1981 MR HAYES — To ask the Minister for Health: In relation to the homes proposed to be demolished by the Government in Geelong Road, Footscray as part of the Footscray Road project: Is the Minister aware that these homes include the former home of Charles Hoadley, a leader in Victoria’s response to the 1919 influenza pandemic, the former home of Percy Richardson, another leader in that fight who died of influenza, and the former home of Graeme Robertson, who became Registrar at the Royal Melbourne Hospital in 1930 and was a leading neurologist and the President of the Australian Association of Neurologists.

1982 MR HAYES — To ask the Minister for Health: Is the Minister aware of the comments made by the Footscray Historical Society that for the Footscray Hospital to be erected over the ruins of the homes of Footscray’s pioneers in community service, health care administration, and advanced medical research, would be a standing reproach to Victoria’s Department of Health and Human services, and an everlasting blot on the name of the new hospital.

1983 MR HAYES — To ask the Minister for Regional Development (for the Minister for Housing): In relation to a report by the Herald Sun on 8 February 2019, that hundreds of complaints about apartment overcrowding had been made in the City of Melbourne’s local government area: (1) Given that overcrowding is both widespread and a known health risk, has the Minister discussed with the City of Melbourne steps that can be taken to ensure the health of apartment occupants during the coronavirus crisis. (2) Has the Minister considered arranging alternative accommodation to protect the health of all apartment occupants in the City of Melbourne’s local government area that complies with relevant laws and regulations related to maximum occupancy numbers for accommodation.

(2) Is the Minister aware that the Victorian Civil and Administrative Tribunal (VCAT) recently had to review a residency issue because the VAD Review Board was repeatedly rejecting first assessments. (3) Is the Minister aware that the co-ordinating medical practitioner was required to apply to VCAT for review their own decision because the VAD Review Board prevented the co- ordinating practitioner from referring the patient to a consulting practitioner. (4) Under what power is the VAD Review Board rejecting first assessments. (5) Is the Minister aware that the VAD Review Board is rejecting first assessments, repeatedly in one case. (6) Is the Minister concerned that half of the patients attempting to use the VAD Legislation fail because the VAD Review Board process prevents doctors from proceeding through the stages required to obtain a permit. (7) Is the Minister taking any steps to correct the issues raised in the VCAT ruling with respect to the VAD Review Board exceeding its powers in refusing to allow the co- ordinating medical practitioner to lodge a first assessment. 2496 MS PATTEN — To ask the Minister for Agriculture: In relation to the Game Management Authority (GMA) and bird shooting season: (1) How many compliance patrols did the GMA perform on the opening weekend of quail shooting and at how many areas. (2) How many compliance patrols will the GMA perform on an ongoing basis throughout the quail shooting season. (3) What percentage of the allowed quail hunting area is monitored by the GMA. (4) Why did the GMA fail to include in their recommendation to the Ministers on the 2020 native bird shooting season, that the wetland area index, which is directly equitable to waterbird abundance, was the lowest ever recorded since surveys began 37 years ago and that there was little breeding with swans and ibis which accounted for 97 per cent of the record. (5) Why did the GMA fail to report that birds observed in Victoria had declined by 40 per cent since last year and that due to lack of water habitat between states there was little opportunity for movement. (6) How will the GMA ensure ‘sustainability’ when ‘harvest estimates’ are by their own admission unreliable. (7) What is the justification for a later 8.00 a.m. start time on the weekend. (8) What is the legally required distance that recreational hunters must be away from — (a) residents’ homes; (b) public roads; and (c) populous places. (9) What is the working definition for the word ‘populous’. (10) How does the GMA monitor that recreational hunters are maintaining the legally required distance from the locations in (9).

2506 MR HAYES — To ask the Minister for Health: In relation to findings by Mr Gary Wockner reported in the Denver Westword article of 29 March 2020 titled ‘To Avoid the Next Coronavirus, Don’t Be Dense’: Is the Minister aware of these findings which state that it is a basic epidemiological fact that human density increases disease transmission.

2507 MR HAYES — To ask the Minister for Health: In relation to the conclusion by Dr Steven Goodman reported in The New York Times’ article of 23 March 2020 titled ‘Density is New York City’s Big “Enemy” in the Coronavirus Fight’: Is the Minister aware that New York’s coronavirus toll has been much greater than that of Los Angeles because New York is much denser, and that “Density is really an enemy in a situation like this…With large population centres, where people are interacting with more people all the time, that’s where it’s going to spread the fastest”.

2510 MR HAYES — To ask the Minister for Health: Will the Minister seek to be consulted on planning, infrastructure and other decisions of the Government which could increase Melbourne’s population density and hence Victoria’s susceptibility to future pandemics.

2511 MR GRIMLEY — To ask the Minister for Health (for the Minister for Prevention of Family Violence): In relation to the Victorian Auditor-General Office’s Report, Managing Support and Safety Hubs: (1) When will cultural training for cultural safety officers be available and mandatory. (2) What technology will be used for supplement reporting and information sharing within the roll-out of future hubs. (3) What is the current process for following up clients that have progressed through the Hub system. (4) What system will be used to monitor engagement within the hubs especially when child safety is concerned.
