Part 1: The Overall Situation Philippines In the Philippines, since the lockdown in March 16, the Covid 19 cases in the country has been rising steadily and has currently 129,913 positive cases (previous report 47,873) with 2,270 deaths (previous report 1,309) report and 67,673 recovered cases (previous report 12,386).

For cases by gender 56.4 % are male and 43.6% are female. Cases by age group 5.5% (0-17), 28.3%(18- 30), 31.2%(31-45), 20.8%(46-60), 12.3%(60+) and 1.9% (Unknown). 53.8% of cases reported from National Capital Region (NCR), followed by Central Visayas (15.7%), CALABARZON (10.84%), and Central Luzon (2.6%). Largest increase in new cases from CALABARZON region or in Southern part of Luzon Island. Department of Health (DOH) and WHO emphasizing the need for compliance of proper implementation of guidelines at LGU level, especially for high risk groups such as LSI.

97.6% of health facilities daily reporting to DOH’s DataCollectApp showing below 52.7 % occupancy rate of ward, ICU and isolation beds for COVID-19 patients nationally, while 16 health facilities in Cebu city report occupancy rate of 40.5% of dedicated COVID-19 beds. In NCR, out of 119 health facilities, 80.3% of dedicated COVID-19 beds are occupied. - Currently 74 laboratories using RT-PCR are accredited for COVID-19 testing, as well as 24 laboratories using GeneXpert. 88 laboratories still in various stages of accreditation.

As of August 4, 2020, Metro Manila and other four provinces (Rizal, Bulacan, Cavite, Laguna) are back to Modified Enhanced Community Quarantine (MECQ). This is after Inter Agency Task Force (IATF) for communicable dicease and the president heeded the call of the Health Professional Alliance to declare another lockdown restriction particularly in Metro Manila and neighboring provinces as due to the alarming rising rate of Covid 19 cases and exhausting so much already the almost over capacity health care facilities related to Covid 19. The request of the Health Professional Alliance is for the governement to declare another 30 day lockdown to give the healthcare system a breather in terms of

Covid 19 cases and have time for the government particularly the department of health to restrategize is Covid 19 response plan.

The national government agreed with the Health Professional request but only for two weeks (until August 18). Under MECQ, movements are very restricted, everyone should stay at home, highly restircted mass gathering, no public transport (land,sea, air), skeletal government workforce and only essential work/offices are allowed to operate.The rest of the country is under General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ)

At the national level, the Philippines remains in Stage 2, localised community transmission with some geographic areas showing higher transmission intensity and indications of wide spread community transmission. There is ongoing evidence of an increasing trend in the number of cases and higher transmission, especially in NCR, Region 3 and Region 4A. Other regions are also reporting additional cases, some of which had recent travel history from areas with higher levels of transmission. At national level, the bed occupancy rate for COVID-19 allocated beds is currently at 52.7% occupancy, with variation between Regions. Additional beds are being allocated for COVID-19 cases, as per the direction of the government. In the past weeks there has been a further increase in daily reported cases, deaths and recoveries. Recently DOH has changed the reporting of recovered cases based on the national criteria. Mild and asymptomatic cases are tagged as recovered 14 days after onset or specimen collection. Additional data validation and harmonisation efforts are ongoing. The government is responding across sectors, including through enhanced community engagement, targeted isolation and quarantine measures, expansion of contact tracing and continuous increase in laboratory capacity.

DOH said it will implement the Coordinated Operations to Defeat Epidemic (CODE) beginning August 3: a patient and community-focused response strategy with key elements incorporated from the preventdetect-isolate-test-treat strategy. It will include community engagement activities to promote preventive behaviours, active case finding via house-to-house symptom checks, RT-PCR testing for symptomatic patients, and “Oplan: Kalinga” application for those needing quarantine and isolation. Seemingly harmless family reunions amid mass gathering restrictions are one of the new sources of coronavirus transmission in the country. Data shows there have been clusters of confirmed COVID-19 cases in families. According to DOH, 887 clusters of COVID-19 cases have been reported in the country, majority of which in communities. DOH recorded 63 clusters in workplaces, and accommodations. Even though the Philippines increased its testing capacities, the Philippine Medical Association (PMA) said it still has “very weak” contact tracing efforts. “We have to strengthen our contact tracing. That’s really the problem. We have identified now the positive COVID-19 patients, we have to make sure contact tracing is really observed and really implemented. That’s the important thing, you identify, you contact trace, isolate, and treat.”PMA said during their proposed two week-lockdown, the government should “urgently” address hospital workforce deficiency, failure of case finding and isolation, failure of contact tracing and quarantine, transportation safety, workplace safety, public compliance with self-protection, and social amelioration.i

The national government has already borrowed a total of $7.76 billion ii(as of July 2020) for their Covid 19 response but it still not enough to respond to those who lost their jobs and businesses due to quarantines and lockdowns implemented. The government has stopped their social amelioration program to the poor communities already leaving the task of continuous provision of immediate needs at the hands of the local government authorities as the Philippine government struggles to balance health care system needs and economic recovery interventions for this Covid 19 pandemic.

As of August 10, there are 3,801 positive cases (previous report 2,544) in the program areas and majority of them are still in Metro Manila program areas (2,568) or in the National Capital Region. There are 7,968 individuals that are PUI’s (previous report 6,456) while 8,367 (previous report 6,206) where recorded that are in the PUM list in scattered in almost all program areas. PUI and PUM list with no positive cases does not mean does not mean that areas are safe of the spread of the virus already but it’s because of the limitation of test kits arriving in the provinces where our partners work. If you look in the tables above and below, there are 295 positive cases of Covid 19 directly affecting the covered communities of our partners. Some areas remain zero positive case but it does not mean that areas are safe of the spread of the virus already. Given the limited capacity of the government both national and local level to conduct mass testing in all province there is still a high risk of the virus spreading as there is still no way of determining as of the moment the real Covid 19 spread in the rural provinces. In fact, there are provinces/municipalities that use to have no Covid 19 case during the strict quarantine/lockdown implementation but the moment after the local government unit transition to lowered restriction in their quarantine guidelines, positive cases are coming out in the rural areas of the country. As of this reporting there is no enrolled child reported positive of Covid 19 nor diseased by it but there are nine enrolled family members (GEMS- 6 and CHILD Ini- 3) reported to have been positive of Covid 19. All of them are asymptomatic with 7 of them being quarantined in their respective homes while two from GEMS area in Manila are reported staying in government quarantine facility.

Part 3: ChildFund’s Response

3.a. Overall ChildFund CO has ended as of the moment its Covid 19 relief response interventions from its partners as of the moment and currently implementing Family Disaster Resilience program. This is an initial intervention in supporting the program areas in adapting to “new normal”, preparing the partners in possible double disasters happening as the country is entering the typhoon season, and most of the program areas are high risk to impacts of hydro meteorological hazards aside from the other hazards. The CO has provided an initial guidelines in the implementation of the Family Disaster Resilience program. This program includes home-based activities and PFA interventions in the communities of partners

The CO continues to be in close coordination with the Philippine International NGO Network (PINGON), participates actively with the National Child Protection Working Group (NCPWG) and Mindanao Humanitarian Team on updating and coordination remote meetings in discussions in addressing Covid 19 humanitarian issues in the Philippines.

3.b. Program Response With the whole country in almost total enhanced community quarantine/lockdown situation and affecting all the low-income families to which most of our enrolled families are from. The CO is proposing to implement an overall response plan with all 12 local partner in implementing the following interventions which aligns to the global response plan of ChidFund and are aligned to the context of the country’s Covid 19 situation;

o Ensure that children get food they need The CO fully implemented its Cash transfer Program intervention since June 30. Currently no intervention related to food security being implemented but are providing support activities for families on food resilience under the Family Disaster Resiliency program. Family participants are implementing backyard gardening to ensure food always in their table and as part of emergency readiness. BUILDCA2P Child labor project are currently finalizing their food pack distribution plan in their four program areas. 920 facemasks and face shields distributed already to village patrols, village leaders, health workers and nutrition volunteers in 8 villages from four municipalities in two provinces.

o Keep children safe from Violence: physically and emotionally

To ensure support in community-based child protection systems that identify, respond to and refer cases of abuse, neglect, violence or exploitation. The CO will implement capacity building of partners to implement Mental Health and Psychosocial Support (MHPSS) to their covered program areas. The CO is closely monitoring the implementation of local partners of their MHPSS activities that is integrated in their regular program intervention. CO will provide technical support as needed. Currently the CO MHPSS team of facilitators will conduct an MHPSS training to the BUILDCA2P project partners. This intervention forms part of BUILDCA2P Covid 19 response.

o Help children continue to do their job: Learning

All HFAK activities have ended since July but text information blast continuously provided to covered communities of partners. In particular, provided information related OSEC and referral information to families.

Part 4: Office and Staff Status Members of the health and wellness committee of the CO have finalized the return from work preparation of the CO for selected staff. But with recent spike of Covid 19 cases in the country particularly in Metro Manila, the CMT has pushed back on the plans of selected going to office to work particularly with Metro Manila reverting back to MECQ were no public transport is available. CMT will further study and observe the situation before arriving deciding again on back-to-office schedule.

Part 5 Human Resources N/A Part 6 Safety & Security With the steady and alarming rise of Covid 19 cases, the National Capital Region and four other provinces are back to Modified Enhanced Community Quarantine/Lockdown and with that, many checkpoints are established and are being manned by Police and Military personnel. Only essential stores and services like groceries, pharmacies, markets, hardware’s, food deliveries are allowed to operate to manage and prevent the spread of the virus.

All domestics flights are shutdown down again until August 18 while selected international fights are allowed with strict restriction. Land and sea travel including public transportation are not allowed under MECQ. As of July, the BUILDCA2P project has started implementing their Covid 19 response to their covered program areas in close coordination and partnership with Department of Labor, respective partner local government units and their 4 local partner organizations.

Part 8 Funding No current funding received as of the moment related to Covid 19 response. Partners are implementing Family Disaster Resiliency program using subsidy funds.
