REPORT: INAUGURAL SESSION 09 October 2019

The Two-Week Faculty Development Programme on Information Technology Applications in Library Sciences” was inaugurated on 09 October 2019 in the Conference Hall, CV Mess, Indira Gandhi National Center for the Arts (IGNCA), New Delhi. The FDP has been sponsored by Ministry of Human Resource Development (Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching) and organized by Teaching Learning Centre, Ramanujan College, in collaboration with IGNCA. This programme is especially designed from the perspective of library professionals to understand the new technology and its uses in the library services and its allied areas. The FDP will act as a platform for encouraging and motivating library professionals to perform academic responsibilities.

The Inaugural Session was graced by Dr. Sachchidanand Joshi, Member Secretary (IGNCA), Dr. S. P. Aggarwal, Principal (Ramanujan College, University of Delhi) and Dr. Ramesh C. Gaur, Director (Lib. & Inf.) and Head Kala Nidhi (IGNCA).

The session began started with the lighting of the lamp, followed by felicitations of the guests.

Dr. Ramesh C. Gaur delivered the welcome address. He gave a broad overview about the aims and objectives of the IGNCA, specifically focusing on Kala Nidhi, the repository of research and reference material in Humanities and the Arts. Dr. Gaur emphasized on the significant role of libraries in shaping us into thinking beings. However with technological development, libraries and library professionals have undergone a paradigm shift. Library management has been redefined and end-user interactive has been transformed. He concluded by reiterating that Information and Communication Technology is facilitating increased efficiency in the core activities of library in terms of information storage, processing and dissemination and by providing global access and librarians must update themselves to meet the expectations.

Dr. S.P. Aggarwal began with a short introduction about Ramanujan College and the various extension programmes conducted by the College. He appreciated the MHRD initiative to establish Teaching Learning Centers in institutes of higher education to conduct various programmes for inculcating the necessary requirements and skills important for teachers. He also talked about the College’s potential to carry out such programmes and stressed on the need to take the experience gained in these programmes to a larger platform. Dr. Aggarwal expressed concern about dwindling readers in the libraries, especially in the digital age where information is at the fingertips. Hence, special efforts are needed to create awareness and revive the reading habit among students. To sustain in the emerging digital environment, libraries need to respond proactively and integrate the conventional services with recent ICT developments.

Dr. Sachchidanand Joshi highlighted the difference between popular search and deep search in the context of gathering information and acquiring knowledge. It is here that the librarians play a key role in guiding the readers through the right channels to filter the information and select the most relevant and appropriate material for their research. He acknowledged the importance of ICT and its inclusion in the functioning of the libraries by enhancing efficiency and effectiveness of the services. At the same time, Dr. Joshi also cautioned regarding over reliance on technology and how it is alienating the readers from the joy of reading actual books. He concluded by saying that readers and librarians must develop a bond with their books to find the right balance between information gained through technological tools and knowledge attained by sifting the pages of books.

Dr. Sachchidanand Joshi and Dr. Ramesh C. Gaur were honoured by a token of appreciation by Dr. S. P. Aggarwal.

The Inaugural Session concluded with a formal Vote of Thanks by Mr. Jagannath Choudhury, Director of the FDP, Associate Professor, Department of Political Science, Ramanujan College.

REPORT : DAY 1 (9TH OCTOBER, 2019)

Session 1 : Changing Role of Libraries and Librarians

Dr. Ramesh Gaur delivers an enlightening lecture on the important role of libraries and the librarians in the present scenario,beacuse everything still is not available on the internet . The human staff is required to manage and organise the same.Moreover information given on internet many a times manipulated or not authenticated . He emphasized that Librarians should respect themselves and their fellow colleagues. The quality of research papers published are not as good as it should be . The quality of the teaching institute is not at par. In USA for starting a new course the permission of ALA is required. He informed that Google itself has 1500 Librarians for indexing so that perfect search may be made. To face the challenge, libraries and librarians are required to change their roles. They should attract the users by providing a good ambiance.The users should be allowed to bring their own devices. Other facilities like RFID, remote access, research support services, data centres, digital signage may be provided. Then only libraries can prepare themselves for the future. He concludes that technology is just a tool of information and the rest depends on how it is managed.

Session 2: Deep Web Search and Web Scale Discovery Services

The afternoon session was on Deep Web search and web scale discovery services presented by Dr. Gaur. Deep web is a part of World wide web whose contents are not indexed by standard web engines. The size of deep web is around 7500 TB which is 400 times larger than the surface web.The basic resources of deep web are dynamic web pages, unlinked contents, private web, limited access web,scripted pages and non HTMl contents. More then 200000 deep web sites exist currently, He later informed regarding Federated search and its types which are ILS data, digital collections Proquest, MLA bibliography and ABC-CLIO. Research has alway been challenging process. Finding the right information or article has become an impossible task. Now the libraries are required to come forward to meet the users needs. He informed various web scale discovery services available like worldcat.org, summon-serial solutions, Scopus and many more.

Session 3: Remote Access tools and Technologies

Dr. Praveen Babbar made the participants aware about the remote access to the technogy. Remote access in simple language, is the ability to access a computer remotely through a network connection while away from the institution. Remote access works on Lan, Wan and Voan. he later informed about the various protocols which are to be followed while accessing. He informed about EZPROXY àlso which is customised middleware program which operates as an intermediatory server between user and the database. He told that while doing remote access one is supposed to use strong and memorable password s which should not be shared. He concluded that users are no longer required to come to the library to fulfill their scholarly needs. Technology authenticates the users passwords and they can access the library resources remotedly.

Session 4: Mobile Applications to Libraries and QR Code

Dr. M.Madhusudan presented a lecture with PPT on mobile applications and QR codes.. He informed that as we are living in the age of smart phones and tablets . The Mobile technology has made dramatic changes in the lives of the people. Users want speed, accuracy, portability and fast and easy navigation. Various mobile apps based services are available like Mopac, circulation service, reference enquiry services, CAS and SDI and many more. He has given the examples of such services like Worldcat, Virgina Tech etc. and database like EBSCO for mobiles. He later talk about quick response codes and told how the QR codes are used for providing library services. He has given the benefits of using Q R codes in the libraries like they are very fast, having massive storage capscity, eco friendly. They are used for group study, marketing, library tour catalogue records and many other things. In conclusion he said that libraries in hands trend can be used on any phone, any network and this it enhance the connection between patrons and libraries. REPORT DAY 2: 10th OCTOBER, 2019

The first lecture of the 2rd Day was titled “information literacy: concept, tools and techniques & online information service: search and retrieval” delivered by Dr.JaideepShrma, Professor DLISC, IGNOU. He also explains various research tools in library and information. He stated how academic research becomes relevant with time and space. He further described scientometric, bibliometric and altmetrics methods used in LIS research. He differentiated qualitative data and quantitative data in his lecture.

The second lecture of the 2rd Day was titled “Library consortiaand access models, licensing and subscription” by Dr.D.D Lal of National Brain Research Cemter. He is national co-odinator of DELCON consortia. He discussed basic concept, need, purpose of consortia. He elaborated how traditional library convert into Morden library in present scenario. Dr. Lal also explained various initiatives of library consortia in India in different subject. He explained subscription and pricing issues of e-resources.

The third lecture of the 2rd Day was titled “MOOCs proposal and applications” delivered by Dr.Archana Shukla, Associate professor, IGNOU, New Delhi. She was given detail introduction and concept of MOOC. She explain advantage and disadvantage of MOOCs and discussed life cycle and four quadrant approaches of MOOCs. Check list and course structure and format also elaborated. Dr.Shukla demonstrated how to prepare MOOCs proposals and what is procedure to developed course. She also discussed about the SWAYAM platform initiative by Govt. of India.

The fourth and fifth session conducted by Dr. Nikhil Rajput, Assistant professor, Ramanujan College on IOT and MOOC Technologies. He discussed case study of digital libraries. He elaborated MOOCS course technology. How to developed MOOCS course on opendex plat form developed MIT. He also provided hand on training on MOOCS in edunet platform.TEthe 3rd Day were titled “DSpace Hands on”, delivered by Shri MukheshPund of CSIR-NISTADS. At the end of lectures, all speakers were presented with a green planter by the organizing team members as a token of appreciation for imparting training in this FDP.

REPORT DAY 3: 11TH OCTOBER, 2019

The first lecture of the 3rd Day was titled “Research Data Analysis”, delivered by Dr. Shailendra Kumar, Associate Professor and former Head, DLIS of University of Delhi. In this lecture, he elucidated the various research methodologies in library and information studies. He stated how academic research becomes relevant with time and space. He introduced India’s newly formed National Research Foundation (NRF), which is created to strengthen India’s research landscape and is allocated with an annual research funding corpus about Rs. 20000 Crores. Here it is suggested that one’s research work should be related to societal facilities and upliftment of the society. Dr. Shailendra Kumar further described different research data collection methods for LIS research, such as, observations method, experiments method, and survey method. In survey method, questionnaires and structured interviews or discussions are used. He said that data collection should be on-to-one. Email-based data collection may be avoided, as this may result in false data collection. He also discussed different data handling processes, such as data segregation, data aggregation, data presentation, data tabulation and data graphic. He further described scientometric, bibliometric and altmetrics methods used in LIS research. He differentiated qualitative data and quantitative data in his lecture.

The second lecture of the 3rd Day was titled “Assistive Technologies and Services in Libraries for Persons with Disabilities”, delivered by Shri Sushant Panigrahi. of Jawaharlal Nehru University (JNU). He is the in-charge of the Helen Keller Unit and Cyber Library of JNU. The Helen Keller Unit of JNU is instrumental in facilitating library and academic services to the visually impaired students of JNU. They make the necessary software and hardware available to the research students and also lend the laptops and DAISY Sensory Bookreader/Recorder. He identified the steps towards making a library accessible, for examples installing the ramps, disabled friendly toilets, tactile tiles, and arranging wheel chairs for the PwDs. He also demonstrated JAWS Screen Reader, Dictation.io, and DAISY Player, which are very popular amongst the visually impaired research students in JNU Library. The third lecture of the 3rd Day was titled “Open Source Software: DSpace”, delivered by Shri Mukhesh Pund of CSIR-NISTADS. He stated that DSpace is an open source software used for creating institutional repositories (IRs) for archiving digital objects, such as journal articles, books, book chapters, conference papers, lecture notes, presentations, etc. DuraSpace has taken over the global support services for the DSpace community from the DSpace Foundation in 2009. He also described NISCAIR’s digital initiatives such as National Science Digital Library (NSDL), NISCAIR Online Periodicals Repository (NOPR), and CSIR Knowledge Gateway.

The fourth and fifth lectures of the 3rd Day were titled “DSpace Hands on”, delivered by Shri Mukhesh Pund of CSIR-NISTADS. He gave a live demonstration on how DSpace communities and collections are created using an online interface. He demonstrated how new digital items are added, and added items are modified using the DSpace administration interface.

At the end of lectures, all speakers were presented with a green planter by the organizing team members as a token of appreciation for imparting training in this FDP.

Topic 2: Assistive Technologies and Services for Persons with disabilities by Mr. Shushant Panigrahi, Assistant Librarian, JNU

Mr. Panigrahi, speak about various facilities available in Library at JNU for disable and physically challenge members of library. Following are the facilities provided by library.

 Facilities of Ramp, Wheelchairs and talking lifts for Physically and Visually challenged students.  Dedicated Helen Keller Unit for Visually Challenged Researchers and Students with specialized services and assistive technologies.  24 computers installed with Kurzweil, MAGIC and JAWS software. These assistive technologies (software) support the reading, writing and learning experience of visually challenged/partially sighted students by converting print or electronic text to speech.  Besides the above the following Hardwares are supplied

a. Printers (Braille) b. Scanners c. Headphones d. Digital voice recorders e. CDROMS f. Duxbury Braille Translator (DBT)

Topic 3: D-Space: Introduction, features and Technology by Mr. Mukesh Pund, Sr. Principal Scientist, CSIR-NISCAIR

Key Points Discussed:

DSpace preserves and enables easy and open access to all types of digital content including text, images, moving images, mpegs and data sets and with an ever-growing community of developers.

REPORT DAY 4 : 12th October, 2019

First session conducted by Dr. K P Singh ,introduction given by Mr.Mangesh Talmale. His topic was legel issues intellcul property rights(IPR) –Copyrights and Creative Common licences. He explained what is copyright and Intellectual copy right , family of IPR ,IPR in India. He also discussed on trademark patents, geographical indication tag trade science and give information about patents on turmeric (Haldi) by Dr Raghunath Mashelkar and also patents on Neem and Basmati rice. He briefly discussed on for IPR Protection and IPR Bodies in India ,IPR act ministiry. He gave information on concepts of public domain ,open licence, copyrights difference between creative common .

Second session conducted by Dr.Sanjay Kataria his topic was research support services given by Bentten University. First he talked on important of research in university libraries and NIRF ranking he gave information on best practices of world ranked university libraries.He thoroughly discussed on understanding of research process and 4 Ps means Plan, Perform, Publish and Preserve of research life cycle and how to find research problems by generating keywords .Then he gave overview of Bennet University he talked on enewsletter , and learning resource center of Bennten University,and briffely discussed on services like literature search ,bibliometric services, reference management, citation indexing, journal ranking H-index plagiarism check services UGC Plagirism policy ,publication support services, subject guide also he give information on profile of faculty created by library.

Next session 11:45 to 1:15 conducted by Dr.S.K. Bharadwaj librarian St.Stephen College,His topic was Research Data management and Planning in Modern Area, he explained Dr S R ranganathans Philosopy of Idea plane , Verbal Plane, and Notational Plane. He explain research data reporting all over the world and why Indian higher education librarians are lagging behind in the world scenario to improve image librarians must focus on research services.

Mr.Bihuti Patnaik, Assistant Librarian, JNU conducted next session his topic was reference management :Concepts and significant of reference management in digital scenario, software and tools :Mendeley He focus on various issues related to the Reference Management including Concepts and Reference Management in Digital Scenario. Mendeley Software and Tools. He benefits of mendely , it is free academic software how it helps to librarian .after his lecture , he carried out hands on Mendeley Software, and elaborated about various tools. Throughout the day the participants had the opportunity to choose among the various topics of the session, the sessions were followed by intensive structured process of discussions, Question and answers, brainstorming and knowledge transfer. REPORT DAY 5 : 15th October, 2019

Ist session was conducted by Mr. Mukesh Kumar, Assistant Library & Information Officer, Govt. of India, Ministry of HRD. He delivered the lecture on Library Automation software-Koha and highlighted on Open source software, Difference between open source software and proprietary software, selection of open source software, about Koha, its modules and features. He also discussed the experience of using Koha in library of NITI Aayog and explained the challenges of migration of data and process.

II,III and IV session was conducted by Mr. Atul Pal,Project Associate,IGNCA. He gave hands on training on Koha open source software . He explained the Koha modules and discussed on about Koha, Circulation, Patrons, Advanced Search, Lists, Authorities, Cataloguing, Serials, Acquisions, Reports, Koha administration. He gave the hands on training on: a)Patrons- create new patrons ,b)Acquisions- Budget, Funds, Manage order, c) cataloguing- Framework ,d) Serials and e)Koha administration etc.

The program was interactive and it's wrapped up with discussion, recommendations, and solutions. REPORT DAY 6 : 16th October, 2019

1st Session on Open Journal System (OJS)

R esource Person: Mr. Sanjay Burde

Mr. Sanjay Burde, Sr. Principal Scientist, CSIR has defined about Open Journal System. Open Journal Systems is an open-source software for the management of peer-reviewed academic journals, and is created by the Public Knowledge Project, released under the GNU General Public License. He has also defined the features and benifts of OJS. He also highlighted that the technique to creat a open access journal.

2nd Session on Open Journal System (OJS)

R esourse Person: Mr. Atul Pal

Mr. Atul Pal is Project Associate, IGNCA has given hands on training to all the participants. This hand on session is very interactive where participants learned to develop the journal repository. How they can run their own journal in open access Environment. 3rd Session on Digitization: Need, process, function file formats etc.

Resource Person: Dr. Ramesh C. Gaur Dr. Ramesh c. Gaur, is Director and Head, Kala Nidhi Division IGNCA. Dr Gaur has increased the need of digitization. Dr Gaur has also defined the tooland techniques to develop the digital collection. He also defined that how a library follow the digital standards to develop their digital collection. .

4thSession on Acquisition Model: Evidence based,demand based and Negotiation Based Dr. Narendra Kumar is the University librarian of Central Library of University of Delhi, Dr. Kumar has defined three important model of acquisition. This session is eye opener session for the entire participants. Dr. Kumar has also highlighted the usage statistics software which is useful to capture the data about journal utilization.

5th Session on Open Science, Research Communication

Resource Person : Dr. Usha. M. Munshi

Dr. Usha M. Munshi is the Chief Librarian in IIC. She has defined the concept of Open Science and Research Communication. She has introduced the PLOS, Open access journals and their impact factors. Dr. Munshi has also provided the outline of research communication and the barriers.

REPORT DAY 7: 17th October, 2019

In the first technical session Dr Vipin Rathi, Assistant Professor, Ramanujan College, DU discussed about the topic Open Source and Next Generation Technologies for Libraries. He elaborated about the concepts of web 2.0 tools, Library 3.0, Library 4.0 and how library could be converted into maker space. Dr Rathi also spoke about the open source software Koha and next generation technologies. He also mentioned the future library systems. Some of them were Smart Libraries, Library Beacons, IOT, Distributed Libraries, Block chain Technology, Augmented Reality, Virtual Reality, Mixed Reality. Importance of Block chain in cultural heritage was also discussed. Various features of Block chain technology were also mentioned. Then one of his students presented a demo version of Augmented Reality and described the differences between AR and VR. After that there was some interactive session .Then the session was ended with high appreciation from the participants.

In the second technical session Mr Kripa Nand Jha talked about the different metadata standards. He briefly discussed about the components of MARC and Dublin Core. Concept of metadata was also discussed. Then he showed the MARC record format in the Koha software. After that the session was completed.

In the third technical session Dr. G. Mahesh, Sr. Principal Scientist, CSIR- NISCAIR discussed about the topic New Landscape in Scholarly Communication. This session was most interactive. Dr. Mahesh briefly elaborated about the editorial process of the journal Annals of Library and Information Studies. Also he focussed on the new emerging trends in Library and Information Science and the selection of good topic in LIS domain. Then the session was ended by high appreciation from the participants.

In the fourth technical session Dr. Shalender Singh Chauhan, Librarian, Deshbandhu College, DU talked about the topic Open Access Resources for Users. He mainly highlighted the different open access initiatives and open access resources in the international and the national level.Dr. Chauhan also mentioned the future role of the librarians. Then Dr. Anup Kumar Das, JNU discussed some open access initiatives in India. Then the session was ended.

In the fifth technical session Dr. M. Natarajan, Consultant, IGNCA discussed about the topic Role of Indexing in Knowledge Organization. He mainly focussed on the concepts like Knowledge Organisation, types of knowledge, role of librarianship, various facets of indexing methods, and types of indexing languages. Dr. Natarajan also discussed about the processes of web indexing, metadata in libraries, RDF, problems in indexing. Then the session was closed.

In the last technical session of the day, Dr. Achal Pandya, HoD, Conservation, IGNCA highlighted the importance of cultural heritage .He also discussed the various facets of conservation and preservation, paper conservation processes. The different processes of binding, types of binding were also discussed. Then the session was ended with high appreciation from the participants.

Key Points of the Session: Plagiarism is a dishonest act, done with intent. It is also constitute copyright infringement. In academia and industry, it is a serious ethical offense.

 We, as an academic community must be always aware of Plagiarism. Regulatory bodies like, UGC and Universities give emphasis to minimum plagiarism and bring out fresh outcomes. Hence, UGC have made regulations in the year 2018.

 Level 3: Similarities above 60%

1. 2. There are 4 kinds of plagiarism.

 Similarities up-to 10% - excluded

 Level 1: Similarities above 10% to 40%

 Level 2: Similarities above 40% to 60%Copyright and plagiarism both may have similar act however, copyright is a violation of laws of a country to protect intellectual property rights; while Fabrication of data is another issue which really kills aim of research.

3. Some researcher does falsification by manipulating research materials, equipment, or processes, or changing or omitting/suppressing data or results without scientific or statistical justification, such that the research is not accurately represented in the research record. 4. He has given some examples of where the plagiarism is mostly found and explains about the unintentional or accidental plagiarism, self-plagiarism, and penalties. Then he discussed about the anti-plagiarism tools to detect the plagiarism like, WriteCheck, Turnitin, Ithenticate, URKUND etc. about how the softwares works its various advantages, limitations and how it detects the Plagiarism?. 5. He has also given some information about the Citation, Bibliography, Annotated Bibliography, Difference between References and Bibliography, Endnotes, Footnotes, Difference between Footnotes andEndnotes etc. 6. Conclusion of all the Sessions: According to all of the Participants the lectures were very Informative, intellectual and fruitful. Throughout the day all the participants had the opportunity to interactive with all the speakers and its wrapped with discussions, recommendations and solutions.

E-Resources Management and Licensing Issues

“E-Resources Management and Licensing Issues” : The session was started at 9.30 am. The resource person Dr. Tariq Ashraf, University librarian and Head of Department of Library and Information Science, Jamia Millia Islamia University, New Delhi. The topics covered by the speaker the components of licensing, ICT impact on libraries, print resources v/s electronic resources, selection of issues, pricing issue, agreement and licensing issue in that authorized users, provision of offsite access and authorized uses, inter library loan, governing law, non-disclosure, disclaimer issue and user statistics issues etc. The session was very informative and it found very important topic related to licensing agreement in academic institution.

Data Analytics and Visualization Experience

The last day of the faculty development programme i.e. 19-10-2019 on “Data Analytics and Visualization Experience” the second session was started at 10.30 am. The resource person Dr. Shantanu Ganguly, Fellow, Knowledge Management Division, TERI. The topics covered by the speaker the simple compelling, tableau owing your data story, interactive storytelling and data intelligence etc. the most of the parts covered by the resource person was data visualization through tableau and he referred many quoted many books related on data visualization. The session was very informative and it was a very important topic related to data visualization in academic institution.
