AMENDMENT TO THE SPECIFIC PROCUREMENT NOTICE

MULTINATIONAL UGANDA – KENYA: KAPCHORWA – SUAM – & TOWN BYPASS ROADS PROJECT LOT 1 – CONSTRUCTION OF ELDORET TOWN BYPASS TENDER NO. KeNHA/1473/2016

1. The Government of the Republic of Kenya has applied for financing from the African Development Bank, in various currencies towards the cost of the rehabilitation/upgrading of the Multinational Uganda – Kenya: Kapchorwa – Suam – Kitale & Eldoret Town Bypass roads project. It is intended that part of the proceeds of this loan be applied to make eligible payments under the contract for Lot 1 – Construction of Eldoret Town Bypass.

2. The Kenya National Highways Authority (KeNHA) now invites sealed bids through International Competitive Bidding (ICB) from eligible bidders for the execution of Lot 1 – Construction of Eldoret Town Bypass.

3. The project is situated in the North Rift Valley Region, in approximately 400kms from the capital city of Kenya. It starts at Cheplaskei centre on the – Eldoret Road (A104) runs north westerly crossing the Eldoret – (C39) Road at Kapseret and terminates at Leseru, the junction of Eldoret Kitale Road (B2) and Eldoret Malaba Road (A104).

4. The works comprise of Construction of a two lane single carriageway of 7.0m width 2m shoulder approximately 32 km in length. Three (3) no. grade separated junctions (Interchanges) at Cheplaskei, Kapseret and at Leseru, one (1) no. major bridge across Lemook swamp, truck parking facilities at Kapseret and at Leseru, and approximately 5kms access road links into existing public facilities.

5. Approximate quantities of works to be executed are:-

Clearing and grubbing 264 ha Common Excavation (including top soil) 706,000 m3 Common Fill 700,000m3 Improved Subgrade Material 212,700 m3 Cement Improved Gravel Sub-base 161,700 m3 Graded Crushed Stone Base 135,900 m3 Superpave Dense Bitumen Macadam(DBM) 86,500 m3 Superpave Type 1 Asphalt Concrete(AC) Course Surfacing 18,000 m3 14/20mm Single seal bituminous surface treatment (Pre-coated Chippings) 3,600/m3

10/14mm Single seal bituminous surface treatment (Pre-coated Chippings) 1,600/m3 Concrete for pipe culverts, retaining walls, drains 4,700 m3 Concrete for Interchanges, bridges and Box Culverts 8,200 m3 Pre-cast concrete for interchanges, bridges 5,700 m3 Steel reinforcement 1,300 ton Cement for stabilization 19,000 ton Anti-rut additive to Asphalt Concrete 254,300Ltrs Rock fill to gabion boxes and mattresses, riprap and subsoil drains 2,500 m3 Truck park – 200mm thick concrete base reinforced with BRC mesh 6,000 m3

7. A complete set of bidding documents may be obtained free of charge from the Kenya National Highways website – www.kenha.co.ke or the Government of Kenya Supplier Portal – www.supplier.treasury.go.ke or purchased from the above address by interested bidders on submission of a written application and upon payment of a non-refundable fee of KShs. 1,000.00 (Kenya Shillings One Thousand Only) in form of a banker’s cheque payable to: Kenya National Highways Authority.

8. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Works.

9. A site visit shall be conducted by the Employer and shall be organized on Thursday 26th January, 2017 at 0900hrs starting with an assembly and briefing at Cheplaskei junction along A104 near Eldoret Town followed by Pre-bid meeting at 14.30hrs at KeNHA Regional Offices in Eldoret Town.

10. The bids must be accompanied by a bid security of Kshs. 20,000,000.00 (Kenya shillings twenty million only) or its equivalent in a freely convertible currency.

11. Bids enclosed in plain packages and clearly marked with the Tender Reference Number and Description for identification as appropriate, sealed and transmitted by courier or delivered by hand so as to be received at the address below, not later than 14:30 Hrs local time on Thursday 23rd March 2017.

12. Electronic bidding will NOT be permitted. Late Bids will be rejected .Opening of the Bids will take place immediately thereafter at the KeNHA Boardroom, 3rd Floor Blue Shield Towers in the presence of bidder’s representatives who choose to attend.
