SUBJECT: Addition of 15 des Oblats Avenue to the City of Ottawa Heritage Register

REPORT RECOMMENDATIONS
That the Built Heritage Sub-Committee recommend that Council:
1. Approve the addition of 15 des Oblats Avenue to the City of Ottawa’s Heritage Register, under Section 27(1.2) of the Ontario Heritage Act; and
2. Direct Staff to review the property to determine if it meets the criteria under Ontario Regulation 9/06 for designation under Part IV of the Ontario Heritage Act.
RECOMMANDATIONS DU RAPPORT
Que le Sous-comité du patrimoine bâti recommande au Conseil :
1. d’approuver l’inscription du 15, avenue des Oblats au Registre du patrimoine de la Ville d’Ottawa, en vertu de l’article 27 (2.1) de la Loi sur le patrimoine de l’Ontario; et
2. de demander au personnel d'examiner la propriété afin de déterminer si elle satisfait aux critères de désignation du Règlement de l’Ontario 9/06 aux termes de la partie IV de la Loi sur le patrimoine de l’Ontario.
BACKGROUND
At the January 20, 2021 meeting of the Built Heritage Sub-Committee, Councillor McKenney introduced the following Notice of Motion, on behalf of Ward Councillor S. Menard, for the Sub-Committee’s consideration at its meeting of March 9, 2021:
WHEREAS the Heritage Planning Branch has confirmed that the Sisters of the Sacred Heart of Jesus Convent, 15 des Oblats Avenue, is a building that meets the design test and reflects the heritage attributes listed in the neighbourhood heritage statement for Old Ottawa East, satisfying the Heritage Inventory Project criteria for listing on the Heritage Register;
WHEREAS this property was unintentionally omitted from the 2017 Staff report “Heritage Inventory Project: Additions to Heritage Register – Old Ottawa East and Old Ottawa South” (ACS2017-PIE-RHU-0016);
WHEREAS the community submitted a request on January 12, 2021 to add the property to the City of Ottawa’s Heritage Register; and 3
WHEREAS there is no notification requirement under the Ontario Heritage Act for listing properties under the Heritage Register;
THEREFORE BE IT RESOLVED that the Built Heritage Sub-Committee recommend that Council:
1. Approve the addition of 15 des Oblats Avenue to the City of Ottawa’s Heritage Register, under Section 27(1.2) of the Ontario Heritage Act; and 2. Direct Staff to review the property to determine if it meets the criteria under Ontario Regulation 9/06 for designation under Part IV of the Ontario Heritage Act.
DISCUSSION
The above Motion, for which notice was previously given, is now before the Sub- Committee for its consideration.
