Pilot Action: Energy and

CO2 Balances for Montemarcello Park RSC FINAL CONFERENCE Newquay, October 20, 2011

Silvia Moggia Regional Energy Agency of Liguria The local context The Regional Park of Montemarcello Magra covers a significant portion of the Province of . . Arcola . 20 municipalities . involved . Borghetto . • 103,025 inhabitants . . . . . Follo . . Ortonovo . . Riccò del Golfo di Spezia . . . . . . . Energy and CO2 Balances for Montemarcello Magra Park

The Energy and CO2 Balances for Montemarcello Magra Park were prepared on the basis of the Environmental Database of the Liguria Region (SIRAL)

. The web site: AMBIENTE IN LIGURIA http://www.ambienteinliguria.it/lirgw/eco3/ep/home.do The Regional Environmental Database (SIRAL)

The Regional Environmental Database was created in 1997 to prepare the inventory of polluting emissions. Today it is extended to numerous data and indicators of environmental interest.

SIRAL facilities allows the preparation of the Emission Inventory, the Air Quality Plan, the Report on the Status of

the Environment, and the Regional Energy and CO2 Balance. Vertical Systems

The complete integration between BER and the environment and energy governance system in a modular system allows an efficient data management, the integration of the information coming from different vertical systems.

Data collection and the Energy Balance

In order to prepare the local Energy Balance for the area of Montemarcello Magra Park ARE Liguria provided:

 extraction and check of the data of the Regional Environmental Database for the area of Montemarcello Magra Park And  a campaign of energy data collection at municipal level: • energy consumption of municipal properties • energy production from renewable energy sources

local energy balance The Energy Balance

. is an instrument for the energy planning . shows the energy consumption and the fuel mix within the considered territory . gives a picture of the situation of the considered territory referred to the base year (2005, 2008)

From the Energy Balance is possible to obtain the CO2 Balance for the considered territory:

1. Residential Sector 2. Exploitation of Biomass 3. Public Lighting 4. Transport

Residential Sector

Suggestions for the Building Regulation:

For new buildings: impose energy performances higher than those required at regional level.

For the existing buildings, install local control systems not only in case of replacement of the heat generator (as established at regional level), but within three years after the entry into force of the Building Regulation for all heating systems.

For the release of the construction permit, the Building Regulation should require the installations of plants for the production of electric energy from renewable sources (at least 1 kWp for each housing unit for new buildings)

Possible Savings:

12 -13% on the estimated primary energy requirements

10 – 11% on CO2 emissions Exploitation of Wood Biomass

. The area is particularly suitable for the exploitation of the local wood biomass both in district heating systems and centralised or individual heating systems.

. This action is particularly important also for its implications in the creation of new jobs and in the management of the hydrogeological risk. Public Lighting

. Innovative management of the Public Lighting is required in order to refurbish the public lighting network. Initial investiment can be provided by Energy Service Companies.

It is important for the municipalities to pool in order to launch a common call for tender: this might create positive economical conditions that can attract the interest of several private companies. Public Transport

. Purchase electric buses or minibuses to transport people and goods within the park and buy a suitable number of recharging units.

A suitable scheduling of trips will allow to recharge during the night, when the energy cost is lower and the electrical power network is not overloaded due to the power demand by other users. Thank you for the attention!
