Tenderers/business should know whether they have the necessary permits to travel and conduct business or not, and if they don’t have these permits they can make use of courier companies, who under the relevant lockdown level have been defined as essential services, and thus should have the necessary permits to travel and deliver tenders to the various tender offices. Eskom will not take any responsibility for any late submissions as a result of non-compliance to the tender delivery requirements. SCOPE OF WORK See attached NEC 3 TSSC and attached scope of work document (for Detailed Scope of work) Operations The RPAS operator should have trained pilots with valid RPL and skills necessary for power line inspections. The RPAS operator should provide evidence of the same operator and technology inspecting power lines/railways/bridges locally or internationally. Aircraft The aircraft used should be able to fly more than 30 minutes with full payload on a single flight. The aircraft should be able to carry all required cameras simultaneously. The aircraft should be able to withstand electromagnetic interferences (preferred immunity up 30kV/m & 80µT). The aircraft should be equipped with GPS plus RTK system. The aircraft should be equipped with obstacle avoidance system (LiDAR sensors). The aircraft in use should have autonomous flight capabilities. The aircraft should be able to detect hotspots using a radiometric infrared camera. The aircraft should be able to capture and record high definition images and videos (4k), and be able to be live streamed to the ground station. Operating temperature range:-10 to 40 degC Data Analytics The RPAS operator should be able to digitally analyse all the data collected and issue inspection reports for each power line inspected. The aircraft missions should be managed on the software which automates and post-process data to present actionable data to Eskom. The software in use should have video analytics capabilities. The defects should be clearly marked on issued report and on videos. Videos should be streamed live to the ground station, preferably with video analytics capabilities to flag the defects. Any additional structural integrity sensor or computer algorithm will be beneficial. Safe Operation All aircraft used should be No Permission No Take-Off (NPNT) enabled to ensure only authorized flights take place, reduce hacking risk and to prevent theft. All relevant flight data must be displayed live on the mobile ground station display. The pilot should be able to fly the RPAS with GPS aided position and barometric pressure aided height control, which can be deactivated anytime and fly manually should he or she wish. If any motor fails or propeller is lost, the RPAS should automatically compensate or engage the autopilot mode, to allow for a safe landing at the home location or pilot location or at an alternative safe (pre-determined) landing position. The system should allow for the independent camera control from a camera operator, it may be equipped with extra control pad and video goggles. Status display: The pilot should be able to read on the display all the telemetry data like GPS position, flight altitude and airspeed, battery voltage level, magnetic field or interferences around the RPAS, strong winds, etc. Redundant propulsion system: Automatic compensation of defect propellers, motors or motor controllers. High position accuracy: Enable tiny positional corrections with extreme precision. Safety modes if control/gps link is lost: safe return flight back to launch position or automatic direct landing when communication is lost or any malfunctioning occurs. The examinations should cover the following (but not limited to the following): Items applicable to the remote pilot general examination Air law for Remotely Piloted Aircraft (RPA) SACAR Part 101 and Document SA-CATS 101 Human factors Vision Empty field myopia Adaptation to darkness Autokinesis Stress management Causes of stress (stressors) Signs and symptoms of fatigue Meteorology (a) Factors affecting air density (b) Fog and mist (c) Wind and gusts (d) Thunderstorms. (e) Aviation weather reports. Navigation Latitude and longitude Aeronautical chart information (VFR) GPS: Components of a GPS system as used on a Remotely Piloted Aircraft System (RPAS). Lighting for remotely piloted aircraft. The examination should cover all subjects that will enable the learners to receive their Remote Pilot Licence (RPL) at the end of training. Phase 2: Practical Training and Restricted Radio Licensing. Phase 3: Practical Training and Final Examination. On completion of the above requirements, the learner should be issued with Remote Pilot Licence (RPL). Effective RFPs typically reflect the strategy and short/long-term business objectives, providing detailed insight upon which suppliers will be able to offer a matching perspective. Solicitations should be disseminated to leverage and encourage competition. They may be disseminated to potential vendors based on prior experience or industry knowledge or other reasonable means. Solicitations may also be posted to the RF website. A request for proposal (referred to as RFP) is an invitation for suppliers, often through a bidding process, to submit a proposal on a specific commodity or service. A bidding process is one of the best methods for leveraging a company's negotiating ability and purchasing power with suppliers. The RFP process brings structure to the procurement decision and allows the risks and benefits to be identified clearly up front. The RFP may dictate to varying degrees the exact structure and format of the supplier's response. Considerations The RF has elected to accept the grace period for implementing the new procurement standards in the OMB Uniform Guidance as codified in 2 CFR Part 200. This policy is in compliance with OMB Circular A- 110. The new procurement standards will be implemented by the RF to be effective on July 1, 2018.
