HISTORIC PRESERVATION COMMISSION JUNE 9, 2021 MULTI-FAMILY SURVEY AD-HOC COMMITTEE NEW BUSINESS SUBJECT: DRAFT HISTORIC CONTEXT STATEMENT UPDATE FOR THE RESIDENTIAL PROPERTIES IN THE R2, R3, AND R4 MULTI- FAMILY ZONING DISTRICTS INITIATED BY: PLANNING AND DEVELOPMENT SERVICES DEPARTMENT (Jennifer Alkire, AICP, Planning Manager, CHPP) (Doug Vu, Senior Planner / HPC Liaison) (Antonio Castillo, Senior Planner) _____________________________________________________________________ STATEMENT ON THE SUBJECT The Historic Preservation Commission Ad-hoc Committee will review the draft Historic Context Statement (HCS) update of residential properties in the R2, R3, and R4 multi- family zoning districts and provide comments to staff and GPA Consulting before a final HCS update is presented to the Historic Preservation Commission. RECOMMENDATION Review the draft Historic Context Statement update and provide comments to staff before the final HCS is prepared and presented to the Historic Preservation Commission. BACKGROUND Multi-family properties in the City of West Hollywood were initially surveyed during the citywide historic resources survey in 1986. In 2008, the City updated the HCS and completed a historic resources survey of residential properties in the R2, R3, and R4 Zoning Districts. Since the 2008 update, residential neighborhoods have experienced incremental changes that have shaped current conditions. The subject draft HCS was prepared by GPA Consulting for the City of West Hollywood as Phase 1 of an update to the City’s HCS, and a Historic Resources Survey update will be completed as Phase 2 of this project that will include a comprehensive review of approximately 2,400 properties. The HCS and subsequent survey update will contribute to the City’s overall goal of identifying, evaluating, and protecting historic and cultural resources in light of increasing development pressures within the residential neighborhoods. -

Allan Hancock for the purpose of furthering oceanographic studies. These records also include those materials from the library and museum that were associated with the Foundation, as well some personal mementos of Captain Hancock's and the Hancock family. Also included are extensive records of the research ship Velero IV, as well as sound recordings, photographs and films produced by and related to the Allan Hancock Pacific Expeditions of the Foundation (1925-1960). The expeditions explored the eastern Pacific coast into South America, visiting the Galapagos Islands, Ecuador, Panama, and Baja California. Historical note George Allan Hancock was born on 26 July 1875, the heir to the Hancock family's extensive Los Angeles land holdings, including Rancho La Brea. -

The project applicant proposes to construct one high-rise, mixed-use commercial and residential building on a 3.9-acre property located at 6300 West Third Street (project site). The following study was conducted to analyze the potential impacts this project may have on resources located in the project site to comply with the California Environmental Quality Act (CEQA), including relevant portions of Public Resources Code (PRC) Section 5024.1, Title 14 California Code of Regulations (CCR) Section 15064.5 of the CEQA Guidelines, and PRC Sections 21083.2 and 21084.1.
