Introduction and Background The AECOM team, including partner firms IBM and KPMG, is carrying out the assignment “Smart City Master Planning + Sector Specific Smart City Infrastructure Plans for Visakhapatnam” on behalf of the Government of Andhra Pradesh (USTDA financing). With a view to promoting the development of Visakhapatnam (“Vizag”) into a smarter city, the assignment includes baseline analysis, formulation of a development strategy and guidelines, preparation of a smart city master plan, and feasibility analysis of smart city projects. It is anticipated that the work will be completed over three 5-month phases, as follows: • Phase 1: Baseline, Smart City Development Strategy and Action Planning for Two Smart City Projects • Phase 2: Preparation of the Smart City Master Plan • Phase 3: Implementation Plan and Feasibility Studies for Four Smart City Projects Phase 3 was contracted on June 18, 2017 and is currently underway. Phase 3 includes nine tasks: • Task 13. Action Agenda for Capital Investment Program • Task 14. Feasibility Study on Upgrading the Bus Rapid Transit System • Task 15. Feasibility Study on RTC Complex Redevelopment • Task 16. Feasibility Study on Electrification of Transport • Task 17. Feasibility Study on Emergency Response System • Task 18. Feasibility Study on Visakhapatnam Water and Sewerage Authority • Task 19. U.S. Market Sounding and Investment Promotion • Task 20. Project Implementation and Urban Planning Training • Task 21. Final Report This report is submitted in satisfaction of the requirements of Task 13, Action Agenda for Capital Investment Program. Project management and technical sector leadership from AECOM, IBM and KPMG conducted Mission 7 in Visakhapatnam from 12-21 July, 2017 to discuss progress on Phase Three tasks with planning and infrastructure stakeholders, and to further coordinate and refine deliverables. During this time, the consulting team met with infrastructure and planning managers within GVMC, leadership from VUDA, and with stakeholders to discuss action agenda projects; commence feasibility studies of four smart city projects; and discuss activities as part of capacity building and market sounding tasks. 3 Smart City Master Planning + Sector Specific Smart City Infrastructure Plans for Visakhapatnam Action Agenda for Smart City Projects Smart City Master Planning + Sector Specific Smart City Infrastructure Plans for Visakhapatnam Phase III Action Agenda 2. Action Agenda for Capital Investment Program 4 Smart City Master Planning + Sector Specific Smart City Infrastructure Plans for Visakhapatnam Action Agenda for Smart City Projects Smart City Master Planning + Sector Specific Smart City Infrastructure Plans for Visakhapatnam Phase III Action Agenda Project name Electrification of Transport Description Phases transition from fossil-fueled 2-wheel and 3-wheel vehicles to electric 2-wheel and 3-wheel vehicles. The project includes examination of alternative arrangements for sourcing and recharging batteries and the development of a network of vehicle charging stations. Project owner GVMC Implementing entity A Special Purpose Vehicle (SPV) should be considered for implementing this. Having one entity coordinating the various agencies noted above with funding capability may be more effective than each individual entity working independently. Procurement method PPP for on-going operation and one-time funding of capital to change out the internal combustion engines for battery vehicles. The new shelters are expected to include potential features, such as interior lighting powered by solar cells, precision bus docking and all- doors boarding.
