Therefore. a questionnaire was developed and administered to assess churches willingness to be used as a means of altetnative transportation. Respondents were asked questions from two general areas (1) whether the church would sttongly agree or disagree to transport its parishioners to different locations and (2) general demographical information about the church ~nd its current transportation vehicles. Results demonstrated positive interest for providing transportation to medical facilities and social services while transportation to WOtk received negative support. Indifference was shown toward sight seeing opportunities. errands and appointments.

The church was chosen as an alternative means of transportation because of its present ownership of vehicles (typically vans or buses) which are able to transport many persons simultaneously. In addition, the transportation amenities (vans and buses) are usually idle driving the week when the demand of transportation is high. It is possible that the church will agree to be an alternative transportation provider if there are useful incentives that will benefit or provide benefit to them. These incentives include: discounts on gasoline, maintenance of church vehicles, lowered insurance rates for church vehicles, and other related incentives. This report identifies the church as a potential alternative source of special-need urban transit and studies the attitudes and opinions of churches across the State of Florida. Using traditional correlation and regression techniques. a relationship between general characteristics and transit services could be obtained. In addition , a concept of the potential for the church to become a transportation alternative, the attitudes and interestS of churches were required. Based on these findings, recommendations and conclusion could be drawn which would better define the role of the churches, and possibly, any additional alternatives to the transportation dilemma. Urban communities throughout the U.S. will be experiencing decreases in available funds to facilitate many of their specialty transportation operations. The decrease of funds coupled with continued growth in population and land development have created a need to consider other sources to fill this void. In the next 15 years, it has been estimated that fifty percent (50%) of the federal services we now enjoy will no longer be available. Increasing costs and demand for services coupled with de<:reases in federal subsidizes dictate that communities must find local solutions to ifs specialized transportation needs (Krause and Malkowski, 1988). There are currently community based private transit services (i.e., churches, day care, elder care centers and private schools) that transport their constrtuents in buses or vans. The basic objective of this research was to assess the ability of the churches to contribute as an aHernative resource for urban transportation services. ' Further, the research was focused on the field of transit/transportation utilizing both facuHy, graduate and undergraduate students. This effort provided the necessary skills and knowledge that will allow them to become the next generation of management personnel and practitioners in the field of transit/transportation. As we approach the next millennium, decreases in govemment funding and effort to maximize transportation dollars will greatly affect the structures of current modes of transportation particularly modes that are subsidized (i.e., mass-transrt). This could threaten transit programs frequented regularly by users, thus, calling for new alternatives to replace existing modes that operate primarily on subsidized funds. Without other support. funding for transit systems will again fall in the hands of its user. As logical as the transit concept sounds. increasing transit costs with an existing negative attitude toward mass-transit looks to limit the effectiveness of any transit effort. The extensive search was intended to "window

in" on the extent of use by faith based (church) organizations (organisms) to provide transportation services. Based on the review. the use of the church vans/buses as a transportation amenity has been minimal. Safety advocates are promoting outreach within non·tradition venues in an effort to reduce traffic crash-related injuries and fatalities. There is a growing trend in non-traditional alliances exemplified by partnerships between the Buckle Up America campaign and members of the faith community. Because churches play such a vital role in many communities, worship services are an ideal setting in which to foster responsible safety practices. Through their unique partnership with the faith community, NHTSA's Regions 4, 6, 8 and 10 Offices promotes seat belts safety throughout 23 states nationwide. As noted in the previous review, promoting efforts within non-traditional venues are providing the needed results for the Buckle Up America effort. With the "wake-up" call of the faith community (i.e., churches) "fertile", not "hallow ground" exists with some cultivating. This research effort has been designed to be that initial step. The church stands at the heart of a majority of communities across the United States. A center of education. influence. and security, it serves a role like no other institution, providing its members with a "second home". It also looks to better its community and. often. extends itself to helping others in any way, great or small. The church was chosen as an alternative means of transportation because of its present ownership of vehicles (typically vans or buses) which are able to transport many persons simultaneously. In addition, the transportation amenities (vans and buses) are ' usually idle during the week when the demand of transportation is high. · : . Other characteristics that make the church seem a favorable substitution is thaf it generates funds within itself, and usually, receives little assistance from other sources outside of the church. Also. there are many churches that have existing modes of transportation. These two areas allow the church to provide its members with transportation amenities for church related activities. Yet. would the church be willing to accept a larger role? Can the church provide members with these services beyond those of their existing scope? Is the church a realistic alternative for special-need services? What is the attitude of church leaders about this different role of services to their parishioners. The church is one of many organizations that has the necessary transit units, however. due to many reason (i.e. lack of empathy) on the part of other organizations to help this growing population of individual in need of transportation. the church appears to be a possible long term solution. It is possible that the church will agree to be an alternative transportation provider if there are useful incentives that directly benefit or provide advantages to them. These incentives include; discounts for gasoline and maintenance of the church vehicles, lower insurance rates for church vehicles and potential tax incentives. To obtain insight on the potential for the church to become a transportation alternative. the attitudes and interests of churches were required. Based on these findings. ,- recommendations and conclusions could be drawn which would better define the role of the church and possibly an additional alternatives to the transportation dilemma. Therefore, a questionnaire was developed and administered to assess the willingness of the churches to be used as a means of alternative transportation. Respondents were asked questions from two general areas which are as follows: • whether the church would strongly agree or strongly disagree to transport its parishioners to different locations, and • general demographical information about the church and its current transportation vehicles.

The survey ~self consisted of two sections. The first section focused on each church leader's attitude toward providing transportation to those without personal transportation or access to public transit. Using a scale of strongly agreeing (1) to strongly disagreeing (5), each church leader was asked to rate their feelings on how church vehicles should be used to perform certain tasks. The tasks included were: commutes to work, medical facilities. transportation to social service appointments and rides to perform errands or recreational activities. Other specific tasks that the respondent felt might be used by the transportation' recipients were to be identified as other and then rated. The analytical Statistical Package for the Social Services (SPSS) was used to examine the data and explore relationships among the variables of interest. The most current version of SPSSf 7. 1 ormatted for an IBM computer was used to compute the data. Eleven questions were coded accordingly. Each response was coded as a numeric value. which varied according to the number of responses for each question. Additionally, multiple answers. (answers that were written in or non-response answers) were coded. Several statistical techniques were utilized. including frequency distributions, cross­ tabulations. and chi-square analysis. Due to low response rates from the latter churches size groups. only tentative conclusions can be made in reference to these respondent groups. Conclusions from the results of the study are only representative of the respondents that participated. Accurate generalization about the sample groups surveyed can not be made adequately due to low response rate among the last three groups. The information reported in this survey is a singular representation of those who chose to respond to the instrument as stated previously. However, in the absence of any information about the sample size. the results of the study gives an idea of possibly where these respondents

3 groups stand on the issues discussed in the study. Future studies of this nature should make an effort to get an adequate number of samples from the latter three church categories (if they exist) so that more profound conclusions can be drawn. The results from this survey did "window in" on the attitude of church leaders for church sizes of up to 100, 101 ·500, 501-1000 parishioners and would be useful in constructing a future survey of larger church memberships, however. they cannot be used to draw accurate conclusions because of the low response rate (11 .7%). This low rate was the resutt of many incorrect or out-dated addresses. for 28.6% of the surveys retumed with a note that indicated these inaccuracies. In addition, targeting a sample population. instead of the whole population, may have provided a better response rate. Though the results obtained cannot be applied to the whole population, many generalizations may be made. Many church leaders seem to feel the well-being of their members is highly important, for 71% of responses at least agreed with the notion of providing rides to medical facilities. This idea was the most well received of the ideas for alternative use of church-owned vehicles. followed by the 63% who at least agreed to ' providing rides to social services. · Indifference was shown toward providing transportation tor running errands or making appointments, with the number of agreeing and disagreeing responses being almost identical. The same attitude was demonstrated toward recreational or sightseeing opportunities. Providing transportation to and from jobs was the least received of these ideas. as 42% of the responses disagreed. These tend to indicate a decreased interest in social activities outside of the church , and a possible concern for the expenses generated from such trips. An area of concern noted in the discussion related to a series of questions queried by the church respondents. They are as follows: • Level responsibility of inquires occur • Insurance • Maintenance • Availability of compensation This list is not exhausted but has been included as possible areas of concern that may be mitigated prior to an additional survey or institution of a plan to use the transportation amenities of the church as a means to solve the special needs transportation equation.

4 Introduction

The decrease of funds coupled with continued growth in population and land development have created a need to consider other sources to fill this void. In the next 15 years, it has been estimated that fifty percent (50%) of the federal services we now enjoy will no longer be available. Increasing costs and demand for services coupled with decrea ses in federal subsidizes dictate that communities must find local solutions to it's specialized transportation needs (Krause and Malkowski, 1988). There are currently community based private transit services (i.e. . churches. day care, elder care centers and private schools) that transport their constituents in buses or vans. According to C.L. Choguill, shifts from federal funding results. in the u ltima!~ responsibility for local planning to shift to local agencies and residents (Choguill1993). Tl)i~ project to develop a pilot study of a private/community based organization that can fill the void created by the decreased public paratransk service. In the inner-city where many transk users reside. the one institution that has remained and continued to replace their capital investments are the churches. The church has historically been a focal point for community change (Harder and Kaiser, 1988). Further. they are expanding their roles to include empowerment and economic development (i.e .. building schools. day care for the elderly. nursing homes. etc.). It appears they are ready for an expanded role for their members and the general community they serve. To remain viable. these organizations (organisms) have begun the consideration of other efforts to aid both long and short term short fall. The purpose of this research was to evaluate existing investment of the church, their commitment to providing alternative transportation for their members in a planned and coordinated effort by the local transit property/community. The basic objective of this research was to assess the ability of the churches to contribute as an aHernative resource for urban transportation services.

5 Approach

This research project assessed existing investments of the church, their commitment to providing alternative transportation for their members in a planned and coordinated effort. The assessment area considered is the State of Florida.

Task 1: Existing Capital Investments

The existing capital investments in transportation vehicles by churches were assessed for their availability for use as a potential alternative means of transportation. This effort followed the traditional steps required in research development, including:

• examined community based contribution to alternative sources of transportation; • accessed state-wide church data bases to obtain a list of 200 candidate churches to be considered for this pilot evaluation; and

• determined which type of transportation vehicles were needed for consideration.

Task 2: Candidate Population Review Determined the churches that are viable with the potential transport vehicles to be considered in the study. However, the complete list of 1200+ churches were utilized in the survey.

Task 3: Data Collection and Assessment The data collection and assessment effort determined the location, capacity, and number of transit vehicles owned by the churches in Florida. This effort evaluated the church communities' contribution by the following processes:

6 • Developed survey instrument to determine what transit vehicles are available from the churches; • Assessed pastors' attitude about the concept of anemative transportation aid to member utilizing the transport vehicles of the church; and • Assessed other uses of local trans~ properties as a coordinator of this effort.

Task 4: Analyze Data Collected This analysis quantified the attitudes and possible contributions of the churches to the transit needs. This study was performed by the following sub-task;

• Assessed attitudinal perceptions of providing transit services; • Determined transit amenities (vehicles); and • Ranked, characterized, and determined transit capabilities.

An executive summary was prepared for widespread distribution that included many • of the major resuns and findings presented in the technical report This technical report was prepared to present the results of the analyses of the church's/community's contributions. These analyses Identified primary problems, assessed use and may serves as a guide to local strategies for local areas to utilize these community amenities. The report will be useful to transit researchers. officials of transportation agencies. state and local transportation planners. transportation engineers and transit management personnel.

Relevance of Project to Institute Theme:

The theme of the National Urban Transit Institute is: Combining academic research, educational programs, and real world experience to develop innovative, pragmatic approaches that will enable public transportation to better meet the evolving needs of our citizens. This research is relevant to this theme because it addressed an alternative resource that may play a role in the provision of urban mobility. Greater knowtedge about this potential resource/community amenity will enable planners, decision makers to consider how it can best be integrated into the overall transportation delivery network.

7 Project Significance on a National and Local Level

The potential benefits of this effort are as follows: • Availability of information regarding involvement of the church in providing for the needs of its members: • Increased input of the church into the transit process: • List of churches that consider ridership satisfaction variables; • Research results available to potential users in a form that can be directly implemented, utilized or otherwise applied; and • Programs that will give students practical experiences with the transit/transportation industry: Further. the research was focused on the field of transiVtransportation utilizing both ' faculty, graduate and undergraduate students. This effort provided the necessary skills arid knowledge that will allow them to become the next generation of management personnel and practitioners in the field of transiVtransportation.

8 Review of Literature and Other Modal Considerations

As we approach the next millennium, decreases in government funding and effort to maximize transportation dollars will greatly affect the structures of current modes of transportation particularly modes that are subsidized (i.e., mass-transit). This could threaten transit programs frequented regularly by users. thus, calling for new alternatives to replace existing modes that operate primarily on subsidized funds. Without other support. funding for transit systems will again fall in the hands of its user. As logical as the transit concept sounds, inaeasing transit costs with an existing negative attitude toward mass-transit looks to limit the effectiveness of any transit effort. Another more feasible approach would call for assessing the list of modes and variations of modes/existing entities to replace services lost due to limited funding( Communities may have to become responsible for providing transportation for th!>ir residents through local based institutions. Any community with limited mobility would surely decline and experience the gradual disappearance of people and businesses. Residents who find themselves with new transportation options, would risk their health. jobs and livelihood. The transportation equation is further complicated with the other issues noted in the literature review of this report (i.e .. Welfare to Work, etc.) Emphasis to replace these service tosses must begin within the community. A feasible consideration to replace this decline would start with the church. an integral part of many communities, to participate and provide its members with services they need. Churches within the community have received a "wake-up" call; to thrive, the needs of the membership must be met. Where needs are met, the growth of the churches are increasing continuously, where needs are not met the growth is stagnant and on the decline. The needs of growing churches are both spiritual and physical (i.e., health facilities. family life centers. elderly homes. health care ministries. etc.) While these facts note that the church would be an ideal alternative, would the church be willing to step into this role. and what transportation services would they be willing to offer?

9 Literature Review (Pre-search)

During an extensive search of data relating to faith based (church based) urban transportation amenities very minimal information was found. Searches consisted of continuous efforts using the Webluis research system. This system is a state university system that allows access to world wide data bases. Through this unique network searches were done in the A-Z data base that were broken down by different topics. Topics searched were as follows:

The extensive search was intended to "window in" on the extent of use by fa~h based (church) organizations (organisms) to provide transportation services. I I Urban Transportation: Assessing Needs and Strategies for t he Future (Zraket and Mouchahoir 1973)

This report noted the need for a new course of action because the long-term urban transportation problems was one of fuel consumption and congestion. The researchers formulate a clearly articulated comprehensive strategy covering about 30 to 40 years of urban transportation development and implementation for moving people and goods. Analysis were made of the conditions in two representative cities ( and Tokyo) which resulted in a need for new strategies integrating new and conventional transportation systems with urban growth and institutional factors. To define these strategies. an analysis and assessment of systems characteristics, systems flow and capacities, and systems cost was undertaken. This assessment also evaluated the impacts of these transportation systems on land use and the environment. The result of this assessment pertaining to the different systems and transportation needs resulted in a formulation of a short and long range integrated set of strategies covering transportation technological developments, ' socio-economic shifts, and urban planning and land use elements. Of the sixteen tables that captures the conditions and thought processes of transportation planners of that period, suggestions noted then would have benefited us greatly today. It was noted that ...decentralization strategies should be encouraged in very dense urban regions like Tokyo by developing poly or multi-nuclear activity centers around the region to reduce the dense central city growth. New communities should include social, cultural, and recreational centers similar to those of the central city. Such communities should not result in the urban sprawl and inefficient land development seen in many U.S. cities. Therefore, more effective land use control measures are needed to implement these strategies. On a regional basis, these measures should include zoning, taxation. subdivision. regulations, and ordinances .. .. Further, Table seventeen listed the new directions in transportation which represented far reaching thinking on transportation solutions (Table 2). Many of the suggestions were not included in transportation efforts until the passing of the lntermodal Surface Transportation Efficiency Act of 1991.

I 3 The Role of a Private Citizen Group In Planning for the Impact of a Major New Mass Transportation System (Levine and Grant 1973)

This report relates the successful eleven-year experience of one citizen leadership organization located on a semi-tropical island of six-hundred square miles in the Pacific Ocean. The activities of that Honolulu citizen group closely parallel the pattern of other volunteer organizalions in the United States. The planning issues confronting Honolulu were remarkably similar in nature to those of other burgeoning metropol~an areas. The form of continuing citizen review and involvement described in this report demonstrates how a citizen leadership group can participate in the planning process and help the public respond constructively to the examination of complex transportation alternatives. It illustrates how a citizen organization can constructively supplement and support the official planning program of a community. In so doing, a deeper knowledge of transportation issues is gained and a broader public understanding of the solutions becomes possible. The Planning Partnership: Government and informed citizens model is noted irt Figure 1. It indicated that with public attention focusing more sharply on transportation issues, the citizen organization is increasingly afforded the opportun~ to contribute its input. especially as aHernative transportation modes are sought to relieve mounting congestion and environmental deterioration.

Prior to the 1990's, transportation policy focused primarily on the development of the Interstate system. Cost evaluations of transportation aHernatives in the urban environment typically considered initial capital investments only. However. the passenger of the lntermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) promoted a more comprehensive approach to evaluating transportation options. ISTEA and CAAA shifted traditional planning and decision-making to a multimodal transportation perspective, a process which examines highway, transit. and rail issues in combination. In this approach, the transportation planning process looks at the problem from the perspective of an integrated system. emphasizing efficient and productive transfer of people and goods. Costs including indirect social and environmental costs, must be fully accounted for in comparing modes and management strategies to identify the most cost effective options. ' Transportation full-cost analysis was the first step in developing a multimodai transportation investment plan. Full--cost analysis takes into account not only infrastructu-re costs, but also user and external cost, thus enhancing transportation planning significantly. A transportation system is composed of several components. Therefore. the costs of a transportation system involve much more than public agency's costs associated with building and maintaining highways. or purchasing and maintaining transit vehicles. Figure 2 obtained from this report outlines the elements of the full costs associated with a transportation system from the perspective of automobile users. Bus users and rail users present a different cost structure that encompasses the full costs associated with the each transportation mode.

16 Focus on any singular cost may result in an inefficient system and can lead to reduced long term economic investment. The full-cost approach provides a stronger platform from which to evaluate transportation investment decisions without modal bias. It identifies least-cost alternatives and promotes efficient use of the system. MODECOST developed by the authors after reviewing the literature and current practices of full-cost transportation system planning. MODECOST has the ability to assist Metropolitan Planning Organizations (MPOs) and regional and municipal authorities in comparing multimodal transportation alternatives by accounting for the full cost of each mode. MODECOST incorporates many aspects of modal costs that have not traditionally been accounted for such as air pollution, accident cost, and personal vehicle user cost. These cost are not usually included in decision matrices for transportation investment. By taking costs such as these into account, MODECOST estimates the direct and indirect costs from the perspective of how much society (or the taxpayer) is paying for that mode of transportation. MODECOST allows the transportation planner to compare the full costs of three major urban transportation modes -- auto, bus. and rail. MODECOST is an easy-to- • implement, interactive and menu driven, user-friendly software for comparing transportatio~ - alternatives. All cost components are converted to per passenger-mile (PMT) cost to allciw comparisons on a common basis. In addition, MODECOST reports the costs in the form of total costs and average cost for the different modes. The software can be run on any IBM­ PC or compatible computer. All the noted examples have been reviewed because they offer innovative thinking to solve the transportation equation for the next millennium. They represent a fresh view of suggested solutions to past transportation problems that have been proven to be valid over time.

Additional Review -(Post Search) In the Literature Review pre-search using the noted searches that included the Northwestern University Transportation Library (Illinois). the listed four documents were found related to new concepts and faith based (church) urban transportation amenities uses (Table 1). In the post search, many of the World Wide Webs proved futile for the word searches listed. The list of internet sites searched has been included (Table 3).

We succeeded in locating several initiatives utilizing faith·based organizations in a transportation related effort through the U.S. Department of Transportation's Nassif Library (Washington D.C.). · The most notable projects were the Inspection. Repair and Maintenance: Periodic Inspection of Commercial Motor vehicles and the Buckle-up America Programs. A review of these initiatives are included in this section.

Inspection, Repair, and Maintenance; Periodic Inspection of Commercial Motor Vehicles (Federal1998) This effort added the State of Ohio's periodic inspection (PI) program for church buses to the list of programs which were comparable to, or as effective as, the Federal PI requirements contained in the Federal Motor Carrier Safety Regulations (FMCSRs). The FHWA has published a list of such programs in the Federal Register previously, and this list has been revised occasionally, Including Ohio. there are 23 states. the Alabama Liquefied

18 Petroleum Gas Board, the District of Columbia, 10 Canadian Provinces. and one Canadian Territory that have PI programs which the FHWA has determined to be comparable to, or as effective as, the Federal PI requirements. The State of Ohio (the State) has implemented mandatory annual inspection requirements for church buses as part of its program to improve the safety of operation of private motor carriers of passengers. Church groups that operate buses which qualify as commercial motor vehicles (as defined in 49 CFR 390.5) are considered private motor carriers of passengers and are subject to certain Federal safety regulations, Including the periodic inspection requirements found in 49 CFR part 396. The State requires churches using buses registered as a "church bus" in accordance with Ohio Revised Code 4503.07, and used to transport members to and from church services or functions, to submit an application for the registration of such buses to the Bureau of Motor Vehicles. As part of the annual registration application, the church must include a certificate from the State Highway Patrol as proof that the bus has been inspected and is safe for operation in accordance with the standards prescribed by the Superintendent of the State Highway Patrol. The ' inspections are performed by the State Highway Patrol at State facilities or the bus owner'$ garage. The FHWA has determined that the Ohio church bus inspection program in effect as of March 31. 1997, is comparable to. or as effective as, the Federal PI requirements. Therefore. private motor carriers of passengers operating buses which are subject to the State's program and which are subject to the FMCSRs must use the State's program to satisfy the Federal PI requirements. It should be noted that in accepting the State's PI program, the FHWA also accepts the record keeping requirements associated with the inspection program. The inspection report used to record the inspections is a two-part form. If the vehicle passes the inspection, the bottom portion of the form is given to the bus operator to submit to the Bureau of Motor Vehicles as part of the application for vehicle registration (e.g .. purchasing the annual church bus license P.late.) The top portion of the inspection report is maintained by the State Highway Patrol. The State church bus license plate (with a current validation sticker) is considered by the FHWA as satisfying the Federal requirement for proof of inspection on the commercial motor vehicles.

19 Buckle Up America Builds Partnerships With the Faith Community (Haynes 1998)

Safety advocates are promoting outreach within non-tradition venues in an effort to reduce traffic crash-related injuries and fatalities. There is a growing trend in non-traditional alliances exemplified by partnerships between the Buckle Up America campaign and members of the faith community. Because churches play such a vital role in many communities, worship services are an ideal setting in which to foster responsible safety practices. The partnership-building movement with the faith community has been embraced by many National Highway Traffic Safety Administration (NHTSA) Regional Offices as a creative means of fulfilling the goals of the Buckle Up America campaign. Objectives of this unique effort include the following:

• Establishing partnerships with churches and other religious affiliates ' • Providing traffic safety materials and education in support of the faitli community's activities

Strategies and Activities

NHTSA Regional Offices 4. 6. 8 and 10 have been particularly active in building partnerships with the faith community. The following examples of activities illustrate the Region's commitment to promoting the goals and objectives of the Buckle Up America program:

• REGION 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North and South Carolina and Tennessee): The Region 4 staff interacts with the local Northeastern Baptist Association, a confraternity of 28 churches. This charter partner has agreed to incorporate the Buckle Up America initiative into its Youth for Christ Meetings, its Youth Director's worship, and its Women's Retreats.

20 + REGION 6 (Arkansas. Louisiana. New Mexico. Oklahoma and Texas): Buckle Up America initiatives undertaken in Region 6 include a partnership between the Oklahoma Highway Safety Office and the Fellowship of Christian Athletes (FCA). At a recent event by the FCA, the Buckle Up America logo and message were featured on the evening's program flyer. While participating in another FCA event in Oklahoma, pro football coach Mike Ditka recorded a series of radio and television public service announcements, which were widely aired throughout the state. Other efforts by the FCA included distribution of Buckle Up America materials at sporting events and use of the logo on the covers of programs for entertainment events.

+ REGION 8 (Colorado, Montana, North and South Dakota, Utah and Wyoming): The Region 8 staff formed a coalition with the presiding bishop . of the Church of Christ of Latter-Day Saints, the Mormon Church to < promote the Buckle Up America message among church members. During 1997. more than 900 Mormons were killed on highways throughout the United States. In Utah, 186 members of the Mormon Church were killed in traffic crashes. Because Utah currently does not have a primary seat belt law, church leaders recognized an opportunity to promote voluntary use of seat belts and child safety seats. A strong precedent for this activity was established several years previously when NHTSA and church leaders formed a partnership resulti ng in a church mandate that missionaries worldwide wear bicycle helmets. The Region 8 Office also shipped safety materials to 50 religious leaders throughout the region. These flyers. bulletin inserts and clip art were used by religious organizations during holiday seasons to promote the use of seat belts and child safety seats.

+ REGION 10 (Alaska, Idaho, Oregon and Washington): The Region 10 staff conducts monthly meeting with Seattle area churches. Through these monthly meeting, churches hear the Buckle Up America message, and receive materials to share with parishioners. Regions 10 also provides seat

2 1 belt information to the Seattle Chapter of the American Association of Retired persons (AARP). which holds meetings in local churches. Through their unique partnership with the faith community, NHTSA's Regions 4, 6. 8 and 10 Offices promotes seat belts safety throughout 23 states nationwide. As noted in the previous review, promoting efforts within non-traditional venues are providing the needed results for the Buckle Up America effort. With the "wake-up" can of the faith community (i.e., churches) "fertile", not "hallow ground" exists with some cultivating. This research effort has been designed to be that initial step.

22 Transportation Importance

Burling Northern and Santa Fe railway company's Chief Executive Officer Robert D. Crebs stated"... Transportation is far from the mainstream for most people, yet there is no element of our day-to-day lives that has a more pervasive effect on us. We need a transportation vision, especially an intermodal transportation vision, that can get the public thinking and talking about the importance of transportation and about participating in transportation policy and in the industry itself'... (Crebs 98). The importance of intermodalism in transportation and utilizing all community amenities are paramount to solve the dilemma producing transportation equation for all Americans. Secretary Slater's statement perhaps captured it best when he talked about what we need for the 21st century ..."An integrated transportation system that is international in its reach; that is intermodal in its form; that is intelligent in its character; and that is inclusive in its fundamental nature." This intermodal form and inclusive in nature was further noted by

Gloria Jeff which stated that " ... programs need to encompass intermodalism because~ has become increasingly critical that we understand not only how we move from mode to mode. but also how we integrate these movements so that a) we have a system that is both safe and efficient and productive and flexible in responding to the needs for goods movement and b) we have a system in which we offer people choices and flexibility in their personal movement...(Jeff 98). These observations indicates the need for additional transportation amenities.

If one considers the "welfare-to-work effort, the · ~o" is a transportation variable" noted secretary Slater (US Department of Transportation). With the national statistics indication that only six percent of welfare recipients have cars (statistics not including vehicle ownership of other in household), it suggest that recipients will be dependent on some form of public/private transportation. Other studies, notably Case Western Reserve, Emory University, and the Volpe National Transportation System Center, all have indicated that in metropolitan areas with some of the largest transit systems across the country. existing public transportation services may not be the feasible alternative for many recipients. These studies raise several complex issues regarding the ability of the transit dependent to realize economic self-

23 sufficiency, when considering landuse. community or housing and employment patterns: educational attainment and employment opportunities: and access to other goods and services. Further, the lack of community refers to the loss of interconnectivity between residence and place of employment and services. first described by geographers in the 1950s as spatial mismatch. In the studies cited above, spatial mismatch may include geographic and economic isolation. Two-thirds of all new jobs are in the suburbs, whereas three-quarters of welfare recipients live in rural areas or central cities. Therefore, the need for alternative sources of mobility are a dire must and solutions to other variables (i.e., child care and medical trips) in the transportation equation are needed to satisfy the potential decline in transportation services for the transit captive/dependent. As noted. transportation is an important commodity in the lives of individuals, it is intermodal, required medically and socially, economically necessary and provides a sense of self sufficiency. The system should be integrated, safe, sufficient, flexible, visionary, important and intelligent in its' application.

Urban Transit

Until the ear1y 1970's urban transit was a complete result of revenues generated by private companies within each system. Yet, ridership was low and the cost of supporting a transit system was quite low: therefore, these companies had little problems. Then. beginning in the 1970's ridership began to increase steadily, and businesses began to feel the demand of supporting these systems, as more Americans looked to commute to work, travel to recreation sites, and drive to obtain and deliver goods. In turn, ridership, roadways, and fuel usage all increased, as well as the cost of operating an effective system. Appropriately, these systems became public entities and started to receive government funding, which today tops $23 billion a year. Meanwhile, group ridership took a major setback as the automobile emerged and became a valued personal possession. While solving the transit needs of their owners, most vehicles were, and still are, single-occupancy, and, therefore, further complicate the transit system. Highways and parking lots experience overcrowding and demand expansion,

24 consumption of fuel and fuel taxes increase. and there are increases in air and noise pollution. time of commute and transit cost. These factors alone increase transit costs $40 billion yearly. Still, one of the most demanding dilemmas of urban transit is providing for the 90 million with little or no access to a vehicle or disabilities that prevent their operating of a vehicle. As local and federal legislation has encumbered the responsibility of controlling transit systems, services such as Medi-Cab, Dial-A-Ride, and other special assistance: buses, vans, and shuttles have been implemented to accommodate this section of the public. These services provide transportation to jobs, medical facilities, social services, and market places for its users. Now, as a new millennium approaches. austerity is the order of the day," do more with less" prevails in governmental agencies who are looking to reform transportation . as we know it. Car pooling and ride-sharing are being encouraged and new technologies are being developed to decrease congestion and pollution. While, these measures are being implemented, funding could be cut drastically for many government assisted programs, and the weakest ones are expected to feel the tightened spending of lessened funds soon;'

Unfortunately, special assistance programs, which serve millions of urban residents da~y. account for only a small portion of the total ridership, and therefore, may experience the repercussions of cutbacks in the near future.

Potential Alternative for Urban Transit Though the future of transit seems to be headed toward a "dead-end". . there are many organizations that understand the need to keep these structures thriving. New alternatives, programs, and ideas are being generated to prevent the demise of the transit system. With the help of the Federal Transit Administration (FTA) of the Department of Transportation (DOT), and the American Transit Services Council (ATSC). and mandates such as the Americans with Disabilities Act. the Clean Air Act. and the Transportation Equity for the 21st century (TEA-21). and the various welfare to work Acts, solutions to counter the decrease in transportation funding are being sought. One targeted starting point for change are urban communities. themselves. Urban residents conduct a large majority of their daily activities within their own communities, and for these areas to continue to exist, they must take an interest in the mobility of their residents. Public and private sector entities within communities must become competitive

25 in acquiring bids for servicing transportation. thereby, relieving some of the burden of subsidized funds and filling holes left by decreased funds. For instance. supermarkets may offer delivery for disabled patrons and businesses offer rides to their stores. Telecommuting is offered in some instances as an alternative. While businesses may become involved wfth the commercial gains associated with such aid. there are other services that still must be met. As noted previously, one of the more suitable alternatives to meet these needs is the church.

The church The church stands at the heart of a majority of communities across the United States. A center of education, influence, and security, it serves a role like no other institution, providing its members with a ·second home". It also looks to better its community and, often, extends itself to helping others in any way. great or small. The church was chosen as an alternative means of transportation because of its present ownership of vehicles (typically vans or buses) which are able to transport many • persons simultaneously. In addition. the transportation amenities (vans and buses) ar~ usually idle during the week when the demand of transportation is high. · Other characteristics that make the church seem a favorable substitution is that it generates funds within itself, and usually, receives little assistance from other sources outside of the church. Also. there are many churches that have existing modes of transportation. These two areas allow the church to provide its members with transportation amenities for church related activities. Yet, would the church be willing to accept a larger role? Can the church provide members with these services beyond those of their existing scope? Is the church a realistic alternative for special-need services? What is the attitude of church leaders about this different role of services to their parishioners.

26 Research Objectives/Methodology

The church· is one of many organizations that has the necessary transit units. however, due to many reason (i.e. lack of empathy) on the part of other organizations to help this growing population of individual in need of transportation. the church appears to be a possible long term solution. It is possible that the church will agree to be an alternative transportation provider if there are useful incentives that directly benefrt or provide advantages to them. These incentives include; discounts for gasoline and maintenance of the church vehicles, lower insurance rates for church vehicles and potential tax incentives. To obtain insight on the potential for the church to become a transportation alternative, the attitudes and interests of churches were required. Based on these findings, recommendations and conclusjons could be drawn which would better define the role of the church and possibly an additional alternatives to the transportation dilemma. Therefore, ~ questionnaire was developed and administered to assess the willingness of the chu rch~s to be used as a means of alternative transportation. Respondents were asked questions from two general areas which are as follows: + whether the church would strongly agree or strongly disagree to transport its parishioners to different locations. and • general demographical information about the church and its current transportation vehicles. Churches were classified based on the following population size; less than 100 church members, 100-500 church members, 501-1 ,000 church members, 1,001-2,000 church members, 2,001-5,000 church members and greater than 5,000 members.

Area of Study An attempt was made to survey a representative sample from the respondent group in the State of Florida. An initial list of 1,539 churches was obtained from a directory of Florida's churches. The intent was to survey the church population because they provided an alternative means of transportation due to ownership of vehicles (typically vans or buses) which are able to transport many persons simultaneously.

27 The initial intent was to pare the list to 200 churches and survey the randomly selected church sample population. After some consultation between the researchers and the advisory team, it was determined that all churches that had a complete address and church leader listed were selected for the survey. All respondents were from various areas of the state. This was done so that accurate generalizations could be made to other states and we wanted to include possibly variances seen in metropolitan and rural areas.

Sampling Procedure The decision by the advisory committee and researches to survey and use the result of survey for all churches throughout the State of Florida provided the population. The churches targeted were those listed in this directory of Florida's churches. The paring done was only to those churches listed without a church leader's name/complete mailing address. Thus, this was a limiting factor for the number of surveys mailed. Of the 1,539 churches contained within the listing, t ,371 had the data required for the mail out. As noted, respondents from this population were not randomly selected, but were selected based upon < the availability of information and pared in this manner to ensure good content, validity and . reliability.

Operationalization of the Survey Instrument (Questionnaire) The survey itself consisted of two sections. The first section focused on each church leader's attitude toward providing transportation to those without personal transportation or access to public transit. Using a scale of strongly agreeing ( 1) to strongly disagreeing (5), each church leader was asked to rate their feelings on how church vehicles should be used to perform certain tasks. The tasks included were: commutes to wori<, medical facilities. transportation to social service appointments and rides to perform errands or recreational activities. Other specific tasks that the respondent felt might be used by the transportation recipients were to be identified as other and then rated. The second section provided questions to gauge the size of each church, and the use capacity and the number of church owned vehicles. Each of the questions in this section provided several categories for the respondent to choose from. In addition. the survey instrument {questionnaire) was developed, synthesized. queried for importance and necessity of data and reduced to the size of one page.

28 Administration of the Questionnaire The data for this study was collected through two separate mailed surveys/questionnaires conducted over the course of a year. The leader of the 1,371 churches was sent a survey and a form letter (Appendix A). The cover tetter, briefly addressed the project's focus, defined a two week response period, and solicited the respondent's comments about the church being used as an alternative source of transportation for parishioners. The 1,371 surveys were distributed on July 17. 1997 via US mail. During the initial response period, a listing of the churches surveyed in the mail out was generated to document all responses received. During the first week of the response period, 24 completed surveys were received, while 97 letters were returned undeliverable due to an insufficient or invalid mailing address; this represented 7 percent rate for non­ deliveries. Invalid address and leadership change contributed greatly to the high amount of returned letters. To reach as much of the population as possible, these churches were contacted by phone to verify their mailing addresses; twenty correct addresses were ' obtained and these churches were remailed the survey instrument. . Following the conclusion of the initial response period. a second mail-

First. the cove~ tetter was amended to give the respondent additional insight as to the purpose and importance of the survey/questionnaire. Also, special attention was given the cover letter conveying the necessity of the church as a viable secondary transportation resource. Secondly, the survey was restructured for better clarity and understanding. During the second response period, 97 completed responses were received . 125 add~ional ones were returned due to insufficient addresses. Of those returned for insufficient addresses, 38 were re-mailed with correct addresses. All responses were included in the analysis.

29 Statistical Treatment of the Data The analytical Statistical Package for the Social Services (SPSS) was used to examine the data and explore relationships among the variables of interest. The most current version of SPSS 7.1 formatted for an IBM computer was used to compute the data. Eleven questions were coded accordingly. Each response was coded as a numeric value, which varied according to the number of responses for each question. Additionally, multiple answers. (answers that were written in or non-response answers) were coded. Several statistical techniques were utilized, including frequency distributions, cross­ tabulations, and chi-square analysis. Due to low response rates from the latter churches size groups, only tentative conclusions can be made in reference to these respondent groups. Frequency distribution provide statistics and graphical displays that are useful for describing many types of displays. Counts and percentages provided by SPSS are useful in describing data from any distribution, and most of the statistics are appropriate for quantitative data with symmetric distributions. The mean, standard deviation, and standard • error of the mean as well as histograms were generated using frequency statistics. - Cross-tabulation provides two-way frequency tables and tests of association. Ttiis was done by taking two selected variables and tabulating responses present in both distinct categories. Statistics such as the mean. sample size. and percentages of responses present in each group maybe calculated through this procedure to give an in-depth analysis of any relation between these two variables. Chi-square test procedure tabulates a variable into categories and computes a chi­ square statistic. Chi-square tests hypothesis about the relative proportion of cases falling into several mutually exclusive groups. This goodness-of-fit test compares the observed and expected frequencies in each category to test either that all categories contain the same proportion of values or that each category contain a user-specified proportion of values. The expected proportions in each of the categories do not have to be equal.

30 Results The data collected reflects different levels of data sets and the corresponding measurements needed. The subsequent goal of tile research was to hypotllesize whether or not there were similar or dissimilar response patterns between churches of different membership size groups. The percent error varies by question. Percent error is a function of two factors first response pattern-whether or not there is a great diversity or consistency among responses, and secondly sample size. If a larger sample size had responded then the error rate would have decreased as a result of there being less diversity among responses. Measurement error was reduced as the result of the initial survey and the respondents comments as a result of this information the questionnaire was deemed to have good content validity. However, in the absence of any information about this subject or population til is is the best available information therefore, only tentative conclusion should be drawn. SPSS was an appropriated statistical program to use beca1Jse tllis type of questionnaire used a more social science based survey.

Questionnaire Response One hundred and seventy-eight surveys were returned during tile two response periods, of which 161 were statistically analyzed. As noted previously, some responses were returned due to changed or insufficient addresses. Further. five were returned blank due to the church not owning vehicles. and twelve were returned after the deadline. The respo'nses received after the deadline were not analyzed. because the statistical analysis was performed utilizing the data received by the scheduled date. The churches size were grouped into six different ranges. The categories were based on church size from smallest to largest with the designation and number of responses has been included (Table 4) .

In summary, the highest number of respondents were churches thai ranged from 100·500 members. This higher response rate may be attributed to the large number of churches within this size category the state. The suggested reason for fewer responses from the churches with less than 100 members may have been due to them not owning a ' church vehicle. Churches with more than 501 members had a response rate less than 15% . which was possibly due to lesser number of churches of this size and the potential of these churches having more individual transportation vehicles and therefore, not creating a need for church transportation. The detailed demographics of the survey respondents was obtained from the frequency distribution.

Respondent's Existing Demographics The existing demographics of the respondents has been divided into the five following topics: • size of church • number of vehicles • capacity of vehicles • usage of vehicles • purpose of usage The five areas were selected from the survey instrument to assess the potential of the church as a transportation amenity.

32 Size of churches The demographics of respondents for size of churches noted that twenty-seven percent of churches responded have less than 100 members, fifty plus percent of churches responded has been 100-500 members, almost fourteen percent of the churches that responded has between 501-1,000 members, five percent of the churches responding have between 1 ,000-2,000, two percent of churches responded have been 2,001-5,000 members, and approximately one percent churches responded with greater than 5,000 members. Over one-half of the responding churches were in category two with a membership of between 100 to 500 members (Table 5)

Number of Church Owned Vehicles The number of church owned vehicle was 161 and not owning vehicles was five which indicates that 97% of churches responding owned at least one bus or van. One hundred and seventeen (72. 7%) churches reported owning less than two vehicles. 41 (25.5%) churches reported owning_two to four vehicles, and 3 (1 .9%) churches reported owning more than tour vehicles (Table 6). It is evident by this survey that almost three fourths of the churches have only one vehicle with the remaining churches having two or more vehicles. In summary, 97% of the population have amenijies that maybe utilized.

Capacity of Church Owned Vehicles The capacity of the vehicles is another important factor to be considered when analyzing potential amenities because number of seats is boiler plate infonmation. When asked to respond as to the capacity of their vehicles the church leaders responded as such: 30 (18.6%} have vehicle capacity of less than 5, 21 (13.0%) have vehicle capacity of 5-10. 82 (50.9%) have vehicle capacity ·between 11 and 20, and 12% have capacity greater than 30 (Table 7).

Weekly Usage of Church Owned Vehicles How often the vehicles are in use during the week is another variable to be oonsidered. The next question focused on the frequency per week of church owned vehicle usage within the church. Thirty (18.6%) reported no church owned vehicle usage. 67 (41.6%) reported usage for 1-2 days, 50 (31.1%) reported usage for 3-5 days, and 14 (8.7%) reported usage for 6-7 days (Table 8). Over fifty percent utilize their vehicles less than two days per week, which gives rise to their vehicles use for other purposes.

Purpose of Church Vehicle Useage It was necessary to gain knowledge about lhe present purpose of vehicular usage to gain insight into the potenial for other trip purposes. When asked about the purpose of usage of church owned vehicles: the alternatives receiving the most responses were ministry (83.9%), followed by recreation (49.7%). conferences received (44.7%). and finally (20.5%) reported use for other purpose. Respondents indicated other purposes such as: out-of-town trips, medical reasons. day care, and members' personal usage (Table 9}. It was evident from the trip purpose of present use, ministry was the reason fro van purchases. Less tha~ half of the vehicles were used for recreation and conferences. The greater use void was: in the other category. It is evident that the other category is not presently being utilized (20.5% use) and is fertile ground for use as a transportation amenity.

35 Opinions of Vehicles Use Once the present use analysis was done and indicated an 80% void in the other use, the researchers felt it neccessary to obtain their opinion on the potenial use for the sub-group of the other categories. The following analysis is a summary of the opinion shown by the churches in regards to the potential use of church-owned vehicles for certain tasks. The scale used indicates opinions based on strong agreement (1) to strong disagreement (5). The opinion have been separated into the six groups which are work. medical, recreational. social services, errands, unmentioned.

36 Purpose of Work In considering the attitude of the church leaders about the utilization of church vehicles to transport parishioners to work the five categories are noted. It is evident that in the category two (highest response) range 37% strongly disagree to utilize the vans for work trips. While 27% agree in category three that the vans may be used. For category one. exactly 23% strongly agree that they may be used and 23% strongly disagree that they may not be used. Categories 4-6 are not noted due to the low response rate in these categories.

37 Social Services Social services received positive responses in the first four categories of churches which were 33%, 26%, 36%, and 50% respectively. If you consider agree to strongly agree the responses are 59%, 68%, and 86% respectively. This review indicated that the social services provides some potenial for use of vans as a transportation amenity. However, for category three 24% strongly disagree that vans should be used.

38 Errands The activity of running errands had mixed reviews. For category two churches, the exact percentages ·were noted, which was 25%. However, when considering agree to strongly agree, 56% is noted. The other categories of churches are somewhat mixed. Running errands is an activity where campaigning in necessary.

40 Recreational Purposes The responses of church leaders to use their transportation amenities fro recreational purposes was positively rated. The percentages for agree to strongly agree ranged from 70% for category one church leaders and 79% to 86% for category church leaders. This favorable attitude was partly due to the fact that they are presently being utilized 50% of the time for this purpose.

41 Other Unmentioned Purposes The other unmentioned purpose for trip making category was intended to be a catch all for the respondent to write in the type of trip. Various trip purposes were indicated with the agree rating noted as the most favored. If the first three categories of church leaders are considered utilizing rating of agree to strongly agree, the ratings are 65%, 63%, and 73% respectively. Also, the unmentioned trip purposes received favorable reviews from an attitudinal prospective.

42 Statistical Analysis Due to the low response rates of some church leaders categories only tentative inferences should be made from the data gathered. The categories from 1-3 have merit. The following statistical procedures were used: cross tabulation and chi-square analysis.

Cross Tabulation Cross Tabulation provides an in-depth look at two selected parameters in an attempt to better define the relation, if any, between score specific responses within one of the parameters. This technique was used to identify the relations between the number of parishioners and the church leaders attitude toward the tasks. As a result of the cross­ tabulation, it has become easier to determine areas of weak responses. thereby offering a clearer target for a future investigation. Cross-tabulation of each task as it relates to the number of parishioners appears have been included previously.

Chi Square Analysis A chi-square analysis was performed to measure whether or not church size was independent of task response given the response pattern of each group. Of the results obtained. it was demonstrated that church size has an effect on attitude toward these tasks. While there was an effect, however. there was no significant effect across any of the tasks (Table 10).

43 Conclusions and Recommendations The reasons for the low response rate from church leaders are unknown, but it can be hypothesized that lack of time, vehicles. concerns or interest were factors that lead to some groups not returning the survey. Participants who omitted questions were noted and statistical analysis was adjusted to use as many valid cases as possible. Conclusions from the results of the study are only representative of the respondents that participated. Accurate generalization about the sample groups surveyed can not be made adequately due to low response rate among the last three groups. The information reported in this survey is a singular representation of those who chose to respond to the instrument as stated previously. However, in the absence of any information about the sample size, the results of the study gives an idea of possibly where these respondents groups stand on the issues discussed in the study. Future studies of this nature should make an effort to get an adequate number of samples from the latter three churcb categories (if they exist) so that more profound conclusions can be drawn. The results from this survey did "window in" on the attitude of church leaders for church sizes of up to 100, 101-500. 501-1000 parishioners and would be useful in constructing a future survey of larger church memberships, however, they cannot be used to draw accurate conclusions because of the low response rate (1 1. 7%). This low rate was the result of many incorrect or out-dated addresses, for 28.6% of the surveys returned with a note that indicated these inaccuracies. In addition. targeting a sample population, instead of the whole population. may have provided a better response rate. Though the results obtained cannot be applied to the whole population. many generalizations may be made. Many church leaders seem to feel the well-being of their

members is highly important. for 71% of responses at least agreed w~h the notion of providing rides to medical facilities. This idea was the most well received of the ideas for alternative use of church-owned vehicles, followed by the 63% who at least agreed to providing rides to social services. Indifference was shown toward providing transportation for running errands or making appointments. with the number of agreeing and disagreeing responses being almost identical. The same attitude was demonstrated toward recreational or sightseeing opportunities. Providing transportation to and from jobs was the least received of these

44 ideas. as 42% of the responses disagreed. These tend to indicate a decreased interest in social activities outside of the church. and a possible concern for the expenses generated from such trips. An area of concern noted in the discussion related to a series of questions queried by the church respondents. They are as follows: • Level responsibility of inquires occur • Insurance + Maintenance • Availability of compensation This list is not exhausted but has been included as possible areas of concern that may be mitigated prior to an additional survey or institution of a plan to use the transportation amenities of the church as a means to solve the special needs transportation equation.
