Project Title: Building CSO and Media Support on Vehicles and Fuel Efficiency Contract No: 1301-00571 Duration : Feb 1 - Sep 30, 2013

1 Building Media and CSO Support on Vehicles and Fuel Efficiency 2. Executive Summary The 2013 series of seven workshops on fuel efficiency and clean vehicles, organized from April to August, brought together media and civil society representatives on a com- mon platform. What ensued was engaging discussions, insightful presentations and lively debates. The combination of a perpetually inquisitive media and highly experi- enced speakers resulted in fruitful discussions on a variety of issues related to sustain- able urban transport scenario in the country. While the discussions enhanced the exist- ing knowledge of journalists, for participating CSOs it was an opportunity to engage and collaborate to work on urban mobility issues in the near future.

Highlights: √ 7 regional workshops organised in Bengaluru, Pune, Kolkata and New Delhi. √ 74 journalists and 72 CSO representatives participated. √ 26 cities were represented in these workshops. √ 32 experts from prominent institutes including IITs, IISc, IITM, ICCT, TERI and others participated.

Selection of speakers and participants: A month long period was devoted to scan the existing media reporting on fuel efficiency, vehicular air pollution and urban transport issues. The objective was to shortlist the publications (National as well as Regional) as well as reporters covering these issues. Similarly, CSOs, research bodies and academic institutes were shortlisted from four dif- ferent regions of the country. ICCT and TERI also provided support in this process by nominating senior representatives to conduct sessions in these workshops. Organizing the workshops CMSR Consultants successfully organized seven regional workshops in Southern, East- ern, Western and Northern Regions of the country. These workshops were organized in Bengaluru, Kolkata, Pune and New Delhi respectively. Most popular venues in these cities were hired to ensure that local media and CSOs don’t find it difficult to locate the venue. These workshops and Open Forum were attended by print and online journalists, CSOs, automobile sector representatives, youth groups and students.

Issues discussed While the main theme of the workshop remained fuel efficiency and clean vehicles, several other inter-related issues were included to have a comprehensive discussion on urban mobility. Debate and discussion on topics like emission norms, auto-fuel policy, non-motorised transport, road safety, air-quality and its impact on health resulted in bet- ter understanding of the issues and also widened the scope of these workshops. Another area of focus was to highlight the ongoing research in transport sector in some of the premier institutes of the country like IITs. Thus themes like alternative fuels, solar driven vehicles and need for emission factors for PM were also included in the workshop.

Building Media and CSO Support on Vehicles and Fuel Efficiency 2 Diverse Participation In every workshop there was participation of 25-30 representatives of media, CSOs, researchers and students. To ensure better interaction and involvement, participation in the workshop was deliberately kept in smaller groups. It was quite encouraging to see participation of college students (architecture/urban design/environmental sciences) in the workshops particularly in Pune and New Delhi. The workshop sessions were con- ducted by eminent experts from prestigious institutions and organisations including IITs, TERI, ICCT, IISc, IITM, etc.

Outcome and Learnings The proceedings of the workshops and the issues discussed were widely reported in print media including several prominent publications like The Times of , DNA, Times, Mirror, , NBT, New Indian Express and many others. The workshops also helped representatives of research organizations and CSOs to improve their media relations and enhance their communication skills when talking to media. Several regional CSOs showed keen interest in working together on issues related to urban mobility in near future. CMSR Consultants would like to propose to make an online platform for all the stakeholders to continuously engage and interact on critically impor- tant transport issues.

A month long research work was carried out collecting news and information from all major national and regional publications as well as websites on various issues related to sustainable urban transport, particularly fuel efficiency and air quality. This helped us in developing deeper insights into the issues, identifying workshop themes and preparing a database of publications and CSOs.

4.2 Selection of speakers

In order to ensure comprehensive discussions on all the aspects related to the themes of the workshops, an attempt was made to invite speakers from diverse backgrounds. The experts were from Delhi, Mumbai, Bengaluru, Kolkata, Manipur, Guwahati, Pune and Kanpur. ICCT also sent its senior researchers from San Francisco and Washington to conduct the sessions. 4.3 Selection of publications and CSOs:

The selection process to identify journalists for participating in the media workshops lasted for one month duration before every workshop. A one-page registration form was prepared which all the journalists were required to fill and send back along with the copy of their -card and two recently published stories on transport related issues. To make sure that editors were also informed about the media workshop emails were sent directly to the editors to recommend senior journalists from their organisations. The participants were also required to get the registration form duly signed by their editors/ bureau chief before sending their applications. The process of shortlisting the names of journalists was of weeklong duration. Two main considerations while shortlisting the journalists were his/her track record of consistently writing on transport related issues and secondly to ensure balanced participation from national and regional papers. Similarly, invitations were sent to all CSOs regionwise to ensure their participation in the workshops.

4.4 Preparation of Workshops Kits :

In order to ensure that journalists get enough reference material for writing stories on sustainable transport issues detailed workshop kits for the workshops were developed. The workshop backgrounder provided an overview of the current global scenario on issues like fuel efficiency, Air Quality, NMT etc. All the media workshop presentations were provided in a CD for the future reference of the journalists. Contact details of all the participants (Journalists as well as speakers) were provided so that they can be in touch with each other. The workshop kit also included a folder, notepad and pen.

Keynote Address Ms Keya Acharya President, FEJI While opening the Media workshop Ms Acharya stressed on the need of better understanding and re- porting of urban transport issues. She emphasised that at a time when the rate of urban growth is so high and the number of vehicles on roads is increasing tre- mendously, there is an urgent need to talk about its repercussions on environment and health as part of more sustained reporting. Ms Acharya urged the participating journalists to positively take advantage of the freedom available in the country and write on the issues of national importance without any fear. “India is one of the few countries today where Press has enormous freedom. We can criticise our political leaders and government policies without any fear. I think we should bring to light in a free and fair manner issues related to air pol- lution, fuel efficiency and need for more stringent norms in the country. Press should act as a pressure group to bring the desired changes in policy making. ”

Fuel Efficiency: The Global Scenario Mr Gaurav Bansal Researcher, ICCT Mr Bansal of International Council on Clean Trans- portation (ICCT), presented a comparative scenario of Fuel Efficiency world over. He started his session by pondering over the need to distinguish between air pollutant emission standards and CO2 emission/ fuel efficiency standards. He said “While air pollution standards limit emissions of CO, HC, NOx, and PM, which are harmful to human health and vegetation, fuel con- sumption/CO2 emission standards reduce fuel use and GHG emissions.” He informed that India currently has standards to reduce air pollutant emissions from motor vehicles – Bharat III and IV standards, but Standards to reduce vehicle fuel consumption/CO2 emissions not yet in place in India. While talking about label- ling he said that there is an urgent need to inform consumers to look at vehicle fuel efficiency rather than star rating.

Building Media and CSO Support on Vehicles and Fuel Efficiency 13 Emission Standards and Vehicular Technology Mr Sumit Sharma Sr. Fellow, TERI Mr Sumit Sharma from The Energy and Resource In- stitute (TERI), gave a detailed analysis of the current Emission Norms prevailing in the country. He initiated his talk giving a brief analysis of the various agencies involved in it. Givign an overview of the fast paced urbanisation in India he shared that 38% of In- dia’s total population will be living in cities by 2025. “There are 53 million plus cities now and there would be 85 million plus cities by 2025 and 125 by 2050. Also, about 28000 two wheelers, and 4200 cars are added to India’s vehicular fleet daily (2011). Also, different vehicle emission and fuel quality standards are there for 13 cities and rest of the country. This scenario makes it utmost important to have more stringent and uniform emission norms throughout the country.” He also touched upon important issues like Ozone formation at the ground level and health impact of fugitive emissions.

Air Quality and Impact on Health Mr Mahesh Kashyap Consultant-CiSTUP Mr Kashyap focused his session on health impact of air pollution. Citing several recent studies he also shared information pertaining to air pollution scenario in several South Indian cities. As per a CSE study NOx – Nitro- gen Oxides is an emerging problem. Ten cities including Bengaluru, Mysore, Coimbatore, Salem, Madurai, Hyderabad, Thiruvananthapuram, Nalgonda and Patancheru have indicated rising NOx levels. “Also, available data points to high levels of other toxic gases. In Bengaluru and Hyderabad, Benzene levels have gone up, while ozone levels have begun to exceed standards during summer months in Hyderabad,” he said. He also talked about how asthma patterns in children during summer in the city Benga- luru have increased over time. Citing a study conducted by Dr. H. Paramesh, Lakeside Memorial Hospital, Bengaluru he shared how such cases increased from 2.8% in 1994 to 19.7% in 2004 and 28.8% in 2010.

He said, “Industry supports the Fuel Efficiency Regulation for India, But the regulation has to consider the uniqueness of Indian Industry, differences of Indian testing procedure, Indian Road and Infrastructure Conditions, requisite lead time for im- plementation and also consider that India adopts technology from Japan/Korea/Europe.” He said that though public transport is must to balance urban & rural India’s growth but demand of personal mobility can’t be ignored. On the issue of emission norms he said that targets set for India are more stringent as compared to Japan 2020 targets. Also, Regulation in India cannot be more stringent than in Japan. According to him, consum- er information and education is key to achieve fuel savings in actual road conditions.

Media Reporting on Urban Transport Issues Mr Subir Ghosh Senior Editor, DNA Mr Ghosh conducted the session in a interactive way and involved everyone in the discussion. In the morning itself he had distributed a sheet of paper asking partici- pants three issues pertaining to sustainable urban trans- port that they would like to discuss and on which Media should focus. The filled-in sheets were collected just before his session. He brought together experts and journalists on discussion table and raised issues one by one. Other senior journalists like Ullash Kumar, Keya Acharya, KPM Basheer and Jen- cy Samuel also actively participated in the discussions. Addressing the experts, Mr Ghosh said that it’s always difficult for journalists to do data crunching. “Experts and Organisations working in the transport sector should communicate their findings in an easily comprehensible way. For reporters it’s not possible to go through enormous amount of data that you generate and write a story. For e.g provide us human figures on the impact of air pollution and not just data about emissions.”

Building Media and CSO Support on Vehicles and Fuel Efficiency 15 Clean Fleet Bus Programme Mr Sameera Kumar Anthapur Researcher, Clean Air Asia Mr Anthapur touched upon the issue of public transport in his presentation. He said all over India, State Road Transport Undertakings (SRTUs) with 1.28 lakh buses carry almost 7 crore people a day covering 1476 crore effective km. However only 5 of the 34 SRTUs made profits in 2009-10. The combined loss was over INR 5080 crores. Regarding Benga- luru he said, in a city of over 35 lakhs vehicles, BMTC has a fleet of 6200 vehicles and ferries almost 50 lakhs people a day. He highlighted the issues that are hindering smooth Bus Operations. While talking about the ‘Clean Fleet Management programme’ he said that it has several advantages for buses including improvement in fuel efficiency, reduction in air pollution, lower operations cost, extension of vehicle life through improved mainte- nance and driver behavior. With no black smoke and cleaner bus the brand image of the fleet/bus corporation as a ‘green’ or ‘eco friendly one’ also gets improved.

Open Forum

The interactive session saw debate and discussions on a variety of issues related to media reporting on transport issues. A common point which journalists share was that research bodies need to share more simplified data with them, which can then be converted into useful news stories. They also shared that research institu- tions need to have regular contact with media to share their latest findings and and other relevant information.

Keynote Address Prof V Jagannatha Scientist and eminent educationist In his keynote address he urged the CSOs and stu- dents to come forward and be a part of the develop- ment process through community mobilisation. He said, “Have your say in your district, city and state level plan- ning process. Make authorities listen to your issues and problems. No public policy can be made in isolation.” He argued that when it comes to sustainable urban transport the real issue is of misguided priorities. “The need of the hour is to popularise public transport but no one is focusing on that. As a result of this apathy most of the Transport Corporations are running in heavy loses.” All major cities are reeling under heavy congestion. This is because growth in road length is significantly less than the growth in vehicular population particularly in ur- ban areas. There is no space for vehicles and in a city like Bangalore this problem has reached to frightening limits. He ended his session by suggesting that “Small cities have a great opportunity of not repeating the mistakes committed by big cities and give a more sustainable future to your cities.”

Fuel Efficiency: The Global Scenario Mr Gaurav Bansal Researcher, ICCT Mr Bansal of International Council on Clean Trans- portation (ICCT) informed that India currently has standards to reduce air pollutant emissions from motor vehicles – Bharat III and IV standards, but Standards to reduce vehicle fuel consumption/CO2 emissions not yet in place in India. He presented a comparative scenario of Fuel Ef- ficiency world over and emphasised on the need to distinguish between air pollutant emission standards and CO2 emission/fuel efficiency standards. He said while air pollution standards limit emissions of CO, HC, NOx, and PM, which are harmful to human health, vegetation, buildings, other materials, fuel consumption/CO2 emis- sion standards reduce fuel use and greenhouse gas (GHG) emissions. While discussing about Fuel Economy/CO2 labeling, he said that there is an urgent need to inform consumers to look at vehicle fuel efficiency rather than star rating.

Building Media and CSO Support on Vehicles and Fuel Efficiency 20 Emission Norms and Air Quality Mr Sumit Sharma Fellow, TERI Mr Sharma from initiated his talk giving a brief analy- sis of the various agencies involved in it. He said that while National Ambient Air Quality standards are no- tified by the Central Pollution Control Board (CPCB) under the Air (Prevention and Control of Pollution) Act, 1981, and Vehicular emission standards by the Ministry of Road transport and High- ways (MoRTH) under the Motor Vehicles Act , 1988, Fuel quality standards comes under the purview of the Ministry of Petroleum and Natural Gas (MoPNG). Givign an overview of the fast paced urbanization in India he shared that 38% of India’s total population will be living in cities by 2025. “There are 53 million plus cit- ies now and there would be 85 million plus cities by 2025 and 125 by 2050. Also, different vehicle emission and fuel quality standards are there for 13 cities and rest of the country. This scenario makes it utmost important to have more stringent and uniform emission norms throughout the country.”

Air Quality and Impact on Health Mr Mahesh Kashyap Consultant-CiSTUP Mr Kashyap focused his session on health impact of air pollution. Citing several recent studies he also shared information pertaining to air pollution scenario in several South Indian cities. As per a CSE study NOx – Nitro- gen Oxides is an emerging problem. Ten cities including Bengaluru, Mysore, Coimbatore, Salem, Madurai, Hyderabad, Thiruvananthapuram, Nalgonda and Patancheru have indicated rising NOx levels. “Also, available data points to high levels of other toxic gases. In Bengaluru and Hyderabad, Benzene levels have gone up, while ozone levels have begun to exceed standards during summer months in Hyderabad,” he said. He also talked about how asthma patterns in children during summer in the city Benga- luru have increased over time. Citing a study conducted by Dr. H. Paramesh, Lakeside Memorial Hospital, Bengaluru he shared how such cases increased from 2.8% in 1994 to 19.7% in 2004 and 28.8% in 2010.

21 Building Media and CSO Support on Vehicles and Fuel Efficiency How CSOs Can Improve Media Relations Mr Subir Ghosh Senior Editor, DNA Mr Ghosh gave several suggestions to participating CSOs to improve their communications skills and media relations. At the outset he acknowledged the important role played by CSOs in making available vast amount of reseach data and reports. But the real challenge accord- ing to him is how to use this vast corpus of information. “Develop a great pitch based on relevant data and statistics so that journalists could derive interesting and compelling story ideas,” he said. A major recommendation for CSOs was that as journalist needs to talk to several experts and resource persons regarding a particular story, CSOs should be able to provide these contacts readily. He urged the CSOs to respect a reporter’s news cycle and deadlines. “Return calls promptly and if you do not have the information the reporter is requesting, tell the person that you will need to find the information. Call back promptly when you have the required information with you,” he explained.

Open Forum The intearctive session provided an opportunity to the regional CSOs to share the work they are doing in their own ares and what support they need from government and funding agencies. Mr Vasantha Kumar from Mysore Math also gave a small presentation about the role their organisation is playing in educating school chil- dren on several environmental issues.

Keynote Address Mr Parag Karandikar Resident Editor, Maharashtra Times Mr Karandikar in his inaugural session talked about the worsening transport problem in Pune. “I have grown up in Pune and in front of me the city has changed a lot. Ear- lier, using public transport was a part of one’s lifestyle, which is not there anymore, simply because it is no more a reliable option.” He said the city doesn’t need air conditioned bus stops and buses but a reliable, efficient and affordable public transport system. He said that if Pune had an adequate bus fleet the use of personal vehicles would reduce. There is a need to adopt best practices in public transportation, route rationalisation and increasing frequency of buses during peak hours on routes with high demand. Talking about print media, he shared that while we have been highlighting the con- cerns related to public transport but it needs to be done in a more proactive manner so that authorities can take note of it. He highlighted the need not only of better urban planning but also its execution on the ground, something in which most of the govern- ment departments are lacking.

Pune Bus Day Initiative Mr Rahul Chadwarkar, Resident Editor, Sakal Times and Mr Sunil Mali, Associate Editor, Sakal Pune Bus Day was an Initiative taken by Sakal Media Group to highlight the need of better bus service in the city. The concept was to bring all stakeholders of the city together for a day (November 1, 2012. ) to jointly address the issue of traffic congestion by increasing bus capacity as well as bus utilization and to reduce traffic flow of private vehicles. To start the campaign Sakal Media joined hands with all stakeholders both at local and national level to get support for their campaign. They encouraged more and more people to use public transport on November 1 instead of using their vehicles by launching massive campaigns. Talking about the outcome of the campaign, Chandawarkar said, “The outcome of the campaign was not just fruitful for the Sakal Group but also for the citizens of Pune who had seen a 20-30% decrease in traffic and less consumption of fuel.

She Said “If pollutants are not measured, they cannot be managed and incomplete/ inaccurate measurement will lead to ineffective envi- ronment management.” She also briefly touched upon how air pollution can affect not just human health but can cause critical damage to animals and plants. In her presentation she stated that as the transportation sector has grown tremen- dously so are its consequences in the form of traffic accidents, air pollution, noise pollution, congestion, health effects and climate change. Talking about global emis- sions she said that India ranks no. 4 in the list, which is a real concern in itself. The Indian transport sector energy consumption is the second largest consumer of en- ergy (16%) after industry (43%) (Bose, TERI 2006). Dr Abba also shared a lot of useful data for the journalists to work upon and devlop new stories.

Air Pollution and its impact on health Dr Sundeep Salvi Director,Chest Research Foundation In his interesting presentation, Dr Salvi touched upon the highly important issue of detrimental impact of air pollution on human health. He rightly pointed out that ‘”The world has become more urbaniaed and the air has become more foul.” With massive growth in auto- mobile industries and vehicle growth in India the air has become more foul to breathe due to pollutant particles like Nitrogen oxides, Sulphur oxides, carbon dioxide and mono oxide whioch leads to problems like asthma, cardiopulmonary and other lung diseases. Maternal exposure to vehicular pollutants during pregnancy is strongly as- sociated with early childhood asthma. Dr. Salvi shared with journalists some of the findings of the research done by his team at the Chest Research Foundation and also outside India. He said that child asthma cases have doubled in 5 years in Pune. Based on the survey done by his re- searchers he said that traffic policemen and bus drivers who regularly keep in touch with the traffic and vehicles show evidence of increased lung oxidative stress.

Building Media and CSO Support on Vehicles and Fuel Efficiency 28 The System of Air Quality Forecasting and Research Dr Gufran Beig Scientist-F, Indian Institute of Tropical Meteorology (IITM) In his talk Dr Beig explained the “System of Air Qual- ity Forecasting and Research (SAFAR)” initiative, its benefits and how it’s going to be extended to other cit- ies in the country. It was first introduced in 2010 dur- ing the Commonwealth Games. Talking about Pune he said that the city has joined the list of the country’s most polluted cities, with high level of particulate matter being detected in downtown Pune. A sure shot indication of how polluted its air is evident in the latest data of the System of Air Quality Fore- casting and Research (SAFAR) that shows high concentration of particulate matter 2.5 or PM-2.5. These tiny particles are two and one half microns or even less in width and the primary source is emission from car, truck, bus and other vehicles. Under the SAFAR project, 10 Air Quality Monitoring Stations (AQMS) are being set up across Pune at an estimated cost of Rs 10 crore. Apart from the network of 10 AQMS, 12 Digital Display Boards have also been installed under the aegis of the SAFAR project.

29 Building Media and CSO Support on Vehicles and Fuel Efficiency Emission Norms: Need for More Stringent Measures Mr Ashok Sreenivas Consultant, Parisar Mr Sreenivas in his presentation vociferously argued for the need of a strong fuel efficiency standards in India. He said that fuel efficieny is important from en- ergy security as well as ecological point of view (GHG emissions). This is all the more important given the rate of increase of vehicular population in the country. According to SIAM, domestic passenger vehicles (cars, taxis etc.) sales is growing at 15% p.a. and vehicle sales double every five years. Such growth rate comes with implications like higher fuel consumption, greater emission of pollutants, greater emission of CO2 and GHGs, greater congestion and more accidents. He also talked about the history of Fuel Efficiency norms in India and what steps have been taken so far. It was in 2001 that Energy Conservation Act was passed and Bureau of Energy Efficiency (BEE) was established as the single authority for all energy efficiency issues. However BEE till today has not been able to push for final standards due to various pressures.

Open Forum With the participation of journalists from several cities and states there was a good discussion in the Open Forum. Some of the issues that were discussed include (i) Comparison of BRTS in Indore, Pune and Ahmedabad (ii) Loss making Public Transport Corporations (iii) Better reporting in media on transport issues etc.

Keynote Address Mr Sujit Patwardhan Trustee, Parisar Mr Patwardhan, who has been advocating the cause of sustainable urban development for several years, gave an overview of the condition prevailing in Pune and what needs to be done. “With the rapid increase in the number of vehicles cities like Pune are not in a position to sustain this heavy traffic flow. The signs of a crumbling infrastructure are already visible. Traffic congestion and pollution have made travelling on the roads an unpleasant though unavoidable experience. The biggest danger to the environ- ment is posed by the traffic policy of the administration. It is a known fact that auto effluents are extremely dangerous to one’s health. Yet, there is no policy in place to tackle this.” He lamented that the local administration is concentrating on increasing the infra- structure which for them means more space for automobiles and not public transport or periphery walkways or cycle tracks.

How CSOs Can Improve Their Media Relations Mr K B Mariyanka Director, Aikyaglobal Mr Mariyanka focused his session on how CSOs can improve their communication skills in dealing with the media to ensure an effective and efficient increase in media exposure for their organisation. The first point he mentioned was how to reach to the media. “Get to know the reporters and the publications you need to reach by researching and build- ing a targeted list of the publications and journalists relevant to your practice area or areas” he said.The second important task here is how to present your research work. “Develop a great pitch. Pull together as much information as possible to create tar- geted pitches and story ideas that are both compelling and relevant. But at the same time make sure you are not giving too much data. It’s not possible for a journalist to go through loads of data and find a story out of it,” Mariyanka said. To ensure better media relations it is crucial to have a specialised communication person in the organisation.

Building Media and CSO Support on Vehicles and Fuel Efficiency 34 Need for More Stringent Fuel Emission Standards Mr Ashok Sreenivas Consultant, Parisar While interacting with the CSOs Mr Sreenivas first clari- fied why Fuel Efficiency standards are important and also argued for the need of strong fuel efficiency stan- dards in the country. “This is all the more important giv- en the rate of increase of vehicular population in the country. According to SIAM, domestic passenger vehicles (cars, taxis etc.) sales is growing at 15% p.a. and vehicle sales double every five years,” he informed. While talking about the history of Fuel Efficiency norms in India he briefly touched upon the steps that have been taken so far. It was in 2001 that Energy Conservation Act passed with the objective to improve efficiency and reduce energy consumption. In this regard Bureau of Energy Efficiency (BEE) was established as the single au- thority for all energy efficiency issues. However BEE was unable to define fuel effi- ciency standards due to various pressures. It was after considerable delay, that BEE published draft fuel efficiency standards in 2011, but final standards are yet to be published. It has been delayed for a very long time.

Fuel Efficiency: The Global Scenario Mr Gaurav Bansal Researcher, ICCT Mr Bansal of International Council on Clean Transpor- tation (ICCT), presented a comparative scenario of Fuel Efficiency world over. He started his session by pondering over the need to distinguish between air pol- lutant emission standards and CO2 emission/fuel ef- ficiency standards. He informed that India currently has standards to reduce air pol- lutant emissions from motor vehicles – Bharat III and IV standards, but Standards to reduce vehicle fuel consumption/CO2 emissions not yet in place in India. While discussing about Fuel Economy/CO2 labeling, he said that there is an urgent need to inform consumers to look at vehicle fuel efficiency rather than star rating. Mr Bansal urged CSOs to take up these issues of national importance and advocate them strongly. “India is already lagging behind when it comes to Fuel Efficiency stan- dards and it must take immediate measures given the pace at which traffic flow is growing in the country.”

35 Building Media and CSO Support on Vehicles and Fuel Efficiency Pune Bus Day Initiative-A Case Study Ms Pranjali Deshpande Program Lead-Pune, ITDP Ms Deshpande gave a detailed analysis of ‘Pune Bus Day’ organised on Nov 1, 2012. Residents of Pune cel- ebrated the ‘Pune Bus Day’ by discarding self-owned private vehicles and commuting in public transport. Around 2,500 buses were deployed all over the city to discourage commuters from using private vehicles in a bid to solve the worsening traffic mess. The event was preceded by a high-decibel print, electronic, outdoor and social media campaign. Sharing about the impact of ‘Pune Bus Day’, she pointed out that there was 25% reduction in private vehicle trips, 34% less consumption of petrol and 20% less con- sumption of diesel. Also, noise levels on streets dropped by 7 db and the emissions of NOx and PM2.5 pollutants by 15%. She urged that Civil Society groups can play a major role in organising and campaigning for such events and can use it as a tool to promote public transport.

CSR Initiatives to Promote Better Life In Cities Prof Mahesh Thakur Trustee, CSR Pune Prof Thakur in his session elaborated on the new CSR bill and also discussed how CSOs and corporate hous- es can work together as part of CSR initiatives towards common goals and objectives. Talking about the Bill he said that one pertinent change that The Companies Bill 2012 (when passed) would bring is the introduction of a mandatory corporate social responsibility (“CSR”) investment of 2% provided in Section 135. This Bill ne- cessitates a Company to contribute to the society, (whether towards environmental causes, educational promotion, social causes etc.) along with the reinforced duty to conduct the business in an ethical manner. He also talked about how CSOs can approach the corporate houses who are inter- ested in working on issues pertaining to sustainable urban development, clean air, pedestrian safety etc as part of their CSR initiatives. “ To do this they need to develop proposals and put forward implementable plans so that corporate groups could take interest in it and support it financially,” he stressed.

Issues like lack of senior officials in transport departments, poor conditions of transport corporations and need for more campaigns on the lines of ‘Pune Bus Day’ dominated the discussions during the Open Forum. Cleaner Vehicles and Fuels for India: What are the Key Issues? Mr Anup Bandivadekar Programme Lead, India, ICCT In his interactive talk Mr Bandivadekar touched upon several issues related to urban transport scenario in the country.The gravity of the health problem became quite clear when he shared the data indicating that outdoor air pollution contributed to over 620,000 premature deaths and nearly 18 million healthy years of life lost in India in 2010. He argued that what India need is a comprehensive approach to treat vehicles and fuels as a system. This should aim towards reducing fuel consumption, reducing criteria air pollutants and improving fuel quality. While talking about the current policy scenario in the country he said, “India currently has standards to reduce air pollutant emissions from vehicles, but unfortunately separate standards are there for major cities and rest of country. Also, current roadmap for emission standards came to end in 2010.” He emphasized that India’s vehicular emission as well as fuel quality standards are already 6-10 years behind the world’s best countries and immediate measures are required on this front.

Vehicular Emission Norms: Need for More Stringent Measures Mr Sumit Sharma, Senior Fellow, TERI Giving an overview of the fast paced urbanization in India Mr Sharma shared that 38% of India’s total population will be living in cities by 2025. “There are 53 million plus cit- ies now and there would be 85 million plus cities by 2025 and 125 by 2050. Also, different vehicle emission and fuel quality standards are there for 13 cities and rest of the country. This scenario makes it utmost important to have more stringent and uniform emission norms throughout the coun- try,” he said. Mr Sharma, put forward several suggestions to improve the current scenario of emission standards and fuel quality in the country. He first gave an insight in to the present situa- tion in India and which are the different government agencies involved in it. To improve fuel quality in India he suggested for speedier switchover to BS-IV, which is going to cost less than Rs 0.5 per litre. Also, there is a need for one fuel, one emission standard for the whole country. He emphasized on the immediate need to revamp public transport , promote non- motorized transport and encourage the use of alternate fuels i.e CNG, LPG etc.

41 Building Media and CSO Support on Vehicles and Fuel Efficiency Urban Transport Scenario in Kolkata-A case study Dr Sudakshina Gupta Professor, Deptt of Economics, University of Calcutta Dr Sudakshina Gupta, Professor of Economics at Cal- cutta University, who spoke on the challenges in front of Kolkata as a city to provide an efficient transport sys- tem. She stressed, “There cannot be a common solu- tion or plan for all cities and their transport issues. The sustainability factor of urban transport has to be specific for each city.” While talking about the increasing number of private vehicles in the city, she shared, “In Kolkata, only 6% of the city space is available for road, while, between 1998 and 2008 the car ownership by households increased from 1.73 percent to 11 percent and that of two wheelers from 5.67 percent to 16.5 percent. Also, households not having any vehicle fell from 61 percent to 49.2 percent.” She further added, “While cars and two wheel- ers together occupy 80% of road space but carry just about 12 per cent of the daily trips in Kolkata. Also, share of cars in the traffic volume on key roads can be as much as 40 per cent but they meet only 4 per cent of the travel needs.” She lamented that despite these statistics the city continues to design itself for car owners ignoring the travel needs of the majority which is using public transport and walking.

Highlights from the study conducted by C-NES Ms Bhaswati Goswami Communication Head, Centre for North-East Studies and Policy Research (C-NES) Ms Bhaswati shared the major findings of the study on air pollution carried out by C-NES in Guwahati and Shillong. The study was carried out in two of the biggest cities of the Northeast on vulnerable groups like schoolchildren, labourers, rickshaw pullers, traffic police personnel, petrol station workers and roadside vendors. Khanapara (Guwahati) and Police Bazaar (Shillong) topped the list of the most air-polluted areas of the respective cities, the study mentioned. The survey was con- ducted among 1,000 individuals in select areas of Guwahati and Shillong. A majority of the respondents, according to the report, said they do not conduct a regular pollution check-up of their vehicles in spite of it being a mandatory requirement. “It has also come to light that most of the emission testing centres are incompatible for advanced engines like Bharat Stage III and IV,” the report said. The findings also indicated that the SPM and RSPM levels in Guwahati’s Bamunimaidam, Dispur/Khanapara, Gopinath Nagar and Shantipur areas were much above the National Ambient Air Quality Standards.

Gen., Manipur Cycle Club Mr James from Manipur Cycling Club (MCC), talked about the current transport scenario in Imphal and how cycling could be a part of the solution. Giving an over- view of the significant rise in the number of vehicles, he said while in the year 1994 total registered vehicles in Imphal were 56,786, by the year 2010 the number of two-wheelers (139675) doubled the total vehicles in 1994. This increasing number of vehicles is creating serious traffic and health problems. MCC is a dedicated effort to ensure the city grows in a sustainable manner. “The club was formed by people from all walks of life including activists, academicians, media persons, politicians, bureaucrats and entrepreneurs. MCC emphasize on the need to bring sustainability of urban transport system by a three-stage working model --- Engage→Innovate→Improvise --- and this process needs to take place in a cy- clical manner, and it needs to come from both the public and the government,” he said. While popularising cycling remains an important activity, the MCC, as part of its broader objective focuses on the concept of “Complete street”.

We highlighted the nexus that is resulting in the proliferation of toxic fuel in vehicles, which is severely harmful to health and environment. A feeling of great satisfaction for the entire media fraternity was when the High Court finally gave a directive in this regard,” he shared. Mr Basu also showed various stories to the participants that were given prime space in the newspaper. He urged the CSOs to come forward and work closely with re- gional and national media to propagate information related to vehicular pollution, air quality and impact on health based on scientific data and research.

Towards Environmentally Sustainable Transport Prof S.Sundar Distinguished Fellow, TERI In his comprehensive presentation, Prof Sundar touched upon all the relevant issues pertaining to the promotion of sustainable urban transport in the coun- try. The issues of continued concerns highlighted by him include ‘Uni-modal growth, lack of an integrated policy, targets and strategy to effect inter-modal shift, inadequate use of fiscal mea- sures and pricing mechanisms, lack of inter-modal connectivity and seamless move- ment and fragmented responsibility’. While suggesting a way forward, he urged for the Introduction of Euro IV and Euro V emission standards and fuels by 2015 and 2020 in the entire country. There is an urgent need to set Fuel Efficiency stan- dards for cars immediately and for HDVs and 2 wheelers by 2015. He said that it’s high time to reduce growth of personal vehicles and manage transport demand. He concluded his session by asking the citizens to be more responsible on road. “As citizens, it’s our responsibility to reduce trip numbers and lengths, reduce use of personal vehicles, shift to cleaner fuels, maintain our vehicles better and adhere to emission norms,” he said.

Road Safety Issues and Best Practices Mr Lokesh Hebbani Transportation Program Manager, CiSTUP, IIS Mr Hebbani shared the data collected by WHO on road safety in India. According to it road accidents in the country has resulted in 1.3 million deaths and is just second to AIDS (1.8 million deaths) as the main cause of deaths in the country. The scenario is grim and strong measures need to be taken to make roads safer for people. Sharing the data from Global Status Report on Road Safety he spoke that India leads the world in Road accident deaths, while China is number 2. In the country there is one fatal accident every four minutes i.e 15 people die every hour in India which equals to 360 deaths happening every day! It is trucks and two wheelers that contribute for 40% of these fatal accidents. He emphasized on the need to have a Comprehensive Strategic High- way Safety Plan with Four E’s i.e Engineering, Education, Enforcement & Emergency Response. “We can efficiently implement all these safety initiatives with active coop- eration from all the stake holders such as State Transport Department, NHAI, DULT, City Municipal Governments, KPWD, Law Enforcement agencies (BTP), Research & Academic professionals, Media, Professionals, NGO’s,” he concluded.

Building Media and CSO Support on Vehicles and Fuel Efficiency 48 Air Pollution and its impact on health Dr Sundeep Salvi Director, Chest Research Foundation Dr Salvi started his presentation by driving home the point that “ As the world has become more urbanized, the air has become more foul.” With massive growth in automobile industries and vehicle growth in India the air has become more foul to breathe due to pollutant particles like Nitrogen oxides, Sulphur oxides, carbon dioxide and mono-oxide which leads to problems like asthma, cardiopulmonary and other lung diseases. “Maternal exposure to vehicular pollutants during pregnancy is strongly associate dwith early childhood asthma,” he said. Dr. Salvi shared with journalists some of the findings of the research done by his team at the Chest Research Foundation and also outside India. According to him, diesel vehicles produce 1500-times more particles than Pet- rol vehicles and diesel exhaust particles increase allergenicity by up to 50-fold. Based on his study he made the startling revelation that Indian Lungs are 30% weaker than European/American Lungs. This is due to ethnic and nutritional factors as well as be- cause of the quality of air we breathe.

NMT Inclusive Planning and Design Dr Anvita Arora MD and CEO, Innovative Transport Solutions “As long as cyclists and pedestrians are treated as second rate or even as non-existent, walking and cy- cling will continue to decrease,” said Dr Arora. She argued that there is an urgent need to look at NMT as an important constituent of transport planning. This is because (a) Urbanization has far exceeded the carrying capacity of the cities, (b) Ongoing and clear modal shift from the non-polluting modes of walking, cycling and cycle rickshaws to polluting motorised two and three wheelers and cars. (c) Increas- ing motorization leading to congestion and pollution, (d) Since the perceived problem of congestion was lack of space for cars, the transport engineering solution has been to provide more space to cars (e) Thus cities create a self-reinforcing process of ever more cars requiring ever more road space. To promote cycling in Indian Cities, she argued to develop a ‘National Cycling Policy, a Toolkit for Public Bicycle Scheme projects, Product design and Specifications for the Public Bike Schemes in India and propose Financing Mechanisms for Public Bicycle Schemes.

Mr Gaurav Bansal Researcher, ICCT Mr Bansal stated that there are multiple pollutants with multiple Impacts on health, environment and ag- ricultural yield. Infact in 2010 alone outdoor air pol- lution contributed to over 620,000 premature deaths and nearly 18 million healthy years of life lost in India. Thus there is an urgent need to improve the outdoor air quality in Indian cities with better emission standards and regulatory norms. He informed that India currently has standards to reduce air pol- lutant emissions from motor vehicles – Bharat III and IV standards, but Standards to reduce vehicle fuel consumption/CO2 emissions not yet in place in India. “There are certain key policy issues that need to be answered. What will the government’s (Ministry of Petroleum and Natural Gas) long-term emissions roadmap look like? When will the ultra-low sulfur fuels be available all across India? Will the price gap between diesel and petrol fuel ever be closed? Will an additional excise duty on die- sel cars prevent further dieselization of passenger cars? Will CNG become available for public transit buses across 200+ cities?,” he argued.

Sustainable Traffic & Transportation : Principles and Myths Mr Ranjit Gadgil Project Director, Parisar Cities today are reeling under severe mobility crisis, health crisis as well as safety crisis. “In most of the cit- ies, there is severe congestion, conflict between mul- tiple modes and average speed is less than 10 km/hr in most areas. On health front as per WHO, 300 million people die every year due to the adverse effects of the air we breathe. When it comes to safety pedestrians, cyclists and 2-wheeler riders are the maximum risk.” said Mr Gadgil. He further informed that, about 1.3 million people die each year on the world’s roads and between 20 and 50 million sustain non-fatal injuries. Infact, road traffic inju- ries are the leading cause of death among young people, aged between 15 and 29. “It is a myth to say that new roads, road widening, signal-free roads, flyovers and grade separators will ease congestions. Similarly, it is wrong to say that congestion is due to bad roads, indiscipline, cycles,” he said. Citing several example and case studies Mr Gadgil argued that the problem will remain unsolved till the time the whole viewpoint to look towards urban life is changed. “ It’s not about fixing traffic problems, it’s about fixing the city,” he concluded.

Prospects of Hydrogen as a sustanable low emission alternative fuel for transport sector Prof. L. M. Das Centre for Energy Studies, IIT Delhi The present economic and environmental crisis makes it extremely important to focus on alternative fuels. “We need alternative fuels since the conventional fuel used produces massive amount of emissions causing widespread degradation of air quality. Also, it is also important to get alternative fuel because the oil used at the moment won’t last forever,” said Prof Das from IIT. He put forward several options of alternative fuels available to us such as Hydrogen, Compressed Natural Gas(CNG), Bio-Diesel, Hydrogen Added Natural Gas, Ethanol, Methanol, Liquefied Petroleum Gas (LPG), Biogas etc. He has been working for over three decades on developing Hydrogen engines. He informed that a major step in this direction is the HCNG. HCNG is a general term used to denote varying blends of Hydrogen and CNG. Adding Hydrogen, which has higher flame speed to a low flame speed fuel like CNG, improves the combustion efficiency of the HCNG blend. He also talked about the development and successful demonstration of Hydrogen fuelled three-wheelers in the country.

An overview of need for Emission Factors for PM emissions from vehicles Dr. Anubha Goel Dept. Of Civil Eng. IIT Kanpur An air quality emission factor is the relationship between the amount of pollution produced and the amount of raw material processed or number of product units pro- duced. Dr Goel, in her presentation talked about vari- ous studies undertaken in the recent past on air quality measurement and informed that Kanpur has been identified as a city with ‘worst’ air quality in India by WHO 2012 – ahead of Delhi and Kolkatta. Based on a study conducted by IIT Kanpur she shared that Vehicular and Industrial emissions account for more than 50% of SPM in ambient air. She also informed about the concept of Air Quality Index (AQI), which converts the concentration of a pollutant among critical pollutants into a number by using a segmented linear equation (Sub-index of a pollutant). The concept was introduced in India during the CWG 2010 She concluded by emphasizing on the point that there are great opportunities to improve the emissions data measurement in India and more re- search needs to be conducted to better understand sources of transportation related emissions. Accurate measurements of emissions are critical to good AQMs.

Kesari Associate Professor, Delhi Technological University Indian prosperity needs increase in per capita energy consumption. As reserves of traditional sources of en- ergy liek coal, oil and gas are depleting, solar energy comes with a lot of potential. He informed about the achievements made by his team at DTU in developing the futuristic solar cars. “So- laris is one of the most prestigious projects at DTU. We aim to develop new age solar cars, thereby marking a new beginning in the field of solar automobile technology.” The aim of the project includes (a) Develop easily available and low cost technol- ogy, (b) Gain practical experience in design and fabrication, (c) Represent India and Asia on a world platform, (d) Develop technical skills in the field of solar technology, dynamics, machine design, automobile design etc, (e) Develop technical skills of the Indian engineering students by providing them the technical know-how and giving them practical experience. Dr Kesari concluded by saying, “It is our aim that the work done here leads to the economical use of solar and other environmentally-friendly vehicles down the road.”

BS-V Compliant Transport Mr S M Ghosh Environment technologist, Kolkata Mr Ghosh, made two brief presentations during the workshop. His first presentation focused on the need to do a detailed environmental impact assessment and infrastructural development before implementation of clean tech/ alternative energy in the country. He dis- cussed four major points in this regard, (a) Indian driving cycle & driving condition to be considered, (b) Minimum speed limit for high rpm vehicle to be followed, (c) BS-V compliant fuel to be delivered by the oil companies, and (d) Conformity on production by chassis & engine dynamo-meter are needed in the test benches at different rto / pvd inspection and maintenance centre. In his second presentation, interestingly titled as ‘silent killer in city of joy’, he talked about the increasing levels of air pollution in kolkata mega city, caused by the automobiles and the need to develop an effective action plan for the ”city of joy”. He said, “Kolkata needs a comperhensive action plan to combat air pollution. It is clear that pollution levels in the city are on the increase and like Delhi, Kolkata, will have to take steps to reduce motorisation, so that it can deal with congestion and pollution.”

She emphasised that at a time when the rate of urban growth is so high and the number of vehicles on roads is increasing tremendously, there is an urgent need to talk about its repercussions on environment and health as part of more sustained reporting. “You need to interlink your stories with multiple issues. For example if you are writing about level of air pollution, do add the health angle in the story to make it complete,” she told the participating journalists. Ms Acharya urged the participating journalists to positively take advantage of the freedom available in the country and write on the issues of national importance without any fear. “India is one of the few countries today where Press has enormous freedom. We can criticise our political leaders and government policies without any fear. I think we should bring to light in a free and fair manner issues related to air pol- lution, fuel efficiency and need for more stringent norms in the country. Press should act as a pressure group to bring the desired changes in policy making. ”

Role of Media and CSOs Mr Jayanta Basu Sr journalist, The Telegraph, Kolkata Mr Basu urged the CSOs to come forward and work closely with regional and national media to propa- gate information related to vehicular pollution, air quality and impact on health based on scientific data and research. “We need scientific information to write good stories or launch a campaign. Research organisations and CSOs can be of immense help in this regard,” he said. A senior environment journalist with The Telegraph, Mr Basu shared about the role played by media and judiciary in ensuring key environmental reforms are introduced in Kolkata. “For a period of three months on a sustained basis The Telegraph and other newspapers in Kolkata carried stories on vehicular pollution, use of toxic fuels and on several other issues. We highlighted the nexus that is resulting in the proliferation of toxic fuel in vehicles, which is se- verely harmful to health and environment. A feeling of great satisfaction for the en- tire media fraternity was when the High Court finally gave a directive in this regard,” he shared. Mr Basu also showed various stories to the participants that were given prime space in the newspaper.

57 Building Media and CSO Support on Vehicles and Fuel Efficiency Open Forum The Open Forum was moderated by eminent journalist Mr Jayanta Basu from the Telegraph. He presented a 15 point comparative table and asked the media and CSO representatives to participate. In this exercise, participants were asked to give ranking out of 10 on several indicators of governance in their respective cities. These param- eters included issues like Public and Private Transport, Political and People Position- ing, Pollution free vehicles, extent of corruption, role played by Paper/media etc. This interactive exercise resulted in good participation and brain storming during the open forum. It also helped representatives of media and CSOs to know about the transport situation in not just about their own city but also about what is happening across major tier-2 and 3 cities in the country.

6. Outcomes • The series of Regional Workshops and Open Forum proved to be a compre- hensive attempt aimed towards involving regional as well as national media and CSOs on a common platform. The workshops successfully resulted in initiating a dialogue on the issue of sustainable urban transport system among media and CSOs, which can now be taken forward in a more sustained way. • There was participation of media personnels from 20 states viz Andhra Pradesh, Tamil Nadu, Kerala, Karnataka, Maharashtra, Madhya Pradesh, Goa, Gujarat, W.Bengal, Jammu & Kashmir, Rajasthan, Uttar Pradesh, Himachal Pradesh, Bi- har, Jharkhand, Odisha, Chhatisgarh, Sikkim, Manipur, Assam and 2 UTs i.e New Delhi and Chandigarh. • 74 media persons participated from English, as well as vernacular media. Infact, there was representation of all major print publications in the workshops. • 72 representatives of civil society groups participated. This included NGOs, RWA representatives, researchers, science teachers and students from environmen- tal sciences and urban designs streams. • 32 experts from prominent national institutes including IITs, IISc, IITM, ICCT, TERI and participated. • There was balanced representation of English as well as vernacular media. • Senior journalists including Bureau Chiefs, resident editors and assistant edi- tors of prominent news papers participated in the workshops. These included Ms Keya Acharya, President, Forum of Environmental Journalists in India (FEJI), Parag Karandikar, Resident Editor of Maharashtra Times, Rahul Chandawarkar, Resident Editor of Sakal Times, Sunil Mali, Asst Editor of Sakal and several others. • Representation of the automobile sector in the workshop added to the level of interaction and exchange of ideas. SIAM representatives from New Delhi as well as Bengaluru participated in the workshop.

59 Building Media and CSO Support on Vehicles and Fuel Efficiency • Several regional CSOs got the opportunity for the first time to participate in this kind of workshop. • CSOs shared about the work they are already doing in their respective cities and showed keen interest in further collaboration with like minded organisations. • Students of architecture, urban planning and engineering also participated in the workshop and shared their views. • For journalists from print media their interaction with experts from such diverse backgrounds provided them new information and data on issues like sustainable transport system, air quality emission norms, fuel efficiency etc. • The media workshops proved to be a good platform for networking and building professional contacts among experts, CSOs and journalists. • Analytical stories appeared in prominent publications on issues discussed dur- ing the workshops. Infact newspapers like The Times of India, , Central Chronicle, DNA and Sakal carried stories on either Page 1 or provided substantial space to the issues of air quality and vehicular pollution. The topics that were covered ranged from Auto Fuel Policy, emission norms, air quality and its impact on health to problems in public transport system, air pollution, need for BRTS etc. Some journalists highlighted the local issues while others have provided a comparative analysis in their stories. • Discussions during the open forum showed that CSOs have limited knowledge about issues like fuel efficiency and emission norms. There is a strong need for conceptual clarity on these issues. • Regional CSOs have limited access to research findings, latest reports and data. Infact, they don’t have any communication network with big research organiza- tions and NGOs and that’s why they operate in smaller geographical areas with limited information and knowledge. • Several participating CSOs were not working directly in the domain of fuel ef- ficiency, emissions and clean vehicles and were mainly associated with issues like transport pollution, road safety and better public transport system. However, they showed keen interest in further expanding their scope of work. • Two major areas where regional CSOs and smaller NGOs need support are source of funding for new projects and technical/research support. • As smaller NGOs have good network with local authorities in their respective areas, they can be of immense help in organizing any on-ground awareness ac- tivities with them. • Journalists shared the need to have an interactive platform on internet where they can connect with experts instantly for their queries. Also, they were of the view that at present there is no mechanism to have a constant flow of information on urban transport issues from prominent research organizations and CSOs. • It was felt during the workshops, that there is a strong need to mobilize Journal- ists and CSOs to strongly push urban mobility in the public domain. The first step in this direction would be to bring clarity on most basic of the issues like technical differences related to fuel and emission related issues, need to distinguish be- tween air pollutant emission standards and CO2 emission / fuel efficiency stan- dards, need look at vehicle fuel efficiency rather than star rating, need to provide ULSD in the entire country and advancement of emission norms for the whole country and other interrelated issues. Further steps could be, creating a strong network, identifying issues for advocacy, awareness and an action plan. • Overall, conducting workshops for media and CSOs was a welcome attempt and it brought a large number of stakeholders on one platform. The interface cre- ated among journalists, NGOs and experts will prove productive in future and will enhance the quality of news stories as well as public discourses on urban transport issues.

• The biggest challenge was to convince the participants from media and CSO that these workshops were not entirely technical in nature and content. As Issues like fuel-efficiency and NMT have not been able to occupy prominent place in main- stream media reporting, some editors were also hesitant, to nominate journalists for these workshops. However, when discussed in detail about the objective of these workshops and the issues/themes they agreed to send correspondents from the related beats. • As almost all the speakers gave their presentations in English, it was a bit diffi- cult for participants from vernacular media to understand the data and technical details. • Though TERI, ICCT and other research organizations shared valuable data and insightful reports, however, journalists found it difficult to go through the technical details and transform them into simple news stories. It is required that research organizations share their key findings in a more crisp and simple format. • Overall, the workshops resulted in introducing the participants to several new issues and themes pertaining to urban mobility.

8. Collaboration • CMSR Consultants collaborated with International Council on Clean Transporta- tion (ICCT) and The Energy and Resources Institute (TERI) and took them on board as Knowledge Partners. • CMSR would be happy to also collaborate further with these and other prominent research bodies to disseminate relevant information among media and CSOs. • CMSR Consultants can extend its online knowledge management services for further deliberation on urban mobility issues.

• The workshops were appreciated immensely by the experts, participating journalists and CSOs. It has resulted in the creation of a network of journalists, NGOs and ex- perts, which now needs to be activated and engaged further. • Though, CMSR Consultants has already started disseminating the information/pre- sentations/media reports among the participants, there is an urgent need to strength- en this mechanism of resource dissemination and virtual interaction. Google groups or any other platform via social media on internet can be created to keep the journal- ists and experts in touch and also to share story ideas. • Before starting with the next phase of activities, a system should be drawn to under- stand and track the current trend of reporting on urban transport issues in national and regional media. • CMSR Consultants can offer its services to regularly compile news stories in the form of monthly reports. This will act as a ready reference material for researchers and will also help in knowing the trend of media reporting on urban transport issues. • CMSR would be happy to organize on-ground activities in collaboration with media groups, RWAs, CSOs and youth groups to popularise public transport, cycling and road safety issues. • SSEF can commission developing audio-visual resource material like public service advertisements, short films and documentaries on urban transport issues. CMSR Consultants, has several empannelled filmmakers and production houses to under- take this kind of work.

Mr Anoop Bhat General Manager, Maruti Suzuki Mr Bhat has been working with Maruti Suzuki for almost two decades now. He works on Engine Development with a vision to improve the performance from the existing ones and come up with new technol- ogies for future. His specialties include Engine testing and Vehicle Integration. He is a gold medalist in Engineering from Kurukshetra University.

Dr. Anubha Goel Assistant Professor, Department of Civil Engg.; EEM IDP, IIT Kanpur Dr Goel is teaching in the Department of Civil Engineering, IIT Kanpur. She has done her M.Tech. from I.I.T. Kanpur, and Ph.D. from Univer- sity of Maryland. Her areas of research include characterization of emissions from vehicular exhaust, size segregated distribution of par- ticulates and organic pollutants on aerosols, Environmental modeling, Fate and transport of pollutants and Solid Waste Management.

Dr Anup Bandivadekar Program Director / India Lead Dr. Bandivadekar’s interests are focused around developing frame- works and methods to foster innovative solutions towards achieving a more sustainable energy and transportation system. At the ICCT, his work is aimed at reducing air pollution and greenhouse gas emis- sions from passenger vehicles globally. Previously, he was a post- doctoral fellow in the Sloan Automotive Laboratory at MIT, where he evaluated vehicle and fuel technologies that can significantly reduce greenhouse gas emissions and petroleum consumption from the U.S. light-duty fleet over the next thirty years. Dr Anvita Arora Director and CEO, Innovative Transport Solutions (iTrans), New Delhi Dr. Arora is an Architect and Transport Planner and completed her PhD thesis on Socio-Economic Impact Assessment (SEIA) methodol- ogy for Urban Transport Projects: Impact of Delhi Metro on the Urban Poor, from the Civil Engineering Department of the Indian Institute of Technology, Delhi in 2007. She is also the India Representative of Interface for Cycling Expertise, I-CE, Netherlands and President of the Global Feet and Fiets Foundation, Netherlands. Mr Ashok Sreenivas Consultant, Parisar Mr Sreenivas has a Bachelors and Doctorate in Computer Science from IIT, Bombay. He worked as a scientist for over 15 years in one of India’s leading industrial software research labs, before moving to the social sector. He works on policy research and analysis aimed at governance and regulatory issues related to transparency, fairness, equity and sus- tainability and currently focuses on the Natural Gas sector.

Ms Bhaswati Goswami Communications Officer, Centre for North East Studies and Policy Research(C-NES) Ms Goswami did her masters in Ancient Indian History from Delhi Uni- versity in 1991 and works as Communications Officer in C-NES. She is a member of the Programme Management Unit (PMU)of the orga- nization.In March 2013 she made a presentaion on C-NES’ unique Boat Clinic health outreach programme at Boston’s Tufts University at the yearly Global Health Symposium.

Ms Elizabeth Abba Faculty, K.J.Somaiya College of Science & Commerce Ms Abba is a senior faculty in the Department of Environmental Sci- ence at K.J.Somaiya College of Science & Commerce. Priot to this she was a senior research fellow at NEERI, Mumbai. She was also selected as the Fulbright Doctoral Fellowship Scholar - 2008 to pur- sue research at San Diego State University, California.

Mr Gaurav Bansal Researcher, International Council on Clean Transportation (ICCT) Mr Bansal is a researcher on the ICCT’s India team focusing on passen- ger vehicles research and policy analysis, health effects modeling, and emissions modeling. Before joining the ICCT, he served in the Peace Corps in Panama as an environmental health extensionist. He holds a B.S. in physics from the University of Texas and an M.S. in environmen- tal engineering from Virginia Tech.

Dr. Gufran Beig Scientist-F, Indian Institute of Tropical Meteorology Dr Beig is a senior scientist at Indian Institute of Tropical Meteorol- ogy, IITM, Pune. He is also the reciepient of prestigious Shanti Swar- up Bhatnagar Award for outstanding scientific contributions. Dr Beig is a member of several International scientific organisations dealing with global climate change and also an editor of the Journal of Atmo- spheric and Solar Terrestrial physics.

Building Media and CSO Support on Vehicles and Fuel Efficiency 68 Dr. J.P. Kesari Faculty Head, Solaris, Delhi Technological University Dr. Kesari is the faculty advisor of Solaris Project. It is a recognized student-faculty run research project at Delhi Technological University (formerly Delhi College of Engineering) initiated in the year 2006. The project aims at developing a highly efficient solar electric vehicle to provide a breakthrough in the application of solar technology to the transportation sector. Prime goal of the project is the development of an energy efficient passenger SEV suitable for Indian roads.

Mr James Mayengbam Gen sec, Manipur Cycle Club Mr Mayengbam works actively in the Manipur Cycle Club (MCC). The club has the motto “Cycle for Health, Environment and Economy (CHEE)”. Members of MCC strive to work as agents of and models for social change fine tuning with the global processes and locally with the diversities and integrative natures of local culture, geography, preserving the hill-valley ecological relationships and affecting policy changes that ensures sustainable development for future generations.

Mr Jayanta Basu Senior Journalist, The Telegraph Mr Basu is a Kolkata based specialised environment correspondent with The Telegraph newspaper. He has been writing on environment for more than a decade and has covered number of important environment and climate change related intentional conferences across the world. He was also nominated as member to several environment and climate change related media meetings held in countries like China, Bangladesh, Sri Lanka and Thailand. Recently Basu has been nominated as a member of an international delegation on ‘Ganga Meckong Dialogue’ and partici- pated in a deliberation held in Thailand and Laos.

Ms Keya Acharya President, Forum of Environmental Journalists in India (FEJI) Ms Acharya is an independent journalist and researcher, who has been writing exclusively on environment and development for many years and has various national and international publications to her credit. She also teaches development journalism and development issues to media students in Bangalore, where she is based and has conducted several media training workshops. Keya has travelled extensively in the course of her journalism assignments, reporting from various countries on subjects as diverse as solid and hazard- ous wastes, to human rights, corruption, forestry and wildlife, climate change, agribiotech and others.

He is the former corporate communication advisor at Shell Technology In- dia (A subsidiary of Royal Dutch Shell Group). In the past, has been governing council director and national vice president of Public Rela- tions Council of India (PRCI) and has also been an active member of International Association of Business Communicators (IABC).

Dr L.M. Das Professor, Centre for Energy Studies, IIT Delhi Dr. Das’s primary areas of research interest include development of alternative-fuelled low emission engine/vehicles. He has published more than 80 research papers in various independently refereed in- ternational and national journals in the area of alternative fuels such as Hydrogen, CNG, Biodiesel and Hydrogen-CNG blend. Today he is actively involved in several sponsored research projects and has su- pervised 14 PhD theses (with ten more in progress), and about forty M. Tech Projects in his areas of interest.

Mr Lokesh Hebbani Transportation Program Manager, (CiSTUP), IISc Mr Hebbani has held leadership positions in several national and international projects in the transport sector. He is advisor to Gov- ernment of India on Technology Vision -2035 for Infrastructure. Also, he took leadership role in the Development and implementation of the successful Traffic Incident Management Program in the States of Florida, Wisconsin & Georgia. Mr Hebbani holds an M.B.A degree from Marquette University, Wisconsin, U.S.A. and M.S. in Transporta- tion & Civil Engineering, from University of Wyoming, Laramie, Wyo- ming, U.S.A.

Mr Mahesh Kashyap Independent Consultant, (CiSTUP) Mr Kashyap is an independent consultant and has worked with vari- ous national and international organisations. He was formerly with the Department of Environment, Government of Canada, working on various air pollution issues. Prior to joining Government of Canada, he was in various levels of consulting services in USA advising clients on air quality issues. He has a wide range of experience in environ- mental and transportation affairs.

Building Media and CSO Support on Vehicles and Fuel Efficiency 70 Prof Mahesh Thakur Trustee, CSRPune Prof Thakur is a full-time faculty of HR and Social Work with Karve Institute Of Social Service, Pune. His areas of focus include Human Resource Management / HRD Practices, Corporate Planning and Strategic HRM, Labour and Managerial Economics and Adminis- tration and Management for Social Work. For three years he has worked as Hon. Director of Child –Line Pune and he was also the Task force member of the Child Labour abolition Project of NCPL.

Mr Parag Karandikar Resident Editor, Maharashtra Times Mr Karandikar is a senior journalist and has worked with Sakal Me- dia group for more than 15 years. Subsequently he joined and is currently the Resident Editor of Maharashtra Times in Pune. He has received several prestigious awards in his distin- guished career including Late Varunraj Bhide Award, Dr Nanasa- heb Parulekar award, Rotary Award and Best Journalist Award by Poona Mechant Chambers.

Ms Pranjali Deshpande Program Lead, Pune, ITDP Ms Pranjali joined ITDP in June 2009 and is currently assisting with operational planning for the Pune/Pimpri-Chinchwad BRT system. Prior to joining ITDP, she was associated with an architecture firm and worked on large-scale industrial projects. She has completed her undergraduate studies in architecture at Bharatiya Kala Prasari- ni Sabha’s College of Architecture in Pune, and earned a master’s degree in Urban and Regional Planning from CEPT University.

Mr Rahul Chandawarkar Resident Editor, Sakal Times Mr Chandawarkar is a senior journalist based in Pune. Prior to join- ing Sakal Group he was an assistant editor with the Daily News and Analysis (DNA). He was recently awarded the Ramnath Goenka ex- cellence in journalism award for environmental reporting by the Vice President of India. He received the award for running multiple cam- paigns on the eco-degradation of the hill stations of Mahabalesh- war-Panchgani near Pune in DNA newspaper.

Director, Parisar, Pune Mr Gadgil graduated from IIT Kanpur with a Masters in Physics before going to Cornell University for further studies. He then worked as an IT consultant for 7 years before returning to India in pursuit of something more meaningful. Ranjit served as Programme Director of Janwani, where he launched several urban governance projects. He worked briefly with an international foundation as their transport programme officer. Ranjit’s current interest is non-motorized transport.

Prof S. Sundar Distinguished Fellow, TERI Mr Sundar, an alumnus of the University of Madras; serves as Distin- guished Fellow at TERI and as the NTPC Chair Professor on Regula- tory Studies at TERI University. Prior to joining TERI, Mr Sundar was with the Indian Administrative Service (IAS) to which he was appoint- ed to in 1963; where he held senior positions in industry and finance with both the State of Gujarat and the Government of India. He also serves as Honarary Professor, CEPT University, Ahmedabad and has been a Distinguished Visiting Professor at the Faculty of Law, Univer- sity of Toronto

Mr S.M. Ghosh Chairman, Smg-Hai Technocrats Mr Ghosh is an environmentalist & green technologist engaged in pol- lution control technologies since 1990. He invented smg - hai technol- ogy in 1990 and got the intellectual property right from govt of india & people republic of bangladesh in 1993 for complete combustion of fuel in i c engine - while in operation. He has also worked with the world bank as chief surveyor under dfid project on automobile pollu- tion in the year 1995/1997, on behalf of environment department, govt of west bengal.

Mr Sameera Kumar Anthapur Transport researcher, Clean Air Asia Mr Anthapur has been working with Clean Air Asia (formerly Clean Air Initiative for Asian Cities) for the past two years. Clean Air Asia aims to promote better air quality and livable cities by translating knowl- edge to policy and action to reduce air pollution and greenhouse gas emissions. He is working on projects related to sustainable transport and has a particular interest in NMT and safety.

Building Media and CSO Support on Vehicles and Fuel Efficiency 72 Mr Subir Ghosh Senior Editor, DNA-Bangalore Mr Ghosh is one of the senior journalists in the country today who have been working in the field of environment consistently for sev- eral years. In his journalistic career he has worked with prominent newspapers and agencies including Press Trust of India (PTI) and The Telegraph. He also had a brief stint in the books unit of Centre for Science and Environment (CSE) and has also looked after the publications section of the Wildlife Trust of India.

Dr Sudakshina Gupta Department of Economics , Calcutta University Dr Gupta teaches at the Centre for Urban Economic Studies and her area of specialisation is Transport economics. For the last quarter of a century, the Centre has established itself as a premier multi- disciplinary research centre of urban studies in India. A number of dissertations done under the guidance of faculty members have been awarded M.Phil and Ph.D degrees. The Centre also publishes books, monographs, discussion papers and database for urban studies.

Mr Sujit Patwardhan Trustee, Parisar Mr Patwardhan is a founder member and Trustee of Parisar since its inception in 1982. He has driven Parisar’s efforts to bring issues of environment centre-stage -through citizens’ campaigns, collaborative activism with other like minded organisations and advocacy efforts to highlight the need to ensure industrial and urban development does not lead to damage and destruction of the environment.

Mr Sumit Sharma Fellow & Area Convenor, The Energy and Resources Institute (TERI) Mr Sharma is Fellow at Centre for Environmental Studies at The En- ergy and Resources Institute (TERI). The broad aim of the Centre for Environmental Studies is to carry out research activities in evalu- ating the environmental impacts of various economic activities and resource use patterns. The Centre has been active in various urban, industrial, and rural settings to study the linkages between various

He is an Honorary Senior Lecturer at Imperial Col- lege, London, a Visiting Faculty at the Johns Hopkins University, and a PhD guide at the University of Pune.

Prof V Jagannathan Scientist and educationist For more than two decades Prof Jagannathan has worked as a Scien- tist/Engineer in the environmental engineering and Sanitation works of planning, design, estimation, execution and maintenance of infra- structure facilities for Space centres in India. He has also worked as a Professor in the training and capacity building of urban local bodies functionaries in Karnataka.
