PERFECT PITCH:HOW U.S. SPORTS FINANCING AND RECRUITING MODELS CAN RESTORE HARMONY BETWEEN FIFA AND THE EU Christine Snyder* When the Fédération Internationale de Football Association (FIFA), the world governing body for football, announced its plan to implement a new rule restricting the number of foreign players eligible to play for club teams the world over, the European Union took notice. Prior court rulings on a similar rule found that such a rule conflicts with the protection for the free movement of workers under the EC Treaty. Despite this conflict, the Presi- dent of FIFA pressed forward, citing three main justifications for implemen- tation of the new rule.     AFL Europe Articles of Association Article 1. Name The name of the Association shall be AFL Europe. Article 2. Purpose The purpose of AFL Europe is: i. to consider all matters relating to Australian Football in Europe and to promote all efforts of the member associations to fulfill these goals. AFL Europe believes in amateur sport and pursues only and directly non-profit objectives. AFL Europe is operated altruistically. The main objective of the AFL Europe is not the pursuit of financial gain. Kaahwa 2.1 Introduction 2.1.1 Conceptual Background In the law of international organizations such as the United Nations (UN), continental organizations such as the European Union (EU) and the African Union (AU) and regional organizations including the Association of South East Asian Nations (ASEAN), the Common Market for Eastern and Southern Africa (COMESA) and the Southern African Development Community (SADC) the term “institutional framework” often refers to the legal framework that guides the pursuit of such organizations’ objectives. The term can also refer to the sys- tems of formal laws, regulations, and procedures, and informal conventions, customs, and norms that shape socioeconomic activity and behavior. However for the purposes of this book, this Chapter will only highlight the formal orga- nizational set-up established by the Treaty for the Establishment of the East African Community (“the Treaty”). The second part, the legal framework of the EAC, will be discussed in Chapter 3. The importance and relevance of the institutional framework in the East African Community (EAC) can be traced to three facts. Firstly, the EAC has revived an inter-state co-operation system, whose historical antecedents and systematic development between 1967 and 1977 had given rise to an elaborate organizational framework of organs and service commissions. The Treaty for East African Co-operation 1967 had established institutions such as the East African Authority,1 the East African Legislative Assembly,2 Ministers of the Community,3 the Common Market Council,4 the Communications Council,5 the Economic Consultative and Planning Council,6 the Finance Council7 1 Articles 46–48.

From a center of the Industrial Revolution, a major European port of capitalism and the birthplace of Basque nationalism and political violence, Bilbao turned into a post-Fordist paradigm of globalization and gentrification. Beyond traditional axes of identification that create social divisions, what unites Basques in Bizkaia province is a soccer team with a philosophy unique in the world of professional sports: Athletic only recruits local Basque players. Playing local becomes an important source of subjectivization and collective identity in one of the best soccer leagues (Spanish) of the most globalized game of the world. This dissertation takes soccer for a cultural performance that reveals relevant anthropological and sociological information about Bilbao, the province of Bizkaia, and the Basques. Early in the twentieth century, soccer was established as the hegemonic sports culture in Spain and in the Basque Country; it has become a multi- billion business, and it serves as a powerful political apparatus and symbolic capital.

    7 My Experience: The Return to Makerere My Long Years at Makerere as Vice Chancellor (1993 – 2004) “We have decided to send you back to Makerere as the next Vice-Chancellor”. These were the words of Minister Amanya Mushega when I met him at a meeting at the International Conference Centre on September 20, 1993; and they are still fresh in my memory. Towards the end of August 1993, I was selected to accompany Mr Eriya Kategaya, who was then First Deputy Prime Minister and Minister of Foreign Affairs, on a study visit to Bangladesh. The other members of the delegation were Mr David Pulkol who was then the Deputy Minister of Education and Sports and Johnson Busingye (now deceased) who was at the time the District Education Officer of Bushenyi. The purpose of the visit was to learn about the Grameen Micro-finance and the educational programmes for rural poor communities, which Dr Muhammad Yunus had established in Bangladesh, and to assess the possibility of replicating them in Uganda. On our way back from Dhaka, we had a stop-over at Addis Ababa Airport. The Ethiopian Government officials arranged for Mr David Pulkol and his delegation to wait for the Entebbe flight at the VIP lounge. Mr Kategaya had left us behind in Dhaka for a trip to Europe, so Mr Pulkol was now the leader of our delegation. For some reason, as we waited for our flight, the topic of dismissing senior Government officials over the radio came up. We thought that the practice of doing things in an uncivilised way had ended with Idi Amin, pointing out that the affected officers had a right to know their fate before the public did.
