Held by Video Conference due to Government Restrictions in line with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) ( and Wales) Regulations 2020 on Thursday 14th January 2021 at 7.15 pm

127. Cllr. Knott declared an interest in item 4 – Planning Applications – regarding Mendoza, Coxs Lane, and Broad Close, Road, Church Enstone. Deputy Chair P. Johnson will Chair these items.

128. UPDATE SPEED INDICATOR DEVICES (SID), • A resident in Gagingwell had contacted the clerk, concerned about the position of the post at the western end of Gagingwell. A quote of £354.60 has been received for relocating the post. After discussion it was agreed that Cllrs. Parker and Ward will undertake a site visit, under Covid regulations, to ascertain the best position for the SID and then speak to the resident concerned. Cllr. Shaw will contact Wescotec, requesting information on when the SIDs will be installed.

1. 129. PLANNING APPLICATIONS ➢ The Long Barn, Oxford Road, Old Chalford, 20/02971/LBC - Internal alterations to include removal of a staircase and changes to floor layouts (part retrospective). No objection 8. ➢ Radford House, Radford, 20/02870/FUL - Formation of equestrian training menage in paddock adjacent to Radford House. No objection 9. ➢ Westbury Farm, Little Tew Road, Church Enstone, 20/03062/FUL - Erection of agricultural building. The Parish Council objects to this planning application. 10. ➢ Mendoza, Coxs Lane, Enstone, 20/03183/HHD - Single storey side and rear extensions – No objection 11. ➢ Broad Close, Little Tew Road, Church Enstone, 20/02833/FUL - Demolition of existing stone barn and the construction of detached self-contained living accommodation. No objection 12. ➢ Unit 4, The Old Coal Yard, Gagingwell - Removal of condition 3 of planning permission 18/02994/PN56 as no contamination found and retrospective discharge of condition 3 (surface water drainage). No objection

1927 130. PARISH QUESTIONNAIRE/SURVEY – ANALYSIS and SUMMARY

• Cllr. Knott thanked Cllr. Glendinning, Mrs Rachel Hunt and the clerk for all their work involved with the questionnaire and summarising the results:- 13. • The following priorities were agreed:- 14. a) To install improved speeding signs at both ends of Enstone, along the A44

b) To have improved signage at both ends of the A44, the B4022, Banbury Road and Road, when entering Enstone. 15. c) To have a one way system at the village shop 16. d) To fund a feasibility study by County Council for 20 mph signs along The Drive, Coxs Lane, Cleveley Road, The Road, along the B4030 from the A44 junction to Church Enstone and along the A44 through Enstone 17. e) To continue the footpath along Coxs Lane to the junction of the Charlbury Road 18. f) To install a footpath along the B4030 at Clay Hill Close 19. g) To quote for a footpath from the A44 junction to the Charlbury Road junction at Coxs Lane 20. h) To see how car parking for school drop off along the Lidstone Road can be made safer 21. i) To cut back the overgrown vegetation and improve drainage at Cling Clang Lane 22. j) To ensure that residents can receive the monthly Ensign via email to save on paper and to have a six monthly list of local doctors etc 23. k) To improve visibility of visitor posts on the Parish’ facebook page. 24.

o Quotes will be obtained regarding points a) to d) as priority work.

o The clerk will prepare a report for the Ensign magazine, for approval at the Council meeting on 28th January.
