    Dear Neighbor, Yesterday, Governor Ralph Northam announced that beginning April 18, every Virginian age 16 and older will be eligible to register for the COVID-19 vaccine. In order to meet this goal, Fairfax County plans to open registration for Phase 1c early next week and transition to Phase 2 by the governor’s deadline. Now that vaccine supply is steadily increasing and everyone will soon be eligible, the upcoming challenges will be spreading information about the effectiveness and safety of the vaccines while increasing accessibility to communities disproportionally affected by COVID-19. Here in Fairfax County – and across the nation – COVID-19 has had a disproportionate impact on Black, Indigenous, and people of color (BIPOC) communities. The Health Department’s outreach team is actively working to build confidence and support residents in making an informed decision. My staff and I are also ready to connect you, or a loved one, with the proper resources and information needed to make an informed decision. Pages 4 through 7 of this month’s Braddock Beacon include comprehensive updates related to vaccine access, including a list of common myths about the vaccines. NEPA and the associated laws, regulations, and policies require the BLM to seek public involvement early in, and throughout, the planning process to develop a reasonable range of alternatives to PCW’s Proposed Action and prepare environmental documents that disclose the potential impacts of alternatives considered. Public involvement and agency consultation and coordination, which have been at the heart of the process leading to this draft EIS, were achieved through FR notices, public and informal meetings, individual contacts, media releases, and the project website. From the initial proposal of the project, the public and agencies have been approached for input on the project scope and development, as discussed in Chapter 1.0. This chapter describes this public involvement process as well as other key consultation and coordination. 6.1 Agency Participation and Coordination Specific regulations require the BLM to coordinate and consult with federal, state, and local agencies about the potential of the project and alternatives to affect sensitive environmental and human resources.     2009 Utah Taxpayers Association Legislative Scorecard The Utah Taxpayers Association annually issues legislative report cards to its members and the public. The 2009 scorecard rates Utah’s 104 legislators on 17 key tax and spending related bills in the House and 16 in the Senate. Because HJR 8 is such an important taxpayer issue, we have applied a double weight to that vote. In the House, six of the bills were supported by the Association and passed without a dissenting vote, meaning the lowest possible House score (unless there were absences) on this year’s scorecard was 33.3%. In the Senate, seven of the votes were supported by the Association and passed without a dissenting vote, meaning the lowest possible Senate score (unless there were absences) on this year’s scorecard was 41.1%. House Summary The average score in the House is 72.6%. Four Representatives, all Republicans, scored 100.0%: Rebecca Lockhart, John Dougall and Mike Morley. Janice Fisher and David Litvack were the highest scoring Democrats (58.8%). The Representatives scoring below 50% are Jackie Biskupski (35.3%), Christine Johnson (37.4%), Neil Hansen (37.5%), Larry Wiley (40.0%), Mark Wheatley (41.2%), Christine Watkins (41.2%), James Gowans (41.2%), Rebecca Chavez-Houck (41.2%), Laura Black (41.2%), Jennifer Seelig (43.8%), Jay Seegmiller (47.1%), Marie Poulson (47.1%), Carol Spackman Moss (47.1%), Lynn Hemingway (47.1%), and Susan Duckworth (47.1%). He introduced the following honored gests and their escorts. The Honorable Pat Arp, Deputy Secretary of State, escorted by Representatives Gentile and Quarberg. The honorable Max Maxfield, Secretary of State escorted by Representatives Diercks and Illoway. Secretary of State, Max Maxfield called the House to order and introduced Ian Cohee. He is the nephew of the Speaker Elect and is here to share his talent with us. Ian was born in Wyoming but is currently a resident of Ft. Collins, Colorado. He graduated in 2005 from Loveland High School, attended CSU for one year and is currently taking a break. Ian has played the bagpipes for eight years and never practices. He has played with the youth symphony from Ft. Collins and the Ft. Collins Pipe Band with his grandfather, Tom Sutton. He also plays electric base, standup base and guitar. Please join me in welcoming Mr. Ian Cohee, bagpiper extraordinaire. Secretary of state, Max Maxfield asked the body to join him in thanking Ian Cohee. Sergeant-of-Arms Darrell Moore announced the Honorable William Hill, Justice of the Wyoming Supreme Court escorted by Representatives Brown and Bagby. The Central High School ROTC posted the colors, followed by the Pledge of Allegiance by the body. The prayer was given by Father Gary Ruzicka, St. Mary's Cathedral. Deputy Secretary of State Pat Arp called the roll of the elected House Members.
