Introduction to BFIC

Establishment Creation Busan Foundation for International Cooperation (BFIC) was established on November 25th, 2005 and opened to the public on February 28th, 2006 based on the Act on the Establishment and Management Support of Busan Foundation for International Cooperation (No. 4012).

Purposes •To conduct and support effective international exchanges and cooperation with Busan Metropolitan City

Promoting public diplomacy and international exchanges by civilians 7 Citizens’ cultural and sports exchanges with Sister/Friendship Cities abroad BFIC has constantly promoted cultural understanding and friendship through cultural and sports exchanges between the citizens of Busan and its sister cities abroad. In particular, in 2017, BFIC launched the Busan-Beijing Calligraphy Exchange Exhibition to invigorate cultural exchange between Busan and Beijing, and dispatched culture performance teams to festivals in Busan’s 01 sister/friendship cities abroad.

Promoting public diplomacy and international exchanges by civilians 9 Enhancing Networks with Sister/Friendship Cities abroad BFIC hosted Busan Day, a special event to celebrate the 10th anniversary of sisterhood between Busan and Chicago, an example of the effort to broaden exchanges with faraway sister/friendship cities. By inviting ambassadors from 16 countries on the Busan Familiarization Tour, the advanced technologies and excellent industrial policies in Busan were more widely-recognized, thus helping to expand the global network of Busan. BFIC sent a performance team to the opening ceremony of ASEAN Culture 02 House, acting as the cornerstone for cooperation between BFIC and ASEAN.

BFIC has continued to inspire communication between the youth of Busan and sister/friendship cities, and to nurture young global talent through college forums in Fukuoka, Nagasaki, and Saga in Japan, as well as citizens’ cultural exchanges. In addition, BFIC visited agencies related to the One Belt and One Road Project in Xian, China, and learned about China’s New Silk Road. Official Development Assistance(ODA) Projects & Training Programs 15 Provide Training Programs for Developing Countries To strengthen international cooperation in overall development and ODA projects, BFIC hosted training programs in Busan to pass on agricultural and financial know-how (advanced fields in Busan) to sister cities’ officials. It also hosted ODA forums for ODA related agencies in Korea and abroad, at which key subjects for international development and cooperation among local governments, as well as solutions to improve the private and public partnerships, were discussed. Furthermore, BFIC has operated Young Professional, a youth internship program by KOICA, and management improvement 01 programs for Metro of Egypt in partnership with the Busan Transportation Corporation.

16 Busan Foundation for International Cooperation Annual Report 2017 Contributing Development of International Societies BFIC, with the help of medical, educational, and technical volunteers, has improved the living conditions and provided free medical care in Yangon, Myanmar and Ulaanbaatar, Mongolia, both sister cities of Busan. Choeung Ek Health Center in Phnom Penh, Cambodia, which had been established and operated under BFIC, was transferred to local control. In addition, BFIC has constantly worked on the improvement of the quality of life of local residents with additional projects such as repairing and 02 remodeling kindergartens in Ulaanbaatar, the chosen Sister Village for the year.

To establish global business networks, BFIC focused on economic exchanges with India and the Middle East, both emerging markets. By sending a delegation consisting of 16 members, including city councilors, to India and the United Arab Emirates, BFIC was able to identify economic trends and discover future paths for exchanges and cooperation with them. Beside economic activities, in pursuit of encouraging cultural exchanges, BFIC also signed an MOU for cultural exchanges 01 with India’s TVS Group and formed connections with cultural experts.

20 Busan Foundation for International Cooperation Annual Report 2017 Expanding Cultural and Economic Ties with Eurasia Region In 2017 BFIC sent the Eurasia Expedition in an effort to enhance Busan’s status as a gateway to Eurasia and to tap into the Eurasian continent. Celebration events for cultural exchanges were held in 10 cities in Russia, China, and Mongolia with contents exclusively about Busan, which helped cultivate cooperation and networks with each city. On the basis of the networks established through the Eurasia Expedition, the Eurasia City Forum, attended by political or economic leaders from St. Petersburg, Vladivostok, Khabarovsk, and China’s three northeastern provinces, was 02 held to study the functions of Eurasian co-prosperity. Furthermore, BFIC sent a Eurasia economic cooperation team to Khabarovsk and initiated student exchanges to achieve sustaining and close exchange cooperation with Vladivostok.

22 Busan Foundation for International Cooperation Annual Report 2017 Eurasia Cooperation Center, the Bridge between Korea and Russia BFIC hosted a special lecture for Russian business experts in an effort to educate and create Russian business experts who will contribute to economic exchanges between Busan and Russia, which proved very popular with Busan citizens. It also co-hosted with the Consulate General of the Russian Federation in Busan a Christmas event for Russian children in Korea and promoted networking with Russians in Korea as well as mutual cultural understandings and friendships. In addition, BFIC, through its management of the Eurasia Cooperation Center website, has announced the main projects and programs of the center, as well as 03 exchange trends and news in Eurasia including Russia.

Creating Opportunities for the Future Young Professionals 25 Providing Internships & Leadership Program

The Young Professional’s Training Program for International Cooperation has offered opportunities to participate in and learn the practical processes of different BFIC projects. Five university students in Busan had an internship at overseas offices of the Korea Tourism Organization in an effort to cultivate local talent. In addition, BFIC sent Busan university students on internships to international organizations through the International Career Fair 01 2017, and laid the groundwork to allow talented Busan youth to succeed internationally.

Assisting global youth startups

BFIC sent delegations of Busan youth to Fukuoka, Singapore, and Beijing in pursuit of the vision ‘Busan, the number one city in Asia of startups’, and of sharing innovative ideas for overseas startups with young talent. Through visits to startups and exchanges with future entrepreneurs, 03 BFIC revealed ways to identify startup related trends overseas.

Comprehensive consulting services and translation/interpretation services have been provided to help immigrants and expats in Busan settle in and enjoy life in Busan with as little inconvenience as possible. The consulting services are not only geared to general living concerns, but also for specific official and professional concerns including labor, law, immigration, and visa-related issues, for all non-Koreans in Busan including expat workers, immigrants through marriage, and international students. BFIC, in conjunction with the Busan 120 Baro Call Center, is in charge of language services, and provides translation 01 and interpretation services in twelve different languages.

BFIC offered free courses and private lessons to promote Korean language competence and improve the convenience of living in Busan. Its support for immigrant communities helped raise self-reliance and encourage exchanges with Koreans. Global Gathering, at which Busan citizens and expats gather together to enjoy and have chances to understand various cultures from many different countries, has thrived and become the largest global family festival in Busan. Global Culture Academy, through which immigrants in Busan introduce their cultures and languages, has enabled Busan citizens to learn about other countries and to be more globally minded. BFIC hires university students for Busan Global Supporters twice 04 a year and supports exchanges between Koreans and expats.
