Just kiddin’, seriously Winds of change in Kuwait

nce upon a time, there was a small kingdom called KUWAIT: People shop for Ramadan lanterns at a shopping center in Shuwaikh. — Photo by Yasser Al-Zayyat Kuwait. Everybody used to live in harmony and hap- Opiness. It was a prosperous land where both expats and locals enjoyed its immense wealth. Expats from all over the world brought their families to start a new life. Other kingdoms and lands were envious of Kuwait; it was like a small diamond and everybody wanted a piece of it. Years passed by and something evil struck Kuwait. Let’s call it an “economic sandstorm”. This left the country feeling cursed. A curse that left everybody feeling miserable and ready to leave the life they worked so hard to make for themselves. Lawmakers imposed hard laws on expats which left them facing a hard financial situation. One of the things which added to their woes was the increase in house rents. (It was raised about 27 percent during the last few years, while the normal growth rate is about 8 percent, according to experts). While most expats didn’t see a rise in their salaries, they certainly saw a rise in prices and everything else. But rising rents was the least of their troubles. The increasing cost of living affected nearly every aspect of life including food, housing, clothing and other services. While the government increased most of the Kuwaitis’ salaries, the expats had no such luck. Four years ago, expats were able to save money, travel and still send money back home to their families, but now they couldn’t do that anymore. They hit rock bottom where each day was a struggle. And all the government did was boost inflation. Why don’t we have a proper economic strat- egy to control inflation in general which is causing instabili- ty and unhappiness in our lives? Being categorized based on the color of their skin or passport is another issue which expats are facing here. If you’re from the West or Europe, there is a red carpet laid out for you but if you’re not, the doors are shut. People used to use their degrees and educational qualifications to climb the socio-economic ladder higher earlier and that was right- ly so. But now, a degree isn’t considered a scale anymore as race is more important. Then came the Kuwaitization policy. According to this, a certain number of Kuwaitis must be employed in every company in the private sector. This system was created by the government a few years ago to encourage Kuwaitis to work in the private sector. Companies which violate the set percentage are required to pay a penalty. It is their country and I completely respect that. It’s their right to provide jobs to their citizens and this is how it should be in every country. But there must be a fair equilib- rium and balance in the system. For example, you cannot fire a loyal and dedicated employee who is working for a long time in the same company, only to be replaced with a Kuwaiti who refuses to do half of the work! You cannot ruin a person’s life and disregard his loyalty by employing a Kuwaiti who may not even be qualified - only to avoid legal issues. “If you don’t like it here, you can leave!” This is something you hear a lot from employers these days. I think it is inap- propriate and merciless to say this to someone who has spent most of his life working hard to make the company what it is. You don’t reward people’s loyalty to their work by insulting them this way. It’s like a friend once told me “You cannot return to your mom’s womb if you don’t like her!” 5- Who was the first to ever fast? In the end, everything around us indicates that the gov- ernment is leaving no stone unturned to make things - Adam, who fasted three days every month unpleasant for expats - and gently get them to leave the place. I think the whole thing would be more dignified if they just told us clearly “Kuwait doesn’t want expats any- more” instead of this arm-twisting. At the end of the day, all Yes No that expats have is their dignity. Although their dreams and hopes are shattered now, maybe there will come a day when the fairytale will have a happy ‘The End’ and everyone will live happily ever after. Or maybe not. PIC dealt with 100,000 cyber attacks in 4 days KUWAIT: Petrochemical Industries Co, a subsidiary of the state-run Kuwait Petroleum Corp, said it has located the source of 167 cyber attacks and break-in attempts on its local and global networks. The company dealt with 100,000 attacks during the June 19-22 period, however services have not been disrupted as a result, said the company’s statement. Most of these attacks were aimed at exhausting the server, thus disrupting the services of PIC, which manufactures and markets petrochemicals locally and internationally. Islamists slam caliphate declaration as ‘heresy’ BEIRUT: The surprise declaration of a “caliphate” by jihadists accused of committing atrocities in Syria and Iraq has provoked an outcry even among Islamists who dream of a state under Sharia law. The caliphate, an Islamic system of rule, was abolished nearly 100 years ago, although many Arabs and Muslims still associate it with a golden age. But this week’s announcement of a caliphate by the radical Islamic State (IS) group appears to only appeal to fanat- ics. “All Islamist groups want the caliphate,” said Mathieu Guidere, who teaches Islamic studies at France’s University of Toulouse. But IS, which operates in Syria and Iraq and was formerly known as the Islamic State of Iraq and the Levant, “is equated with terrorism and massacres; it has a bad track record”, Guidere said. IS’s widely publicized brutality, including public beheadings and crucifixions, “give a very bad image of Islam... tainting the (caliphate) project, which Islamists view as an ideal.” IS chief Abu Bakr Al-Baghdadi’s designation as “caliph”-or leader of all Muslims, and successor to the Prophet Mohammed-has shocked most Muslims, even jihadists, who have rejected the idea outright. Immigrant children posing humanitarian crisis for America LOS ANGELES: A massive wave of immigrant children flood- ing into the United States across Mexico’s border is posing a growing humanitarian crisis, and escalating into a political one. More than 52,000 minors, the youngest only three or four years old, have been detained since October after crossing the border illegally, hoping that getting a foot on US soil will win them the right to stay. The process of deporting a child who has arrived illegally and without any family members is long and complicated. So many take a chance on being allowed, eventually, to remain in the country. Despite US President Barack Obama’s best efforts to per- suade them not to try their luck, on the basis that they will eventually be thrown out, hundreds of children keep arriving daily across the Mexican border, most from Central American KAMPALA: UPDF soldiers and police forces patrol streets in Kampala with a tactical operation vehicle after the US countries plagued by gang violence and poverty. Refugees to exceed a third of Lebanon

BEIRUT: Lebanon faces the threat of political and economic collapse as the number of refugees pouring in from Syria is set to exceed a third of the population, Social Affairs Minister Rashid Derbas said yesterday. Derbas said the total was expected to hit 1.5 million by the end of the year, an excessive burden for a country of just 4 million people. He said the influx of refugees fleeing Syria’s civil war will have cost Lebanon’s already fragile economy around $7.5 billion between 2012 and 2014. Border communities hosting Syrian refugees were under particular pressure because of the increase in people willing to work for low wages. “Unemployment doubled, especially among unspecialized or unskilled labor in those mostly poor areas,” he said, warn- ing that the refugee crisis “threatens to take us to an econom- ic, political and even security collapse.” The turmoil next door has not only hurt Lebanon’s economy, but has aggravated sectarian tensions and fuelled violence. Three experts shared their thoughts with The Associated Press about where Japan’s military is headed and why it is such a sensitive issue: Jeffrey Kingston, head of Asian studies at Temple University Japan; Takeshi Iwaya, chairman of the ruling Liberal Democratic Party’s Research Commission on Security; and Narushige Michishita, director of the Security and International Studies Program at the National Graduate Institute for Policy Studies. Quotes have been edited and con- densed.

Antiwar constitution KINGSTON: Article 9 was part of the US-written constitution that banned Japan from maintaining armed forces and resort- ing to war. Over the years, Japan has actually built up a fairly large and modern defense: navy, air force, army. Also, Japan has stretched the envelope of what’s possible in terms of what it can do in the security realm. But this really is not seen by Washington as enough, and certain conservatives in Japan have long advocated for Japan to develop a more assertive defense posture. So Article 9 is seen to be a constraint on Japan’s desires to up its security profile, and the fact is, Japan does live in a dangerous neighborhood.

Upping Japan’s role IWAYA: We seek to play a more proactive role to ensure peace GOTEMBA: Japan Ground Self-Defense Force soldiers rappel down from a UH-60JA helicopter during the annual live-fire and stability in the region. China, S Korea agree to boost economic ties SEOUL: China and South Korea yesterday agreed measures that will expand the use of China’s tightly controlled currency and boost trade as Xi Jinping made his first presidential visit to the Korean Peninsula. Expectations were high that Xi’s summit with South Korea’s president Park Geun-hye would expand an economic and business relationship that has flourished in the past decade. Xi was accompanied by 250 business executives including luminaries such as Jack Ma, founder of the Alibaba e-commerce empire, and Robin Li, chairman of search engine Baidu. The Korea Chamber of Commerce said it was the biggest ever foreign business delegation to South Korea. A state- ment from South Korea’s finance ministry and central bank said the South Korean won will become directly exchangeable with the yuan, joining major currencies such as the US dollar, Japanese yen and euro that are convertible with the Chinese currency. The decision also makes the yuan only the second currency after the US dollar that is directly convertible with the won. At a press conference, Park said South Korea and China will aim to complete long-running free trade talks by the end of this year. “Through these measures, exchange between companies and citi- zens in the two countries will become faster and more free,” she said. China also gave South Korea a green light to invest tens of billions of yuan (billions of dollars) in Chinese bonds and stocks. The currency agreement is another step forward in China’s ambitions for the yuan to rival the US dollar as the favored currency for trade and financial transactions. Chinese leaders say they plan eventually to let the yuan float freely, but analysts say that might be decades away. Beijing is reluctant to allow big changes in the currency for fear of hurting exporters that employ millions of workers. Winning ugly no issue for anxious Brazil

FORTALEZA: Brazil striker Neymar has admitted he is happy to win ugly as he looks to take another step towards delivering his country’s sixth World Cup on home soil against Colombia in Fortaleza today. La Selecao have been criticised for some of their less convincing performances on route to the quarter- finals, most notably in squeezing past Chile on penalties in the last 16. “You can’t always enjoy yourself and win 4-0 or 5- 0. Football nowadays is so difficult, so even, that the team who is most committed on the pitch ends up winning,” said the Barcelona man on Wednesday. “I don’t want a show. That’s the last thing we are trying to do. We are not necessarily here to produce a spectacle. We are here to run to the end, until we are tired, and come out as winners.” Neymar fell to the ground in tears as Chile’s Gonzalo Jara missed the decisive spot-kick in the shootout in Belo Horizonte with teammates Julio Cesar and captain Thiago Silva also seen to cry in relief as much as joy.
