COURSE DESCRIPTION: The Police Department’s has been described as one of the most debilitating police corruption cases in Los Angeles history. This class takes an in-depth look at the causes, events and circumstances leading up to, surrounding and beyond the scandal. The course is taught by the captain who was the commanding officer of the LAPD Rampart Division and CRASH Unit during the intense and tumultuous three years when the problems occurred, from 1995 to 1998. The instructor will present a candid, no-holds-barred, personal account of the leadership issues that he continually faced during and for years beyond that time. The dialogue will also look into the LAPD culture that existed at the time and will examine the incremental steps and specific case studies of arrests, shootings and incidents that led to corruption and the downfall and narcotics arrest of Rafael Perez. The dialogue will address the aftermath, its toll and consequences in terms of careers, reputations, family impact and, most importantly, a discussion on the leadership insights and lessons learned to impact, deter and deal with potential corruption. Law enforcement of all ranks and assignments, prosecutors, supervisors and significant others will benefit from this in-depth account and its impact.

INSTRUCTOR: Richard Meraz joined the Los Angeles Police Department in 1964, where he served for 43 years, retiring in 2007. He spent 12 years as a commanding officer (rank of captain) and was assigned area commands in Rampart, Central, Northeast, Central Traffic and Southeast Divisions, and Detective Support and Vice Divisions. As a lieutenant, he was assigned to Foothill Division two months after the Rodney King incident to restore officer morale, gain community support and assist in coordinating the FBI and probe of the Department. He was the recipient of the Valley Bureau Officer of the Year and the Department’s Meritorious Service Award for his efforts with the officers and the community in Foothill. As a sergeant/supervisory detective, he was assigned to the Anti- Terrorist Division for 18 years, during which he coordinated counterterrorist investigations on local and national levels, in conjunction with law enforcement agencies on the county, state and federal levels. During this time, he also was involved in five years of planning for the 1984 Summer Olympic Games. He is currently a facilitator for the California Commission on Peace Officer Standards and Training Sherman Block Supervisory Leadership Institute, and a facilitator at the Simon Wiesenthal Center Museum of Tolerance, Tools for Tolerance for Law Enforcement. The Rampart Dialogue is currently presented to Ventura, Orange and Santa Barbara County Sheriffs; Burbank, Glendale, Ontario and San Diego Police Departments; the San Diego FBI National Academy Associates; Cities of Glendale and Ontario (CA) management staff; and the California Narcotic Officers’ Association.

The Rampart Dialogue is currently presented to every POST SLI class and has been presented to law enforcement agencies and associations throughout the state, as well as numerous professional organizations and city management, staff and supervisors.
