In accordance with the Open Meetings Act, Public Act No. 267 of 1976, as amended, the Michigan Unarmed Combat Commission met on September 4, 2014 at the Department of Licensing and Regulatory Affairs, Corporations, Securities & Commercial Licensing Bureau, 2501 Woodlake Circle, Second Floor, Room 1, Okemos, Michigan. The Commission meeting was called to order by Chairperson Dr. James Weber at 10:03 a.m.

MOTION: It was moved by Mr. Mueller and supported by Mr. Benson to approve the minutes as written from the meeting held June 19, 2014. The motion carried by unanimous vote.

MOTION: It was moved by Mr. Benson and supported by Mr. Hanselman that the Commission receive all hearing reports on the agenda. The motion carried by unanimous vote.

MARLON THOMAS, LICENSE NO. 15-02-008187, SUMMARY SUSPENSION 2-26- 2014, EXPIRES 8-31-2014, , MICHIGAN: COMPLAINT NO. 322693

MOTION: It was moved by Mr. Mueller and supported by Mr. Styers that the following penalty be assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s Professional license; 90 days suspension of Respondent’s Professional Boxing license; a civil fine in the amount of $2,000.00 made payable to the State of Michigan within sixty (60) days from the date of mailing of the Final Order for Complaint No. 322693. If the civil fine and costs have not been paid within sixty (60) days from the date of mailing of the Final Order, then the Respondent’s Professional Boxing license shall remain suspended until the civil fine is paid in full. The motion carried by unanimous vote.

BRANDON K. LARVANDAIN, LICENSE NO. 15-02-012942, SUMMARY SUSPENSION 2-26-2014, EXPIRES 8-31-2014, BLOOMFIELD HILLS, MICHIGAN: COMPLAINT NO. 322706

MOTION: It was moved by Mr. Mueller and supported by Mr. Hanselman that the following penalty be assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s Professional Boxing license; 90 days suspension of Respondent’s Professional Boxing license; a civil fine in the amount of $800.00 made payable to the State of Michigan within sixty (60) days from the date of mailing of the Final Order for Complaint No. 322706. If the civil fine is not paid within sixty (60) days from the date of mailing of the Final Order, then Respondent’s Professional Boxing license shall remain suspended until the civil fine is paid in full. The motion carried by unanimous vote.

MOTION: It was moved by Mr. Mueller and supported by Mr. Benson that the following penalty be assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s license; 2 year suspension of Respondent’s license; a civil fine in the amount of $2,000.00 made payable to the State of Michigan within sixty (60) days from the date of mailing of the Final Order for Complaint No. 322633. MOTION: It was moved by Mr. Mueller and supported by Mr. Viviano that the following penalty by assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s Professional Boxing license; 90 days suspension of Respondent’s Professional Boxing license; a civil fine in the amount of $2,500.00 made payable to the State of Michigan within sixty (60) days from the date of mailing of the Final Order for Complaint No. 322333. If the civil fine is not paid within sixty (60) days from the date of mailing of the Final Order, then Respondent’s Professional Boxing license shall remain suspended until the civil fine is paid in full. The motion carried by unanimous vote.

ANDREW MICHAEL MORENO, LICENSE NO. 15-14-000236, SUMMARY SUSPENSION 5-12-2014, EXPIRES 8-31-2014, SOUTH BEND, INDIANA: COMPLAINT NO. 323170

MOTION: It was moved by Mr. Mueller and supported by Mr. Viviano that the following penalty be assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s Professional Mixed Martial Artist license; 90 days suspension of Respondent’s Professional Mixed Martial Artist license; a civil fine in the amount of $1,300.00 made payable to the State of Michigan within sixty (60) days from the date of mailing of the Final Order for Complaint No. 323170. If the civil fine is not paid within sixty (60) days from the date of mailing of the Final Order, then Respondent’s Professional Mixed Martial Artist license shall remain suspended until the civil fine is paid in full. The motion carried by unanimous vote.

ANDREW MICHAEL MORENO, LICENSE NO. 15-02-012999, SUMMARY SUSPENSION 5-12-2014, EXPIRED 8-31-2013, MISHAWAKA, INDIANA: COMPLAINT NO. 323171

MOTION: It was moved by Mr. Mueller and supported by Mr. Styers that the following penalty be assessed: Dissolve the current Summary Suspension and Cease and Desist order against Respondent’s Professional Boxing license; 90 days suspension of Respondent’s Professional Boxing license for Complaint No. 323171. If the civil fine from Complaint No. 323170 is not paid within sixty (60) days from the mailing of the Final Order, then Respondent’s Professional Boxing Unarmed Combat Commission Approved Meeting Minutes September 4, 2014 Page 4

MICHAEL RAYMOND HERNANDEZ, LICENSE NO. 15-14-000091, EXPIRES 8-31- 2015, CLINTON TOWNSHIP, MICHIGAN: COMPLAINT NO. 324055

MOTION: It was moved by Mr. Viviano and supported by Mr. Mueller to accept the Stipulation as prepared for Complaint No. 324055. The motion carried by unanimous vote.

ITEMS FOR CONSIDERATION FROM COMMISSIONERS OR DEPARTMENT

MOTION: It was moved by Mr. Viviano and supported by Mr. Mueller to request that the Department prepare a resolution to honor former board member Mr. Joe Byrd for his contributions to the Board. The motion carried by unanimous vote.

The Board approved to rename and expand the focus of the Fines Subcommittee. The new name is the Rule Evaluation Subcommittee, which will work on reviewing the Administrative Rules for the Unarmed Combat Commission.

The next regularly scheduled meeting of the Michigan Unarmed Combat Commission will be held on December 4, 2014, Conference Room 1, at 10:00 a.m.
