The Contract described above was signed on March 24, 1976 and the starting date of the Contract was June 9, 1976. The 'ffective Date of the Contract is August 4, 1976, the date the Letter of Credit was established. Amendment No. 1 to the Contract was signed on September 19, 1978. However, th Effective Date of Amendment No. 1 is July 1, 1978. The Letter of Credit for Amendment No. 1 was opened on January 5, 1979. Lastly, the Contract wai completed on June 9, 1979.

This Thirty-sixth Monthly Report, which is the last one of the series, is submitted in accordance with Article 9.03 of the Contract. It cover major events from May 1 through June 9, 1979 and includes progress on various aspects of tl:,. technical advisory services. Information on personnel in In(onesia, man-months expended and status of billing is presented in the appendixes at the back of this report.

II. SUMMARY

Major activities during the period were concerned with field inspection trips, subproject certifications, program for upgrading local design con­ tractors, agricultural engineering work, writing of reports, preparation for conclusion of the consulting services under Sederhana I and arrangements for de-parture of personnel.

Central and FOgional Team members undertook field trips to West Java, Bali, West Nusa Tenggara, West Kalimantan, North , Aceh, , Bengkulu. , Lampung, North Sulawesi, South Sulawesi and East Kalimantan Provincenspec Lions of on-going construction of major work and on-farm systms, subpr'oject certifications of completed work were the principal purpose of the field trips.

A special agricultural conference, which was attended by the Consultants Farm Irrigation Engineers and Agriculturalists, was held in Bogor, West Java from June 5 to 8, 1979. The main purpose of the conference was to discuss the 1979/80 agricultural program.

During the latter part of the period activities were concentrated on con­ cluding the consulting services for Sederhana I including making arrangements for departure of personnel.

A. Mr. II.R. Causing, Project Sponsor was in Indonesia throughout the period for the main nurnose of nelotiatinl a new consultinq contract with USAID and the Government of Indonesia. Durina his stay he also reviewed the Drociresses of the work and made the necessary arranaements for termination ef the con­ sultina services under the oresent contract.

Representatives of Sinotech and Sangkuriang visited the office of the Con­ sultants on several occasions durinq the Period concernina the new consulting contract and their staffing requirements for the period June 10, 1979 to July 9, 1,80.

Mr. C.E. Aksamit, Resident Manager.was in Medan on May 17 and 18 and in Palembang on May 22 and 23, 1979 for the purpose of making arrangements for the termination of the ionsulting services at these two locations under the present contract. At both locations he met with the Chief of Provincial Public Works and represeiitatives of Provincial Agricultural Servic; to explain the prograiii to be carried out under the new consulting contract.

During the latter part of the period, the Consultants personnel completed their assignments. Most of tlne personnel departed on June 9, 1979. However, Messrs. C.E. Aksamit, J.A. Erickson and A. Afif, as well as four members of the logistic support staff, stayed to help implement the new consultinn contr;,ct which is to sta ... on June 10, 1979. Departure or termination dates of personnel completing their assignmts are given i-n Appendix A at the back of this report.

1. The On-Farm Development Specialist, Mr. H.D. Tseng completed his third and final assignment in Indonesia concerning on-farm development of individual Sederhana subprojects and departed on June 1, 1979. During the period he completed final drafts of three reports for on-farm develop­ ment. The three reports are as follows:

- On-Farm Developments in the Sederhana Subprojects, May 1979.

- Demonstration Program cn Un-Farm Development for Sederhana Kuala Janji Subproject, April 1979.

- Manual for Crop Water Requirements Estimation, April 1979.

2. The Water Management Specialist, Mr. S.F. Wu completed his third and final assignment in Indonesia concerned with water management and operation and maintenance of on-farm works. During the period he cumpleted the following reports:

D. Irrigation Engineering - The final report entitled "Transfer of Knowledge forLocal Design Contractors", May 1979 was completed. In addition work was continued on preparation of standard design drawings of Irrigation structures for the Siederhana Program. Mr. C.Y. Lin and .Y. Huang, Irrigation Design Engineers, who had been working on t.e program of upgrading the local design contractors since October 2, 1978, completed Lheir assignments and departed on June 11, 1979.

3. Land Development Engineering- Work was continued on preparation of the Land Leveling and Land Forming Manual. Assistance was also provided to officials of DFCP on preparation of material on the 1979/80 land develop­ ment program for the technical meeting held in Bogor from June 5 to 8, 1979.

4. Other Activities - Other activities during the period included the following:

- Meetings with Mr. C.C. Tai, President of Sinotech, who arrived Jakarta on May 13, 1979. On May 19 and 20 together with Mr. F.Y. Liu, Vice President of Sinotech, a review was made of I . Sederhana Program and Sinotech personnel needs For the period July 1979 to July 1980.

- Providing the assistance to DFCP on t"'e preparation for the special technical meeting held in Bogor from June 5 to 8, 1979 concerning the Sederhana program in the coming year.

- Providing support for the 'Water Management and On-Farm Develop­ ment Specialists in completing their short-ter assinrnnts in Indonesia.

Subprojects Aek Simare, Pinang Sori, Si Kuah-Kuah and Bukit Cermin were visited from April 26 to 30, 1979. Subproject Aek Simare was visited by the team to keep abreast of the eonstruction implementation of the masonry diversion weir which was planned for completion at the end of June 1979. The other three subprojects were visited to certify construction completion.

Trips to Subprojects Semangat Baris and Risma Duma, North Sumatra Province were made by the Team from May 8 to 9 and May 11 to 12, 1979, respectively. Subproject Semangat Baris was visited to recheck in the field the plans prepared as a sample design and Subproject Ri-sma Duma was visited to check the construction work under the 1978/79 program year which was contracted on March 26, 1979.

The trip to West Sumatra was made for the purpose of certifying the com­ pletion of construction of major works of 1977/78 Subproject Koto Kandis (2357 Ha). This subproject has 850 Ha of irrigated land, 1107 Ha of rainfed and 400 Ha are undeveloped.

A trip to Meulaboh, Aceh Province was made on April 29 to May 1, 1979 upon the request of the Advisor of POP to Jakarta Office for inspection of work progress and for construction assistance on their on-going improvement works of Jeuram Irrigation System. This work is a USAID assisted project. A report of the inspection was submitLed to the USAID in Jakarta, the Advisor of POP In Acelh and the American Consulate in Medan.

C. Review of Subproject Design - A review of the design of drainage culverts for Subproject Risma Duma was made by the Consuliants. Upon completion of the review, it was recommended to the design contractor, Tridjaya, Lhat gabi.on protection works be provided at the outlet o1 the drainage culverts. This will protect the strucl:ure from scour at the outlet due to hitn velocities.

- 12 ­ D. Saple Design Subproject - An inspection trip to the project site of the Sample Design Subproject Semangat Baris, South Suidtra Province was made to recheck the prepared plans. Some revisions on the plans were made in the field. For the masonry diversion weir, it was decided to provide a protection wall at the outlet of the sluiceway. The design of the proposed pier at the left side of the weir was lengthened to avoid the turbulent water from hitting the downstream side of the dike. The length of chute No. 1 will be reduced while chute No. 3 will be deleted. The proposed inclined drop will also not be constructed. InsLead, the existing inclined drop will be rehabilitated. In addition, a plan will ,be prepared for the rehabilitation of an existing irrigation culvert.

F. Agricultural Eiijineering - Major agricultural engineering activities during the period are summarized below:

1. Field Inspection Trips - A field inspection trip was made to North Sumatra Province from April 23 to 27, 1979. The purpose of the trip was to inspect and certify the completion of construction of on-farm works for 1976/77 subprojects. The subprojects inspected are : follows:

A. General - During May 1979 the Ujung Pandang Team continued with the checking of construction of major works and on-farm works for certification purposes. Progress report questionnaires from various Provincial Agricultural Services were reviewed and returned by the Agricultural Feam.

Mr. J.S. Jasim, USAID, Jakarta and Mr. Lasim, DGWRD, Jakarta visited the region from May 12 - 20, 1979 to inspect subprojects in South Sulawesi and Southeast Sulawesi Provinces.

Mr. O.K. McCausland was in Bandung from May 27-30, 1979 to attend meetings on the review of the design manual which was prepared by the Consultants,

.The right abutment embankment of the diversion weir at Subproject Mopuya has been bypassed by flood waters. Fortunately the structure was undamaged. The embankment was not completed to full height and length 5ecause the farmers havethe right of way planted with crops. The Provincial Public Works reported that the embankment would be completed as soon as the crops were harvested but this work was never done.

The construction of on-farm works for Subproject Billoka was unsatisfactory. The 150 drop structures required by the contract were built on four blocks adjacent to the road instead of throughout the subproject. A full time con­ struction inspector was not assigned to this subproject and apparently the construction contractor took full advantage of this.

- 19­ VI. PALEM3ANG TEAM ACTIVITIES

A Ge.ar.! - Major activi ries of the Paleinban . Team :-ring the period consisted of field inspection trips, assistance w,ith design and construction problems and review of subproject designs. Other acti viies included preparation of reports and Participation in meetings.

During the week of April 29 to May 30, 1979, Mr. J.A. Erickson, Team Leader, attended a Symposium on the Role of Design Units in .ndonesia. The Symposium was held in Denoasar, Bali. This was a valuable experience as it presented and opportunity to meet with consultants to other Provincial Public Works (DPU) and to discuss existing and future relationships pertaining to the Sederhana Program.

On May 22 and 23, 1979, Mr. C.E. Aksamit, The Resident Manager, visited the Palembang Regional Office. Meetings were held with the Consultants staff to discuss the details and timing of the activities during the period of transition between the old and new contract. A meeting was also held with Mr, Hasbullah, Chief of Provincial Public Works to discuss the program under the new contract and the activities during the transition period,

On May 28 and 29, 1979, Mr. J.A. Erickson, attended meetings at the Design Sub Directorate in Bandung for review of the Sederhana Project Design Manual. Two major decisions resulted from the meeting. First, the title "Design Manual" is not appropriate as all of the final design standards have not been determined or approved by the Design Sub Directorate "Design Criteria and Guidelines" was determined to be a more appropriate title. Second, a reviev, coniittee will be formed to determine the requirements for the final document.

Major coinfents concerning the inspections are as follows:

BTL Tanah Kampung - Although the diversion weir construction is not yet complete, present emphasis is on extension of the canal system. Activities at the diversion weir are minor. The priorities at this site in reverse order. Emphasis should be given to completion of the diversion. The 7 ilometers of canal that was completed is

- 21 ­ already choked with ,weeds and rehabilitation work is required. At present rates of progress the new canal will require cleaning before the diversion is completed.

- Se; Renah Sako - All major works are completed but the system will not function because river water surface levels are too low to enter the intake.

- Sei Terung - The major works are complete and functioning but inflows are not properly controlled and too much water enters the canal system. Canal darmage caused by livestock traffic is also noticeable. 0 & M procedures need to be initiated to reduce these problems.

- Sei Pendung Mudik - The crest length of the diversion weir appears to be narrow is comparison to the size of the river channel. Although both abutments have been constructed it 'is still possible to increase the crest length with minimal cost increases. The hydrology and sizing of this structure should be reviewed before serious damage occurs to the structure.

- Se Ladeh - Rehabilitation work at this site consists of raising the gabion spillway 0,5 meters. However, new work will increase the potential for flood damges to the adjacent villages. Sedimentation at this site is heavy. Eventually a sluiceway will probably be required at this site.

- Sei Talang Kemulur - The completed diversion weir was constructed without a sluiceway. Sedimentation has already taken place upstream of the weir, Sediments will soon enter the intake and the intake capacity will be seriously reduced. The abutment walls are higher than the surrounding ground. Flood flows will most possibly scour a new channel adjacent to the weir. Therefore, flood dikes or other protection at the weir abutments should be considered immediately.

Sei Jujun - Improvement of the intake structure to prevent flooding is satisfactory. However, the existing weir crest section has been damaged and farmers have built a temporary store weir in order to divert water.

On-farm works for Subproject Air Daup are about 30 percent complete. Work at Subproject Air Sengak has not yet started.

Discussions were also held with officials of the Provincial Agricultural Services concerning criteria for certifications of water user associations and on-farm works.

3. Jambi Province (May 14-19) - Mr. J.A. Erickson, Team Leader and Mr. H. Gunawan, Irrigation Engineer inspected two flood-damaged sub­ projects as follows:

Major flood damage of both of these subprojects has occured. Subproject Sei Betuk also has problems with seepage along the weir abutments. The weir at Subproject Sei Sembilang has been destroyed by a piping failure, a failure of the energy dissipator or a combination of both. The design capacity of both diversion weirs has proven to be seriously inadequate. Both sites have also experience downstream erosion caused by inadequate performance of the energy dissipators. Since both of these structures were severly underdesigned, the design of the corrective faciliteis should be done by the original design contractor.

Construction of a large expensive flume structure downstream of Subproject Sei Betuk diversion is planned for the near future. In the opinion of the Consultant, this work should be deferred until the diversion works are repaired and proven sound.

4. Lamoung Province (May 22-25) - The Aov'icultural Team visited the following subprojects:

On-farm works are 20 percent complete at Subproject Way Jagung and 30 percent complete at Subprojects Way Semung and Way Gunung.

C. Sample Design Project - Efforts were made to incorporate the results of the sample design review, held last month in Jakarta, into the Subproject Air Sunur design drawings. Generally, all revisions for the diversion and primary canal were completed and transmitted to DPU.

D. Agricultural Engineering - Agricultural engineering activities included review of subproject designs, certification of completed works, review of major works layouts and field inspection trips. Other activities included attendance of meetings and preparation of reports.

1. Certification of On-Farm Works - 1976/77 Subproject No 9 Sei Bulim1 (210 Ha), Jambi Province was certified clu,",'?the re'orting period. Of the 57 hectares in the on-farm works program, ter.-iary works for 29 hectares have been completed.
