STATE, COUNTY & TOWN DIRECTIVES, ORDERS AND SERVICES

NEW: COLORADO & NEVADA JOIN CALIFORNIA, OREGON & WASHINGTON IN WESTERN STATES PACT

April 27, 2020 - Colorado Governor and Nevada Governor today announced their respective states are joining California, Oregon and Washington in the Western States Pact – a working group of Western state governors with a shared vision for modifying stay at home orders and fighting COVID-19. “I want to thank Colorado and Nevada for joining the Western States Pact,” said Governor Newsom. “COVID- 19 doesn’t follow state or national boundaries, and it will take every level of government, working together to get the upper hand on this virus.”

“Coloradans are working together to slow the spread of COVID-19 and have important information to share with and to gain from other states. I’m thrilled Colorado is joining the Western States Pact,” said Governor Jared Polis. “There’s no silver bullet that will solve this pandemic until there is a cure so we must have a

7

multifaceted and bold approach in order to slow the spread of the virus, to keep our people safe and help our economy rebound.”

“I’m honored to have the State of Nevada join the Western States Pact and believe the sharing of critical information and best practices on how to mitigate the spread, protect the health and safety of our residents, and reopen responsibly will be invaluable as we chart our paths forward,” said Governor Steve Sisolak. “Millions of visitors from our fellow Western states travel to Nevada every year as a premier tourism destination, and this partnership will be vital to our immediate recovery and long-term economic comeback.”

California Governor , Oregon Governor and Washington Governor recently announced they would be working together under a shared vision for gradually modifying their states’ stay at home orders and fighting COVID-19. They listed three shared principles as foundational to the agreement:

• Our residents’ health comes first. As home to nearly one in five Americans and gateway to the rest of the world, the West Coast has an outsized stake in controlling and ultimately defeating COVID-19. • Health outcomes and science – not politics – will guide these decisions. Modifications to our states’ stay at home orders must be made based off our understanding of the total health impacts of COVID- 19, including: the direct impact of the disease on our communities; the health impact of measures introduced to control the spread in communities —particularly felt by those already experiencing social disadvantage prior to COVID-19; and our health care systems’ ability to ensure care for those who may become sick with COVID-19 and other conditions. This effort will be guided by data. We need to see a decline in the rate of spread of the virus before large-scale reopening, and we will be working in coordination to identify the best metrics to guide this. • Our states will only be effective by working together. Each state will work with its local leaders and communities within its borders to understand what’s happening on the ground and adhere to our agreed upon approach.

As part of the Western States Pact, the Governors commit to working together toward the following four goals:

• Protecting vulnerable populations at risk for severe disease if infected. This includes a concerted effort to prevent and fight outbreaks in nursing homes and other long-term care facilities. • Ensuring an ability to care for those who may become sick with COVID-19 and other conditions. This will require adequate hospital surge capacity and supplies of personal protective equipment. • Mitigating the non-direct COVID-19 health impacts, particularly on disadvantaged communities. • Protecting the general public by ensuring any successful lifting of interventions includes the development of a system for testing, tracking and isolating. The states will work together to share best practices.

GOVERNOR NEWSOM ANNOUNCES INITIATIVES TO SUPPORT OLDER CALIFORNIANS DURING COVID-19 PANDEMIC

April 25, 2020 - Governor Gavin Newsom has announced a series of initiatives to support vulnerable older Californians who are isolating at home during California’s stay at home order. California is launching a first-in- the nation meal delivery program, a partnership to make wellness check-in calls, and the expansion of Friendship Line California to help combat social isolation. These actions will support the approximately 1.2 million Californians over the age of 65 who live alone.

Restaurants Deliver: Home Meals for Seniors This first-in-the-nation program will ensure vulnerable older Californians have consistent access to nutritious meals while staying safe at home. The Restaurants Deliver: Home Meals for Seniors program will enlist community restaurants to meals that will be delivered to older Californians who are isolating at home during California’s stay at home order. The program will also support local restaurant workers and owners who have lost business during the pandemic. The program will be administered by local authorities and will serve older Californians who are ineligible for other nutrition programs. The Administration will keep updated information on the COVID-19 website on which localities are participating.

Social Bridging Project The Social Bridging Project will mobilize more than 1,000 callers to proactively reach out to older Californians who are isolating at home. The project will combat social isolation through direct, one-on-one communication with older Californians, many living alone and isolated. Callers will check on the individual’s well-being, connect them to resources, and connect with them on a personal level.

Friendship Line California: 1-888-670-1360 California is expanding Friendship Line California to support lonely and isolated older Californians across the state. Friendship Line California is toll-free and available to provide emotional support to older Californians facing loneliness, isolation and anxiety. The California Department of Aging is partnering with the Institute on Aging to support this effort.

EDD AWARDS $10 MILLION IN FUNDING TO ASSIST CALIFORNIA WORKERS IMPACTED BY COVID-19

April 25, 2020 - The California Employment Development Department (EDD) and the Labor & Workforce Development Agency announced yesterday they have awarded $10 million to 42 Local Workforce Development Areas (Local Area). This is the result of initiatives Governor Gavin Newsom announced earlier this month to support California’s workers impacted by the COVID-19 pandemic.

Each of these Local Areas have a unique plan to assist their communities with these funds, and they will use the emergency funds to provide supportive services to underserved populations, particularly participants in the English Language Learners (ELL) and ELL Navigator programs. The additional assistance funds will provide up to $800 per person for basic needs such as childcare, housing and utility assistance, and transportation costs. In

9

addition, funding assistance for equipment needed for teleworking along with digital services for Wi-Fi access may be available for workers in some areas.

“The immense impact of COVID-19 has put an incredible financial strain on the lives of many Californians,” said EDD Director Sharon Hilliard. “It is our hope that this funding, along with other ongoing efforts, will help provide some relief to Californians who need it as quickly as possible.”

Funding was provided in accordance with the federal Workforce Innovation and Opportunity Act (WIOA) and administered by the EDD and the California Labor and Workforce Development Agency.

CAL OES REMINDS CALIFORNIANS TO STAY SAFE AS TEMPERATURES RISE

April 25, 2020 - The California Governor’s Office of Emergency Services (Cal OES) is reminding everyone to stay cool, hydrated and safe as summer approaches and temperatures climb across our state.

High temperatures have already been hitting areas of Southern California and more heat is expected in many other parts of the state. To check current National Weather Service Watches, Warnings or Advisories for your area, click here.

Extreme heat poses a substantial health risk, especially for vulnerable populations including young children, the elderly, those with chronic diseases or disabilities, pregnant women and people who are socially isolated. It’s important to understand heat risks and ways to stay cool. Here are tips to stay safe during this period of excessive heat:

Heat-related illness includes: cramps, heat exhaustion, heat stroke and death. Warning signs of heat-related illnesses may include heavy sweating, muscle cramps, weakness, headache and nausea. Vomiting, paleness, tiredness and dizziness can also be indicators of heat-related illness. 10

CHAMBER AND TOURISM

NEW: MAMMOTH LAKES FOURTH OF JULY FESTIVITIES CANCELLED

April 27, 2020 – Due to the timing uncertainty for the modification or lifting of the Governor’s unprecedented Stay At Home Order, along with the state’s subsequent mitigation measures for special events, the Town of Mammoth Lakes and the Mammoth Lakes Chamber of Commerce have made the difficult decision to cancel this year’s Fourth of July festivities.

Cancelled July 4 festivities in the Mammoth Lakes area for 2020 currently include the Annual Mammoth Lakes Fourth of July Parade, Footloose Freedom Mile, POPS in the Park, Independence Days at the Hayden Cabin, Mono Arts Council: Mammoth Celebrates the Arts, and the Fireworks Spectacular at Crowley Lake.

“This is a very serious situation and now, more than ever, we must be vigilant about following guidance and directives in order to flatten the curve and to decrease the strain on our local health care system. Physical distancing and other mitigations must continue even after the Stay At Home Order is lifted. We are experiencing some respite, but we are clearly not out of the woods yet. You may say we have a bit of a cease fire, but the war is not over,” stated Dr. Boo.

“The Town of Mammoth Lakes would like to recognize and acknowledge the many long-standing partners, supporters and sponsors of the annual Fourth of July Fireworks Spectacular at Crowley Lake,” stated Stuart Brown, Parks and Recreation Director. “Postponing this generational event was an extremely difficult decision, but in our current environment of uncertainty, safety is our top priority. Next year will be bigger and better thanks to the Crowley Lake Fish Camp, L.D.C., Mono County Community Services Area 1, Los Angeles Department of Water and Power, and Pyro Spectaculars by Souza.”

“While we know the Fourth of July festivities are always a favorite for tens of thousands of our loyal Mammoth Lakes’ visitors, we appreciate the need to focus on health and safety,” said John Urdi, Mammoth Lakes Tourism Executive Director.

This decision does not come lightly to any of the partnering entities. These measures are being taken to ensure the health and well-being of all Mono County residents and our many loyal visitors. The Chamber of Commerce is aware of the fiscal impacts this will have on the business community and has already begun, in partnership with the Town of Mammoth Lakes and Mammoth Lakes Tourism, working toward an alternative for the business community, locals, and visitors to celebrate our national holiday in a safe and responsible manner.
