MINUTES OF THE JRD DISTRICT LEVEL MONITORING COMMITTEE (DLMC) MEETING HELD ON.9/Ji2J1111N THE CONFERENCE HALL OF DEPUTY COMMISSIONER PAS/GHAT.

The meeting began with welcome address by Deputy Commissioner Shri Onit Panyang . In his welcome and introductory address he highlighted the significant and objective of the meeting and appealed all participant to make the meeting a purposeful and as objective as possible.

The list of members .attended the meeting is appended at ANNEXURE-A

The points that were unanimously adopted in the meeting are as:-

1. Re-constitution of Sub-Divisional Level Monitorinf! Committee (SDLMC):-

The Sub-Divisional Level Monitoring Committee (SDLMC) earlier constituted on . 6/8/2010 during the 2nd meeting of DLMC was reviewed by the house and found to be in effective mainly on account of communication gapping,.

Thus, for making the SDLMC effective and operative, the house unanimously decided to re-structure the SDLMC, which will now be headed by concerned Administrative Officer as its chairman, instead of Zila Parishad Member (ZPM) for sake of easy and better correspondence. The SDLMC will now have the following composition with immediate effect

1. ADC/SDO/EAC :- Chairman

2. ZPM of the area :- Member

3. BDO/ AE of implementing agency :- Member

4. AE of any engineering deptt. :- Member

2. Function of SDLMC:-

The SDLMC will carry out strict monitoring/supervision of works being implemented by any department in their respective area under various schemes like ACA/SPA/NEC/RIDF/NLCPR etc. quarterly and thereafter submit its report to chairman DLMC for placing in the DLMC meeting. The monitoring work as suggested by EE WRD Pasighat shall invariably be done before and after completion of works, preferably before making payment of the final bills to the contractors. The schemes list should be made available to the chairman, SDLMC by the concerned executing department for monitoring purpose. J: AfJplicabilitv of Tender Svstem:-

To ensure possible economy in execution of works and to avoid cost escalation treat the competitive bidding or tender system of works as opined and suggested by EE PWD Pasighat was ratified by house on the condition that the bidders are bonafide member of the concerned area. Welcoming the suggestion DC Pasighat Shri Onit Panyang also hoped that this would go a long way in maintaining economical and quality of works infuture.

Quarterly conduct of DLMC meeting as proposed by DC Pasighat was also adopted in the meeting. All EE/BDO of schemes implementing department should compulsorily attend the meeting, except on health or other unavoidable grounds.

ZPM Boleng Shri Takum Tasing reiterated that the District Administration should ensure participation of all EE/BDO of schemes implementing agency in such a meeting by taking appropriate action against the defaulters, otherwise the meeting itself bears no meaning and involve wastage of time particularly for those comingfrom far off area like Riga, Boleng and Pangin.

The members took exception with willful absence of ~ Dumar Bagra Ep PWD Boleng for the second time without any valid reason and decided to bring the matter to the higher•.. authorityT -

5. Schemes Implemented bv BE PWD Division Pasighat:-

The EE PWD Pasighat while presenting the scheme list before the house, informed that all schemes being executed by his division under NEC/ACA/SPA/NLCPR etc. have attained almost 100% completion and in some cases works are on the verge of completion by March/April' 2011.

6. Schemes Implemented by EE RWD Division PasiJihat:-

The EE RWD Division Pasighat was represented by Er. O. Apum ASW on unavoidable ground. Er. O. Apum presented schemes list being executed by R WD Division Pasighat under NLCPR/NEC/ACA before the house.

On being asked by some PRl members _on the issue of delay and work quality aspects in respect of Sille-Mirem Bilat road Er. O. Apum frankly admitted that the exact field statuslperformance report of work could not be furnished by him being an ASW: · Schemes Executed hv PWD Division BolenJ!:-

The EE PWD Boleng did not turn up in the meeting for the second time in a row and was represented by AE Er. T. Taggu, who in his speech admitted that he was actually on the way to journey and therefore could not place the scheme list before the house for deliberation and discussion.

The house being dismayed at the lackluster attitude of EE PWD Boleng, urged him to be available himself in such an important and significant meeting without going for a representative and that too in a casual manner as admitted by Er. T. Taggu. In the 2nd DLMC meeting on 6/8/2010 also EE PWD Boleng was found to absent and not even sent any representative. Such a practices by any responsible officer like EE PWD Boleng, upon whom lies lots of people expectations and aspirations is really a matter of shame and uncalled for.

8. Schemes Executed bv EE PHE & WS Division PasiJ!hat:-

The EE PHED Division Pasighat informed the house that potable drinking water supply at Sille, Rani, Sika-Tode, villages have attained 90% completion-.under NLCPR.

Further, he apprised the house that water connection at Tourist Lodge Pasighat have been completed satisfactorily under SPA. He also assured the house of taking every precautionary measures against the possible damage and leakage of water tank and pipe in near future.

9. Schemes Implemented bv EE WRD Division PasiJ!hat:-

The EE WRD Pasighat informed the house that all schemes under ACA/SPA etc. being executed by his Division are going on upto the mark and would be completed soon. He further appealed the house for early monitoring of schemes before making final payment to the contractors.

10. Schemes Executed bv BDO Mebo:-

Smt. lR. Ering BDO Mebo, apprised the house that she had not been handed over charge of related records and documents till date and hence can not make any presentation.

11. Schemes Implemented bv BDO Ruksin:-

Shri T. Jonnom BDO Ruksin tabled 24 Nos of schemes before the house being executed by him under SPA which completion report and Utilisation Certificate have already been submitted to Planning Deptt. Itanagar. ~ 12.Miscellaneous Discus§i({)n:~

ZPM Riga Shri Tabiram Tatin was apprehensive that unless schemes list are furnished by concerned executing department to the SDLMC well in advance all monitoring works can not be done as per scheduled time.

ADC Nari, BDO Pangin/Pasighat/Nari/Riga did not turn up in the meeting despite issuance of circular, however hoped participation in the next DLMC meeting.
