Risk to the Safety of Aviation at Shellharbour Airport
UNITED UNDER THE COMMON GOAL OF ACHIEVING THE HIGHEST LEVELS OF AVIATION SAFETY 11 June 2021: Sent electronically via email The Hon. Rob Stokes, MP 52 Martin Place SYDNEY NSW 2000 Risk to the Safety of Aviation at Shellharbour Airport Dear Minister Stokes Our organisations collectively write to you to express our deep concern about the risk that the conditionally approved Tallawarra B project poses to the safety of aviation at Shellharbour Airport. Energy Australia have been working towards building an Open Cycle Gas Turbine (OCGT) power plant at Tallawarra since 2010. One of the main complexities associated with this proposal is that it poses a risk to aviation safety at the Shellharbour airport. The Civil Aviation Safety Authority (CASA) recommended modelling has shown that every OCGT unit studied in the period since 2010 would pose a significant risk to the safety of aviation. Energy Australia are now seek- ing full approval for an OCGT unit with the addition of a mechanical diffuser on the stack in order to reduce the impact to airport users. The following is relevant in understanding the level of concern we collectively have regarding the risk this proposal might pose to the safety of aviation at Shellharbour Airport: • The assessment consultant that the proponent used for all assessments since 2010 confirmed to En- ergy Australia in writing that a mechanical diffuser on the stack will not sufficiently reduce the plume velocity because the primary driver of vertical velocity is thermal, which the mechanical diffuser does not address. Energy Australia subsequently changed plume modelling consultants. • Every plume rise assessment completed for Tallawarra till recently has been fully transparently docu- mented and shared with NSW Department Infrastructure, Energy and Environment, CASA and Shellhar- bour City Council. -

DARWIN INTERNATIONAL AIRPORT COMMUNITY CONSULTATION GROUP Report on Meeting No 15– 19 November 2015 held at Pandanus Room, Airport Management Centre, Darwin International Airport 1. Welcome and Apologies Independent Chairman Daryl Manzie welcomed members to the 15th meeting of the Community Consultation group. Apologies were noted. The Summary Record and Meeting Report of the meeting on 2 July 2015 had been previously settled by circulation. 2. National Overview Defence Fire Fighting Foam Alison Clifton (Assistant Secretary Environment and Engineering, Department of Defence) joined by teleconference and provided a briefing on Defence use of aqueous film forming foam (AFFF) by fire fighting services at Defence bases. Points outlined by Alison included: AFFF used internationally from the 1970’s to the early 2000’s because of its fire retardant properties. The AFFF commonly used, including Defence, was 3M Light Water, which contained PFOS and PFOA; in 2003 Defence investigated the environmental effects of the AFFF product being used. Following this investigation new policies were instituted and Defence transitioned from the Light Water product between 2004 and 2011; also between 2004 and 2011 facilities were put in place to capture any foam used (eg the foam capacity fire fighting equipment must still be tested and any foam is contained); the PFOS/PFOA in the previously used fire fighting foam is now a legacy issue. Until 2009 there was not an accepted way to test for PFOS/PFOA and Defence started monitoring for these in 2011. Results of Defence testing are often published on the Defence website and Defence will ascertain if RAAF Base Darwin testing results are publically available on the website; in 2012 the testing revealed that the contaminants had migrated to the site perimeters at Williamtown and Oakey; various studies have shown that there are no identifiable health effects; there will shortly be a meeting of Chief Health Officers on the PFOS/PFOA issue; and it is important to deal with the facts and not speculation. -

Foreword The Global Energy and Water Cycle Experiment (GEWEX) of the World Climate Research Programme (WCRP), sponsored by the World Meteorological Organization (WMO), the International Council for Science (ICSU), and the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific and Cultural Organization (UNESCO), has amassed an out- standing record of accomplishments during the first phase of its planned program. From bringing hydrology, land surface, and atmospheric sciences communities together, to showing the impor- tance of understanding soil moisture/atmosphere and cloud/radiation interactions and their param- eterization within prediction models, GEWEX has been on the leading edge of science since its inception. Pulling together the global data sets necessary for validation of our predictive models and fostering direct applications with water resources user groups have also provided significant advances in climate research. This brochure provides just a sample of the numerous accomplishments that GEWEX has achieved during its build-up phase (Phase I). This prepares the stage for many more advances in Phase II, when the community will exploit the new fleet of environmental satellites and build upon the newly implemented model upgrades developed in Phase I. The authors would like to recognize the very critical support of national agencies in making this program possible. AMSR-E continuous its science observation about 9.5-year, and its high capabilities enable to expand utilizations in operational and research areas. • 2nd generation of AMSR (AMSR2) was launched in 2012 and succeeds AMSR-E observations to establish its data utilization in various areas. -

Rural & Regional Affairs and Transport Legislation Committee ANSWERS TO QUESTIONS ON NOTICE Additional Estimates February 2012 Infrastructure and Transport Question no.: 86 Program: 2.4 Division/Agency: (AAA) Aviation and Airports Topic: Archerfield Airport’s 2011/12-2031 Draft Master Plan Proof Hansard Page/s: 63 (14/02/2012) Senator Fawcett asked: Senator FAWCETT: The Archerfield plan at the moment indicates simultaneously a proposed extension of runway 28 right and at the same time has zoned an area for light industrial that would be slap in the middle of the runway and safety area. So, there is a direct conflict there straightaway, because if that development goes ahead then the runway extension cannot go ahead, which means the airport loses the potential to expand its operations. Why did that get approved? Mr Mrdak: The Archerfield master plan is currently in the process of development. There is an approved master plan, but Archerfield is currently going through the process of obtaining approval of a new master plan. To the best of my knowledge, we have sought resolution of a number of issues that we identified with the draft master plan, and Archerfield is currently working through those issues and we are awaiting a response from the airport. Senator FAWCETT: So, a conflict like that, if it was in this current plan, would not be approved? Mr Wilson: I would have to take the detailed question on notice rather than try to provide you with an answer off the cuff in regard to the technical aspects of the operation of an airport, but the underlying premise, as Mr Mrdak indicated, was that we would provide advice in regard to the ongoing operation of the aviation sector. -
