c) Financial Statements as at October 31, 2018: The financial statement for October, 2018 is not completed and will be provided to Council once complete.

d) 2017 Audited Financial Statements: Because the 2017 audited Financial Statement of MLA Regional Planning Service has not been received, the consolidated audited financial statement for the Municipality of McCreary cannot be completed by our municipal auditor. This will delay our receipt of 2018 Gas Tax Funding as filing our audited financial statement is necessary prior to release of the remaining 50% of the 2018 Gas Tax Funding to us.

e) Financial Planning 2019: This can be removed from the agenda until January, 2019.

d) By-Law #12/2018 – Indemnities By-Law – COPIED; The most recent Association of Manitoba Municipalities Salary Survey information for payments to Elected Officials was provided to Council. Increasing indemnities due to loss of 1/3 tax exemption was discussed. Meal expenses requiring receipts to a maximum allowance was discussed. This by-law will be considered further after the AMM Convention.

UNFINISHED BUSINESS:

a) Property Consolidation: A further follow up will be done.

b) Development and Building Permit Applications: Development Permits and Building Permits received since the last regular meeting were discussed.

c) Fire Safety Inspections: Fire Safety Inspection training and determining if anyone is interested in performing Fire Safety Inspections will again be discussed at the upcoming meeting of the McCreary Volunteer Fire Department.

d) Water Meter Upgrading Project: Progress made with approximately 90 meters installed, staffing and the completion date for this project were discussed.

e) Rural Civic Addressing: Installation of signs and review for possible amendments due to vacant yard sites, new yard sites or access issues is taking place as time permits. E911 implementation and letters to residents confirming rural civic addresses is delayed until the review is complete.

f) Hutton Memorial Cemetery Project: The gazebo is in place. Work is still needed to prepare cases for placement of the burial information in the gazebo for use by visitors to the cemetery. 6 Approved by Resolution #344/2018

g) Cemetery Expansion – COPIED: Information received was discussed. Quotes are to be requested so that this matter can be discussed further during financial planning for 2019.

h) Fletcher Park Electrical Project: This project has not been completed due to the possible need to upgrade the transformer provided by and the costs of same. A report from our Contractor and/or Manitoba Hydro is expected to be received shortly.

i) McCreary Waste Disposal Site:

Oil and Filters: Licensing requirement is being confirmed.

Electronic Waste: Licensing and agreements required are being confirmed.

Paint, Lights, Aerosols, Small Propane Tanks: Licensing and agreements are being worked on.

Clean Farms Recycling Programs – Silage Wrap, Twine, Seed Bags: Further research is being done on new programs as they become available.

Landfill Operator Certification by July 1, 2019: Training requirements and where and when training is available is to be confirmed.

j) Association of Manitoba Municipalities Annual Convention: Rooms and registrations for those attending were confirmed.

k) Utility Rate Study: The status of our Utility Rate Study application to The Public Utilities Board is to be followed up on.

l) Attendance at Christmas Gala: See Resolution #340/2018 – General Business.

m) 10% Project PR #462:

#326/2018 BE IT RESOLVED THAT the Municipality of McCreary request an extension for completion of the improvement project on PR 462 as approved under the Gravel Road Initiative Agreement – 10% Project Program for completion in 2019 rather than 2018.

n) Gravel Crushing: The crushing of gravel has been completed by Zenith Paving. Exploring other sources of gravel was discussed. The requested hauling of 1,000 yards to the rural and urban shops has also been completed by Zenith Paving.

o) Gravel Availability: Prospecting for gravel on municipally owned property was discussed. Information is to be requested from Manitoba Mines and Minerals. Alternate sources of gravel were discussed. Information is to be gathered for consideration by Council. Additional costs for gravel and a review of hauling costs from different locations were discussed. Use of the spreadsheet available from the Operations Foreman to calculate this was discussed.

p) Brushing: A follow up with Manitoba Hydro is to be done.

q) Emergency Plan Review and Emergency Plan Coordinator Position:

u) 2019 Regular Meeting Schedule – TABLED.

v) Policy Review:

Council Members Code of Conduct: Council was asked to review this policy for possible revisions at the next meeting.

Municipal Tendering and Procurement Policy: This policy was reviewed and recent amendments due to trade agreements were discussed. Council was asked to review for any further revisions for consideration by Council.

Personnel Policy: Possible revisions were discussed. Self-Evaluations were discussed. Protective clothing was discussed. This policy is to be reviewed by Council for consideration of revisions at the next meeting.

Municipal Employee Code of Conduct: This is also to be reviewed by Council for consideration of revisions at the next meeting.

Public Interest Disclosure (Whistleblower Protection) Act: A photocopy of this new Act to take effect December 4, 2018 is available for review by Council and was filed for reference.

w) Health and Dental Benefits Program Application or Waiver: Applications or Waivers were requested from each member of Council.

x) Senior Election Officials Report on 2018 Municipal Election – COPIED: A photocopy of this report was provided to each member of Council and filed for reference.

GENERAL BUSINESS:

a) Review of Contracts:

Animal Control and Pound Keeper – COPIED: A possible renewal is to be investigated further.

Building Inspection – Office of the Fire Commissioner: A renewal is expected to be received from the Office of the Fire Commissioner. 9 Approved by Resolution #344/2018

Development Officer – MLA Regional Planning Services: A renewal is expected to be received from MLA Regional Planning Services but will be followed up on.

By-Law Enforcement Officer: A renewal is also expected to be received but will be followed up on.

Water Utility Operator – COPIED: Interest in renewal by the current Contractor and confirmation of certification is to be investigated. Training opportunities for municipal staff to become certified were discussed.

Office Janitor – 432 First and 436 Second – COPIED:

#330/2018 BE IT RESOLVED THAT the Municipality of McCreary offer an extension of the Janitorial Services Contract to Theresa Kohlman for a further term of one year being January 1, 2019 through December 31, 2019 with all terms and conditions of the current agreement to remain the same. CARRIED.

Waste Disposal Grounds and Recycling Contract for Services–COPIED:

#331/2018 BE IT RESOLVED THAT a Committee of the Whole of the Municipality of McCreary go in camera for the purpose of discussing an employee or employees as provided for in Subsection 152(3) of The Municipal Act.

CARRIED.

#332/2018 BE IT RESOVLED THAT the Municipality of McCreary close its in camera discussion and re-open the meeting to the public.

CARRIED.

#333/2018 BE IT RESOLVED THAT the Municipality of McCreary offer an extension of the Waste Disposal Grounds and Recycling Depot Contract to Traci Livingstone for a further term of six months being January 1, 2019 through June 30, 2019 with all terms and conditions of the current agreement to remain the same. CARRIED.

b) 2019 Fire Department Members Appointment: The membership is to be confirmed by the Fire Chief.

c) 2019 Regular Meeting Schedule: This will be confirmed once the by-law has received third reading.

d) 2018 Seasons Greetings:

CARRIED. e) Calcium for Sidewalks: This was discussed. The Operations Foreman is to be asked to follow up on this matter with local Manitoba Infrastructure. Sanding for now was discussed. If calcium is required in the interim local suppliers are to be asked for pricing.

f) Employee Evaluations: This matter will be considered after review of the Personnel Policy.

g) 2019 Green Team Application: The applications should be available shortly. The 2018 claim was submitted on September 10, 2018 but has not yet been paid to us.

h) 3 Miles of #462 East of Municipal Boundary – COPIED: Manitoba Infrastructure will be doing this snow removal and an Agreement is not necessary for this upcoming Winter season.

i) Fall Tour: A tour will be done in the Spring.

j) Broadband Network: Information received was provided to Council. More information is to be requested to assist Council with pursuing this as an option for internet services.

k) Road Maintenance Standards by Season: This policy is to be reviewed for possible amendment and improvement. Classifying roads and the number of passes by the grader was discussed. Hours required was discussed. Cost of alternative sources of gravel was discussed.

l) Road Restrictions: This matter was discussed.

m) Holiday Season Hours:

n) Road Allowances: This matter was discussed. Those expressing concern verbally are to be asked to research this themselves under The Crown Lands Act and The Municipal Act and then make a proposal to Council if they are interested in purchasing. Legal fees are the responsibility of any purchaser from the Municipality, including road closures which may be required. Sale of property by tender was discussed. How hunting concerns are to be handled was discussed. A letter is to be sent to Bob McCrae as spokesperson for this group of individuals.

#336/2018 BE IT RESOLVED THAT the Municipality of McCreary intends to participate in one or more procurements conducted by and on behalf of the AMM Trading Company between January 1, 2019 through December 31, 2019.

BE IT FURTHER RESOLVED THAT the Municipality of McCreary proceed with the required posting of its Notice of Planned Procurement on Merx. CARRIED.

#337/2018 BE IT RESOLVED THAT the Municipality of McCreary hereby endorses The Parkland Public Works Association in principle and will consider encouraging participation. CARRIED.

#338/2018 BE IT RESOLVED THAT the Municipality of McCreary agrees that the McCreary History Book Committee continue to use its Council Chambers for storage of books and materials, work bees during office hours as well as for evening meetings all on the understanding that use of the space be booked in advance with the Administration Office or with the Reeve.

#339/2018 BE IT RESOLVED THAT the Municipality of McCreary allow an Application for Licence to Construct Water Control Works at NW 4-20- 14W dated September 28, 2011 to lapse and that File #1.43.334 be closed by Manitoba Sustainable Development. CARRIED.

#340/2018 BE IT RESOLVED THAT the Municipality of McCreary invite as its guests all members of the former and present Council of the Municipality of McCreary and all employees of the Municipality of McCreary, including one guest per person invited, to attend the Christmas Gala hosted by the McCreary Recreation Commission at the McCreary Community Centre on Saturday, December 1, 2018 on the understanding that the cost of tickets in the amount of $40.00 per person be at the cost of the Municipality of McCreary.

BE IT FURTHER RESOLVED THAT those members of Council and those employees who are unable to attend the Christmas Gala be presented with a gift.

COMMITTEE REPORTS - ORGANIZATIONS:

a) Planning District/Services (Gawaziuk - Buchanan): 2017 Audited Financial Reports have not yet been received.

b) McCreary & District HandiVan (Graves - Duggan): The Minutes of 21, 2018 with Financial Statement for August, 2018 were received and filed.

c) McCreary District Library (Duggan - Gawaziuk): The appointee and the alternate were unable to attend the most recent meeting. The next meeting is scheduled for February 4, 2018.

d) Parkland District Library (Duggan - Gawaziuk): There have been no meetings to report on.

e) McCreary Recreation Commission (Duggan - Terrick): The Minutes of the October 2, 2018 Meeting were received and filed. A meeting is planned for November 30, 2018 to prepare for the Christmas Gala. The regular meeting is scheduled for December 4, 2018.

The McCreary Golf & Country Club Minutes of September 4, 2018 were received and filed.

f) Turtle River Watershed Conservation District #2 – Sub-District #44: (Buchanan - Gawaziuk) The Minutes of August 23, 2018 Regular Meeting were received and filed.

The email of November 20, 2018 from Manitoba Sustainable Development, Watershed Planning & Programs about updates on the modernizing of conservation districts program was discussed. Progress being made by Intermountain and Turtle River towards being combined and how operational differences are to be dealt with was reported on. The has not provided any templates but want a plan by January 1, 2019. Meetings are being held to try to be ready and areas within the new watershed are being defined. A Resolution is to be considered at the AMM Convention on this topic.

g) Whitemud Watershed Conservation District – Big Grass Sub-District: (Graves - Buchanan): The Minutes of October 18, 2018 Meeting were received and filed. A meeting was held , 2018 but the appointee did not receive notice.

The Email of November 20, 2018 from Manitoba Sustainable Development, Watershed Planning & Programs about updates on the modernizing of the conservation districts program was discussed under Turtle River Watershed Conservation above.

REMARKS: A Special Meeting was tentatively scheduled for December 5, 2018.

The next Regular Meeting is scheduled for December 19, 2018 at 7:00 p.m.

Lack of a street sign on Aline Drive at Burrows Road is to be dealt with.

A new at First and Burrows Road has been requested.

Other discussions involved equipment checklists, inventory, WHIMS, protective wear, carbon tax, Christmas lighting.

Calls about snow clearing are to be referred to the Reeve.
