Proposed Action by the Board of Education Move to approve the application of a Serious Safety Hazard Finding for submittal to Illinois Department of Transportation (IDOT). Background District 39 received a written petition, from a parent, requesting a multiple safety hazard study. The petition is found in Appendix A. The concern is for children crossing Glenview Road at Big Tree Lane and crossing Skokie Boulevard at Wilmette Avenue. IDOT considers crossing a roadway a Type III hazard. Given this petition, District 39 is then required to complete its own assessment. The assessment is based on a point value system that is outlined in !DOT's publication "School Safety Busing". A serious Type III safety hazard exists if the total points from the tables and any judgment points for any two situations encountered by the same pupils equals or exceeds 20. Based on the district assessment, of the specified walkway, a determination of23.5 points was assigned. District 3 9 has other safety hazards on file with IDOT going back to 1999. It is important to understand that safety hazards do not provide District 3 9 additional funding from the State. Additionally, the district is not required to waive fees charged to families, this practice was discontinued in 2006. However, District 39 continues to offer transportation to all students in our district. Once approved by the Board, District 39 will submit the attached application including the resident's petition (Appendix A) to IDOT.

Serious Safety Hazard Finding
A publication entitled “School Safety Busing and Instructions for Submitting Findings” is available from the Illinois Department of Transportation, 2300 South Dirksen Parkway, Springfield, Illinois 62764. The school administrator preparing this submittal should refer to the instructions in the booklet.
Two copies of this form are to be submitted to the IDOT District Office indicated in the instruction booklet. The IDOT District Office will approve or disapprove the submittal within thirty (30) days and return one copy to the school district indicating the action taken. WILMETTE 39 BOARD POLICY 4:110 PETITION SECTION 556.160 MULTIPLE HAZARDS.
Dear Wilmette 39 Board of Education:,
I feel the walking conditions to Romona from my location in Glenview is hazardous so I am filing a traffic student request for a “Combination Hazard” from admin code SECTION 556.160 MULTIPLE HAZARDS. Wilmette Board Policy 4:110 states “ A student’s parent(s)/guardian(s) may file a petition with the Board requesting transportation due to the existence of a serious safety hazard”. Admin Code (105 ILCS 5/29-3) (from Ch. 122, par. 29-3) states a traffic study is required.
I am filing a “Combination Hazard” SECTION 556.160 MULTIPLE HAZARDS. ISBE States “Pupils walking to school may encounter multiple hazardous situations. A serious safety hazard exists if the total of the points from the tables and any judgment points for any two situations encountered by the same pupils equals or exceeds 20 points. Multiple hazards consist of the two worst hazard situations.” My children would experience this route when they walk home. ”If only one Type III situation is being considered, it ISBE Safety Busing Manual states: should be the more critical (highest points) one. ” Line 23, Page 20
The two situations we may encounter on the same route:
Type III Hazard (Crossing Big Tree Lane / Glenview Road): 5 + 3 + 3 + 2 = 13 Points Type III Hazard (Crossing Wilmette Rd / Skokie BLVD): 5 + 0.5 + 4 + 2 = 11.5 Points
Type III Hazard Big Tree Lane is 13 Points and Type III Hazard Wilmette/Skokie BLVD Road Is 11.5 Points = 24.5 Points qualifying this as a combination hazard. Only 20 points are needed for combining these hazards.
Board Points to consider: Big Tree Lane has a private school and has a place of worship, Route 41 is a scary road to cross. Students have to walk almost 80 feet.
