Approval to Purchase 9mm Glock Handguns

The Honorable Mayor Fournier and Members of the City Commission:
The Royal Oak Police Department (ROPD) is recommending the approval of 113 new 9mm Glock handguns. Currently, the ROPD deploys 40 caliber Glock handguns. Most of the firearms are 10-12 years old and, although still serviceable, the Trijicon iron night sights will need to be replaced soon at a cost of approximately $75-120 per sight. Our rangemaster, Sergeant Richard Millard, has negotiated a firearm exchange with Kiesler Police Supplies (Attachment 1). Kiesler has agreed to buy back all our 40 caliber handguns and replace them with new 9mm handguns with night sights.
Each new firearm will cost $428.50 and Kiesler will buy back the old firearms for approximately $255.00 per handgun. After the buyback, the cost of the new firearm is approximately $173.50.
This purchase and handgun exchange will save the department approximately $100 per gun on new night sights. Additionally, 9mm ammunition is less expensive and more readily obtainable, and the new guns should have less maintenance cost.
Finally, the department’s range officers have determined that, due to improvements in ballistic technology, the 9mm handgun is a superior firearm to the 40 calibers.
If the city commission agrees, the following resolution is presented and recommended for your approval:
Be it resolved, the city commission approves the requisition/purchase order of 113 new 9mm Glock handguns and authorizes the police department to sell all existing handguns to Kiesler Police Supply.
