Project Description: The proposed Shikhori Passenger Ropeway shall be developed at Shivkhori, Udhampur J&K by M/s J&K State Cable Car Corporation in order to promote tourism & modal shift to transit and for additional mode of transport. The proposed system to be installed at Shimla will be Monocable Detachable Gondola system. The Project is a 1739-m long ropeway, covering an area of 19302 sq m (including Terminal Stations, ropeway corridor and towers). The proposed ropeway shall be developed from LTP at Village Ransoo (below Ransoo Kotla Road) to UTP at approx 270 m distance from the Shivkhori Cave entrance. There will be a continuous ropeway line from LTP to UTP.

Type of Project The project being an Aerial Ropeway falls under the item 7 (g) of the EIA notification, 2006 and is a designated Project as per Schedule and falls under category A, as the UTP is at an elevation of 1100 m above MSL.

Project Proponent In the year 1988, the Government of J&K established J&K State Cable Car Corporation under the Companies Act, 1956 with an authorized capital of Rs. 2500.00 lacs to pursue the following main objectives, as laid down in its Memorandum of Articles and Association: -

1. To establish run, manage and administer Ropeways and Cable Car Project at Gulmarg; 2. To establish and carry on the business of Cable Car at other Tourist resorts of the State of J & K; 3. To develop necessary infrastructure and common facilities at different places in order to promote tourism in the State; 4. To establish, construct, lease out or acquire on its own Ropeways and Cable Cars at other tourist places; 5. To take over the running business of Gulmarg Cable Car Project at Gulmarg.

Description of Project Site: About Shivkhori

’ means ‘auspicious’ - is one of the Hindu god which makes the supreme Trinity, comprising of Brahma, the creator, Vishnu, the Preserver and Shiva or Mahesh, the Destroyer and Re-Producer of life. Lord Shiva is the destroyer of the world, which is responsible for the change. Lord Shiva is worshipped in many forms. He is conceived in his unborn and invisible form as lingum. The "Shiv-Lingum" symbolizes the power behind the creation. It is believed that at the end of all creation, during the great deluge, all of the different aspects of God find a resting place in the Lingam Famous cave shrine of "Shivkhori" situated in District Reasi of J&K state depicts the natural formation of shivlingum. It is one of the most venerated cave shrines of Lord Shiva in the region. The Holy cave is more than 150 m long & houses 4 feet high Svayambhu Lingum, which constantly baths in a milky lime fluid dripping from the ceiling. The cave is full of natural impression & images of various Hindu Deities & full of divine feelings. That is why Shivkhori is known as "Home of Gods". The route from to is full of beautiful & picturesque mountains, waterfalls & lakes. In February-March every year, on Shivratri day, a big festival is celebrated here, which attracts a large number of people from all over North India. In the Hindi month of Shravana (July-August) Hindu devotees visit this shrine in large numbers and offer “Jalabhishekam” to Holy Lingam.

Need/Justification of the Project: Presently normal access to the Shiv Khori Cave is through a Pucca (tiled) Footpath/Trekking Route from Ransoo. The pilgrims arrive at Ransoo from Reasi, Katra and Jammu covering a distance of 50 kms, 80 kms and 130 kms. respectively. The village Ransoo is at a distance of 6 Kms from the Reasi-Rajouri Road which branches off from the spot known as Kanda Morh. From Ransoo, devotees either prefer to go on foot or by ponies or by palkies (Palanquins) to reach to Shiv Khori cave which is 3.5 Km away on foot through Pucca footpath. Normally the devotees traverse 3.5 km long trek route to reach Shiv Khori Cave situated amidst the Peer Panjal Range. Hence this ropeway system is proposed to negotiate this tough reach in a comfortable & environment friendly way. 3 M/s Perfact Enviro Solutions Pvt. Ltd.

The ropeway will lead to a much higher footfall at the temple. People who were unable to pay their homage due to the difficult trek will be able to reach the temple in approx 6 minutes. It will make the temple accessible to everyone. Location of the Project Alignment: The Shiv Khori Shrine is situated amidst lush green mountains at 3.5 Km tracking distance from Ransoo, the base camp of Holy Shrine of Shiv Khori. Ransoo (Tehsil Reasi) in District Udhamapur.

Alternative routes assessed

Three alternative routes were assessed, which are as discussed below:

Alternate- 1 – Lower Terminal Point (LTP) at a place near Ransoo and near the house of and in the agriculture field of Shri. Khajoor Singh S/o Shri Sameer Singh, Khasra no. 291, 292,293,294 & 295 below Ransoo Kotla Road and Upper Terminal Point (UTP) behind shop of Kamal Singh Naag at about 270 m distance from the Shiv Khori cave entrance.

Alternate—2- Lower Terminal Point (LTP) at a place near Ransoo and near the house of Shri. Khajoor Singh S/o Shri Sameer Singh, below the Samadhi of father of Shri Pawan Singh Kohli, Khasra No. 305 below Ransoo Kotla Road and Upper Terminal Point (UTP) above toilet area near Shri Shiv Khori Shrinre Board Office below cave, and at about 70 m distance from the Shiv Khori cave entrance.

The LTP of this alignment is at a distance of about 30 m from the LTP of Alignment-1. The UTP of this alignment is about 130 m from UTP of Alt-1

Both of these alignments cross each other on the Hill top on left of Trekking route near Kali Mandir on way to Cave, at about 370 m chainage, from Starting point of the ropeway alignments.

Alternate—3- Lower Terminal Point (LTP) at a place near Ransoo and about 100 mtrs away from the Entry gate to way to Shivkhori cave and Upper Terminal at Vill. Upper Kotla.

The LTP of this alignment is at a distance of about 100 m from the LTP of Alignment-1.

However, while reviewing the alignments at the time of Detailed Instrumentation Survey it was felt that the point where these alignments cross each other at hill top is very near to trekking route and exists on a vertical slope. The debris excavated at this point at the time of execution will directly slip to trekking route and may cause injury/ disturbance to the pilgrims. Keeping this in mind, the Pivot Point/ Crossing point was shifted to about 20 m away on left side, while going from LTP to UTP.

After Detailed Instrumentation Survey and detailed discussions with all concerned, it was decided that the Alignment -1 is found to be suitable.

Locating the upper terminal area at a distance of about 270m from the cave shall facilitate the movement of pilgrims comfortably without any infringement upto the main entrance of Cave. Providing any station area nearer to the cave at UTP of Alt- 2 or other than this proposed point shall create traffic handling problem as no sufficient distance from the cave is available and it will be very inconvenient to handle the ropeway traffic at very near the Holy cave. From this point, devotees shall have to negotiate further 270 m distance on a horizontal trek to reach the Shiv Khori Cave. This space of 270 meter shall also facilitate to control the traffic movement during the rush hours. From the station area there would be a ramp connecting to the main entrance of Holy Cave. This alignment has got all merits and edging out the all other alternatives.

While considering the alignment, following approach & methodology has been adopted for selecting the most favourable alignment:

1. Availability of adequate space for terminals i.e. Lower Terminal, Intermediate Terminal, if any and Upper Terminal. 2. Easy land acquisition 3. Minimum possible infringement. 4. Should be feasible for selection of ropeway system matching with traffic and construction point of view. 5. Easy connectivity to Lower terminal and Upper terminal point of ropeway station from adjacent area. 6. Minimum rehabilitation and tree cutting. 7. Easy traffic handling at lower and upper terminal station.

Proposed Ropeway System Technology

Monocable Detachable Gondola System: A monocable ropeway system comprises basically an endless rope which acts both as the carrying as well as the haulage rope to which a number of carriages are attached at regular intervals. The carriages circulate around the close system by continuous carrying-cum- haulage rope. The carriages can be in the form of chairs or gondolas (enclosed carriers). Usually the carrying capacity of each carrier varies from 2 passengers to 12 passengers. In the detachable grip type monocable ropeway system, the carriages are automatically detached from the main haulage/carrying rope and are transported on the rails at the stations for boarding/de-boarding of passengers.

DETACHABLE GRIP MONOCABLE GONDOLA SYSTEM

Operational cycle of the Monocable Detachable system is described below:

 The ropeway stations i.e. Tension & drive are connected by an endless haulage rope through Drive /Return sheaves followed by different rocker sheaves placed on the trestles. The trestles will be placed at designed distance along the ropeway alignment.  Each gondola will be fixed to the rope at a predetermined equal spacing along the entire ropeway length.  The haulage rope along with different gondolas moves continuously in a particular direction in a specified speed.  On approaching a particular station i.e either Tension or Drive the gondola detaches from the rope by a mechanism  After detachment, the gondola de accelerates and moves on the curved rail inside the station with a speed of 0.5 m/sec by some chain arrangement.  During this period the gate of the gondola will be opened for de boarding and corresponding boarding.  Once boarding is over the gate of the gondola will be closed.  By some another mechanism the speed of the gondola accelerates and match with the ropeway speed. Once it is done, the gondola is then allowed to attach with the haulage rope.  The gondola then moves out from the station and moves towards other station.

 Every after given spacing one gondola enters and leaves the station by following the above (d- i) method.  This is the way a gondola will travel from Lower Terminal and Upper terminal.

fittings shall conform to latest Indian Standards, Central Public Works Department Specifications. The main activities regarding civil works to be done are detailed below:  Detailed field survey and fixing of specific alignment.  Final location of stations, towers and approaches by actual setting out on the ground.  Requisite geo-technical and soil investigation as per IS codes at tension tower and terminal locations to determine design parameters for the foundations against super- imposed loads.  Detailed designs and drawings for system, foundations and structures, towers including architectural drawings of buildings, approaches etc.  Civil works in foundation for towers and stations along with equipment including any special precautionary measures required for slope protection in ropeway structures and buildings.  Fabrication and erection of towers and structures as per relevant specification of steel etc. is to be used.  Works for completion of station building and other structures, including of roofing and side cladding of stations. Operation and Maintenance of Ropeway System: Operation & Maintenance of the ropeway system shall be carried out in accordance with the recommendation of manufacturer of the equipment such as Gear Box, Motors, Coupling, Control Panels, Carriage, Hangers, Cabins & Haulage ropes etc. However, ropeway systems manufacturer / supplier shall provide the manual book for carrying out the Operation & Maintenance. However, ropeway systems manufacturer / supplier shall provide the manual book for carrying out the Operation & Maintenance. Detailed operation and maintenance instruction manuals covering all aspects of maintenance of the Ropeway System would form an integral part of system documentation. The essential aspects of maintenance are, however, briefly listed below: . cabins, hangers and grips etc shall be done. . Periodic lubrication at the Stations shall be done. . Routine lubrication at the Stations.

. Regular cleaning at stations to ensure a clean and dust-free atmosphere. . Periodic Inspection, checking and replacement of hauling rope especially the spliced zones. . Inspection, checking, lubrication and replacement if and when required of line components such as line sheaves. . Tightening of all station tower bolts periodically. . Checking of prime mover such as motors, gearbox, couplings etc. . Regular checking of service and emergency brakes. . Regular checking of DG set and Diesel Engine. . Mock trial of rescue system at periodic intervals. . Adequate maintenance spares will be stocked for smooth operation. . Special tools & tackles will kept in the workshop

The basic requirement of manpower for running a Ropeway project shall be categorized as follows: Technical Non-Technical Preventive maintenance Ticketing Breakdown maintenance Accounting/Stores Supervision Security

 Technical manpower should cover all operation and maintenance functions and include mechanical, electrical / electronic engineers, operators and fitters, etc.

 Non-Technical manpower should cover the functions of stores, accounts, sale of tickets, checking of tickets and security, etc.

 Technical manpower has been proposed for both the stations.

ENVIRONMENT MANAGEMENT PLAN Land Environment: Construction Phase:

The land for proposed Shivkhori Ropeway comes partly under forest Land (18402 sqm) and partly under Non-forest land (900 sqm Hectares). Thus, Total of 18402 sqm (1.8402 ha) of forest land needs to be diverted for construction of ropeway and approx 450 numbers of trees shall be fall within the ropeway corridor after getting permission from forest department. There is Ramnagar Wild Life Sanctuary at 8.4 Km SE. The diversion of forest land will be required for construction of terminal stations, and line towers along the corridor.

Operation Phase: Although no major impact on land is envisaged during the operation phase, proper collection shall be taken care for no disposal of solid or hazardous waste & wastewater on land.

Air Environment Construction phase: During the construction activities for the proposed terminal stations there will be fugitive emission such as particulate emission etc. on small scale. The particulate emissions will be minimal and short term in nature. For the construction of line towers, the generation of the dust will be low as compared to the construction of terminal stations. Moreover, the dust generated during the construction phase will be considerably reduced due to localized meteorological conditions. Following mitigation measures shall be adopted during construction phase:  Water sprinkling shall be done to mitigate the impacts of dust generation.  Vehicles used in transportation of construction material will be kept fully covered & will be PUC certified.  DG set shall be installed with adequate stack height to avoid concentration of emissions on ground.  Construction material will be stored inside the project boundary and will be covered with the tarpaulin cover.  To minimize the occupational health hazard, proper mask shall be provided to the workers who are engaged in dust generation activity. Operation Phase: The operation of the proposed ropeway will not involve major air emissions. Ropeway operation is an environment friendly non-polluting transport system.

DG set of capacity 1 X 600 KVA at LTP & 1 x 40 KVA at UTP are proposed for backup power supply. These D.G. Sets will be provided with proper stack height as per the CPCB norms. As per the specifications from D.G. Set manufacturer, the emissions rates that shall be maintained are given in Table below:

The impact of pollutants such as SO2, NOx and CO mainly released from D.G sets and their concentration & impact will be very negligible and of short term duration. The system will be operated mainly on electricity provided by Grid. DG sets will be used as a stand-by only at the time of power failure.

Noise Environment Construction Phase: The noise emission sources during construction phase will include construction machineries/ equipment to be employed at site.

The management measures for noise & vibration control are as follows:

 Standard methods and machinery shall be used.  Job rotation and provision of earmuffs to the workers in high noise areas.  Vehicles used in transportation of construction material will be kept fully covered & will be PUC certified.  DG set shall be installed with adequate stack height to avoid concentration of emissions on ground and shall be acoustically enclosed.  Noise barrier shall be installed to prevent dispersion of the noise.

Operation Phase: DG sets of capacity 1 X 600 KVA and 1 X 40 KVA are proposed for backup power supply. Acoustically enclosed DG Sets will be bought.

The noise & vibration management measures are discussed below:

 Noise free and less air pollution emitting, acoustically enclosed DG Sets, approved by the CPCB will be bought and installed.

 The system will be operated mainly on electricity provided by Grid. DG sets will be used as a stand-by only at the time of power failure. DG sets shall be installed on proper vibration pads to avoid vibration impacts.  The noise pollution due to operation of DG set can be controlled by installation of silent cowling to a value of 65 dB (A).

The normal ropeway operations are always lower than 50 dB (A) of noise level. Proper maintenance of the ropeway during the operational phase will be done to ensure low or no noise and environmental impacts.

Water Environment Construction Phase: Approx. 50 Local labors will be preferably employed. During construction Phase, water will mainly be required for ropeway development, dust suppression & human consumption. It is estimated that around 8 KLD of water shall be required. Domestic wastewater of 3 KLD generated from 50 labours shall be discharged to septic tank followed by soak pit. Operation Phase: Approx. 24000 visitors are expected in a day and there shall be a provision of 27 staff during the operation of the ropeway. There shall be a provision of Bio- Toilets at Lower Terminal and Upper terminal for the visitors & staff. The total water requirement for emergency & other misc. purpose has been estimated as 10 KLD as per detailed below and the source will be municipal supply. Water shall be used mainly for flushing & hand washing, drinking, Gardening & misc. purposes. The generation of total waste water will be 4.6 KLD, which shall be treated in septic tank followed by Soak pit. Water storage tank will be available at LTP and UTP. For drinking water, water cooler/water Dispenser shall be provided at Lower and Upper terminal.

SCHEME OF BIO-TOILETS A Bio-Toilet is a complete waste management solution which reduces solid human waste to biogas and pure water, with the help of a bacterial inoculum. Bio-Digester is a decomposition mechanized toilet system which decomposes Human Excretory Waste in the digester tank using specific high graded bacteria further converting it into methane and water, discharged further to the desired surface. Bio-digester technology treats human waste at the source. A collection of anaerobic bacteria that has been adapted to work at temperatures as low as - 5°C and as high as 50°C act as inocula (seed material) to the bio-digesters and convert the organic human waste into water, methane, and carbon-dioxide. The anaerobic process inactivates the pathogens responsible for water-borne diseases and treats the fecal matter without the use of an external energy source. The only by-products of the waste treatment process are pathogen-free water, which is good for gardening, and bio-gas. Bio-toilets do not require sewage connectivity and because the process is self-contained, bio-toilets are also maintenance-free. Some specific features of the Bio-Toilets are given below:

 Excavated materials: Excavation during pillar foundations will lead to generation of excess soil. Top soil will be used for landscaping and left out soil will be used for land filling.  During construction, Approx. 50 Local labors will be preferably employed, no labour camp will be setup at the site. Approx. 8 Kg/day wastes will be generated which will be sent to solid waste/landfill site. Process Description for Organic Waste Converter Machine System  The segregated organic waste is bio-mechanically treated in the Organic Waste Converter Machine.  Waste is homogenizes with bio-culture and organic media. The coarse wastes are shredded prior to feeding into OWC machine. Leachate is also controlled during homogenization process.  The output from Machine is raw compost which is uniform in colour and soil structured coarse powder, and also free of bad odour.  The Organic Waste Converter operates in batch cycle of about 15-20 minutes The waste treated in Converter machine accelerates the composting cycle.  The raw compost is placed into compost curing system & moisture is controlled by using fogging system.  The raw compost is bio-converted matured compost, in about 10-15 days of curing period.  The matured compost can be utilized for gardening etc.

Ecological Environment The alignment partly falls within a Forest land which needs to be diverted for development of terminal stations & line towers. About 18402 sq m (1.8402 ha) of area of forest land will be required to be diverted and approx 450 numbers of trees to be cut. This activity will be carried out as per the guidelines of the Forest (Conservation) Act, 1980. A compensatory afforestation plan will be developed in the ratio of 1:2 and hence, an amount for plantation of trees will be given to the forest department.

Socio Economic Scenario The proposed Shivkhori Ropeway Project has a very favourable socio economic impact. SAFETY AND RESCUE PLAN Safety Plan The ropeway system will be designed, manufactured and installed in accordance with the latest standards of ropeway technology, will feature state-of-the-art equipment and operate automatically (with the exception of cabin parking). It will fully comply with the latest CEN standards (European standard) and safety requirements for Aerial Passenger Ropeways. CEN standards are most reliable in terms of technological and safety requirements.

Before making it for public use the ropeway project shall be thoroughly inspected to ensure the ropeway project is safe for public use. After getting clearance certificate, the commercial operation of the ropeway would be able to commence. Safety Measures  The cabins are provided with door lock, which cannot be opened by the passengers.  Two separate brakes are provided in the drive of ropeway system.  In the event of main DG set power failure, full capacity standby D.G. set provided to supply power to run drive motor.  Standby separate motor system is provided to run ropeway at slow speed to rescue passengers from line in case of failure of main motor or power failure from DG set.  Line safety devices are installed on each trestle, which immediately stop the ropeway in the unlikely event of rope derailment. This comprises of electrical trip limit switch with attachment mounted on line sheave mount. The number of limit switches will be as below: Sheave Train Type Number Localization Support Sheave train with 6 1 1 at sheave train entrance Sheaves or less Support train with 8 or more 2 1 at sheave train entrance Sheaves and 1 at exit Compression sheave train 5 1 per 2 sheave train (i.e 4 in total) + 1 at sheave train axle

 Rope catcher is provided with the fully articulated sheave mount beam at incoming and outgoing side on line trestles and Stations to arrest / support the hauling rope in case of de-ropement.  Emergency push buttons are provided at all stations to stop the ropeway, if required.  The Ropeway Main Drive Motors will be tripped if :  ® Set rope speed exceeds by 5%  ® Wind speed exceeds the set limit  Both the stations and line safety devices will also be operative during running the ropeway with separate motor at a maximum speed of 1 m/ sec. Battery back should also be provided for opening of service and emergency brakes.

 Control Panels and Distribution Boards will be provided at all stations for operation as well as maintenance purposes. Control relays and interlocks will be provided for rescue engine, emergency motor and brake operation. D.C. drive will be provided with forward reverse operation, speed variation (auto and manual) and inching facilities. 4.3 Rescue Arrangement: The electric drive wheel backup system will be used to evacuate the line by means of two electric motors operating independently of the gear box. The drive wheel backup system includes:  A mechanical system to uncouple the drive wheel.  A ring gear installed on the drive wheel.  One or more electric motors that can be disengaged from the ring gear  An electrical control cabinet containing a speed controller

EVACUATION ARRANGEMENT Whenever a situation occurs in which operation of the Ropeway is not possible even with the backup arrangement and the carriers are stopped on the line between the stations, and in which anticipated time to repair the cause of the shutdown is greater than the estimated time for rescue carriage operation, evacuation must take place. In this terrain, Helicopter evacuation is probably the only option. COMMUNICATION  Communication system shall be available at all the terminal stations and would be interlinked.  Multicore communication cable is required to be provided between the station.

 The wireless system will be provided to communicate while maintenance / rescue operation on line and for other reasons, when communication through telephone system will not be possible. PUBLIC ADDRESS SYSTEM & FIRE PROTECTION Both the terminal stations at each section shall be provided with a Public Address System, i.e. microphone, amplifier, speakers and able to operate during power failure for at least 15 minutes. Suitable numbers of fire extinguishers will be provide at both stations and near DG area. PROJECT SCHEDULE & COST ESTIMATES The estimated project cost is of Rs 71.3 Crores. The scheduled completion date shall occur after 2 years after getting all clearances and permissions. On or before the scheduled Completion date, the concessionaire shall have completed the construction of the entire project.

STANDARD TERMS OF REFERENCE (TOR) FOR EIA/EMP REPORT FOR PROJECTS/ ACTIVITIES REQUIRING ENVIRONMENT CLEARANCE

7(g):STANDARD TERMS OF REFERENCE FOR CONDUCTING ENVIRONMENT IMPACT ASSESSMENT STUDY FOR AERIAL ROPEWAYS AND INFORMATION TO BE INCLUDED IN EIA/EMP REPORT 1) Examine and submit a brief description of the project-name, project site, geology, topography, nature, size, location of the project, project coverage, master plan, length of the proposed aerial rope way, details of ROW, height from MSL and its importance to the region/ State. 2) Any adverse impact of the works already carried out. 3) Submit the details of facilities viz. administration building, restaurant, toilets, waste collection and disposal etc at Lower terminal and upper terminal including parking area. 4) Submit the details of trees required to be cut for the project, including the type, girth size etc. Necessary permission from competent authority shall be obtained for tree cutting. Compensatory tree plantation shall be carried out and cost provision should be made for regular maintenance. Details to be submitted. 5) Examine and submit the likely impact due to influx of people and associated developments 6) Submit maps of the project area and 10 km surrounding area from boundary of the proposed/existing project area, thereby delineating project areas wild life sanctuaries notified under the Wild Life (Protection) Act, 1972/critically polluted areas as identified by the CPCB from time to time/notified eco-sensitive areas/inter state boundaries and international boundaries. Any bio- diversity park or any protected site. 7) Submit baseline data and description of existing situation of the land at the proposed project site including description of terrain, hill slopes, inland topography, slope and elevation, rock types, regional tectonic setting (reported fractures/faulting/folding, warping), and history of any volcanic activity, seismicity and associated hazards. 8) Submit details of power requirement and source. Energy efficiency measures in the activity should be drawn up. PP should also submit details of D.G. Sets along with noise control measures. 9) Details of anticipated impact during construction stage and operation stage w.r.t. landslides, surface drainage etc., should be predicted. The existing surrounding features up to 1 km and impact on them should be addressed separately. 10) PP should examine and submit activities associated with aerial ropeway construction and operations and likely associated hazards and accidents. It is therefore desirable that based on the categories of hazards prevailing at the project site, risk assessment may be carried out by specialists in the field and recommendations may be implemented. Risk assessment should be carried out for seismicity, slope stability, soil erosion, and flood hazard. 11) Any litigation pending against the proposed project and/or any direction/order passed by any court of law against the project, if so, details thereof should be provided. 12) Submit Certificate from the competent authorities for safety of ropeway and its monitoring.
