Established in 1979, as a peak body YAA currently has 100 members, with a representative Board YAA over the last 12 months has continued to operate as a dynamic and leading of Management comprised of 14 metropolitan and regional representatives. Each organisation. Through the successful completion of projects such as the YHM 09: of those Board members provides a link into local and regional networks. YAA has Youth Homelessness Matters youth homelessness conference, the response to a broad range of consultation, sector development, research and policy strategies, the Federal Government green paper on homelessness and the ongoing Youth including web- based and face-to-face networks, a bi-annual publication called “the Homelessness Matters Campaign which is now a national event. -

Our members include small, locally based community organisations, multiservice agencies with a regional reach and large State-wide service providers who work to address and prevent homelessness. Key services that we provide include policy development and advocacy in working to end homelessness, public education about the changing faces of homeless people and those at risk, information about the diverse mix of initiatives operating in NSW and elsewhere and advice and support for member organisations and others about organisational change and improvement. Campaign Updates Local Santa Ana, CA Sued for Sweeps of Homeless Encampments A Southern California legal team, including HNH Campaign participants Carol Sobel and the Elder Law & Disability Rights Center, filed a complaint against the City of Santa Ana and a Joint Powers entity with Orange County over civil rights violations. Those trying to survive on the streets have been hit with citations and threatened with arrest by police, had property seized without notice and stored improperly or destroyed, and have been forced to move to an unsafe space. Washington, DC Introduces Homelessness as a Protected Class D.C. Councilmember David Grosso (working together with NCH, NLCHP, SOME, and People for Fairness Coalition) introduced the Michael A. Stoops Amendment to include homelessness as a protected class in the DC Human Rights Act. Osceola County, FL Criminalizes Street Survival Osceola County has enacted a regressive law to criminalize street survival. Setting up temporary habitation is now punishable by up to a $500 fine and 60 days in jail. Sarasota, FL Settles Lawsuit with ACLU Criminalization took a hit with the settlement of a lawsuit between the ACLU and the City of Sarasota. The city agreed to provide beds rather than mats on the floor and has contracted the Salvation Army to connect those who are unhoused with resources. -

Is a House Always a Home?: A Survey of Homelessness Laws By: Marlei English1 March 6, 2020 Homelessness is a plague that spares no country, yet not a single country has cured it. The type of legislation regarding homelessness in a country seems to correlate with the severity of its homelessness problem. The highly-variative approaches taken by each country when passing their legislation can be roughly divided into two categories: aid-based laws and criminalization laws. Analyzing how these homelessness laws affect the homeless community in each country can be an important step in understanding what can truly lead to finding the “cure” for homelessness rather than just applying temporary fixes. I. Introduction to the Homelessness Problem Homelessness is not a new issue, but it is a current, and pressing issue.2 In fact, it is estimated that at least 150 million individuals are homeless.3 That is about two percent of the population on Earth.4 Furthermore, an even larger 1.6 billion individuals may be living without adequate housing.5 While these statistics are startling, the actual number of individuals living without a home could be even larger because these are just the reported and observable numbers. -

Occupy Melbourne General Assembly Photo Nick Carson CASE STUDY: OCCUPY MELBOURNE – A MISSED OPPOrtunitY In September 2011 the Occupy movement, inspired in part from the Spanish Indignados movement, and kicked off by Occupy Wall Street, exploded worldwide, with uprisings in 951 cities in 82 countries. In Australia, the most high profile Occupy presence was in Melbourne. “Occupy Melbourne became the largest occupation in Australia, and indeed, the southern hemisphere. Like most truly novel historical events, the Occupy movement caught most people off guard.” James Muldoon, Occupy Reflects Whilst the range of political views and experiences across the world were as diverse as the participants, a simmering sense of injustice, and the feeling that something was ‘not quite right’ on a range of fronts – across economic, social justice and environmental concerns; seemed to drive the involvement of some of the Melbourne participants. Other occupations in the United States established by people with a clearer initial focus on economic justice – neatly summarised by the ‘We are the 99%’ slogan – which contrasted the experience of the majority of Americans with the wealthiest 1% who exploit them for economic gain. Some of the encampments elsewhere seemed to be initiated by people with more experience and clearer anti-authoritarian/ anarchist organising principles, however, there was a much more varied and diverse group that made up Occupy Melbourne. “Occupy was my first real taste of activism, I don’t know why, I’ve always been an activist at heart, outraged by the injustice of the status quo...I guess I just have not been terribly active.” Kate Phillips, Occupy Reflects A general sense of inequity, and disaffection with government were broad underlying themes that motivated Occupy Melbourne supporters. -

The purpose of this research project is to describe the phenomenon of homelessness in the Willamette National Forest, and suggest management approaches for local Forest Service staff. The issues experienced in this forest are a reflection of homelessness in the state of Oregon. There is a larger population of homeless people in Oregon compared to the national average and, of that population, a larger percentage is unsheltered (EHAC, 2008). We draw upon data from 27 qualitative interviews with stakeholders representing government agencies, social service agencies, law enforcement, homeless campers, and out-of- state comparators, including forest administrators in 3 states. Aside from out-of-state comparators, all interviews were conducted with stakeholders who interface with the homeless population in Lane County or have specific relevant expertise. Each category of interviews was chosen based on the perspectives the subjects can offer, such as demographics of homeless campers, potential management approaches, current practices, impacts, and potential collaborative partners. Our interviews suggest that there are varied motivations for long-term camping by homeless people in the Willamette National Forest. -

Thinly veiled anti-homelessness legislation is now standard urban policy across much of the United States. One clear marker of this new urbanism is that vulnerable and unsheltered people are increasingly being treated as moveable policy objects and pushed even further toward the margins of our communities. Whilst the political-economic roots of this trend are in waning localism and neoliberal polices that defined “clean up the streets” initiatives since the 1980s, the cultural roots of such governance in fact go back much further through complex historical representations of masculinity, work, race, and mobility that have continuously haunted discourses of American homelessness since the nineteenth century. A common perception in the United States is that to be homeless is to be inherently mobile. This reflects a cultural belief across the political spectrum that homeless people are attracted to places with lenient civic attitudes, good social services, or even nice weather. This is especially true in the American West where rich frontier myths link notions of homelessness with positively valued ideas of heroism, resilience, rugged masculinity, and wilderness survival.
