Baltic Carriage Driving League Baltic Cup Rules, 2013

Baltic Carriage Driving League (hereafter BPBL) was established on the 8 th of December 2010. BPBL is a carriage driver's league that coordinates national level carriage driving events organized under the name Baltic Cup (hereafter BC).

The purpose of BPBL is to organize BC events in successful and qualitative way.

Status of events on fellowship based events with series in each state to:

popularize driving sport in interfriendly competition; develop driving skills; promote qualification of judges; enhance quality of event organization.

1. Membership in BPBL

1.2 Event organizers from other states can enroll in BPBL, if there is at least one BC event organized in this state by accepted Rules. 1.3 . Event organizers from other states can enrol in BPBL in the current year after the Final. 1.4. Additions and corrections in BPBL Rules for next year are made by BC Final organizer in current year. 1.5 The organizer for next year BC Final, not later than two months before first BC event, have to announce to all member states the dressage test, selected from FEI Rules. 1.6 BC events are judged by FEI Rules, with exceptions mentioned in this Rules.

2. Baltic Cup (BC) General Rules

2.1 It is allowed to organize other events within the framework of BC event. 2.2 BC events take place not less than three (3) days. 2.3 There are four (4) BC classes – single horse, pair horse, single pony, pair pony. 2.4 Dressage arena 100m X 40m 2.5 In BC series dressage test (Competition A) is judged by not less than three (3) National level judges. In the BC Final event there must be four (4) National level judges and one (1) International level judge. 2.6 The total distance of Competiton B 10 km – 12 km. 2.7 Distance of transfer in BC series is 800 – 1000 m, in BC Final 1000 m. 2.8 In competition C there must be 20 obstacles, with not more than two (2) multiple obstacles. 2.9 Competition C could be organized in two ways: 1) Fault Competition (954§) and a DriveOff (958§). The winner of Competiton C is determind on the grounds of the DriveOff (958§). BC result is based on the ground of the Fault Competiton(954§). 2) A Competition in Two Sections (960§), where penalties incurred in the first section will be taken into account with placement in the whole competition and the winner of Phase C being determind according to the result of the second section. 2.10 In the BC Final Competition C must be driven according to a Fault Competition (954§) and a DriveOff (958§). Placement will be according to (958§). 2.11 Entry fee 30 €. 2.12 One horse box 30 €, electricity, bedding and hay included. 2.13 Tent site and parking place is free. 2.14 Information on participation in the evening banquet is given schedule . 2.15 BC event prize money (not less than):

Note: If there are this number of competitors in one class:

• 12 competitors there are 25% of the prize money. • 3 competitors there are 50% of the prize money. • 4 competitors there are 75% of the prize money. • 5 and more competitors there are 100 % of the prize money.

2.16 Schedule of BC event must be published 4 weeks before the event

3. Participation in event

3.1 Competitiors from all states can participate in the BC events. 3.2 In BC series it is possible to athlete to compete in every series with a other horse and groom. 3.3 If the participant is competing in one class with two turnouts, before the start of the event, participants must to apply the turnout counted in BC Total results. 3.4 In BC events it is possible to participate to a driver as a groom, and a groom as a driver. 3.5 It is allowed to participate with any kind of vehicle in Competition A and C. If it is in conflict with National rules and the host nation of the event do not allow to break the rules, then host nation must provide vehicles in accordance with National rules. 3.6 In BC events Single horse and Pony age must be at least 5 years. Pair Horse and Pony age must be at least 4 years, if the other horse or pony is older. 3.7 Competitiors from all states can participate in the BC events. All participants could qualify to prize money, rosettes and gifts. BC titles and cups are given to competitors from BPBL member states. 3.8 All participants can participate in the BC Final. Participants form BPBL member states, to be a candidated to BC titles , must participate at least in one BC event before the Final. 3.9 Elimination in ranking is counted as participation.

4. Determination of the winners 4.1 In BC event the winner is participant, who has 1st place in the class. 4.2 In BC series cups are given to competitors from BPBL member states. 4.3 In BC Final the winner title is determined in all classes, to participants form BPBL member states, participated at least in BC event before the Final. 4.4 The winner of the BC Ranking is the participant with the highest scores in ranking table. BC Ranking Cup is given to participant, who has competed at least in two BC events in current year. 4.5 Only competitors from BPBL member states could get BC Ranking points, taking into account the number of participants. In the same points case, higher place is given to competitor, who has higher place in BC Final. If the Athlete has not participated in the BC Final, higher places in series are taken into account .

5. Team rules

5.1 The BC Team Competition takes place between national teams. 5.2 National team is composed of a horse single, a pony single and either a horse or pony pair. 5.3 National Team result is formed by best result in each class, according to point table. In the same points case, higher place is given to Team, who has higher place in BC Final. 5.4 The best result to a competitor is determined only in one class. If competitor has the best results in several classes, in next class the best result of other Team member is taking into account. The primary class to a competitor is class, where more points are achieved. 5.5 If the team is represented in three classes the result will be increased three times, if the team is represented in two classesthe result is increased two times. 5.6 The Winner Team is awarded the BC Final .

6. Appeal Committee 6.1 Any misunderstandings or disputes, occured in BC events, are reviewed by the BPBL Appeal Committee. 6.2 The organisers of the BC event must to admonish the Head Judge, that resulution declared by BPBL has to be taken into account. 6.3 The BPBL Appeal Committee consists of four members – one member and one substitute member from each state. 6.4 .Every BPBL Appeal Committee member and substitute member has one vote. 6.5 In the situation of a settlement of a dispute, one member or a substitute member from each member state participates in the settlement of the issue. If there is a tiebreak, then the host nation has two votes. 6.6 Appeal Committee members and substitutes.
