Garry E. Hall as commander of Combined Task Force (CTF) 158 during a ceremony at Naval Support Activity Bahrain Sept. 27. Command of CTF 158 typically rotates among coalition partners Australia, United Kingdom and the United States. CTF 158 is comprised of coalition ships and its primary mission in the Persian Gulf is Maritime Security Operations (MSO) in and around both the Al Basrah and Khawr Al Amaya Oil Terminals (ABOT and KAAOT, respectively), in support of U.N. Security Council Resolution 1723. This resolution charges the multinational force with the responsibility and authority to maintain security and stability in Iraqi territorial waters and also supports the Iraqi government's request for security support. Additionally, under the training and leadership of CTF 158, Iraqi marines aboard ABOT and KAAOT train with the coalition in order to eventually assume responsibility for security. “I am honored to have been in command of this task force,” said Hall. “The coalition forces have done an excellent job of providing security to the oil platforms and training the Iraqi forces.” “I am very proud of the coalition forces and my staff in supporting the CTF 158 mission,” said Capt. -

2 2007 election overview and key issues Background 2.1 The 2007 federal election was announced by the Prime Minister the Hon John Howard MP on Sunday 14 October 2007. Writs for the election were issued on Wednesday 17 October for the House of Representatives election and a half-Senate election.1 2.2 Once the writs are issued, a timetable is specified in the Commonwealth Electoral Act 1918 for a range of tasks and events including the close of the electoral rolls, the nomination of candidates, the declaration of nominations and polling day. The date of other events associated with the election, including the return of the writs, flow on from these events (table 2.1). 2.3 Following amendments to the Commonwealth Electoral Act in 2006, the close of rolls period changed from seven days after the issue of the writ to 8pm on the day the writs for the election are issued for a person enrolling for the first time or re-enrolling after having been removed from the roll. 2.4 The close of roll amendments also provided for a period of three ‘working days’ after the writs are issued for people to complete and submit a proof of identity compliant enrolment form in limited circumstances: if a person is 17 years of age, but will turn 18 between the day after the issue of the writs and election day (inclusive); if a person will become an Australian citizen between the day after the issue of the writs and the day before election day (inclusive); or 1 Australian Electoral Commission, submission 169, p 5. -
Victorian and ACT Electoral Boundary Redistribution
Barton Deakin Brief: Victorian and ACT Electoral Boundary Redistribution 9 April 2018 Last week, the Australian Electoral Commission (‘AEC’) announced substantial redistributions for the Electorate Divisions in Victoria and the ACT. The redistribution creates a third Federal seat in the ACT and an additional seat in Victoria. These new seats are accompanied by substantial boundary changes in Victoria and the ACT. ABC electoral analyst Antony Green has predicted that the redistribution would notionally give the Australian Labor Party an additional three seats in the next election – the Divisions of Dunkley, Fraser, and Bean – while the seat of Corangamite would become one of the most marginal seats in the country. The proposed changes will now be subject to a consultation period where objections to the changes may be submitted to the AEC. The objection period closes at 6pm May 4 in both the ACT and Victoria. A proposed redistribution for South Australia will be announced on April 13. This Barton Deakin Brief will summarize the key electoral boundary changes in the ACT and Victoria. New Seats The Redistribution Committee has proposed that four of Victoria’s electoral divisions be renamed. Additionally, two new seats are to be created in Victoria and the ACT New Seats Proposed for Victoria and ACT DIVISION OF BEAN (ACT) New seat encompassing much of the former Division of Canberra. The seat will be named after World War I war correspondent Charles Edwin Woodrow Green (1879-1968) DIVISION OF FRASER (VIC) New seat named after former Liberal Party Prime Minister John Malcolm Fraser AC CH GCL (1930-2015), to be located in Melbourne’s western suburbs. -
A Dissident Liberal—A Principled Political Career
INTRODUCTION: A DISSIDENT LIBERAL—A PRINCIPLED POLITICAL CAREER John Wanna and Marija Taflaga Introducing Peter Baume’s Political Writings and Selected Speeches (including his unpublished diaries) Peter Erne Baume MD, AC, served in the Australian Senate from August 1974 until January 1991, representing the people of New South Wales as one of their initially 10 and then 12 senators. As a member of the Liberal Party, Baume was a dissident liberal, very much his own man, who often baulked at toeing the party line, and was not afraid of crossing the floor against his party colleagues. He was a highbrow classical intellectual of Jewish faith with professional training in medicine. He tended not to suffer fools gladly but equally was not elitist or aloof in his interactions with others and could be tolerant and empathetic in his demeanour. Like Max Weber, he regarded politics as a vocation, a special calling for those committed to serving the public interest throughout their lives;1 and yet when he came to serve in the legislature and experienced the rough and tumble of political life he often despaired at the lack of principles, vision or even basic understanding of many of his party colleagues. He resented other politicians who ostensibly posed as leaders of the community yet who adopted positions on public policy based on next to no information and were simply prejudicial in making their minds up on issues of national importance (at one time referring 1 See Baume (2000); and his speech later in this volume entitled ‘Four Careers’. xiii A Dissident LIBERAL to them as the ‘fat arses’ of the political system). -

At the time, there were significant concerns regarding the ramifications of the LOSC for Australia, and in particular the potential impact on the Royal Australian Navy’s operations in Australia’s immediate maritime environs and distant waters. This year marks the 20th anniversary of the entry into force of the LOSC. In the period since, there have been profound impacts on the operations undertaken by the Royal Australian Navy in support of Australia’s national security interests, territorial sovereignty and in a supporting law enforcement role. The purposes of this seminar are to: > offer a retrospective consideration of Australia’s negotiating position during the third United Nations Conference on the Law of the Sea (held between 1973 – 1982 when the LOSC was finally opened for signature on 10 December 1982 at Montego Bay, Jamaica) > reflect on the operational impact of the LOSC over the 20-year period that the Convention has been in force, and > consider emerging trends in state practice and good order at sea issues within Australia’s region to identify those factors that might impact on the future employment of the RAN. -

The Committee unanimously agreed on the boundaries and names of the proposed electoral divisions, and recommends its redistribution proposal for New South Wales. -

United States Studies Centre 2016 Annual Review APPOINTMENTS Professor Simon Jackman Chief Executive Officer Professor Simon Jackman became CEO of the United States Studies Centre at the University of Sydney in April 2016. Born and raised in Australia, he went to the United States for his PhD (Political Science, Rochester) in 1988. From 1996 to 2016, Jackman taught Political Science and Statistics at Stanford University. Jackman’s research focuses on public opinion, political participation, and electoral systems, in both the United States and Australia. Since 2009, Jackman has been one of the Principal Investigators of the American National Election Studies, the world’s longest running and most authoritative study of political attitudes and behaviour. Brendan Thomas-Noone Research Fellow, Alliance 21 Program Brendan Thomas-Noone is a Research Fellow in the Alliance 21 Program. His interests include international security, nuclear deterrence in the Indo-Pacific and the politics of cyberspace. He was formerly a Research Associate in the International Security Program at the Lowy Institute where he worked on nuclear deterrence and policy in Asia, maritime security affairs and Australian defence policy. He was also an editor and contributing writer for The Interpreter. He holds a Bachelor of Arts with Honours and a Master of International Relations from the University of Melbourne where he focused on US foreign policy and modern history. Thomas-Noone has also received a Master of Science in Global Politics from the London School of Economic and Political Science where his dissertation explored the theoretical interactions between the internet and state sovereignty in China. Staten-Generaal 1/2 Vergaderjaar 2006–2007 A 30 949 Verslag van het bezoek door een Nederlandse parlementaire delegatie aan Australië in het kader van Nederland-Australië: 400 jaar vriendschap Nr. 1 VERSLAG Vastgesteld 2 februari 2007 1. Inleiding In 1606 stuitte een klein jacht van de Verenigde Oost-Indische Compagnie, dat was uitgezonden om de gebieden ten zuiden van Nieuw-Guinea in kaart te brengen, op onbekend land. Dit schip was de «Duyfken»; de kust die schipper Willem Jansz als eerste in kaart bracht, was Australië. De landing van de Duyfken op de noordkust van Australië markeert het begin van een lange relatie tussen Nederland en Australië. Zowel in Nederland als Australië is in 2006 met tal van activiteiten de vierhon- derdste verjaardag van dit eerste contact herdacht. Tot deze activiteiten behoort het bezoek dat een Nederlandse parlemen- taire delegatie van 8 tot 15 oktober 2006 op uitnodiging van het Austra- lische Parlement aan Australië bracht. De delegatie stond onder leiding van de Voorzitter van de Eerste Kamer der Staten-Generaal, mevrouw mr. Y. E. A. M. Timmerman-Buck. Voorts bestond de delegatie uit: J. ten Hoopen (CDA), Onder-Voorzitter van de Tweede Kamer; mr. G. J. de Graaf (VVD) en prof. dr. R. Rabbinge (PvdA), leden van de Eerste Kamer; mevrouw mr. J. Stuurman (PvdA) en ir. P. H. Hofstra (VVD), leden van de Tweede Kamer. De delegatie werd begeleid door de Griffier van de Eerste Kamer, mr. G. J. A. Hamilton, en de plv. griffier van de Tweede Kamer, drs. M. E. Esmeijer. Tijdens de reis kregen de thema’s aandacht die in het Programma van Activiteiten Nederland-Australië 400 jaar vriendschap centraal stonden: – de rol van Nederlanders bij het in kaart brengen van Australië; – de bijdrage van de Nederlandse strijdkrachten aan de verdediging van Australië tijdens de Tweede Wereldoorlog; – de emigratie van Nederlanders naar Australië in de 20e eeuw; – verschillende aspecten van de huidige relatie op gebieden als kunst, cultuur, onderwijs, wetenschap, sport, buitenlands beleid en handel.
