The Parsippany-Troy Hills Board of Education held its Regular Meeting on Thursday, April 11, the Parsippany Hills High School, 20 Rita Drive, Morris Plains, NJ 07950.

President Mr. Neglia called the meeting to order at 6:30 pm.
MEETING NOTICE MEETING NOTICE
Mr. Neglia stated that in compliance with Chapter 231, Public Law 1975 entitled Open Public Meetings Act, adequate notice of this meeting has been provided as specified in the Act. A meeting notice was published in the Daily Record on January 4, 2019 and at the district website http://www.pthsd.k12.nj.us. Additionally, the Notice of Meeting was posted at the Municipal building and a copy of Notice filed with the Township Clerk on March 22, 2019. This is an official meeting.

ADJOURN TO EXECUTIVE SESSION ADJOURN TO EXEC SESSION
Mr. Neglia made a motion to adjourn to closed session. The motion was moved by Mr. Berrios and seconded by Mrs. Mayer and was unanimously approved by roll call vote to adjourn to closed session for the purpose of student HIB’s which are confidential in nature under N.J.A.C. 6A:32:-7.1 et seq., Board Self Evaluation, and Personnel items which are being presented for approval at this evening’s meeting.
1. This public meeting is hereby recessed into a private session where the public shall be excluded for the purpose of discussion and consideration of the fol- lowing: HIB’s, Personnel items and Board Self Evaluation. 2. It is the determination of the Board that a discussion of the aforementioned subject matter may be prejudicial to the interests of the parties involved and could result in a possible invasion of a right of privacy and be detrimental to the parties involved. 3. Discussion and/or action of the Board with regard to the above mentioned subject matter shall be (or not be) disclosed to the public within 60 days hereof.

STUDENT REPORTS
Parsippany Hills – Teresa Folan – Gave a report on Winter Guard, Lacrosse, Baseball, and Softball. National Honor Society fundraising, Spike Volleyball tournament with PHS – PHHS won. Band and Choir left for Disney and everyone looking forward to spring break before testing.
Parsippany High – Carly Homler – Reviewed sports – Track and Field, Tennis, Baseball, Lacrosse. Exchange programs going on now for Italy and Spain. Annual spring clothing drive underway. Spike night with PHHS. 12 students participated in the Color Run held in Caldwell for Autism Awareness. FBLA had 4 students qualify for Nationals. We had two students selected for delegates at All State.
PRESENTATIONS Mr. Frank Neglia, Dr. Denis Mulroony and Mr. John Englishmen gave a presentation of their trip to Zhuhai, China with the American Education Exploration Program.
STUDENT AWARDS – Students were given awards for PTA Reflections, middle and high school winter awards.

Human Resources – Mrs. Mayer gave the Committee report for Human Resources for April 8, 2019 The Committee discussed numerous confidential district personnel matters. -Revised Job Descriptions for approval on April 11th -Director of Health/PE -Director of Planning, Research, and Evaluation –Academic and Technology Operations -Manager of TECHNOLOGY OPERATIONS-SERVICES -Manager of TECHNOLOGY OPERATIONS – INFRASTRUCTURE -Supervisor of Transportation Dr. Sargent and Dr. Sutter discussed - list of teaching staff members who are being non-renewed for the 2019-20 school year. -the list of Teaching Staff and Administrative Staff who are being recommended for tenure. -the 2019-2020 Non-Affiliate Salaries and Miscellaneous Salary Rates. -bringing back “Seasonal Workers” in the Maintenance Department - update on the Supervisor of Math/Business (6-12) position
PGT – Mrs. Mayer gave the PGT Report for April 1, 2019:
As many of you are aware Ms. Long resigned. The teacher filling in for her GRO classes is Ms. Dominique Polyniak. We took a moment to share our appreciation for Ms. Long.
We discussed the GRO Showcase.
Someone mentioned that they would like to see a syllabus of what their child is doing in GRO, and the other parents all agreed. We know the theme that the students are studying, but parents would like more information to understand what their child is learning, besides the general topic. They can take that information and maybe do things with their child to add to what they are learning.
Treasury Report- Our current balance is $4,898.89. As a reminder $1,000 of that will be used for the 2 scholarships that we will be giving to former GRO students.
We paid $1,610 for the Planetarium event for 161 attendees. $1,100 of that was paid from the PGT budget, and $510 was paid from the co-pays from the non PGT students (the parents/siblings) that attended the event.
Scholarship Committee- The committee will be meeting next week to review the scholar- ship applications and decide who will receive the scholarship. This year we have 9 schol- arship applicants.

5th Grade Event- We will have the 5th grade event be an escape room at Escape Room NJ in Madison. We are looking to book the program- King Arthur’s Castle: The Holy Grail. More specific information will be given at a later date.
Future events/meetings April 22nd- 7:15-8pm at Parsippany Library (Halsey Road)- Gifted Resource Info Fair This will be an open house style event. We will have representatives from various organizations, camps, and businesses that have resources for gifted children and families. Parents will walk around to the representative tables and ask any questions they have and be able to get more information.
May 6th PGT meeting 7-8pm at Parsippany Library on Halsey Road *This meeting will also include voting for the PGT Leadership for the 2019-2020 school year. Let us know by April 20th if you are interested in running for a position on the Executive Board for next year. The positions that are voted on are - President, Vice President, Treasurer and Secretary
June- Knollwood Elementary date to be determined Community service project with students and families. A budget will be determined for supplies, plants etc.
Teaching & Learning – Mrs. Mayer gave the TLC report for April 8, 2019 in Mrs. Gold- erer’s absence. The following items were discussed: 1. List of Potential Summer Curriculum Writing: Many new courses need to be written in addition to revising existing courses.
2. Professional Development Day survey results - approximately 1300 survey responses. Many positive comments. Other comments help us plan next PD Day to ensure that we meet the needs of the teachers as much as we can.
3. Professional Development Committee Update - The teachers on the committee offered great input on our PD Day. We also discussed the importance of professional learning communities for teachers to study topics and collaborate on learning to support their teach- ing practice.
4. World Cultures at Elementary Schools - due to losing a leave replacement World Culture teacher to the GRO program, and the need to hire 3 new World Language teachers for the middle and high schools, we are suspending the World Cultures program for next year at the Elementary schools.
5. Since physics is a very difficult certification to find and we need to hire two physics teach- ers, we are looking to hire through NJCTL Online Courses for Teachers.
6. ESL Translators are making a difference with parents - our in-district translators who ac- company teachers to their parent-teacher conferences are making a world of difference for families. They are helping parents’ understanding how to help their children, many of whom are ESL students who are learning English.

7. 5th Grade Advanced math - is a new course - we will have 28 students across all ten schools. Either GRO teachers or Math BSI teachers will teach this class, all of whom are very familiar with rigorous, differentiated math instruction to meet the needs of these strong math students.
Finance – Mrs. Cogan Finance had a meeting tonight. I was there via Telecom. We discussed the Pomp- tonian contract which will be on the next Bulletin. Possible price increases due to minimum wage increases in the State of NJ – next year there will possibly be two increases.
The 19-20 tentative Budget was approved by the County with no changes
PTHEA Mediation was held and the next meeting is set for May 6th

Dr. Sargent I would like to extend my appreciation to Bernadette Flaherty who returned from retirement to assist us during our transition in Pupil Personnel Services. Bernadette was a wise and thoughtful addition to our supervisory team and I know many of our teachers loved seeing her again in the district. We welcomed Tarah Santaniello to her new position as Supervisor of PPS for 6-12 grades on Tuesday and are excited to support her in her first leadership role.
We held a Strings Showcase two weeks ago for interested parents and second grade students. This evening event welcomed students from Lakeland Youth Symphony as well as staff from the Music Den and Music Shop. It was a great evening of music and the children were able to try out instruments and understand the difference between Violin, Viola, and Cello. Parents were able to gather rental information from area vendors and registration forms are still being accepted for strings instruction. This program will begin in September for 3rd graders only.

On our agenda this evening is the request for May 24th as the additional snow day which is the Friday leading into Memorial Day weekend. Our parent/community newsletter will go out tomorrow before spring break.

Alison – On the strings program is there a minimum number of students that have to sign up? No, there is no minimum. Right now we have representation from all of our schools - 122 students interested.

Mrs. Tedesco – On tonight’s Secretary Report, I have regular business motions as well as the renewal of the contract with STA for the 19-20 school year.

4. Travel and Work Related Expenses TRAVEL & EXPENSES WHEREAS, N.J.A.C. 6A:23B-1.1 et. seq. requires that each Board of Education adopt a formal policy and procedures relating to travel and expense reimbursement for its employees and Board members; and WHEREAS, N.J.A.C. 6A:23B-1.1 et. seq. requires that each Board of Education adopt a formal policy and proce- dures relating to travel and expense reimbursement for its employees and Board members; and WHEREAS, the Parsippany-Troy Hills Board of Education (the “Board”) adopted a Travel Expense Reimbursement Policy that addresses the reimbursement of travel-related expenses by Board members and employees of the District; and WHEREAS, the Board has considered all other relevant guidelines and circulars associated with the adoption of its Travel Expense Reimbursement Policy; and WHEREAS, the Board has determined that the travel listed in this Resolution is educationally necessary and fiscally prudent; and WHEREAS, the Board has concluded that the travel and expense reimbursements listed in this Resolution are di- rectly related to and within the scope of the employee’s current responsibilities; and WHEREAS, the Board has determined that the travel and expense reimbursements listed in this Resolution are for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and WHEREAS, the Board has concluded that the travel and expense reimbursements listed in this Resolution are in compliance with State travel reimbursement guidelines as established by the Department of Treasury and incorpo- rated herein; THEREFORE; BE IT RESOLVED, Pursuant to N.J.A.C. 6A:23B and Board Policy and upon the recommendation of the Superintendent, that the Parsippany-Troy Hills Board of Education, in the County of Morris, New Jersey, approve the travel requests below.

WHEREAS, the Parsippany-Troy Hills Board of Education has determined that it requires services for the provision of bus and van maintenance and repair for the period of July 1, 2019 through June 30, 2020; and
WHEREAS, the Board has determined that the Rockaway Township Board of Education has the necessary background and expertise to effectively pro- vide such maintenance and repair services and an agreement to provide such services will be of benefit to the District’s taxpayers; and
WHEREAS, pursuant to N.J.S.A. 18A:18A-5(b) the Board may enter into an agreement for services with another board of education without the ne- cessity of advertising for bid;
THEREFORE, BE IT RESOLVED, upon the recommendation of the Su- perintendent and the School Business Administrator, the Board hereby ap- proves the joint agreement between the Board and Rockaway Township Board of Education for the provision of bus and van maintenance and repair services for the period of July 1, 2019 through June 30, 2020; and

PERFORMANCE RESPONSIBILITIES:
1. In collaboration with the site administrators, supervises building level technicians in order to men- tor and model appropriate “break and fix” skills and mentoring “just-in-time” training in order to ensure efficiency with site-based techs.
2. Manages maintenance and upgrades to existing client computers district-wide.
3. Manages and supervises a district-wide “help-desk” solution to handle client computer needs.
4. Works cooperatively with others and accepts direction from supervisors.
5. Demonstrates and presents workshops in installing, troubleshooting, and upgrading hardware and software, for site-based technicians to support both administrative and instructional users.
6. Provides assistance to site-based technicians in troubleshooting hardware, software and network problems on a variety of platforms, including PCs, and MACs.

Strategy & Planning 1. Lead IT strategic and operational planning to achieve educational and administrative goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the district. 2. Develop and maintain an appropriate IT organizational structure that supports the needs of the district. 3. Establish IT departmental goals, objectives, and operating procedures as they relate to the dis- trict long-term technology plans. 4. Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house develop- ment. 5. Develop, track, and control the information technology annual operating and capital budgets. 6. Direct development and execution of an enterprise-wide disaster recovery and business conti- nuity plan.

Acquisition & Deployment 1. Coordinate and facilitate consultation with stakeholders to define educational, administrative, and systems requirements for new technology implementations. 2. Approve, prioritize, and control projects and the project portfolio as they relate to the selec- tion, acquisition, development, and installation of major infrastructure and information sys- tems. 3. Review hardware and software acquisition and maintenance contracts. 4. Define and communicate plans, policies, and standards for the district for acquiring, imple- menting, and operating IT systems.

Operational Management 1. Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance. 2. Ensure IT system operation adheres to applicable laws and regulations. 4. Keep current with trends and issues in IT, including current technologies and prices. Advise, counsel, and educate district staff and faculty on their competitive or financial impact. 5. Promote and oversee strategic relationships between internal IT resources and external enti- ties, including local government, vendors, and partner organizations. 6. Supervise recruitment, development, retention, and organization of all IT staff in accordance with district budgetary objectives and district policies. 7. Manage team of TSS Staff. 8. JOB GOAL: To enable each student, through safe and efficient transportation, to take full advantage of the complete range of curricu- lar and extra-curricular programs offered by the district’s schools.
PERFORMANCE RESPONSIBILITIES:
1. Develops and administers a transportation program to meet all the requirements of the daily instructional program and extra-curricular activities.
2. Prepares and updates bus routes and schedules for all public and nonpublic schools in the dis- trict, including special education routes out of the district and coordinates with district approved vendors.
3. Prepares specifications and bidding information. Executes bidding procedure with approval from business office.

6. Supervises daily distributions of mail and lunch programs. Supervises film, museum, bank de- posits, dentist program, YMCA program, and special education transportation. Distributes pre- pared information to each board member prior to meetings and when necessary. 7. Cooperates with school principals in solving discipline problems occurring on school vans and buses. Cooperates in planning and scheduling special school trips.
8. Recruits, trains and supervises all transportation personnel, and makes rec- ommendations on their employment, transfer, promotion and release.
9. Insures that all safety standards are in conformance with State, Federal and insurance reg- ulations and develops a program of preventive safety.
10. Submits all reports required by Federal, State and County authorities including the DRTS (District Report of Transported Resident Students) yearly submission. Conforms with all state laws and regulations regarding school transportation and oversees completion and dispatching of insurance reports by secretary.
11. Prepares and administers the transportation budget and forecasts future transportation needs.
12. Advises Superintendent on road hazards for decision on school closing during inclement weather.
13. Handles community relations for transportation department (complaints, safety, parent problems, etc.)
14. Assists in the determination of hazardous routes.
15. Is responsible for the data collection and submission of the district’s Report of Transported Students on an annual basis.

HEARING OF PUBLIC HEARING OF PUBLIC
Christina Liparini, 11 Eldridge Road, Mt. Tabor. I am a parent of 2nd grader at Mt. Tabor School. Discussed the over-crowding at Mt. Tabor School. Outdoor and indoor space not adequate anymore with the large student population.
Thank you Mrs. Liparini – the Board and our Administrative Team recognizes many of the points you have raised. Mt. Tabor is one of a few schools that is at max capacity in class sizes and room availability. One of the things that the Board is doing is looking to engage with a demographer to have a study of numbers within the district so that we can better understand where schools might have room and where we might need to make adjustments. Additionally, Mrs. Toomey and I have been working all year to identify classroom space so that she can add sections next year which would reduce class sizes in many of the grade levels that you mentioned. Thank you for pointing this out. Many of these things are being worked on and I have taken notes on others that we can go back and talk about.
Mr. Berrios – As liaison to the Town Council, there have been items over the last 4-6 weeks with new development happening in the district like 1515 Rte. 10. Many of our schools will be impacted over the next few years. I do attend the Council meetings and try to keep the Board Members updated as to what is happening. There are only guesstimates of how many children the building will bring to the district
