CORRIGENDUM

It refers NIT of even number dated 16.7.2007 regarding carrying out market survey to facilitate the marketing of the products produced by Self Help Groups/ Swarozgaries benefited under SGSY.

It has been decided to invite offers division-wise viz. 5 districts Division 4 districts Division 6 districts 4 districts Division 4 districts Division 5 districts 4 districts

The tenderer can quote for a division or more divisions. Organizations having a minimum 3 years experience and yearly turnover of Rs. 10 lacs or above for the last three years are eligible. The tender form can be obtained from this office during office hours by depositing Rs. 100 (Non- refundable) from 10.8.2007 to 30.8.2007. The TOR may be down loaded from the website of this Department at www.rdprd.gov.in. The tender should reach the Project Director-cum- Dy. Introduction:

The Swaran Jayanti Gram Swarozgar Yojna (SGSY) came into force w.e.f. 1.4.1999. The objective of SGSY is to bring the assisted poor families (Swarozgaries) above the poverty line by ensuring appreciable increase in income over a period of time. SGSY is a holistic programme of micro enterprise covering all aspects of self-employment viz. organising the rural poor into Self Help Groups (SHG's) and then capacity building, planning of activity clusters, infrastructure build up, technology, credit and marketing.

SGSY adopts a product project for each key activity for each block. 10 key activities are identified for each block based on the resources, occupational skills of the people and facility of markets. Selection of key activities is done with the approval of the Panchayat Samities at the block level and the Zila Parishad at the district level. Project Reports are prepared in respect of identified key activities. The banks and other financial institutions are closely associated and involved in preparing these project reports so as to avoid delays in sanctioning of loans and ensuring adequacy of financing.

The existing infrastructure for the clusters of activities is reviewed and gaps are identified. Critical gaps in infrastructure are filled under SGSY subject to a ceiling of 20% of the total allocation for each district. SGSY is a credit cum subsidy programme, however, credit is critical component in SGSY, subsidy is being only a minor and enabling ailment. Accordingly SGSY envisages a greater involvement of banks. SGSY seeks to promote multi credit rather than a one-time credit injection. The credit requirement of the Swarozgaries the carefully assessed and they are encouraged for increasing credit intake over the years.

SGSY seeks to emphasize on skill development through well- designed training courses. The training needs of the Swarozgaries is assessed and given necessary skill development and they are given necessary skill development trainings.

SGSY ensures up gradation of the technology in the identified activity clusters. The technologies intervention will seek to add value to the locally available resources, including processing of the locally available material from the natural and other resources for local and non-local market.

SGSY provides for promotion of marketing of the goods produced by the SGSY Swarozgaries, it involves providing marketing intelligence development of markets, consultancy service, as well as institutional arrangements for marketing of the goods including exports.

Objects of the Study/ Survey:

The object of this study/ survey is professional input relating to marketing research/ value addition or product diversification or any other input which would facilitate marketing of the produce ultimately resulting in additional income to the Swarozgaries.

Terms of Reference of the Study:

The study would be carried out by the agency engaged for this work on the following terms of reference: -

1. The SGSY is being implemented throughout the State. The study is proposed to be carried out in all 237 blocks located in the 32 districts of the State. The objective of the SGSY is to provide self-employment to the rural BPL. Value addition in the products produced by the benefited families will lead to increased income. The agency doing the study/ survey will be required to suggest how the products can be upgraded, diversified and how the value can be added to the existing products.

2. In each district block plans are prepared of the activities selected. The agency would also be required to assist in selection of the activities and to advice how the existing activities can be best utilized or what type of new activities can be undertaken so that the best products can be produced and maximum income accrues to the beneficiary. The agency would be required to submit a project report for each block, for the suggested activities.

3. During the year 2006-2007, the activities undertaken under SGSY were 69% in the primary sector, 9% in secondary sector and 22% in tertiary sector. The agency would be required to suggest how the percentage of secondary and tertiary sector could be increased so that the activities other than primary sector can be taken for economic activities in a major way.

4. Identification of the traditional activities in all the districts and also to suggest appropriate backward and forward linkages; backward linkages regarding availability of raw material etc. and forward linkages regarding marketing of the goods produced by the Swarozgaries.

5. Suggestions regarding development of clusters of each activity so that aggregate number could be leveraged both for reducing the input cost & for negotiating a better price for the output.

6. Suggestions regarding marketing channels from local level up to the international level in order to maximize the compensation to the producers.

7. Suggestions regarding technology intervention both for upgrading the skills of the Swarozgaries and for improving the quality of the products.

8. Any other suggestions for facilitation of marketing of the rural products so that the income of Swarozgaries can be enhanced.

9. In the first instance, the tenderer will prepare a Project Report for one block of the district and submit it to the Committee appointed by the Chief Executive Officer of the concerned Zila Parishad. The report will be placed and discussed in appointed committee, after approval of the Project Report by the Committee, the work of other blocks will be taken up by the tenderer at the instance of the Chief Executive Officer of the concerned Zila Parishad. The tenderer will have to give details of the methodology for survey of market demand and assessment of backward and forward linkages with his technical bid.

10. For tendering one division will be a unit i.e. the tender can be given for one division or more divisions of the state.

11. Marketing Research, Value addition or Product Diversification or any other Input which would facilitate marketing under Swarnjayanti Gram Swarojgar Yojna is proposed to be undertaken taking into consideration the entire State on the basis of following package Sl. 12. Technical evaluation of parameters mentioned in the Schedule-C Terms & Conditions of the tender would be done by the state level committee appointed by Secretary RD for this purpose and based on the assessment score will be given against each of the parameter and the decision taken by the committee will final and binding on all the bidders.

Time Schedule for the Study/ Survey:

Six months from the date of commencement. The commencement would be recorded from the date of work order. If there is any delay in submission of report penalty would be charged as per provisions of GF&AR.

Field Studies:

The field visit to other states where marketing arrangements are working well can also be done to evaluate and understand the marketing arrangements there and suggest replication of these arrangements in Rajasthan for better marketing prospects of SGSY products. Such study should be done in at least two districts of one state as decided by GOR.

Payment Schedule:

Payment would be in two installments.

i) 25% on submission of draft report to be submitted in 4 copies. ii) Rest 75% on submission of final report to be submitted in 4 copies.

Report to be submitted:

Separate report for each district giving block wise details to be submitted in four copies. A brief report for the same may also be submitted in four copies. Each report must contain an executive summary, and clear set of concrete recommendations.
