*S4M-03032 David Torrance: East Fife Ladies Choir Awards for All Grant—That the Parliament congratulates East Fife Ladies Choir, based in Kirkcaldy, on receiving a £5,800 Awards for All grant from Creative Scotland; understands that this will be used to purchase uniforms and run a workshop for its members, with the aim of holding a concert for the local community; notes that the project meets the Awards for All outcomes of “people have better chances in life” and “people and communities are healthier”, and considers that this is an excellent opportunity for local women to get involved in community activities in Fife.

*S4M-03031 Maureen Watt: Robert Gordon University, Top of the Class—That the Parliament congratulates Robert Gordon University in Aberdeen on maintaining

21

its ranking as a top modern university in the UK by The Guardian University Guide 2013; notes that the institution has also been ranked best in Scotland and seventh in the UK for graduate career prospects; believes that this success is testament to the continued hard work of staff at Robert Gordon University who, it considers, have an outstanding reputation for quality and academic research, and believes that The Guardian’s ranking emphasises the continued importance of the institution in the future development of the north east of Scotland and beyond.

*S4M-03030 John Wilson: OFT Gets Tough on Wonga—That the Parliament welcomes the warning issued by the Office of Fair Trading (OFT) to Wonga regarding its debt collection practices; notes the OFT ruling that Wonga lacked appropriate justification when it sent correspondence to borrowers that included suggestions that they engaged in criminal activity or that they should not be in debt due to their employment status; considers these to be scare tactics that should not be tolerated, and looks forward to the awaited publication of OFT’s findings into the payday lending market later in 2012, which will hopefully bring greater regulation of the loans industry.

*S4M-03028 John Park: My Skills, My Strengths, My Right to Work—That the Parliament recognises the inequality experienced in relation to employability by people who are disabled and/or living with long-term conditions; understands that these people are far more likely to be living in poverty, experiencing debt and be unemployed or in low-paid, less secure employment; is concerned that this group is currently experiencing the combined impact of welfare reforms, the rising cost of living, reductions to support and services and an increasingly competitive labour market; considers that, if action is not taken now, there will be a legacy of inequality and complex social problems that will be very difficult to reverse; welcomes the Long Term Conditions Alliance Scotland’s My Skills, My Strengths, My Right to Work

22

programme, supported by a three-year grant from the Scottish Government Equalities Unit and focused on working with employers and people living with long- term conditions to develop an understanding of, and capacity for, self-management as an approach to increasing equality of access to employability, and further welcomes the My Skills, My Strengths, My Right to Work reception, which took place in the Garden Lobby on 23 May 2012.

*S4M-03027 Roderick Campbell: Wild Spaces—That the Parliament welcomes the report in the spring/summer 2012 edition of the Scottish Natural Heritage publication, The Nature of Scotland, indicating an increase in the red squirrel population in Tentsmuir Forest; considers that this is a welcome respite for a species totemic of the Caledonian pine forest; believes that Tentsmuir, as a national nature reserve, represents an important wild space useful for recreation and exercise; believes that Scotland’s natural spaces are sadly all too often undervalued by wider society, and considers that initiatives that could further protect wild land would be part of a welcome, and much needed, effort to protect Scotland’s natural heritage.

For further information on the progress of Bills and subordinate legislation, contact either the relevant clerk or webpage (see end of Bulletin for details).

Bills in Progress A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
