballot measure would amend the state constitution to allow people with felonies who are on parole to vote; therefore, the ballot measure would keep imprisonment as a disqualification for voting but remove parole status.[

Potential Impacts to County Residents (Include specific data): By restoring voting rights to people on parole, Prop 17 furthers rehabilitation and restoration to full citizenship. Being able to have a voice in elections increases a person’s commitment to and investment in their community. Reducing the number of people who are denied the right to vote increases the legitimacy of elections and their outcomes.
