SHACKERSTONE PARISH COUNCIL

Minutes of Parish Council Meeting held at Village Hall on Wednesday 14th January 2015 at 7.30 pm.

Present: Mr A Wright, Mr T Beadman, Mr P Bannister, Mr M Foley, Mr S Brown, Mr D MacIsaac, Mrs J Reed and Mr I Ould for part of the meeting

791. Declaration of Members Interests and Requests for Dispensations: none

792. Minutes of the meeting of 19th November 2014 were signed as a correct record.

793. Written report received from & Bosworth Borough Councillor:  The Borough Council have been advised that they have a 5 year land supply by using the Liverpool method.  The Neighbourhood Development Plan is now at examination stage with an examiner to be appointed.  The Borough Council has advised that the green waste collection service will continue at present.  There is an Environmental Improvement Program for small scale improvement schemes with a closing date of 30th January 2015.

794. Report from County Councillor:  1.99% increase in council tax was agreed during LCC’s cabinet meeting.  LCC are to reduce funding to voluntary agencies in order to concentrate on the most vulnerable.  There is a shortage of school places due to an increasing population.  It was likely that Snibston Discovery Park is to close due to financial restraints.  Mr Ould requested that any delays experienced waiting for ambulances should be reported to him confidentially, he will then investigate with Ambulance Service.  Mr Ould is looking into local police coverage with respect the Market Bosworth Police Station.

Community Bus Partnership and Bus Service No 7 Mr Foley reported that that Mr Peter Harris had attended a Community Bus Partnership meeting held in December 2014 and that our Parish were not on the route that had been suggested. Mr Foley advised that he would attend the next meeting on Thursday 15th January 2015 with Mr Harris and report back accordingly. It was agreed to pay for a leaflet distribution up to £200.00 to help publicise and support the Community Bus Partnership.

798. Transparency code for smaller authorities The clerk reported that it was likely that this code would become mandatory from the start of the new financial year; clerk was to report back during March meeting.

799. Site Allocations and Development Management Policies Consultation It was noted that there had been no changes.

800. Councillor resignation and replacement Mr Beadman reported that he would be leaving the parish during February or March 2015. It was agreed to continue with five councillors until the election in May 2015.

801. Superfast and Broadband in the Parish The clerk reported that contact had been made with Supafast Leicestershire to confirm our interest in exploring community solutions. Mr White reported that problems had been encountered with a possible wireless signal solution however Mr White was currently trialling a 4G solution. Mr White kindly agreed to keep in touch with the clerk and update in six months.

802. Play Areas and ground maintenance issues:  Play area Inspection Reports for November and December were noted with no issues.  Replacement trees are being sourced for Congerstone churchyard and tree avenue in between Congerstone and . Clerk to action  It was reported that the water leak at Odstone Play Area had been resolved but guard fencing was to be left in place until ground is firm. Clerk to monitor

803. Cemeteries:  It was reported that a possible Burial Grounds extension was still being progressed; a response was being awaited from The Crown Estate. Mr Wright to make contact  Quotations are still being obtained for repairs to the churchyard wall at Shackerstone. Clerk to action  It was reported that tree application for tree maintenance works at Shackerstone have been approved and works will commence on 19th January 2015. Mr D MacIsaac would make contact with the tree contractor with regard to Congerstone works as it was agreed that works had not progressed satisfactorily. It was further agreed that Mr MacIsaac was to take actions to expedite matters and the clerk was to apply for the relevant planning permissions. Mr MacIsaac and clerk to action

804. Planning: The following applications have been received:

 27/11/14 14/01109/OUT Demolition of existing buildings and erection of up to 11 dwellings at Yew Tree Farm, – comments have been made.

 2/12/14 14/01075/FUL Erection of three dwellings with integral garages including garaging for the existing farm house at Sycamore Farm, Main Street, Barton in the Beans – no further comments.

 9/12/14 14/01165/FUL Formation of 5 new dwellings at Bilstone Hill Farm, Twycross Lane, Bilstone – comments have been made.

 23/12/14 14/01202/FUL Proposed conversion of agricultural barns into a dwelling at Robies Gorse Farm, Bosworth Road, Congerstone – no comments.

Direct Debits: Parish Council Telephone line Kalnet4U Ltd £4.00 for November 2014, £5.27 for December 2014.

Standing Orders: Jane Reed salary £368.30 paid on 25th December 2014 and £352.10 to be paid on 25th January 2015.

S106 Contribution Monies: Quotations for replacement and refurbished railings are still being obtained. It was agreed to confirm the claw back for Congerstone S106 monies. Clerk to action

Setting of the precept for 2015/2016: It was agreed to keep the Precept at the same level as the previous year. This would leave a shortfall on budget that would be met out of the reserves. Clerk to advise HBBC accordingly. Clerk to action

NJC New Pay Scales for 2014-2016: These were noted.

807. Confidential Items: There were no confidential items of business at the meeting.
