There were two public comments(comment cards were turned in):  Jim Casha, concerns over the development of the former Michigan State Fairgrounds and also urging SEMCOG to seek out other revenue sources for transportation.  Richard Murphy (Suburbs Alliance), opposed to the widening of the I-94 and I75 projects.

There were several comments/questions asked prior to and during the discussion of the motion, including:  Several questions/clarification on the I-75 and I-94 projects were asked (e.g., project limits, number of homes impacted, property acquisition, cost of the project manager, contribution by FHWA (90/10 split), and connectivity issues with surrounding areas, i.e., Midtown, etc.). MDOT responded to all these questions to the satisfaction of the council.  The use of the term” replace bridges” in regards to project along US-23 in Washtenaw County.

VI. SEMCOG’s Creating Success Performance Measures Website Trevor Brydon, SEMCOG, Plan and Policy Development Information/demonstration

A presentation/demonstration was provided on SEMCOG’s Creating Success Performance Measures website. (a copy of the PowerPoint presentation is attached)  The website can be accessed from SEMCOG’s homepage, www.semcog.org. Select Programs and Projects (left hand side of homepage), then Planning and finally Creating Success. This is the direct linked: http://www.semcog.org/CreatingSuccess.aspx  SEMCOG worked with its members and partners in developing the Creating Success in Southeast Michigan initiative, which identified six interrelated outcomes as critical components for creating a successful and sustainable region.  Collectively, these outcomes are critical to our success as a region and as individual communities. Establishing measures to achieve these outcomes makes a difference because we manage what we measure...therefore, the decision on what we measure is critical. The set of common measures helps us determine what, where, how, and why limited resources will be invested and can serve as a springboard for SEMCOG and other organizations to align resources and work together toward our desired outcomes.

VII. SEMCOG Report Mr. Tom Bruff provided updates on the following items: A. Adjusted Census Urban Boundary (ACUB) and National Functional Classification (NFC) updates – ACUB was approved in October. A link to the new boundary lines can be found on MDOT’s website, http://www.michigan.gov/mdot/0,4616,7-151-9622_11033_11155-302325-- ,00.html. After the first of the year MDOT will notify SEMCOG regarding the process for updating the NFC of roads. SEMCOG will then work with local road agencies to address any changes. B. Woodward Alternatives Analysis Update – community meetings (schedule attached) C. 2014 TAC Meeting Schedule (attached), a tentative schedule was distributed D. 2040 RTP/2014-2017 TIP Project Amendment Schedule (attached) E. “Tie One On for Safety” Holiday Campaign (news release attached) F. SEMCOG data: Stay safe for the holidays by driving safe, sober, and buckled up

As the holidays approach, SEMCOG, the Southeast Michigan Council of Governments, urges everyone to enjoy them, but know the facts -- alcohol is a significant factor in holiday deaths.

The night before Thanksgiving is unofficially known as the "biggest bar night of the year," followed by New Year’s Eve. Impaired driving is the most frequently committed violent crime, randomly killing someone in the U.S. every 52 minutes. SEMCOG reminds holiday drivers that the majority of holiday crashes occur on the days leading up to major holidays.

Fact: Crashes involving drinking tend to be more serious than nondrinking crashes. In Southeast Michigan, a fatality in a crash is nine times more likely when alcohol is involved. Fact: In Southeast Michigan, alcohol was involved in 26 percent of all traffic deaths in 2012. Alcohol was a factor in 92 fatalities and over 2,300 injuries in 2012 (108 fatalities in 2011). Fact: In Michigan, alcohol was involved in 30 percent of all fatal crashes in 2012. Alcohol-related crashes resulted in 281 deaths.

"We, at SEMCOG, hope that these facts heighten the awareness of drivers to be extremely cautious during the holiday season and all year," says Paul Tait, SEMCOG Executive Director. “Holidays are the special time to celebrate with friends and family, but we want everyone to do it responsibly. Our message is three-fold -- Drive safe, drive sober, and drive buckled up."

A safe transportation system helps maximize the movement of people and goods. SEMCOG works with various safety partners to improve traffic safety by increasing education and enforcement. With that in mind, SEMCOG recommends these safe driving tips:  Buckle up every trip, every time. Be sure to use child safety seats correctly.  Be alert and avoid distractions  Don’t drink and drive.  Plan a safe way home before festivities begin.  Designate your sober driver before the party starts.  If you’re impaired, call a taxi, sober friend, or family member, or use public transportation.  If you see a drunk driver on the road, contact local law enforcement.  If you know someone who is about to drive while impaired, take their keys and help them make other arrangements to get to their destination safely.

The public is also encouraged to visit the National Highway Traffic Safety Administration or Mothers Against Drunk Driving for holiday safety tips and additional sobering drunk driving facts. Celebrating its 27th year,

15 MADD's Tie One On For Safety message calls for a commitment to buckle up, because a seat belt is the best defense against a drunk driver. MADD believes the tools are now at hand to eliminate drunk driving from the United States and has published a progress report for the Campaign to Eliminate Drunk Driving.

SEMCOG is the only organization in Southeast Michigan that brings together all governments to solve regional challenges and enhance the quality of life for the seven-county region’s 4.7 million people.

PUBLIC HEARING JANUARY 22 ABOUT OPERATING LICENSES FOR M-1 RAIL

DETROIT, January 2, 2014—The Michigan Department of Transportation will host a joint public hearing with the City of Detroit Department of Public Works about their respective operating license agreements for the M-1 RAIL Streetcar System on Wednesday, January 22, 2014. The Operating License Agreements include the licenses and general terms and conditions for the M-1 RAIL Streetcar System to operate in the public roadway.

The public hearing will take place from 5 p.m. to 7 p.m. at the Main Branch, 5201 Woodward Avenue in Detroit. Doors open at 5 p.m. Formal presentations will be at 6:00 p.m., to be followed by a public comment portion.

Each proposed Operating License Agreement is available for review and comment through January 24, 2014 at:  www.M-1RAIL.com;  MDOT Detroit Transportation Service Center, 1060 W.
