Each group will have to discuss about “the five factors/features” assigned: GROUP 1- INDIVIDUAL DIMENSION:“What are five key factors that can motivate people/ a team to build capacity in a cross-border context? (e.g. attitudes, motivations, technical skills etc.) GROUP 2- ORGANIZATIONAL DIMENSION: “What are five factors that can make a team successful? (identity dimension) GROUP 3- RELATIONAL DIMENSION: “What are five features necessary to run an engaging cooperation? 3. People will have 15 minutes to discuss. 4. Inside each group, it will be found someone who will take notes and someone who will be the speaker in the final part. 5. Debrief on the discussion. Each speaker will present what emerged during the discussion in his/her group. 6. In this last part, all the participants will have some time to ask questions/ comment/ add something to the conversation.

Therefore, ERB developed as a sort of consortium organization attended by local authorities, research institutions and non-governmental organizations. 2005-2007: SEAGULL II: Its scope was to strengthen the institutional capacity of Euroregion Baltic, focusing on the establishment of reference networks based on the eight ERB Joint Action Program’s main priorities. Moreover, a series of training seminars for the reference networks, trainings on the main EU policies and programs, as well as on project implementation and management accompanied the development of human resources and the establishment of a new benchmarking system.
