Anderson Associates Ownership Study Anderson Associates Broadcast Engineering Consultants 1 Ownership Study This ownership study is provided as an analysis for the aural broadcast market formed by the modification of WLIV-FM 245A to Algood, TN, FCC facility I.D. 57190. The following stations are commonly owned: WLIV-FM 245A Algood, TN, FCC Facility I.D. 57190 WBXE(FM).CP 229C3 Baxter, TN, 31426 WKXD-FM 295C2 Monterey, TN, 31387 WLIV(AM) 920 kHz Livingston, TN, 70520 WLQK(FM) 240C2 Livingston, TN 73212 WUCT(AM) 1600 kHz Algood, TN, 39797 None of the stations are located within a Nielsen rated market; as a consequence, the permitted common ownership is determined using the contour overlap methodology. The following exhibits include the city grade contours, 3.16 mV/m (70 dBu) (FM) and 5 mV/m (AM), of all stations intersecting any of the mutually overlapping stations, including noncommercial facilities, and exclude any commonly owned stations which do not mutually overlap the defined market. Exhibit E-1 shows a reference plot of the commonly owned stations. Over the years, we have supported various aspects of non-commercial micro- broadcast efforts including Low Power FM (LPFM), proposals for a Low Power AM radio service as well as other creative concepts to use spectrum for one way communications. REC feels that as many organizations as possible should be able to enjoy spreading their message to their local community. It is our desire to see a diverse selection of voices on the dial spanning race, culture, language, sexual orientation and gender identity. This includes a mix of faith-based and secular voices. While REC lacks the technical knowledge to form an opinion on various aspects of AM broadcast engineering such as the “ratchet rule”, daytime and nighttime coverage standards and antenna efficiency, we will comment on various issues which are in the realm of citizen’s access to the airwaves and in the interests of listeners to AM broadcast band stations. REC supports a limited offering of translators to certain AM stations REC feels that there is a segment of “stand-alone” AM broadcast owners. These owners normally fall under the category of minority, women or GLBT/T2. These owners are likely to own a single AM station or a small group of AM stations and are most likely to only own stations with inferior nighttime service, such as Class-D stations.

    SMALL MARKET RADIO: A CASE STUDY A Thesis By John Harvey Carr December 1975 The University of Tennessee Knoxville, Tennessee SMALL MARKET RADIO: A CASE STUDY A Thesis Presented for the Master of Science Degree The University of Tennessee John Harvey Carr December 1975 ABSTRACT The first commercial radio station licensed in the United States was KDKA, Pittsburgh, Pennsylvania, in October 1920. Major metropolitan areas began receiving licenses for stations throughout the 1920's. However, few stations appeared in the rural areas of the nation until the late 1930's. One of those stations was WHUB, Cookeville, Tennessee, which began broadcasting service to the Upper Cumberland Plateau on July 20, 1940. M. L. "Luke" Medley, whose entry into the broadcasting industry almost proved disastrous, managed to survive the economic problems which confronted him during his first three years of operation. WHUB gained such a following throughout its coverage area that even though stations were licensed in all the adjoining counties except one, the station has enjoyed continued success in listenership and revenue. This study chronicles the development and subsequent success of WHUB from its earliest envisionment by Medley through application, hearings, early difficulties both with revenues and personnel, and to the ultimate success of the operation. v vi Coincidental to the chronicling of the" station's development is a lesser study of the movement of economic growth in the market area. The conclusions reached are that WHUB and M. L. Medley have contributed substantially to the growth of the small market broadcasting industry by furnishing others interested in the medium with a viable pattern on which to build their stations.
