GAA Hurling All-Ireland Senior Championship

Counties Participating The following counties shall be eligible to participate in the Championship in 2018.

Leinster Munster Cill Chainnigh Corcaigh Loch Garman Tiobraid Árann Áth Cliath Port Láirge Uíbh Fhailí An Clár Gaillimh Luimneach

Provincial Championships The two Provincial championships shall be played on a ‘round-robin’ basis. Each shall have two home games and two away games. The counties finishing in the top two places in each Provincial group shall qualify for their respective Provincial final.

Relegation The bottom placed team in the Leinster Championship ‘round-robin’ shall be relegated to the Joe McDonagh Cup. Exception: If Ciarraí (or another Munster County) wins the Joe McDonagh Cup, it shall play off against the bottom team in the Munster Championship ‘round-robin’ at a neutral Munster venue determined by the CCCC. The winners of the play-off game shall play in the Munster Championship and the loser shall be relegated to the Joe McDonagh Cup. In that circumstance, the bottom team in the Leinster Championship ‘round- robin’ shall not be relegated.

Format • Games to be played on a ‘round-robin’ basis. • The teams finishing in the top two places shall play in the Joe McDonagh Cup Final. • The two finalists shall qualify for the Liam MacCarthy Cup All-Ireland Senior Hurling Championship Preliminary Quarter-Final against the third placed teams in the Leinster & Munster Senior Hurling Championship with the Joe McDonagh Cup teams having home advantage. • The winner, if a non-Munster Team, shall be promoted to the Leinster Championship and Liam MacCarthy Cup. If the winner is a Munster team, if must win the Play-Off with the bottom team in the Munster Championship Group to gain promotion to the Munster Championship and Liam MacCarthy Cup. • 6th Placed team shall be relegated to the . • In order to reduce the teams to five, the team that finished 5th Placed shall Play-Off against the Christy Ring Cup winners, with the winner on the Play-Off playing in the Joe McDonagh Cup in 2019, and the loser in the Christy Ring Cup in 2019.

Electric Ireland GAA Hurling All-Ireland Minor Championship (All-Ireland Series)

Format The All-Ireland Series shall be organised as follows; • The Munster & Leinster winners shall automatically qualify for separate Semi-Finals and may not meet the defeated finalists of their own province at this stage. • A ‘round-robin’ All-Ireland Series shall be organised to produce two more All-Ireland Semi-Finalists. The three participating teams shall be Gaillimh and the defeated Munster & Leinster finalists. • Fixtures shall be arranged so that the winner of the first game of the three games shall play in the second game. If the first game is drawn, the team in the second game shall be decided on the toss of a coin. • The top two teams in the ‘round-robin’ group shall qualify for the semi-finals. In the event of teams finishing on equal points at the end of the ‘round-robin’ series, their placing shall be determined by the following tie-break means and in the order specified. i. Score difference – subtracting the total Scores against from the total Scores for; ii. Highest Total Scores For; iii. Highest Total Goals Scored; • Where all three teams finish level on points, and cannot be separated by the tie- break means outlined above, one team shall go forward on the basis of a draw and a ‘Play-Off’ shall be staged involving the two remaining teams to determine the second team qualifying for the Semi-Finals. Venues for Round 4 shall be determined by the Central Competitions Control Committee.

Regulations Applying to the Allianz League 2018

These Regulations are to be read in conjunction with Regulations Governing the Organisation and Presentation of Inter-Club Championships, Inter County Championship and Allianz League Games.

Match Programme: 1. The Home County shall provide an official match programme for each ordinary round game. 2. The Home County shall provide the Referee with a copy of the match programme for forwarding to Páirc an Chrócaigh (Central Competitions Control Committee) with his report. 3. The players’ clubs shall be included. 4. The names of players and details of the game (names of counties, venue, name of referee etc.) shall be printed in Irish in the programme. 5. Additional provisions & penalties in relation to the Match Programme are as per Regulations 1.8 – 1.10 , “Regulations governing the Organisation and Presentation of inter-club championships, inter-county championships and Allianz League games”, as approved by Ard Chomhairle and require; a. The Travelling County to forward their team selection for receipt by the Home County not later than noon on the Wednesday prior to a weekend game, to enable the Home County to produce a match programme b. Players to be numbered in accordance with the Official Programme, from 1 to not more than 26 c. The use of A.N. Other is not permitted. Penalty: Minimum fine of €500.00 for each individual breach.

Games Officials: 1. Coiste Náisiunta Roghnaithe na Réiteoirí are responsible for the appointment of all Games Officials. 2. It is the responsibility of the Home County to provide the Referee Radio Equipment (Where available), Substitution Board and Linesmen flags.

Playing Equipment: It is the responsibility of the Home County to provide GAA Approved sliotars/footballs for each home fixture.

Playing Pitch: 1. The playing pitch shall be properly marked and flagged. 2. The grass shall be cut appropriately for hurling/football. 3. The Home County shall provide adequate stewarding to ensure that spectators do not encroach on the playing pitch. Penalty: Minimum fine of €500.00/County may lose Home Venue for future games as determined by the Central Competitions Control Committee.

Scoreboard: 1. A scoreboard, giving the names of the counties in Irish, shall be used. Penalty: Minimum fine of €500.00. 2. Where scoreboard clocks are in place, they should continue to display the time played until the referee sounds the half-time or full-time whistle

Public Address System: A proper Public Address System should be available at all Grounds. The announcements shall be made in English and Irish where practical. Penalty: Minimum fine of €500.00.

Venues: The Central Competitions Control Committee is responsible for all arrangements (excluding the appointment of Referees) for and Control of Games under the jurisdiction of the Central Council in accordance with Riail 3.47 (b) T.O. 2017 and has authority on behalf of Ard Chomhairle, to decide the venues for all Allianz League games.

1. The Central Competitions Control Committee shall request Counties to nominate home (and alternative) venues for Allianz League games. Counties who do not nominate venues within the specified time may have their venues decided by the CCCC. 2. All grounds must meet the criteria set down by the National Facilities/Health and Safety Committee and must comply with Health and Safety Legislation and relevant best practice guidance. 3. An Event Controller and Safety Officer to be appointed by the Provincial Secretary at the grounds hosting National League games in accordance with Health and Safety Regulations. An adequate number of trained stewards must also be arranged. 4. All grounds to operate a ground specific Event Safety Management Plan including an emergency plan agreed with the relevant statutory agencies. A match specific Event Management Document must also be produced for the day. 5. A Defibrillator must also be available to trained personnel. 6. The Medical Room should conform to the recommendations issued by the Medical Scientific and Welfare Committee. 7. Priority must be given to providing the highest quality Team and Match Officials Dressing Rooms and covered accommodation for spectators. 8. Where a Home County has a choice of venue, consideration to be given to the location and suitability of the nominated venue for the visiting County. 9. Grounds used to stage games in non-daylight hours should have adequate lighting and auxiliary lighting throughout all parts of the grounds which the public have access to including turnstiles and car parking areas. 10. The Rúnaí Contae of the Home County shall determine and notify both Teams in advance of the game of their designated Sideline area, designated seated area for substitutes and other officials, area of the pitch to be used for the Warm Up, and the colour of bibs to be worn by the Maor Foirne and Water Carriers.

Procedures: When the Event Controller makes a request to a Referee arising from a safety consideration, the Referee shall assent to such a request.

1. In a case where the venue is in doubt during the week prior to the game, the Rúnaí Contae must alert the Central Competitions Control Committee immediately. The County shall make arrangements for the game to be hosted at their nominated alternative venue.

2. In the event of inclement weather and when there is a possibility of a pitch or pitches being unplayable the Central Competitions Control Committee will nominate an Official who shall be called upon to carry out a pitch inspection, on the evening before or the morning of a fixture and shall have the authority to declare a pitch unplayable. The Central Competitions Control Committee shall then make the necessary arrangements to notify the Teams and Officials immediately.

3. Where a venue may be unplayable, due to adverse weather/ground conditions, and the game has to be transferred at short notice to the nominated alternative venue, the Rúnaí Contae, having received the approval of the relevant Provincial Secretary, shall be responsible for notifying the Central Competitions Control Committee and the local media. The Central Competitions Control Committee shall notify the opposing county, the Games Officials and the National Media.

Penalty for breach of 1 to 3 above: Minimum fine of €500.00 County may lose Home Venue for future games as determined by the Central Competitions Control Committee.

Forced Postponements: • Any forced postponements will be re-fixed by the Central Competitions Control Committee for the next available date. In the case of Saturday night games, the ‘next available date’ should be taken to mean the following day, if deemed appropriate and practical by the Provincial Secretary of the home county so involved. In exceptional circumstances, the Central Competitions Control Committee may re-fix the postponed game in a venue outside of the home County.

• Where postponements in the Allianz Leagues are due to an unplayable surface and when the Home County is unable to provide a suitable alternative venue, the Home County may be liable for reasonable travelling and overnight expenses of the away team (to be deducted from league pay-out as appropriate). In instances where there is a dispute over what constitutes ‘reasonable’ costs, CCCC will act as arbitrator. This policy applies only to counties within Ireland.

Failure to fulfil Fixtures: The penalties for a Unit failing to fulfil an Allianz League game shall be as outlined in Riail 6.38 T.O. 2017.

Check List for Live TV Games: • The National Flag to be displayed in the most suitable and presentable location. The National Flag can be displayed at floodlight games as long as it is properly illuminated at all times, preferably by spotlight. • All flags (Sideline included) to be clean and crisp. • Playing area, grounds generally to be presented to the highest standards. • Ground markings i.e. lines to be clear for players, spectators and viewers. • Clean sliotars/footballs to be in use at all times. • Prevent unapproved advertising.

Where Counties finish with Equal Points – extract from (Riail 6.21 T.O. 2017): “...... the tie shall be decided by the following means and in the order specified: (i) Where two Teams only are involved - the outcome of the meeting of the two Teams in the previous game in the Competition; (ii) Scoring Difference (subtracting the total Scores Against from total Scores For); (iii) Highest Total Score For; (iv) A Play-Off. Exceptions: In relation to means (ii) and (iii) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the tie shall be decided by a Play-Off.”

EXTRA TIME RULE 3 – TIME (Riail 3.5 T.O. Part 2 2017)

Extra time shall be obligatory in the following competitions;

(A) Inter-County All-Ireland and Provincial Senior Championship Games with the exceptions of – I. All-Ireland Finals (Sam Maguire and Liam MacCarthy Cups only) and the Provincial Finals, in which Replays shall apply, And II. ‘Round Robin’ Group Games, in which the provision as in Rule 6.21(4) (a) shall apply (i.e. one ‘table point’ credited to each team).

(B) Other Competitions: • Inter-County Under 21/Under 20* Championships; • Inter-County Minor Championships (Including Finals); • Inter-County Intermediate Championship; • Inter-County Junior Championship; • Knock-out Stages of the National Leagues; • Inter-Provincial Competitions; - Inter-County Tournaments; • Inter-Club Provincial and All-Ireland Championships; • Sigerson and Fitzgibbon Cups; • Other games in subsidiary competitions.

Winner on the Day

Regulations determined by Ard Chomhairle for games which are a ‘Result on the Day’ that finish level after normal time. (November 19th, 2016)

Phase 1 • Proceed to Extra time as provided for in T.O Cuid II (two periods of ten minutes each way)

Phase 2 • If teams are still level, an additional two periods of five minutes each way will be played. • There shall be a maximum time space of five minutes between the end of the first phase of Extra Time and the beginning of the second phase. • The Half Time interval in the second phase of Extra time should not exceed five minutes. • For the purposes of Riail 2.6 (a)-(f) “Players in Extra Time”– Rules of Specification T.O Cuid II, Phase 2 of Extra Time shall be considered an extension of the initial “Extra Time” provision rather than as a new period of Extra Time (e.g. a team reduced to 14 players because of a sending off during the playing of the first phase of Extra Time must start Phase II with only 14 players etc.)

Phase 3 • If still level, a “Free taking competition” to decide the outcome: • Each team will nominate 5 free takers for the competition and indicate to the referee in which order (1 to 5) the free takers will take the frees • The 5 players above must be chosen from players who have participated in the game, either in normal time or in one of the periods of Extra Time. • Players who receive a red card in Hurling or Football, and players who receive a black card in Football, in normal time or any of the four periods of Extra Time are not permitted to participate in the free-taking competition.

• The Referee will toss a coin for choice of ends in the presence of the Team Captains. The Captain who wins the toss will choose which end the free taking competition should be played into and will have the option of his team going 1st or 2nd. • The Referee will ensure two goal umpires are in place at the end in which the competition is being played into. • Frees will be taken by each of the five players from a position of their choosing on the 65 (Hurling) or 45 (Football) metre line. Frees in football may be taken from the hands or off the ground. • In Hurling, frees shall be taken in accordance with the provisions of T.O 2017 Cuid II – Rules of Set Play Riail 2.5 (a) and (b) and Rules of Foul Play 4.24, 4.25 and 4.27. Breaches of these provisions will render frees null and void and they cannot be retaken. • In football, frees shall be taken in accordance with the provisions of T.O 2017 Cuid II Rules of Set Play - Rule 2.5 and Rules of Foul Play 4.23, 4.24 and 4.26. Breaches of these provisions will render frees null and void and they cannot be retaken. • Frees will be taken for points only, with no goalkeeper / defenders facing the free- takers.

• With the exception of the player taking the free, all other players, managers, officials, backroom personnel etc should be at their designated sideline area, and off the field of play when the free-taking competition is taking place.

• The game is awarded to whichever team scores more of their 5 frees. • If still level then sudden death frees to be taken using the same 5 players in order (i.e. first sudden death free is taken by the player who took the first free for each side, 2nd sudden death free if required to be taken by the player who took the 2nd free and so on). • If a player scores in sudden death and his direct opponent misses, the game is awarded to the team of the player who has scored. • The sudden death element will continue until such time as there is a definite outcome (i.e. returning to the first player(s) and repeating the sequence again if required)

HALF TIME INTERVALS

In Senior Inter-County games, the half time interval shall consist of a maximum of fifteen minutes and in all other games a maximum of ten minutes.
