Introduction: Raiganj University is a State University came into being on 3rd February 2015 by the Raiganj University Act (West Bengal Act XXVI of 20l4) which was passed in the West Bengal Legislative Assembly. It is located in Raiganj Sub-Division, which happens to be the Distrcit Head Quarters of Uttar Dinajpur. The Raiganj University is unique on many counts. Fisrtly, this University has been develoved by upgrading an aided under- gradaute college namely ―Raiganj College (University College)‖ into a University. Secondly, it is the fisrt Unitary University in North Bengal which offers both under-gradaute and post- graduate courses from its own campus, although there is a provision of affiliation of neighbouring under-gradaute colleges. Thirdly, this University also offers General Courses at the under-graduate level. In a way, the Raiganj University is a unique experiment in the Higher Education scenario of West Bengal because an aided college endowed with the resources only compatible with the under-gradaute level of education has been upgraded to a Post-Graduate Institution. The activities of Raiganj University are confined not only with the under-graduate and post-graduate teaching- learning. It has been widened with manyfold research actitivities including M.Phil and Ph.D. programmes. Raiganj University intended to be a teaching, research training centre. The University is included in the 2(f) clause of the UGC Act, 1954 which confers the right to the University to award degrees. The University almost simultaneously started various Under-Gradaute (Honours) Programmes in different discipline from the session 2015-2016. It is worthwhile to mention here that the fisrt Hon‘ble Vice-Chancellor of Raiganj University, Prof. Anil Bhuimali took over the charge in April 16, 2015 and this appointment of Hon‘ble Vice-Chancellor added a great fillip to the teaching, learning and research of newly established University. Despite being the Unitary University status, it had to accomodate the students at the under-gradaute level general course under special situation prevailing in Raiganj. The main cause of running under-gradaute course in this University was the absence of adequate number of under-graduate colleges in the Raiganj city. II. Background of the Institution: After partition of India as well as West Bengal, great need to spread the higher education in the western part of the then West Dinajpur was felt by the local educated people and by the Govt. of West Bengal. Accordingly, Raiganj College was established at the Raiganj Town in 1948. At that time this college was affiliated under Calcutta University. However, the college came under the jurisdiction of the University of North Bengal in 1961. In 1968 this college was taken over by the University of North Bengal as an excellence centre of learning. At this point the college got its new name Raiganj College (University College). Not the detective Feluda, but Professor Shonku, the scientist and eccentric genius who was introduced by Sandip Ray’s father in 1961. Sandip Ray’s Professor Shonku O El Dorado is based on the story Nakur Babu O El Dorado, in which Shonku takes off on an adventure with a man who can see into the future and make people see things that are not immediately visible. Produced by leading Kolkata studio SVF, the movie will be shot in Bengal and Brazil, and is aiming for a release later this year. Shonku, to be played by thespian Dhritiman Chatterjee, has never been filmed before, unlike Feluda, about whom several movies and television serials have been made. Inspired partly by Arthur Conan Doyle’s Professor Challenger and Hesoram Hushiar, a character created by Ray’s father Sukumar Ray, Shonku is every bit as fascinating as Feluda. He is a polyglot (he knows 69 languages), graduated from college at the age of 16, and started teaching when he was 20. Shonku works out of a laboratory at home where he uses locally available ingredients for his groundbreaking inventions. He keeps a low profile and refuses to share his formulas or inventions because he doesn’t want them to fall into the wrong hands.

    RESEARCH ARTICLE Land Tenures in Cooch Behar District, West Bengal: A Study of Kalmandasguri Village Ranjini Basu* Abstract: This paper describes and analyses changes in land tenure in Cooch Behar district, West Bengal. It does so by focussing on land holdings and tenures in one village, Kalmandasguri. The paper traces these changes from secondary historical material, oral accounts, and from village-level data gathered in Kalmandasguri in 2005 and 2010. Specifically, the paper studies the following four interrelated issues: (i) land tenure in the princely state of Cooch Behar; (ii) land tenure in pre-land-reform Kalmandasguri; (iii) the implementation and impact of land reform in Kalmandasguri; and (iv) the challenges ahead with respect to the land system in Kalmandasguri. The paper shows that an immediate, and dramatic, consequence of land reform was to establish a vastly more equitable landholding structure in Kalmandasguri.
