    Eryri Local Development Plan Background Paper 21 Zones of Influence May 2017 Background Paper 21: Zones of Influence – May 2017 Introduction The Authority has identified eight ‘Zones of influence’ which are within and straddle the National Park. These areas have similar characteristics and have strong community links. The work on the Zones of Influence draws on a wide range of surveys and related national, regional and local plans and strategies discussed in the Spatial Development Strategy Background Paper. The paper identifies key centres within each zone of influence and recognises the influences of key centres outside the Park to inform the Spatial Development Strategy. The paper identifies key transport routes, key employment areas, and further education and key services for each zone. The paper discusses the main issues for each zone individually, the implications for the Local Development Plan and how the issues are addressed in the Plan. 2 Background Paper 21: Zones of Influence – May 2017 1.1. BALA ZONE OF INFLUENCE 3 Background Paper 21: Zones of Influence – May 2017 What’s it like now? 1.2. This zone covers Penllyn rural hinterland covering the community councils of Llanuwchllyn, Llandderfel, Llangywer, Llanycil and Bala and has a population of 4,362 according to the 2011 Census. The landscape is rural in character with scattered farmsteads and small villages. The zone includes Llyn Tegid (the largest natural lake in Wales), Llyn Celyn, Arenig Fawr and parts of the Aran Fawddwy. The main service centre for the area is the market town of Bala. Penllyn has strong traditions based on the Welsh language and culture.

Greaves. The family were well-known members of the Caernarfonshire gentry. John Whitehead Greaves, J.E. Greaves1 father was involved in the exploitation of slate mines and quarries around Ffestiniog through his company, J.W. Greaves and Son, Porthmadog, in which he was followed by his son. John Greaves was a considerable landowner in his own right, with a large estate at Glangwna as well as property at Bron Eifion, Criccieth. From 1910 he also had considerable investments in Canadian developments. Before succeeding to the Lieutenancy on the death of the previous incumbent, the first Lord Penrhyn, in 1886, John Greaves had served as High Sheriff in both Merioneth and Caernarfonshire, and as Deputy Lieutenant for Merioneth. As Lord-Lieutenant of Caernarfonshire it was his duty to act for the Crown in the County, corresponding frequently with Buckingham Palace and representing the Crown on ceremonial occasions. His position also called for him to chair the Advisory Committee, which was responsible for the nomination and recommendation of Justices of the Peace.

    Background Paper 13: Community Infrastructure 13 February Gwynedd & Môn Joint Local Development Plan 2015 [Type text] Topic Paper 13: Infrastructure Background This is one of a range of topic papers prepared to offer more detailed information and explain the approach of the Plan to different topics and issues affecting the Joint Local Development Plan Area. This paper will look specifically at community infrastructure. It will explain the background which will help to identify the issues, objectives and options for the Deposit Plan. The Deposit Plan is the second statutory stage in the preparation of the Joint Local Development Plan (JLDP). The JLDP shapes the future growth of communities in the Joint Local Development Plan Area and will set out the policies and land allocations against which planning applications will be assessed. The Deposit Plan will be submitted to the Welsh Government, which will appoint an independent inspector to assess the soundness of the Plan in the Examination in Public. If the inspector considers the Plan to be sound it will be recommended for adoption. When adopted the JLDP will supersede the Gwynedd Unitary Development Plan (2009) for the Gwynedd Local Planning Authority Area and the Gwynedd Structure Plan (1993) and Ynys Môn Local Plan (1996) for the Ynys Môn Local Planning Authority. This topic paper can be read in isolation or in conjunction with the other Topic Papers and Background Papers that have been prepared to give a full picture the Joint Local Development Plan Area. He announced that there would be no Community Council Elections and there were 3 vacant seats, which meant that a public advertisement to that effect would need to be published and the same procedure followed again. The Chairman took the opportunity to express his appreciation and thanks to the Council for their willing support over the two years of his chairmanship. 2.2 Ann the translator was congratulated on her daughter Alice’s success over the weekend on the BBC “The Voice” programme. 2.3 The Chairman introduced Ms. Ellen Thirsk, Human Resources Manager and Mr Dafydd Arfon Jones Recycling Manager of Antur Waunfawr and invited them to address the Council with their presentation. 3.0 ANTUR WAUNFAWR 3.1 Mr Dafydd Arfon Jones took the opportunity to congratulate the Council on the success of the Memorial Hall’s development. 3.2 He provided a thorough explanation on the purpose of Antur Waunfawr; a social initiative which is a Charity and Limited Company by guarantee with the intention of creating work opportunities and training for people with learning difficulties. Antur Waunfawr is a sustainable employer protecting the environment, culture and language. 3.3 The initiative provides services such as recycling with Gwynedd Council, re-using clothes and textiles and recycling furniture at their Warws Werdd.
