9 Zuma to discuss regional trade issues in Lesotho Zuma is the chair of the SACU Summit‚ which is an African regional economic organisation whose member states are Botswana‚ Lesotho‚ Namibia‚ and Swaziland. The Presidency on Tuesday said the consultations to be held in Lesotho were a follow-up to discussions held by SACU heads of state and government at the inauguration of the new headquarters building in Windhoek in November last year. “The discussions will also focus on progress in the implementation of the SACU work programme as adopted by the 2011 SACU Summit‚” spokesperson Bongani Ngqulunga said. “The deliberations will also consider regional‚ continental and global economic and trade developments and their impact on SACU.” SACU‚ at 105 years old‚ is one of the oldest customs unions in the world. On his visit to Lesotho‚ Zuma will be accompanied by International Relations Minister Maite Nkoana-Mashabane‚ Trade and Industry Minister Rob Davies and Finance Minister Pravin Gordhan. The photographs‚ which also depict the hippo being skinned‚ were leaked by a whistle-blower after being lifted off the Facebook page of an employee at the Zambian Department of National Parks and Wildlife. Limpopo hunter Theo de Marillac‚ who operates Theo de Marillac Safaris‚ was then named as the shooter – a claim that his lawyer Marco Martini vehemently denied on Thursday. “I want to tell you that false allegations have been made against my client. He was nowhere near Zambia at the time and that is not him in those pictures is‚” said Martini. According to the De Marillac Safaris’ website‚ the company offers hippo- hunting packages where participants receive “the rare and exciting opportunity of participating in a controlled hippo hunt in Zambia’s upper and lower Lupandi.” At a cost of R181‚300‚ hunters receive a “seven day safari including seven hippos”‚ according to the web page. 15 There's no place to hide in Sevens rugby Five teams have strong hopes of winning the gold medal, and five others could beat them in any match. It will be, in my admittedly biased opinion, the highlight of the Games because the sport is so "volatile", the result so uncertain, often until the very final act of the match. I remember being concerned that Sevens' Olympic inclusion might actually undermine it. I was fortunate enough to work with Paul Treu during the maturation phase of our Sevens strategy from 2008 to 2012, and Rio 2016 was a variable we considered both a threat and an opportunity. The appeal of an Olympic medal meant that superstars from the major rugby nations might have swept in for the week of the Olympics, soaked up the spotlight, and then left again, leaving behind a version of the sport that was, by the arithmetic of casual observers, "lessened" by their transient appearance in it. Were that to happen, it would undermine the efforts made by Sevens teams in the intervening four years - it would be analogous to pulling your luxury sports car out of the garage for a weekend once every four years, then locking it away and hoping your four-door family sedan turned heads the same way. The only way to prevent this, we knew back then, was for Sevens to evolve enough that it became so specialised that the addition of even the best players from XVs would do little to the performance of teams. Sevens had to be too distinct to allow "rugby-hopping" to occur. My strong impression is that this has, in fact, happened. Or is happening. Yes, certain teams, including South Africa, have strengthened their squads with the targeted addition of international players, but anyone who thought they could throw XVs superstars onto a field of Sevens players and dominate has been exposed. The Blitzboks under Neil Powell formulated a calendar that gave them access to certain players in certain "windows" so they could adapt to the speed and technical nuances of the game. But even this process has "failed" more than it succeeded, and of the 10 or so players who came into the Blitzbok training environment, one, perhaps two, will make the final cut. Quade Cooper couldn't make the switch for Australia, and Sonny Bill Williams has been patchy for New Zealand, who have also added the Ioane brothers, and Liam Messam, but still rely heavily on their historical Sevens specialists. I'm now confident that Sevens requires a set of skills specific enough that any team that suddenly picks players, however stellar their reputation in XVs rugby, would be worse off. The transition is so difficult because Sevens is not simply a version of rugby lacking forward packs. Decision-making at rucks is at a premium because so much more space has to be covered per player. Agility and lateral mobility are more forensically examined (something that has affected Williams in particular), as are basic skills like passing to both sides and one-on-one tackling. None of this is to say that Sevens is the finished article - no doubt the best XVs internationals would make exceptional Sevens players, given sufficient cross-over time. But the specialisation of Sevens is an encouraging sign, and the respect and recognition given to the Sevens specialists is growing, rightly, in proportion to the technical and tactical evolution of the sport. 19 Men who out-shop women The e-commerce industry report compiled by Effective Measure , IAB SA and Visa was released in Rosebank, Johannesburg, yesterday. A survey of more than 12000 internet users on online shopping habits showed that 56% of participants shop online, with 44% not engaging in online shopping at all. Although men and women shop online, 2.76% more men prefer this method of shopping than women. Men made up 51.38% of online shoppers and women 48.62%. Market research company Columinate's CEO Henk Pretorius said the results rang true from observations the company had made in the past few years, saying it was all about convenience for men. The three highest online shopping categories continued to be technology- based items, books and music, he said, although o nline grocery and clothing purchases were increasing. Of the people surveyed, tickets for events and travel, hotel reservations, DVDs, videos and music were among the top purchases by men and women. Results showed that the majority of people who did not shop online were women aged between 20 and 34. The majority of these (41%) said they were "not used to it", with 37% saying "they prefer to touch and feel before buying". Trust - or the lack of it - was highlighted as a significant barrier to online shopping, especially regarding payment methods. Respondents said that "zero liability or some form of online protection" was part of the reason they did not trust online shopping. About 58% said that having the option to pay upon delivery would motivate them to do more online shopping. Most online shoppers live in Gauteng (43.75%), Western Cape (18.73%) and KwaZulu-Natal (15.31%). Eastern Cape made up 5.98%, Mpumalanga 4.7%, Limpopo 4.35%, North West 3.51%, Free State 2.74% and Northern Cape 0.95%.

24 Downtown Bay City repaving project is close to completion BAY CITY, MI — Downtown Bay City is looking a whole lot smoother these days. Crews Thursday, June 9, were painting lane dividers and parking spaces on Water Street and all side streets west of Saginaw Street. During the afternoon, crews were coring manhole covers. "So far, we remain on schedule," said Bill Bohlen, the city's public works director. "Everything has been going really well. " Workers have been tackling the more than $1 million project since early May. In total, about 35 blocks of downtown streets will be milled and resurfaced, with a goal of finishing everything by July 14, when 100,000 people are expected to come to town for the 2016 Tall Ship Celebration. Beginning Monday, June 13, crews are going to start tackling all side streets east of Washington Avenue, with the exception of Adams Street. City employees are going to be doing a water main replacement on Adams Street, similar to what they did on Fifth Street last month, Bohlen said. Part of that work includes installing angled parking on the south end of Fourth Street, near the U. S. Post Office. The resurfacing project this summer is paid for with a combination of city and Bay City Downtown Development Authority money.

25 Legazpi flood meets match LEGAZPI CITY—Disaster response and local officials in this capital of Albay province are pinning their hope on a recently completed P2.1-billion project to solve the city’s flooding problem. “Flooding has been a perennial problem of the city since [Legazpi] is [situated] below sea level. But with the availability of high-end technology, we hope this will be solved [soon],” Mayor Noel Rosal said. Legazpi, particularly its low-lying areas, is often hit by floods. Rosal said floodwaters submerge most parts of the city, often resulting in cancellation of classes. Legazpi, he said, has been hosting national and international conventions so it is important to develop the city as an all-weather, disaster resilient area. The city’s latest flood control project, funded by the national government and implemented by the Department of Public Works and Highways (DPWH), was opened by President Aquino on May 5. Rosal said the multibillion-peso project features floodgates and three pumping stations in strategic locations in the city. River channels in the villages of Tibo, Baybay and Victory were widened to ease the flow of floodwater. “[With the flooding problem gone], more investors will come in and that would surely boost the city’s economy,” he said. Rosal said generator sets would keep the flood control system running even during outages caused by storms and flooding. Wilfredo Pecos Intia, city administrator and concurrent city disaster risk reduction and management council action officer, said hundreds of families, particularly those living in low-lying villages, stay at the city’s central evacuation center in Gogon Elementary school whenever floods hit the city. Sections of Legazpi’s central business district, which include the villages of Cabangan, Orosite and Barangays 13, 14 and 15, are among the worst hit areas. “[With the project in place,] I’m confident that there will be no more preemptive evacuation of families when floods are expected to hit the city,” Intia said. 27 Surfing soon: MRT riders to get free internet Long queues at the congested Metro Rail Transit Line 3 (MRT-3) may soon become more bearable with commuters having access to 30 minutes of free internet per day. Under a recently forged partnership between Globe Telecom and the Department of Transportation and Communications (DOTC), the Zobel family-led telco has installed infrastructure at MRT stations to increase its coverage in Metro Manila. In a statement on Thursday, Globe said its internet service would be accessible at MRT stations and onboard trains free of charge for 30 minutes a day. Beyond that, however, customers will have to pay if they want to continue accessing the service. Communities surrounding the 13 MRT stations of the 17-kilometer railway line from North Avenue to Taft Avenue also stand to benefit from the arrangement, Globe said. Details on how the internet service can be accessed will soon be made available. The MRT-3 is the busiest railway line in the country, serving over half a million passengers per day. Telcos are also eyeing similar services for the Light Rail Transit Lines 1 and 2. “With the support of government agencies such as the operators of the MRT Line 3, we hope to change the experience of our customers in high foot traffic areas and strategic locations such as public transport systems,” Joel Agustin, Globe senior vice president for program governance, network technical group, said in the statement. A report from the Avseu-NCR said that around 7 a.m. on Tuesday, Ebata checked in for her flight to Haneda at a Philippine Airlines counter in Naia Terminal 2. She presented her travel documents to customer service agent Leonardo Mendina Jr. and then placed her baggage on the conveyor. When asked by Mendina if there was anything fragile in her bag, she replied: “Just my friend’s trinkets. There’s also a bomb! 48 Nasa takes 7 000m view of the world's coral reefs Coconut Island, Hawaii - Coral reefs have almost always been studied up close, by scientists in the water looking at small portions of reefs to gather data and knowledge about the larger ecosystems. Nasa's Jet Propulsion Laboratory is taking a step back and getting a wider view, from about 7 000m above. Nasa and top scientists from around the world are launching a three-year campaign on Thursday to gather new data on coral reefs like never before. Using specially designed instruments mounted on high-flying aircraft, the scientists plan to map large swaths of coral around the world in hopes of better understanding how environmental changes such as global warming, acidification and pollution are affecting these delicate and important ecosystems. "The idea is to get a new perspective on coral reefs from above, to study them at a larger scale than we have been able to before, and then relate reef condition to the environment," said Bermuda Institute of Ocean Sciences' Eric Hochberg, who is principal investigator for the project, called the Coral Reef Airborne Laboratory, or CORAL. Hochberg and the project's lead Nasa scientist, Michelle Gierach, were in Oahu's Kaneohe Bay with The Associated Press on Tuesday to gather baseline data in the water. While the primary science will be conducted using instruments that create detailed images of the sea floor from above, the team also must take baseline measurements in the ocean to validate the data, Gierach said. Coral reefs drive many tourist economies around the world, but they provide much more than pretty places to dive and snorkel, Gierach said. Reefs are critical habitat for the majority of the fish that people consume and also protect shorelines from dangerous storm surges and rising ocean levels. Recently, scientists have developed pharmaceutical applications from coral reefs, including painkillers that are not habit-forming, Hochberg said. Globally important "Just realising that though you may not see a coral, that you may not have your backyard be within this beautiful environment that we're in right now, corals are impacting you, they are globally important," Gierach said. "We have to understand how they're changing so we can make some managed decisions about their future. " Reefs are among the first ecosystems to be dramatically and directly affected by global warming, according to researchers. The International Society for Reef Studies Consensus Statement, published in 2015, said up to 50% of coral reefs have been "largely or completely degraded by a combination of local factors and global climate change" over the past few decades. Julia Baum, assistant professor of biology at the University of Victoria in British Columbia, has done extensive research on coral reefs and said the data gathered from this kind of project could prove highly valuable for international reef scientists and the conservation community. Baum said coral reef science has been limited by the lack of broad data sets like this project plans to provide and that the research could complement information collected in the water if it's made openly available to the scientific community. CORAL researchers said all data will be made public. "As scientific divers, we're limited by the depth we can work at and the amount of bottom time that we have while we're diving, so much of underwater marine science, especially on coral reefs, is a painstakingly slow process," she said. The CORAL team will study the reefs of Hawaii, Palau, the Mariana Islands, and Australia's Great Barrier Reef over the next three years.

This set off a search for the missing documents, which were sent by the metro by registered mail. 53 Reacting to Sarona Just a few days into the holy month of Ramadan, two Palestinian terrorists violently disrupted the longest lull in the wave of stabbings, shootings and vehicular attacks that began on Rosh Hashana. The two young men – residents of Yatta in the South Hebron Hills – entered Israel illegally and made their way to Tel Aviv’s Sarona Market armed with improvised guns. They sat down at a restaurant, ended their Ramadan fast for the day with an iftar meal, got up and began shooting indiscriminately at the diners around them. Four people were killed: Forty-two-year-old Ido Ben Ari from Ramat Gan, 39-year-old Ilana Naveh from Tel Aviv, 58-year-old Michael Feige from Midreshet Beersheba and 32-year-old Mila Misheiv from Rishon Lezion. Around a dozen were wounded. Three victims remained in intensive care Thursday morning at nearby Ichilov Hospital. Since October, 33 Israelis and four others have been killed and hundreds more wounded in a spate of attacks directed at Israeli civilians by Palestinians often operating without direct ties with terrorist organizations. The violence had dramatically waned of late, until the horrific Sarona murders. What should be Israel’s response to this new round of violence? Within the cabinet there exist two distinct approaches. Transportation Minister Israel Katz represents the hawkish approach: “The despicable attack in the heart of Tel Aviv necessitates an exceptionally painful Israeli response,” Katz told Army Radio. “We must administer aggressive preventive treatment to Yatta that will be remembered for many years to come. We have to close the village and clean it up. That village gives backing and cover [to terrorism]. It is intolerable that relatives and neighbors of terrorists can grandstand and continue to enter Israel to find employment.” In contrast, Construction and Housing Minister Yoav Galant, a former head of IDF Southern Command, presented a more moderate position. “If someone believes it is possible to solve our security problem with a single aggressive military action, he apparently does not have much military experience,” Galant told the radio station. “We must not do something that gives immediate satisfaction but ends up entangling us in a more complicated security situation. I know that things can be better, but I also know that they can be worse. So before you start overreacting, you should be careful.” With all the difficulty of reining in our natural inclination to seek revenge for Wednesday’s bloody attack, Galant’s levelheaded stance serves Israel’s interests better. We understand the desire to lash out at those who support terrorism. It was upsetting to watch hundreds of Palestinians near Damascus Gate in Jerusalem, in Tulkarm and other locations on the West Bank and in Gaza celebrate the terrorist attack in Tel Aviv. But reacting emotionally is counterproductive. If Israel decides to revoke the tens of thousands of working permits allocated to Palestinians with security clearance, will it lower the number of terrorists? If thousands of Palestinians who are not connected to the attack are arrested, will fewer Palestinians support terrorism? We doubt it. That does not mean nothing can be done. The two Palestinians who carried out the terrorist attack entered Israel illegally. Steps need to be taken to prevent the unmonitored movement of Palestinians from the West Bank into areas with large Israeli population centers. Breaches in the security barrier should be closed. Israelis who employ Palestinians illegally should be punished. And there needs to be more intelligence gathering, including information received through cooperation with the Palestinian Authority’s security forces. The Sarona Market attack will be the first major test for newly appointed Defense Minister Avigdor Liberman. Liberman has proven to be a pragmatic minister and politician despite some past incendiary comments about how he thought Palestinian terrorism should be dealt with. We hope he takes the pragmatic approach and heeds the advice of people like Galant or Ya’akov Amidror, the former national security adviser, who also recommends not overreacting in order not to destabilize the security situation. Liberman the politician was appealing to populism when he made those comments. But Liberman the defense minister carries more serious responsibilities on his shoulders.

55 Mumbai on top in road accidents, death toll highest in Delhi New Delhi : Mumbai has got the dubious distinction of the city with maximum road accidents in the country, while the number of deaths in road mishaps is highest in the national capital, a government study showed on Thursday. "Mumbai had the highest number of 23,468 number of road accidents during 2015 while Delhi had the highest number of 1,622 deaths due to road accidents," the 'Road Accidents in India' report unveiled by Road Transport and Highways Minister Nitin Gadkari said. In 2015, there were about 5 lakh road accidents in the country, of which 1.46 lakh people were killed. "In 2015, 50 million-plus cities accounted for a share of 22.1 per cent in total road accidents in the country, 11.3 persons in total persons killed in road accidents and 16.4 per cent in total persons injured in road accidents," the report said. Thirteen states accounted for 87.2 per cent of road accidents. Tamil Nadu occupied the top slot with 79,746 persons injured in road accidents. Besides, the list include Karnataka, Madhya Pradesh, Kerala, Maharashtra, Andhra Pradesh, Rajasthan, Uttar Pradesh, Telangana, Gujarat, Chhattisgarh, Odisha and West Bengal. The report said two wheelers accounted for the highest - about one-third share of - the alarming 5 lakh road accidents in India in 2015 while 33 per cent of people killed in crashes belonged to 15-24 years age bracket. Next to it, was the share of the groups of cars, jeeps and taxis in 2015. Overloaded vehicles caused 77,116 accidents and 25,199 deaths. While 28.4 per cent accidents occurred on National Highways, 24 per cent took place on State Highways and and 47.6 per cent on other roads last year. "National Highways accounted for a share of 35 per cent in total number of persons killed and 29 per cent in total number of persons injured," it said. About 17 per cent each accidents happened between 1500 to 1800 hours and 1800 to 2100 hours, as per the study. "Drivers fault has been revealed as the single most responsible factor for road accidents, killings and injuries on all roads for a long period of time... Driver's fault accounted for 77 per cent of total accidents in 2015. "Within the category of driver's fault, road accidents caused and persons killed due to exceeding lawful speed/over speeding by drivers accounted for a share of 62.2 per cent accidents and 61 per cent deaths," the report said. Accidents and deaths caused due to "intake of alcohol drugs" in the same category accounted for 4.2 per cent and 6.4 per cent respectively, it said. "However taking into account the total road accidents and killings, the share of intake of alcohol/drugs comes to 3.3 per cent," the report said. It further said, the total number of hit and run cases was reported stood at 57,083, which is 11.4 per cent of the total road accidents, and about 20,709 persons were killed in such cases. Monthwise, highest number of accidents occured in May followed by March, it added.

57 Nine get life term for kidnapping two bizmen for ransom New Delhi : Nine persons have been sentenced to life imprisonment by a special court for kidnapping two Tamil Nadu-based businessmen for a ransom of Rs 25 lakh by luring them on the pretext of purchasing yarns at cheaper rates five years ago. Special CBI Judge Poonam Chaudhry, while awarding the jail term to the nine men, said the punishment must fit the crime as the convicts had conspired and kidnapped the victims for ransom and also extorted the money for their release. "As prosecution has succeeded in establishing its case beyond reasonable doubt that all the accused in furtherance of the conspiracy had kidnapped the victims for ransom and had extorted ransom from them to secure their release, the punishment must fit the crime. "I am of the view that the punishment should be such as it deters other potential offenders," the judge said. The court held Abdul Munaf Khan, Sanjiv Radi, Yunus Saifi, Rakesh Agarwal, Mohmmad Numan, Grijesh Chandra, Basharat Ali, M Subramani and K Jeervani Babu guilty of offences under sections 120B (criminal conspiracy), 364A (kidnapping for ransom) and 368 (wrongfully concealing kidnapped person) of the IPC. According to CBI, the nine men had conspired and kidnapped two Tamil Nadu-based businessmen for a ransom by luring them to Delhi on the pretext of purchase of yarns at cheaper rates. The accused had demanded Rs 25 lakh for their release through RTGS in a Delhi-based current account, it said. On getting the information, CBI rescued the businessmen who were abducted by the gang and held in captivity in Delhi since November 25, 2011. During trial, the accused had claimed innocence and sought leniency in sentence on the ground that they had faced trial for over four years and have to support their families.

58 Waive farm loans, provide free fertilisers: NCP to Maharashtra government Mumbai : Opposition NCP on Thursday urged the Maharashtra Government to immediately waive the farm loans and provide free fertilisers as well as seeds to drought-affected farmers for the upcoming Kharif season. The party, while seeking waiver of school fees in drought- hit regions, also alleged that despite putting up all these demands consistently before the state, Chief Minister Devendra Fadnavis has ignored the pleas. Talking to reporters here, NCP state unit president Sunil Tatkare warned that the party will be forced to launch a protest against the government, if it fails to consider the party's demands. Tatkare said he himself and Leader of Opposition in the Legislative Council, Dhananjay Munde, recently met the Chief Minister over these demands. "We met the CM and urged him to pay heed to our requests. We have been demanding that the government should waive crop loans of farmers and provide free seeds and fertilisers to them so that they can sustain despite years of drought," Tatkare said. He said farmers have lost all hopes of survival after four consecutive years of drought and resulting crop loss and increasing debts. "If the government wants farmers to survive, there is no other option but to waive their crop loan," he said. The NCP leader added that former Union Agriculture Minister Sharad Pawar, while speaking in Aurangabad last month had made a pitch for waiver of farm loans and school fees of students in drought-hit regions, but the Chief Minister has ignored his demands. "Farmers are agitated. Before the situation gets out of control, the government should immediately pay heed to our demands and do what is required," he said.

59 Mumbai: CR to alert commuters about unmanned railway crossings via SMS The Central Railway (CR) has decided to alert train commuters about unmanned railway crossings through text messages in all the five divisions across its jurisdiction. CR, which has nearly 325 unmanned railway crossings in its five divisions, namely Mumbai, Pune, Bhusawal, Solapur and Nagpur, would utilise short messaging service (SMS) in order to issue safety warnings as part of the ongoing drive of Indian Railways. "CR's jurisdiction of the Mumbai division extends up to Igatpuri, Roha and Lonavala and there are a significant number of unmanned crossings in the Diva-Panvel and Roha region. "Not just in our jurisdiction, we want to sensitize people about crossing the unmanned railway crossings with utmost care and this is why we have launched the drive of sending one crore text messages," a senior CR official said. He said that besides English and Hindi languages, the text messages would also be sent in Marathi language, since many of the unmanned crossings are in rural areas. The text message reads "Pledge to be alert, be responsible and be safe at level crossing. " For the safety of railway passengers and those using roads, it is necessary for vehicles on the road to always stop before a railway crossing, watch out for approaching train from either side, and then cross the railway crossing safely, the official said, adding that railways has in the past installed banners and made announcements on loudspeaker to alert the commuters.

61 Censor Board justifies changes in 'Udta Punjab' The Bombay High Court on Thursday asked the Censor Board to explain why it is insisting on deletion of Punjab signboard in film 'Udta Punjab' even as the film body insisted that the 13 changes suggested by its Revising Committee were justified and proper. A bench headed by Justice S C Dharmadhikari was hearing a petition filed by Phantom Films, producer of 'Udta Punjab', which is aggrieved by an order of the Revising Committee of the Board that suggested changes in the film before its release on June 17. Justice Dharmadhikari compared drug-themed 'Udta Punjab' with another film released earlier titled "Go, Goa, Gone" saying in that movie the state of Goa is shown as a place where people go to socialise in parties and also take banned drugs. "If Goa can be shown as a place of drug abuse in that film, what is wrong if Punjab is shown in Udta Punjab? " asked the judge. The Central Board of Film Certification (CBFC) lawyer argued that the order of the Revising Committee suggesting 13 changes in the film was not arbitrary and the committee had applied its mind while making these suggestions. "We are objecting to the reference of Punjab and its people and the language used in the film", the lawyer argued. Hearing the arguments, the court said that it was not satisfied with the first two suggestions made by the Censor Board in regard to the first two suggestions of the Committee about removing references to places in that state such as Chandigarh, Amritsar, Tarantaran, Jashanpura, Moga and Ludhiana. On other suggestions of Revising Committee, the Censor Board lawyer said he would make submissions tomorrow, following which the court deferred the matter. The Censor Board also justified the impugned order saying that there were no delay on its part and that it was proper and within the framework of the guidelines. However, Ravi Kadam, counsel for Phantom Films, the production company of Anurag Kashyap, said the impugned order was issued without any application of mind and was arbitrary. "Punjab is an integral part of the concept and cannot be deleted from the film", he said. References to Punjab in film were in the context of the theme and did not form substantial part of the dialogue and the script, the petitioner's lawyer Ravi Kadam argued. How can the reference to Punjab be construed as questioning of the sovereignty and integrity of the country in general and of the state in particular, he asked. The suggestion of the Revising Committee to delete certain words from a song was totally unjustified as these words were related to drug abuse, he said. During the arguments, Justice Dharmadhikari asked the Censor Board's lawyer how its suggestion of removal of reference to `Moga', a place in Punjab, from the film was justified. The Judge also noted that in the past there was a film which dealt with how the town of Moga became a 'cancer town', but the film did not belittle the place. In the same way, how would "Udta Punjab" malign Punjab, the judge sought to know. While summing up, advocate Kadam said that the producer was not given a hearing by the Revising Committee, and hence the principles of natural justice were violated. The film, which stars Shahid Kapoor, Alia Bhatt, Kareena Kapoor-Khan and Diljit Dosanjh, deals with the issue of how the youth in Punjab are succumbing to drug addiction. The censor board's suggestions include removal of abusive words from dialogue, certain words from the songs, references to Punjab and places in the state and deletion of close-up shots of actors injecting the drugs. The board also wants the producers to make changes in the disclaimer in the movie. CBFC's suggestions sparked off a political sparring earlier this week, prompting the co-producer Anurag Kashyap to ask the political parties to stay away from the controversy. The controversy acquired political overtones because Assembly polls are being held in the state next year. Kashyap also hit out at the CBFC chief Pahlaj Nihalani, calling him "oligarch" and "dictator", and said it was like living in North Korea. Several filmmakers, including Karan Johar, Mahesh Bhatt, Ram Gopal Varma and Mukesh Bhatt have come out in Kashyap's support.

64 Pakistan: Zeenat Rafiq who was burnt for eloping is buried A young Pakistani woman allegedly burnt to death by her mother for marrying without family consent has been buried. Zeenat Rafiq was laid to rest by her husband's family before dawn in Lahore. Police said none of her relatives came forward to claim her body. Her mother is in custody accused of luring her back from her in-laws. It is the third such case in a month in Pakistan, where attacks on women who go against conservative rules on love and marriage are common. Police say the body of Zeenat Rafiq, who was 18, showed signs of torture. She was doused with fuel and set alight. It remains unclear whether she was still alive when she was set on fire. Results of a post mortem examination are awaited. Ms Rafiq married Hassan Khan a week ago through the courts after eloping. They went to live with his family. "When she told her parents about us, they beat her so severely she was bleeding from her mouth and nose," Mr Khan told BBC Urdu. "Her family lured her back, promising reconciliation and a proper wedding reception. She was afraid, she said 'they are not going to spare me'. She didn't want to go but my family convinced her. How were we to know they would kill her like this? " AFP news agency reported that the Rafiq home was locked up on Thursday and the family had left. "Why have they gone when everybody is coming to share their grief? " one neighbour Muhammed Asghar said. Last week a young school teacher, Maria Sadaqat, was set on fire in Murree near Islamabad for refusing a marriage proposal. She died of her injuries. A month earlier village elders near Abbottabad ordered the murder of a teenage girl who was burnt to death because she helped a friend to elope, police said. Nearly 1,100 women were killed by relatives in Pakistan last year in so- called honour-killings, the independent Human Rights Commission of Pakistan (HRCP) says. Many more cases go unreported. Violence against women by those outside the family is also common. Punjab province, where the two latest attacks happened, passed a landmark law in February criminalising all forms of violence against women. However, more than 30 religious groups, including all the mainstream Islamic political parties, threatened to launch protests if the law was not repealed. The Council of Islamic Ideology, which advises the government, then proposed making it legal for husbands to "lightly beat" their wives. It was criticised as a result. Religious groups have equated women's rights campaigns with promotion of obscenity. They say the new Punjab law will increase the divorce rate and destroy the country's traditional family system.

In a statement on Thursday, Pistorius's uncle Arnold said that after considering various offers and options available, he decided to engage investigative journalist Mark Williams-Thomas from British broadcaster, ITV. He said ITV would be able to provide the family with a voice. "I felt his platform on ITV was the most appropriate place to do this – because of its style and format," he said. Pistorius' uncle said since Steenkamp's death, the family had received numerous requests for paid-for interviews but, despite Oscar's "crippling" legal fees, he has mostly declined the offers. "Over the past three years we have been very judicious in our media engagement and commented only in situations where it was not possible to manage the weight of media inquiries in other ways. Handing down of sentence "We have been deeply respectful of the legal process and mindful not to contribute to the media frenzy that has characterised this case. We declined almost all requests for interviews and comment. " Oscar Pistorius shot and killed his girlfriend Steenkamp in his Pretoria home on Valentine's Day in 2013, claiming he mistook her for an intruder hiding in his toilet. He served one-sixth of his five-year sentence for culpable homicide in prison. He was released in October last year to serve the remainder under correctional supervision at his uncle's Pretoria home. The State approached the Supreme Court of Appeal to have the conviction of culpable homicide set aside. On December 3 last year, the court found in favour of the State and found him guilty of murder. Pistorius now faces a minimum sentence of 15 years and will hear his fate when sentencing proceedings commence on June 13. 67 Belgium concern as WW2 Nazis 'get German pensions' A Belgian minister has voiced concern that Belgian former Nazi collaborators may still be receiving German pensions. Belgian survivors of Nazi persecution appealed to the government to stop the payments, and Pensions Minister Daniel Bacquelaine "shares their indignation", his spokeswoman told the BBC. But Germany manages the payments and "we have no official figures" for the recipients, Geraldine Lamoureux added. Belgians who served in the SS were made Germans by an Adolf Hitler decree. After the 1945 liberation, 57,000 Belgian collaborators were convicted. The Memorial Group, lobbying the Belgian government, estimates that as many as 2,500 ex-collaborators are receiving German pensions. The petition to stop the German pension payments was the group's initiative. They include Belgians who survived the Nazi camps and who want modern Belgium to remember the wartime occupation. Belgians were recruited into the German Waffen SS and Wehrmacht, and collaborators also helped the Nazis to send Jews and resistance fighters to concentration camps. The group's president, Pieter Paul Baeten, quoted by Belgian broadcaster RTBF, said: "It's sad. Belgium can't get hold of the information [on pension recipients], or doesn't want to. "But I don't understand how, in today's Europe, Belgium and Germany can't manage to exchange this information. " It is not clear if those receiving the pensions are all living in Belgium. The Memorial Group wants an official Belgian-German commission to be set up, to investigate the pensions and reveal who the recipients are. Ms Lamoureux said the pensions minister "will discuss the matter with other ministers, to find a solution". After the war Leon Degrelle , who led the Belgian collaborators under the Nazis, fled to fascist Spain, where he was sheltered by the Franco dictatorship and died in 1994. Belgium sentenced him to death as a traitor, but he prospered in Spain, even after Franco's death and the rebirth of democracy in 1975. A detailed investigation by Belgian historians concluded in 2007 that Belgian collaborators worked closely with Nazi officials to persecute Jews after the German invasion in 1940. Anti-Semitism was widespread in the Belgian establishment at the time, they said. According to Mr Baeten - a survivor of Buchenwald concentration camp - Hitler gave Belgian SS members German nationality in 1941. "The current German government is hiding behind that decree to avoid divulging information about its 'compatriots' to a 'foreign power', namely Belgium," he said. In a parliamentary answer in 2012 the German government said it could not confirm the 2,500 figure for Belgian ex-collaborators alleged to be getting German pensions. The government said only scrutiny of each individual's file could determine how many had served with Nazi military units, and those files were held by the German regional authorities. When asked about the collaborators, it said (in German) 57 Belgians were getting German BVG ("Bundesversorgungsgesetz") maintenance payments, but did not explain who those Belgians were. In 2012 the German government paid BVG allowances to 209,654 victims of the Nazis and their relatives, in Germany and abroad, but the amount was not specified. Other German reparations for World War Two included payments to 58,932 Jews via two funds managed by the Jewish Claims Conference. The government said recipients were getting up to €300 (£236; $341) monthly from one fund, and up to €260 from the other.

After a federal review of Children’s Protective Services cases in Buncombe and ten other North Carolina counties, severe penalties and a three year improvement plan have been imposed. The state mandate is to reunite families if at all possible but it is occurring in only 50% of North Carolina cases. Perverse financial incentives lead to too many foster parent adoptions. In a Carolina Journal exclusive released this week, Dan Way reported the North Carolina Department of Health and Human Services faces a minimum $1.7 million federal penalty after failing to meet child safety, placements, services, and other components by which state child and family services are measured for compliance. Rafael Lopez, commissioner of the Administration on Children, Youth and Families at HHS, informed North Carolina DHHS Secretary Rick Brajer in a Jan. 29 certified letter that the state was being placed on a three-year performance-improvement plan to establish “effective strategies for achieving the level of improvement agreed upon.” Pam Kilpatrick, assistant state budget officer, told the House Appropriations Committee on Health and Human Services on April 28 that Gov. Pat McCrory’s budget includes $9.3 million to add five full-time staff to help develop and implement the improvement program. “The ratings we got seem abysmal,” said Kevin Kelley, section chief for Child Welfare, in the Division of Social Services at DHHS. Asked if the failure to meet the requirements is indicative of an agency in distress, Kelley responded, “I would say you’re wrong about the word ‘failure.’” However, he said, “The whole intent of the review is to find areas for program improvement,” and its findings that North Carolina came up short “didn’t surprise us.” Kelley said the assessment is a “specific kind of review” that may not capture the complete picture of the complex services that are difficult to execute under a sweeping DHHS umbrella of programs. In some areas, slight deviations, such as providing a service in 25 hours instead of the required 24, would be considered noncompliance. Sherry Bradsher, DHHS deputy secretary, said whether the state must pay all, part of, or more than the $1,709,489 penalty “sort of depends where we wind up two to three years from now” as the improvement plan develops. Creating that response “is somewhat of a negotiation” and involves collaboration between the state and its federal counterparts. Kelley said this is the third round of federal assessments, and North Carolina was one of eight states involved. Extensive reviews of 105 cases were conducted in Buncombe, Craven, Cumberland, Durham, Hoke, Jackson, Mecklenburg, Pitt, Scotland, Wake, and Wilson counties between April 1 and Sept. 30 last year. Among findings of the federal review were that North Carolina achieved only a 75 percent rating under the safety-outcome category called “Children are, first and foremost, protected from abuse and neglect.” The state achieved only 57 percent in cases of the safety outcome called “Children are safely maintained in their homes whenever possible and appropriate.” Permanency in placements was cited as a major failure, achieving only 34 percent compliance. And outdated statewide information systems, workforce training, case reviews, and other systemic program functions also were found substantially lacking in compliance. “We are having some comfort calls” with other states that also had unfavorable reviews, Kelley said. “We’re all roughly at the same place with this development,” there is no “super clear guidance” as to what the new measurement tools and plan will look like, and “no one has a signed-off plan yet.” “That $1.7 million penalty, regardless of how they’re going to end up assessing that, that’s the department saying we’re serious about you need[ing] to change things,” said Andrew Brown, an adoption law and policy attorney who is a senior fellow specializing in child welfare policy at the Florida-based Foundation for Government Accountability, a free-market oriented organization. Brown said the low North Carolina scores were not surprising “because this is common among child welfare agencies across the country. [They] are a product of a system that’s overwhelmed, that’s trying to do too much,” and caseworkers are stretched to the breaking point while constantly exposed to “heartbreaking things,” Brown said. “Our argument would be start working more with the local community,” Brown said. “There are programs like Safe Families for Children that are active, and trying to launch a chapter in North Carolina right now. They’re in the process of recruiting churches and families” to replicate their model originated in Chicago in 2003. It now has 72 chapters in 27 states and has cared for more than 20,000 children. The private, community-based intervention model outperforms the child welfare bureaucracy, especially on placement stability. Some children and youth services departments in other states are actively referring their low- impact cases to Safe Families so the government agency can concentrate on the more difficult, high-intensity cases, Brown said. The average child in a government child welfare program “has a 50-50 shot of going back home to their biological family, and that’s after staying in the foster care system an average of about 700 days,” Brown said. In the Safe Families program more than 90 percent of children are returned to their biological parents after a 30-day average length of stay with a volunteer host family without ever going into foster care. Safe Families uses trained volunteers from the community, supervised by trained social workers oftentimes with prior government jobs, to welcome children into their homes while their parents struggle with a temporary crisis such as job loss, medical situation, or transportation issues, that could result in a child neglect case and removal of the child from the family by the government agency. Other family members help the parent overcome the temporary crisis. Brown said 70 percent of foster care cases stem from simple neglect, and one of the main reasons for neglect is because parents fear the power of the government to seize their children, and don’t seek services that might help their situation. Safe Families is a less threatening environment lacking that enforcement power. Relationships are encouraged between the families. In government foster care, regulations prohibit such relationships. It is not uncommon for children and their parents to maintain extended family-type relationships with their host families long after their help, Brown said.

70 Man barricaded inside NW Harris apartment fatally shoots himself A man fatally shot himself while he was barricaded inside an apartment in northwest Harris County, authorities said Wednesday. The man, who has not been identified, fired a weapon about 6 p.m. in an apartment in the 6800 block of Lakeview Haven, Harris County sheriff's officials said. Deputies with the sheriff's High Risk Operations Unit surrounded the apartment and attempted to coax him out. The man was dead about two hours later, when officers finally went inside the apartment. There were no reports of any other injuries. Further information was not immediately available.

The suspect has been widely identified in news reports as Charles Pickett Jr., 50, of Battle Creek. Getting said at a news conference Tuesday that the man arrested at the crash scene was a 50-year- old from West Michigan, but he declined Thursday morning to confirm Pickett is that man.

72 The conversion conundrum “Your people are my people and your God is my God,” uttered Ruth to her mother-in- law Naomi in the biblical Book of Ruth, an expression for which she is celebrated as a symbol of Jewish conversion. Shavuot will forever be associated with Ruth, her adoption of a new faith and her entry into the Jewish, or as it was then Israelite, people. And since last Shavuot, steps have been taken in the realm of conversion to deal with what some describe as a serious threat to the integrity of the Jewish people in the Jewish state. While the large majority of Jews who came to Israel from the former Soviet Union were Jewish according to Jewish law, halacha, some 30 percent were not. This large number of Israeli citizens, some 300,000, who are integrated into Jewish Israeli society but are themselves not halachially Jewish has given rise to concerns for increased intermarriage in the country in the near future. Sociologists have also warned of possible negative affects to the country’s Jewish character if an increasing number of its citizens feel disconnected from, and do not share, the majority’s Jewish identity. Alina Yakobov, 35 and a resident of Jerusalem, came to Israel in 1999 aged 18. Having grown up in Latvia during the era of Communist rule she says she always felt Jewish, despite the lack of Jewish content in her life, and always felt connected to the Jewish people. Her father was Jewish, as was her mother’s father, but her mother herself was not. Nevertheless, Alina was able to emigrate to Israel under the Law of Return. In Israel she met her husband, who is halachially Jewish, and they married in a civil ceremony in Prague, being unable to legally marry in Israel. After having their first child, a boy, Alina tried twice to convert different occasions but was ultimately rejected by the state conversion court, which insisted that she convert her children at the same time and transfer them to a state religious school. Alina, who now has four children, sends them to the TALI network of schools, which are cater to the religiously traditional community and designed to provide a Jewish and secular education, although they are affiliated with the Masorti (Conservative) Movement in Israel. A request for converting minors to study in a religious schools is a common requirement, although TALI schools were accepted in the past by the state conversion authority as suitable for this purpose. Alina and her husband decided they did not want transfer their children to another school, and so the conversion process through the state conversion system was brought to a halt once again. Shortly thereafter, Alina stumbled across an advertisement on Facebook for Giyur Ka’halacha, a new, non-state Orthodox conversion court established last year to deal with the growing concern over intermarriage. The new court, a project of several organizations including ITIM, Tzohar, Beit Morasha and Ohr Torah Stone, has evinced fierce opposition from the rabbinical establishment and its conversions are not recognized by the chief rabbinate. Its backers insist however that its establishment was necessary given the increasing size of the non-Jewish, but integrated demographic of citizens originating from the former Soviet Union. Rabbi Seth Farber, one of several people and organizations behind the new, independent conversion authority, said that because Alina’s had completed the state conversion authority’s study course and been seeking to convert for a considerable amount of time her conversion could be streamlined. Farber added that in accordance with Giyur Ka’halacha’s halachic position, her children could be converted swiftly because they were minors “The conversion of children can be done very quickly because the component of accepting mitzvot is not relevant to minors,” said Farber. “What our rabbinical courts seek a is commitment on behalf of the family towards being part of the Jewish future. “In the past the the rabbinate recognized that parents who sent them to TALI schools are making a serious commitment to Jewish learning and practice. Unfortunately, the rejection of Tali schools and others like them is another example of the inflexible attitude of the rabbinate to this crisis. Giyur Kahalacha is trying to rectify this situation given the demographic realities of 21st century Israel.” Since its establishment in the middle of 2015, Giyur Ka’halacha says it has received 1,500 calls expressing interest in conversion, of which it directed 180 towards the state conversion system, and itself converted approximately 200, a number it seeks to quadruple in the coming years. There are of course detractors to the new conversion courts, including from the chief rabbinate and the state conversion authority. Rabbi Yisrael Weiss, a former IDF chief rabbi and a rabbinical judge on the state conversion court insists that he and other rabbinical judges on the court are doing everything possible and going to all halachic extremes to deal with the issue. He argues however that the problem lies not with the character of the court but instead with a lack of will to convert on behalf of those who are not halachically Jewish. “At the end of the day, people don’t want to come, because they are citizens, because they have legitimacy within the state and their situation is fine, so they’re not interested in becoming Jewish. “People who really want to be Jewish, will become Jewish, there are just a lot of people who do not want to accept the responsibilities.” Weiss said however the he accepted the “halachic legitimacy” of Giyur Ka’halacha’s conversions. Professor Benny Ish-Shalom, Founder and President of Beit Morasha and another of Giyur Ka’halacha’s founders rejected Weiss argument that there are too few people willing to convert. Ish-Shalom pointed out that only 40 to 50 percent of conversion candidates are eventually converted, and said that thousands of potential converts have been abandoned by the state. “We’re talking about people who genuinely want to be part of the Jewish nation, who make the effort, who fit the criteria, who deserve to be converted,” he said. The professor noted that he and others had sought for many years for the establishment of a state conversion court for children, saying that many immigrant families would be open to conversion for their children, and that the the new court was a reaction to this inertia. Said Farber “The conversion of children represents the best solution for solving the conversion crisis in the long term. “Unfortunately at present the rabbinate isn’t taking the long term view of conversion in Israel and because of that Giyur Ka’halacha represents the only meaningful way to address the demographic crisis that Israel is facing.”

73 'Tortured' rendition couple angry over failure to charge MI6 A man who was secretly detained and sent to Libya with his pregnant wife in 2004 has spoken of his disappointment that no-one will be prosecuted. Ex-Libyan dissident Abdel Hakim Belhaj says the UK's MI6 helped to arrange the couple's rendition - saying they were covertly taken from Thailand to Libya. Sami al-Saadi and his family were also sent to Libya in 2004, where he was allegedly tortured. Prosecutors said there was insufficient evidence to charge anyone from MI6. Mr Belhaj told the BBC he was "very disappointed that individuals responsible" would not be prosecuted, adding: "If there is political interference with the courts, then it undermines British justice. " Rendition involves sending a person from one country to another for imprisonment and interrogation, and in some cases torture. Mr Belhaj, who commanded an armed opposition group against Libyan dictator Colonel Muammar Gaddafi, and his wife, Fatima Boudchar, had been trying to seek asylum in the UK when they were taken from Bangkok to Tripoli in 2004. Their lawyers claimed it was a joint operation between the US intelligence service the CIA and its UK counterparts from MI6 to help Col Gaddafi round up his enemies. Mr Belhaj alleges he was tortured by his jailers and questioned by British intelligence officers during a six-year detention. Mrs Boudchar, who was pregnant at the time of her detention and transfer to Libya, spent four months in a Libyan prison. Speaking in her first television interview, she told the BBC: "My hands and legs were tied and my eyes were covered. They injected me with something. I didn't know where I was going. "I was six months' pregnant. I was so scared that I was going to die. " Separately, Mr al-Saadi and his family were taken from Hong Kong and sent to Libya, where he was allegedly tortured. Memos indicated that MI6 was involved in his transfer. The Metropolitan Police and the Crown Prosecution Service opened an investigation in January 2012 after documents found following the fall of Col Gaddafi suggested that MI6 had been involved in the rendition. The documents included letters signed by "Mark". It has been claimed that this is Sir Mark Allen, then MI6 director of counter terrorism. In a letter to Moussa Koussa, head of Col Gaddafi's intelligence agency, dated March 2004, "Mark" thanked him for helping to arrange a meeting in the desert between then Prime Minister Tony Blair and Col Gaddafi, as part of a warming of relations between the UK and Libya. "Mark" wrote: "More importantly, I congratulate you on the safe arrival of Abu Abd Allah Sadiq (Mr Belhaj)… This was the least we could do for you and for Libya to demonstrate the remarkable relationship we have built over the years. " Even though there will be no prosecution of MI6 officers, the Libyan case still raises many questions. For the first time, the CPS statement confirms that MI6 was in "communication" with individuals from foreign countries involved in the rendition, and seems to confirm the broad outline of the allegations (even though it finds insufficient evidence to charge). In one of the most intriguing lines, it also says that the MI6 officer involved sought political authority for "some" of his actions, but not in a formal way. This goes to one of the mysteries surrounding the operation - who authorised it? Sensitive MI6 operations are supposed to be authorised by politicians - normally the foreign secretary. Jack Straw was foreign secretary at the time and has denied any role in rendition. And today's statement seems to support the idea that MI6 was operating at the time with only partial political cover. There was no written record and nor did the officer, we learn, get authority for all his communications and conduct from whomever he talked to. That will raise questions about whether MI6 was operating under sufficiently strong oversight at the time. The Crown Prosecution Service (CPS) said an unnamed public official had been investigated for aiding, abetting, counselling or procuring any offence of torture, and misconduct in public office. It was found the person did not have any connection with the initial physical detention of either man or their families, the CPS said. Sue Hemming, of the CPS, said: "Following a thorough investigation, the CPS has decided that there is insufficient evidence to charge the suspect with any criminal offence. "We made our decision based upon all the available admissible evidence and after weighing up all of the information we have been provided with. " Mr Belhaj's lawyer Cori Crider told the BBC: "This suggests to me the security services are functionally above the law. If you're not going to charge in this case, then when are you going to charge? " Lib Dem MP Alistair Carmichael has called for the government to make a statement to MPs following the CPS's decision. The government's Intelligence and Security Committee said later it would examine the families' case as part of its ongoing inquiry into detainee treatment and rendition. Scotland Yard said a small team of detectives had spent more than two years conducting a "thorough and penetrating investigation without fear or favour", and it was for the CPS to decide whether to prosecute. Both Mr al-Saadi and Mr Belhaj pursued civil claims against the British government and named individuals. Mr al-Saadi settled out of court but Mr Belhaj's case is continuing.

74 Railways start optional catering scheme in two trains The Indian Railways has started a scheme of optional catering in two trains on a pilot basis for 45 days beginning today, Western Railway (WR) said. The two trains wherein the scheme is started are Mumbai Central-Nizamuddin August Kranti Rajdhani Express and Pune-Secunderabad Shatabdi Express, WR said in a statement today. "Railway Minister Suresh Prabhu had announced on June 8 to undertake the scheme of optional catering in two trains - 12953/54 Mumbai Central- Nizamuddin August Kranti Rajdhani Express and 12025/26 Pune- Secunderabad Shatabdi Express on a pilot basis for a period of 45 days beginning today," it added. During the trial period, catering services will be included by default. However, passengers have to specifically 'opt out' from the mandatory food option, the release said. The exclusion of catering apportionment charges will reduce the fare of the ticket and a passenger will have to pay less. "This facility is available in all tickets such as tickets from PRS counters, e- ticketing portals of IRCTC and such tickets shall be issued with reduced fare," it added.

75 Five lesser-known driving distractions Drivers using hands-free phones can become just as distracted as those using handsets, a study suggests. But even when drivers aren't on the phone there are plenty of things that can ruin their concentration. It's horrible when you feel eight little legs creeping up your arm. Even drivers without a phobia of spiders can become distracted and agitated. Just a glimpse of one scuttling across the dashboard can be enough. In 2010, a motorist in Devon who threw a spider out of her car window crashed into a man on a charity bike ride. There was another case last year, when a car crashed into a lamp post in Poole, Dorset, after the driver became distracted by a spider. "You need to stop the car and deal with the issue," says Neil Greig, policy and research director at the Institute of Advanced Motorists. "Continuing to drive with that kind of distraction is a bad idea. " Greig says opening the window might help to get rid of the spider, but this still diverts the driver's attention from the road. The Department for Transport doesn't list separate figures for road accidents prompted by arachnids, but overall in 2014 police in Britain said distractions of all kinds inside vehicles had been listed as a cause of 68 deaths and 445 serious accidents. Mobile phones, by contrast, were cited as a cause of 21 deaths and 84 serious accidents. Motorways are dotted with signs warning drivers to take a break. "Tiredness kills," they're told. But their emotional state can be important too. Researchers at Virginia Tech suggest that drivers increase the risk of a crash nearly tenfold when they get behind the wheel "while observably angry, sad, crying, or emotionally agitated". The effect can be as detrimental to road skills as daydreaming, says psychologist Sandi Mann, author of The Upside of Downtime: Why Boredom is Good. "The problem is that you don't want anything that distracts from the task," she says. Mann recommends tailoring the music played in the car to ensure there isn't a "cognitive overload" resulting from songs with too much personal emotional meaning. "You need some upbeat music, just enough to help you concentrate," she adds. CDs designed specifically for use by drivers and truckers work well, Mann says, as do songs by Queen. It's not uncommon to see motorists applying make-up or brushing their hair while stuck in traffic, but to do so while the vehicle is moving is clearly a bad idea. Some men have been caught shaving while driving - presumably without the use of foam and hot towels. In the US, self-grooming behind the wheel is a big enough problem for the road-safety group Decide to Drive to issue advice on how to avoid it. The group recommends getting ready before leaving the house... failing that, it advises drivers to keep items like tweezers, brushes and lipstick off the passenger seat to keep temptation at bay. In the UK, there's no specific offence of self-grooming while in control of a motorised vehicle, but it is covered by laws against careless driving. The scope of the problem is unknown, but Greig says it goes on in the UK and recommends - as when a spider is present - pulling over before taking action. A recent survey in Australia suggested that 59.2% of male drivers were distracted by "good-looking women". Women were less easily swayed, 15.2% reporting the same reaction to attractive men. It's not just Australians who are affected, says Greig. "It's definitely an issue, particularly in the summer. " In 1994, a billboard advertisement showing the model Eva Herzigova wearing just a bra, and bearing the message "Hello, boys", was blamed for causing accidents and slowing down people's commute to work. Greig doesn't offer a specific solution to this form of distraction, but encourages people to "take their driving seriously", blanking out imagined pleasures of the flesh whenever possible. What the Australian survey does highlight is that it's not just what happens inside a vehicle that puts drivers off. The Department for Transport says in 2014 police reported 19 deaths and 206 serious accidents in which a distraction outside the vehicle was listed as a cause. There's nothing more annoying than trying to drive when kids are shouting and fighting in the back, right? Well, actually there is, the Royal Society for the Prevention of Accidents suggests - adults. Over-18s are listed as a distraction by 22.9% of drivers, it says, basing this on research carried out in the US. Only 12.9% said the same of children. Could one reason for this be that parents are so used to a racket from their kids that it becomes little more than background noise? "It might be that arguments with adults are a little more emotionally involved," says Greig. Mann says chatting between adults can actually stimulate the driver, as it prevents weariness, but recommends not overdoing it. And if an unavoidable row is brewing, the same advice applies as for dealing with spiders and the urge to self-groom: pull over first. Lawyers for Kimberly Nicole Cormier, 42, are expected to mount a defense that she was not responsible for her actions because she was under duress, a victim of "battered woman's syndrome. " After being arraigned Wednesday on a charge of capital murder in the September 2014 shooting death of Jose Bonilla, she responded, "Not guilty by reason of duress. " Prosecutors objected, saying there are only two answers: guilty or not guilty. The chase ended in a violent gunbattle that left Nicholas dead. 80 Former Bihar school board chairman absconding: Police Patna: Former Bihar School Examination Board Chairman Lalkeshwar Prasad Singh was still absconding even as the Special Investigation Team (SIT) conducted raids searching for him, police said on Thursday. Singh is being probed for his alleged involvement in the 12th Board merit list scam. According to police, evidences gathered so far indicated that Singh was involved in the scam in which the answer books of certain examinees were tampered with to increase their score and push them up in the merit list. Patna Senior Superintendent of Police Manu Maharaj, who is heading the SIT, said raids are being conducted in search of Singh. FIR was lodged in the case after Bihar Chief Minister Nitish Kumar on Monday intervened and directed the police to probe the matter as a criminal case. Maharaj said that Singh along with director-cum-principal of VR College in Vaishali have been made accused in the case. Till date five accused have been arrested by the SIT, he said. More arrests would be made in this case soon, Maharaj added. According to the FIR, fraud was committed by VR College authorities to influence the results. "The answer books of the toppers appeared to have been changed which makes it a case of fraud," it stated. Those named in the FIR include Science stream toppers Saurabh Sreshtha, Shalini Rai and Rahul Kumar, Arts topper Rubi Rai and VR College Principal. All the toppers were students of the same college.

A senior Cricket Association of Bengal (CAB) official though confirmed on Thursday that the venerable ground will play host to the first ever day-night Test in the country. 83 Families hail finding of 'significant police collusion' in Loughinisland murders Families of six Catholic men murdered by loyalist gunmen in a village pub have hailed a damning watchdog investigation that exposed significant police collusion with the killers. Northern Ireland's Police Ombudsman Michael Maguire was scathing in his assessment of the police role in the 1994 Ulster Volunteer Force sectarian massacre in Loughinisland, Co Down. Two UVF gunmen burst into the packed bar at around 10.10pm on June 18 1994 and fired at customers watching the Republic of Ireland play Italy in the World Cup in the US. Six were killed and five injured. No one has ever been brought to justice. Dr Maguire found that one man suspected of carrying out the mass killing in the Heights Bar was a police informant The ombudsman also said the murder squad had been involved in a number of other killings in the years beforehand, but had avoided arrest because the Royal Ulster Constabulary's Special Branch intelligence unit had withheld evidence from RUC detectives investigating the crimes. He said some Special Branch officers had a "hear no evil, speak no evil, see no evil" mind-set that placed the collection of information above the detection of crime. The victims' families have long claimed police colluded with the killers and won a court battle to quash a previous Ombudsman's report that had rejected the collusion allegation. Emma Rogan, whose father Adrian was killed, said: "Today we finally have a report by the Police Ombudsman that at last vindicates our long-held suspicions and belief that the truth about these murders was being covered up by the very people - the police - who were supposed to be protecting us, be on our side and investigate and bring to justice those responsible. " Paddy McCreanor, nephew of victim Daniel McCreanor, said: "Collusion is no illusion and collusion happened. The truth has come out and that's all we ever wanted. " The families' lawyer Niall Murphy said the scale of the collusion was "terrifying". "This report is one of the most damning expositions of state collusion in mass murder that has ever been published," he said. Mr Murphy said relatives retained hope that justice could be done, but he acknowledged prosecutions would be difficult, noting that evidence, including the getaway car, had been destroyed. While the report was revealed in Belfast, former prime minister Sir John Major was elsewhere in Northern Ireland delivering a pro-European Union speech. Mr Murphy called on Sir John to apologise for the collusion that took place when he was in office. The families also called on current Northern Ireland Secretary of State Theresa Villiers to say sorry for referencing Loughinisland in a speech earlier this year about what she claimed was a "pernicious counter-narrative" of the Troubles that was trying to place undue blame on the security forces. "We call on her to retract and apologise to us today," said Ms Rogan. In his report's conclusion, Dr Maguire said he had "no hesitation in saying collusion was a significant feature of the Loughinisland murders". While acknowledging some officers worked tirelessly to catch the killers, the ombudsman described failures in the overall investigation as "catastrophic" and said in too many instances the probe was characterised by "incompetence, indifference and neglect". The ombudsman also examined the role of police informants in efforts by loyalist paramilitaries to smuggle weapons into Northern Ireland from abroad during the mid to late 1980s. He found that security forces were monitoring the importation bids and information provided by state agents in high positions within the paramilitary groupings helped lead to the recovery of a significant number of weapons. But the watchdog questioned why many still ended up in the hands of loyalist killers. He said unrecovered weapons from the shipments were used in 70 murders and attempted murders, including those at Loughinisland. The ombudsman said there was no evidence the security forces had forewarning of the Loughinisland attack. He said that after the murders, Special Branch did not appear to use sources in an effort to catch the killers. "I have found no evidence that sources were tasked with gathering specific information that could have assisted the murder investigation," he said. "This was a 'hear no evil, speak no evil, see no evil' approach to the use of some informants, which potentially frustrated the police investigation. " Dr Maguire said many officers in the RUC and their successors in the Police Service of Northern Ireland (PSNI) worked tirelessly to catch the killers, but he also identified a series of major failures in the investigation. A report by previous police ombudsman Al Hutchinson in 2011 found that the RUC failed to properly investigate what happened in Loughinisland but said there was insufficient evidence of collusion. Those findings were quashed after a legal challenge by relatives of those killed and Dr Maguire undertook a fresh investigation. Those murdered were Barney Green, 87, Adrian Rogan, 34, Malcolm Jenkinson, 53, Daniel McCreanor, 59, Patrick O'Hare, 35, and Eamon Byrne, 39. PSNI Chief Constable George Hamilton accepted the report's findings and said officers involved in collusion should be held to account. "This report makes uncomfortable reading, particularly in relation to the alleged actions of police officers at the time," he said. "The ombudsman has stated that collusion was a feature of these murders in that there were both wilful and passive acts carried out by police officers. This is totally unacceptable and those responsible should be held accountable. " He added: "These were appalling murders carried out by those with evil intent and I am very aware of the hurt and anger felt by the families of those killed and those injured. The PSNI remains firmly committed to apprehending those responsible for these murders and appeal to the community for information to allow us to do so. " A UK Government spokesman described the events at Loughinisland as appalling and unjustifiable. "The report makes clear that those responsible for the carnage at Loughinisland were the terrorists who planned and carried it out," said the spokesman. "It also reaches some very grave conclusions about the conduct of the police. "The Government takes allegations of wrongdoing by the police very seriously. Where there is evidence it should be pursued and those responsible held accountable. Everyone is subject to the rule of law. "

85 The grimy business of buying and selling US debts Last weekend, US TV show host John Oliver bought and forgave $15m (£10.3m) worth of medical debt, delighting hundreds of people who had defaulted on the sky-high expenses from life-threatening illnesses. It only cost him $60,000 plus a $50 set-up fee. So is it that simple? Mr Oliver's show, Last Week Tonight, focused on debt collection companies that buy debt from banks for a small percentage of their actual value. Mr Oliver set up a company and bought a total of $15m of debt belonging to nearly 9,000 people from hospitals in Texas. But instead of going on to collect the money, as a real debt buyer would do, Mr Oliver pressed a big red button to symbolise debt forgiveness for all 9,000 on the list. It may have been showbiz, but it threw an important light on an often overlooked industry. Of course there are plenty of legitimate debt collecting companies, legally reclaiming money owed to companies which could go bust if they did not chase debtors. But when debt collection companies become the owners of the debt, they are more inclined to aim for bigger profits and use practices that are not ethical. Of course there are regulations for debt collection, set out by the Consumer Financial Protection Bureau . For example, it forbids deceptive practices such as threatening the debtor with arrest. But many intimidating tactics have been reported. Mr Oliver went to a debt-collectors' conference and spoke to industry professionals who joked about bullying their victims and ruining their lives. "It is pretty clear - debt buying is a grimy business," he said. "I was involved in a hit and run accident on my motorcycle. I was rushed to hospital in where over a nine month period I had three major and one minor surgeries. "Almost 10 years after the accident I went to hospital again to have a metal plate installed in my left arm. "Over six years after the surgery, I started receiving letters from an agency demanding $159,714 payable to it. "I tried several times to work this matter out with [the collection agency] but can't seem to get anywhere. "I am receiving endless calls which have me so stressed that I have problems sleeping. I have been working since I was 15 years old and always stayed away from making unnecessary bills. I had excellent credit until this expense came up. " So how does debt buying actually work? The institutions that are owed money by debtors may already have tried to collect as much of the debts as possible. But when it is no longer worth their resources, they sell off the rest - the "zombie debts" - old and forgotten but coming back to haunt the debtor later. Debt collecting companies buy these lists of names and debts for very small amounts of money - often only a few percent of the value of the debt - and start collecting. And when they have got enough out of their list, it can be sold on and on, in what is a largely unregulated market of debt buying and selling. One of the largest areas of debt buying is medical debt. "Over $100bn (£68.7bn) worth of medical accounts is sold to collection companies each year," says Craig Antico, of the charity RIPMedicalDebt , which buys and forgives people's medical debt. He blames the failures on the US healthcare system for this brisk market, in which one in five Americans is entangled. "People go to a hospital, if they don't have health care insurance or sufficient health care insurance, they have to pay themselves. If you have an accident or illness, you're ruined," he says. The reputable collection companies realise the best way to recover the money owed is by helping people through their ordeals first. "But there are bad apples in the industry. We need people that are certified. There are still people that are just out to make a buck," Mr Antico told the BBC. The debt buying industry in the United States has seen dramatic expansion in recent years. But it is poorly regulated. For example: The lack of evidence on paper is a problem when cases get to the courts, according to a report in January by Human Rights Watch (HRW) . When institutions sell lists of debtors, they do not guarantee that the information is accurate. "There might be mistakes, for example people might already have paid off some of it," HRW lawyer Chris Albin-Lackey says. If the debtor has a lawyer, the case often doesn't even get to court, or is thrown out as inadmissible. But most of the debt is owed by people too poor to have legal representation, or who are too overwhelmed to even answer the court writ. In those cases, "the debt buyer wins automatically, without having to present any evidence to the court", Mr Albin-Lackey explains. Like John Oliver, he calls for better regulation to stop debt buyers filing hundreds of thousands of law suits against mostly poor people, "even when the judges have no idea whether the cases have any merit". For the 9,000 people whose debt has been forgiven by John Oliver's programme, there is light at the end of the tunnel. For the rest of those with medical or other debts, regulation and supervision could not come soon enough.

They say a group of men who were not fasting had complained that their lunch portions were too small. Two North African men, aged 26, have been arrested and charged with arson. The hall was destroyed at a major Duesseldorf convention centre close to the city's airport. Damage has been estimated at €10m ($11m; £8m). The hall was acting as an accommodation hub for men mainly from Syria, Iraq, Afghanistan and North Africa who were waiting to be sent elsewhere in the state of North Rhine-Westphalia. Both Muslims and Christians were living there. Some 7,000 refugees and migrants are currently being housed in Duesseldorf, officials told Germany's DPA news agency. Germany saw an influx of more than 1.1 million refugees and migrants in 2015 and although the number of arrivals has fallen, officials face a huge task in processing hundreds of thousands of asylum claims. The mood at the hall was already poor, according to Red Cross workers cited by German media. Police are said to be looking at earlier reports of attempted arson. When Ramadan started the situation reportedly became worse, and staff at the site were spat at and pelted with shoes. A late evening meal was introduced for Muslims observing Ramadan and one group of men not taking part in the fast complained that their meals were not big enough. "We're looking at this as the motive," an investigator said. Fire broke out on Tuesday and smoke from the centre was visible across the city. Eight men were arrested and two were remanded in custody accused of setting fire to the hall. One of the suspects told reporters: "We had to do it so that things would change. " Although everyone staying at the hall was brought to safety, a number of men suffered from smoke inhalation.

87 Paris attacks: Mohamed Abrini to be extradited to France A Belgian court has approved the extradition to France of Mohamed Abrini, a key suspect in both the Paris and Brussels attacks. He was identified as "the man in the hat", seen on CCTV moments before the explosions at Brussels airport in March. Prosecutors say he may not be handed over for some time, as he is being investigated in Belgium too. Mohamed Bakkali, another suspect in the Paris attacks, will also be extradited. The Belgian judges agreed both men should be sent to France to face questioning over the Paris attacks last November in which 130 people were killed. Before Thursday's hearing, Belgian prosecutors said Mohamed Abrini would not be handed over to the French authorities immediately, as he was still being investigated over the bombings at Zaventem airport and at a metro station immediately after. "The timeline is not at all fixed," a spokesman for the federal prosecutors' office said. He added it was possible that Mohamed Abrini could stand trial in Belgium first before being handed over to France, or he might be questioned in Belgium by French investigators. Mohamed Abrini, a 31-year-old Belgian of Moroccan descent, was filmed at a petrol station in northern France with fellow suspect Salah Abdeslam, two days before the Paris attacks. He reportedly told investigators he was at the scene of the 22 March suicide bombings in Brussels, which killed 32 people. Investigators claim the Brussels and Paris attackers were part of the same network - backed by so-called Islamic State. Mohamed Abrini was said to be part of that cell, and before his arrest in Brussels in April was one of Europe's most-wanted men. The other suspect to be extradited, 29-year-old Mohamed Bakkali, is believed to have rented the Brussels apartment where the suicide vests used in the Paris attacks were assembled.

88 Bill Gates launches chicken plan to help Africa poor Microsoft founder Bill Gates has launched a campaign to help extremely poor families in sub-Saharan Africa by giving them chickens. The billionaire and philanthropist says raising and selling the birds can be efficient to tackle extreme poverty. He has promised to donate 100,000 chickens, and the project's page has already been shared thousands of times. The UN estimates that 41% of people in sub-Saharan Africa live in extreme poverty. Mr Gates said a farmer breeding five hens could earn more than $1,000 (£690) a year. The poverty line is about $700 (£484). He added that the goal was to help 30% of the rural families in sub-Saharan Africa raise improved breeds of vaccinated chickens, up from the current 5%. Africa Live: More on this and other news stories You can't fault the sentiment. Giving away 100,000 chickens in an effort to alleviate poverty is a noble gesture in itself. But the plan throws up a few questions. As the chicken population increases, where is the feed going to come from? Will more arable land have to be given over to growing chicken feed? Also, with more chickens on the market, simple demand/supply economics suggests the average price of a chicken would fall. There's also the issue of dumping. The US, the European Union and Brazil are accused of selling chickens into African markets at prices way below what local farmers can afford to sell them for. But all this doesn't mean that Mr Gates' plan shouldn't be tried. If there's even a small chance of success it needs to be done. Nay-sayers and cynics may flap and cluck about such a plan, but at least when it comes to helping Africa's poor, Bill Gates has once again proved that he isn't chicken. At the launch of the campaign in New York, Mr Gates said: "These chickens are multiplying on an ongoing basis so there's no investment that has a return percentage anything like being able to breed chickens. " How does Bill Gates choose which causes to back? He is partnering with charity organisation Heifer International. Some 800 million people live in extreme poverty worldwide, the UN says.

89 Dark Mofo: Australia's festival of death and darkness When winter comes and the longest night of the year draws near, Australia's most intense public art festival makes the most of the darkness. An offshoot of Hobart's lauded Museum of Old and New Art (MONA), the Dark Mofo festival uses the winter solstice to explore ancient and contemporary mythologies around death. Its programme of art, theatre, music, film and food stretches across 12 days. Key events include the Funeral Party, a gothic ball held in a funeral parlour, and Hymns to the Dead, a concert featuring some of the world's heaviest black and death metal bands. The festival is capped off on the morning of the winter solstice, when more than 700 souls will plunge naked into icy water at first light. One of the festival's most challenging works is the one-off installation Asylum by Australian artist Mike Parr, which opens with a continuous 72- hour performance entitled Entry by Mirror Only. Parr's performances examine physicality, memory and subjectivity, and often feature self-mutilation or extreme physical feats. He will occupy the darkest parts of Australia's oldest continually run "insane asylum", Willow Court at New Norfolk near Hobart. For most of the three days, or as much as possible, Parr will draw while thinking about his role in the 2009 alcohol-poisoning death of his schizophrenic brother Tim. He'll respond to the asylum and the issue of mental health with video, sound, photos, objects and an interactive piece in its wards for the "criminally insane". Willow Court's ran from 1827 to 2001. Isolation has left the buildings largely intact. "What I am doing here is recalling that Tim in 2008 went out to (Sydney's) Cockatoo Island to this monumental installation of mine," Parr said. The 2008 Sydney Biennale Mirror/Arse installation at Cockatoo Island included images from Parr's past works, where he hacks off a fake arm, pushes tacks into one of his legs, slaughters chickens and has his face stitched. "Tim wasn't invited by me because I felt quite strongly that it was something that would have disturbed him," Parr said. "He heard about it, and went out there and saw it. How I feel is that in the wake of that experience Tim went into a decline. " Parr also has a performance where he dresses as a bride. Tim made a video shortly before his death. Parr has never watched the video, but understands that Tim is dressed as a bride in it. "There's a strange reciprocity I feel with Tim's disturbed video. Which I may not even be able to look at, it may not be in the show," Parr said. "But it is certainly driving a good deal of how I'm thinking. People have a remarkable capacity to feel the need in a situation. " Asylum and Entry by Mirror Only can be viewed by the public at any time, 24 hours a day, during the festival. Entry really is by mirror only. Viewers must bring a mirror and leave it at Willow Court. "I am performing in extremis for three days … it's a fair exchange," Parr said. Dark Mofo creative director Leigh Carmichael said Parr was a perfect choice for the festival. "Mike Parr deals with dark ideas and painful concepts that sit within us all at times," Carmichael said. "The subconscious is also a kind of dark place and that fits beautifully with what Dark Mofo is trying to explore. " At the festival's final event, nude swimmers plunge into the Derwent River. The water temperature will be about 10C and the air temperature could be half that. Swimmers wearing only red rubber caps are urged to put their heads under the water and stay in for at least two minutes. Thirty surf lifesavers are on hand. It's a cheeky moment of rebirth and renewal, the flipside of the festival's exploration of morbid themes. Dark Mofo is in its fourth year and has captured popular and critical acclaim, winning prestigious performing arts awards and government funding. It attracts more than 270,000 visitors to various performance precincts in Hobart, the Tasmanian capital, which has a population of 210,000. Carmichael said the festival's popularity was fascinating, given its focus. "Who would have really anticipated that a festival that explores death and darkness could become a popular event? 92 Federal jury rejects school's liability for vet's flashback at pep rally After deliberating just over an hour, a federal jury in Houston concluded Wednesday that a Montgomery County school district was not liable for damages to a teacher who fought in Iraq and experienced a flashback during a pep rally. The teacher, Stephen Seidel, claimed the school had not provided reasonable accommodation for his post-traumatic stress disorder. Attorney Erik Nichols, who represented the New Caney Independent School District, said he felt the jury reached the appropriate decision. "It's very unfortunate for Mr. Seidel," he said. "We definitely feel a great deal of sympathy for Mr. Seidel and his condition. " Seidel's attorney declined to comment after the jury's decision. Seidel was not present in the courtroom. New Caney ISD acknowledged that Seidel had been diagnosed with PTSD after discharge from the military. His mental disability stemmed, in part, from having been propelled by a mortar blast into the side of a building, according to his testimony in U. S. District Judge Keith Ellison's court. And there was no dispute that David Loyacano, New Caney High School principal, agreed when Seidel was hired in 2011 that the science teacher would not be required to attend pep rallies because of his PTSD. Instead, he would patrol the halls. The case boiled down to whether Seidel's department chair had the authority to tell Seidel he must accompany his students to a particularly high-voltage pep rally, called a "Lip Dub" rally, on the last day before winter break in 2012. Two emails, including one in all caps, had instructed all teachers to attend. Seidel knew he was exempt, but when his department head insisted he be there despite his protest that he was a combat vet, he assumed she was speaking with authority. And he followed instructions. The packed rally, featuring T-shirt and confetti cannons, loud screaming and popping balloons, triggered a series of flashbacks. Seidel has not returned to work since that day and has qualified as 100 percent disabled under Social Security. He testified that he feared going to sleep because of the nightmares and feared returning to work because he might endanger students. The school district argued that the principal, the ultimate authority, never rescinded the pep rally accommodation. Seidel should have conferred with the principal before attending, the district contended. Between 11 and 20 percent of American veterans of the wars in Iraq and Afghanistan suffer from PTSD, according to the Veteran's Administration. Many studies indicate this mental health condition is underreported. Under the Americans with Disabilities Act, employers must provide reasonable accommodation for employees who have a disability.

93 Ethiopia base in Somalia attacked by al- Shabab Somali Islamist militant group al-Shabab says it has killed 60 Ethiopian soldiers in an attack on an African Union base in central Somalia. The AU mission (Amisom) says it repulsed the attack, killing 110 militants. Residents in Halgan told the BBC they had heard a huge bang followed by a heavy exchange of gunfire. Amisom supports the government as it fights to regain control of the country from al-Shabab. In a series of tweets it has said its soldiers, alongside troops from the Somali army, "drove back the attackers who are now on the run with the joint forces in pursuit". Operating as DesertXpress, project backers appeared close in 2013 to receiving a $5.5 billion federal loan before political opposition and the American-made requirement scuttled financing. But it has regulatory approval to cover about 190 miles from Las Vegas to the Mojave Desert city of Victorville, California, about 100 miles northeast of Los Angeles. Cost estimates have topped $7 billion. The company said it expects to have ridership projections by August, to meet regulatory and financing requirements, and to obtain environmental approvals by September. He said the decision to remove them from the UN list of violators of children's rights was "one of the most painful" he'd had to make. Saudi Arabia denies the threats. In his first public remarks following the announcement, Mr Ban said he decided to do so after Saudi Arabia along with some other Arab and Muslim countries threatened to cut off funding to UN humanitarian programs. He said he "had to consider the very real prospect that millions of other children would suffer grievously if, as was suggested to me, countries would de-fund many UN programmes. " "It is unacceptable for member-states to exert undue pressure," Mr Ban told reporters at UN headquarters. Human rights groups had sharply criticised the decision to take Saudis off the list, saying the UN chief's office had "hit a new low". The Saudi Ambassador to the UN, Abdullah Mouallimi, denied that his government had exerted pressure on the UN. 99 Taxi driver who denies murder of Becky Godden to represent himself at trial A taxi driver will represent himself in court at trial after pleading not guilty to the murder of a prostitute who was missing for almost a decade. Christopher Halliwell, 52, appeared at Bristol Crown Court to deny murdering Becky Godden, 20, between January 1 2003 and April 3 2008. The body of Miss Godden was found in a shallow grave in a field in Eastleach, Gloucestershire, eight years after she disappeared. Halliwell, previously of Ashbury Avenue, Swindon, was charged with Miss Godden's murder by Wiltshire Police on March 30. The father of three, wearing a brown T-shirt and glasses, appeared at court via videolink from Long Lartin prison in Worcestershire. He confirmed that he has decided to represent himself during the murder trial, which will begin on September 5 before retired High Court judge Sir John Griffith Williams. Mr Justice Openshaw told the court: "If he needs access to law books, everything should be done to ensure that he can properly prepare for his defence. " Steps will be taken to ensure Halliwell can have his papers and a table in the dock, from where he will cross examine witnesses. Sanders met with Obama at the White House on Thursday, and said afterward he would work with Clinton to defeat Trump. Senator Harry Reid, the top Democrat in the Senate, later met separately with Sanders and said the Vermont lawmaker had accepted that Clinton was the nominee. Sanders told reporters, however, that he would stay in the race to compete in the final Democratic primary vote in Washington, D. C., on June 14. Obama recalled the party unity that followed his prolonged primary battle against Clinton in 2008. "Secretary Clinton and Senator Sanders may have been rivals during this primary, but they're both patriots who love this country and they share a vision for an America that we all believe in," Obama said in the video. Nearly half of Americans in a recent Reuters/Ipsos survey approved of Obama's handling of his presidency, a high mark for a president at this point in the job. Among Democrats, his approval rating was 82.3 percent, though 84.3 percent of Republicans disapproved of his leadership. SEEKING UNITY U. S. Senator Elizabeth Warren, like Sanders a progressive and fiery critic of Wall Street, is preparing to endorse Clinton in the coming weeks after staying neutral in the Democratic primary, people familiar with her thinking told Reuters. A Warren endorsement of Clinton could come as early as Thursday night, a Boston Globe reporter said on Twitter, citing a Warren source. Clinton said she and Warren had similar views about key issues such as economic policy and protecting the 2010 Dodd-Frank financial reform law and the Consumer Financial Protection Bureau, which Warren pushed to start. "I'm really pleased to have her good ideas and support," Clinton said of the Massachusetts senator. Trump said in an interview with Reuters last month that he would try to dismantle the Dodd-Frank law. Former Maryland Governor Martin O'Malley, who competed against Clinton and Sanders earlier in the nomination race, endorsed Clinton, saying it was time to unite the party. In the interview with Reuters, Clinton said her overall economic package, including plans to rein in Wall Street and cut taxes for the middle class, would come during the first 100 days of her presidency if she defeats Trump. Clinton has previously said a plan to generate jobs by investing in transportation and other infrastructure spending and immigration reform would be among other early priorities.
