Cardiff Council will be constructing a new build 11-16 Eastern High school. It is intended that this will take place in conjunction with the construction of post 16 facilities. The post 16 provision will be delivered by and Vale College (CAVC) and potentially other providers such as St David’s College. Driving up standards in education across the city is a central priority for the Council and delivering a new build Eastern High school in a suitable location is a key element of that. The Council aims to provide children and young people with the best possible learning facilities and a state of the art new build Eastern High school co-located with post 16 provision will transform opportunities for young people.

This consultation is an opportunity to learn about the site options for the new build school, to ask questions and make comments that will be considered when the Council decides how to proceed. A range of individuals and groups will be asked for their views about the proposal. Those the Council is consulting with as part of this process include the following:

Background to the proposal

On the 18 January 2013 the Council published a statutory notice to:

• Discontinue , Ball Road, Llanrumney from August 2014

• Discontinue , Newport Road, Rumney from August 2014

• Establish a replacement 8FE 11-16 high school (initially) on the Rumney High School site, Newport Road, Rumney from September 2014

Additionally the Council Cabinet requested that officers undertake a full analysis of the potential sites available for the construction of a new school.

No objections to the Statutory Notice were received and on 11 April 2013 the Council Cabinet approved implementation of the proposal.

On the 15 May 2013 the Minister for Education & Skills announced that he would be formally instructing the Council to close Llanrumney High School from August 2013.

In response to this instruction arrangements to close Llanrumney High school were progressed and all pupils, other than any who applied for and accepted places elsewhere, transferred to Eastern High (formerly known as Rumney High School) in September 2013, a year earlier than previously approved by the Council Cabinet with the remainder of the proposal still to be implemented as planned.

Cardiff Council will be constructing a new build 11-16 Eastern High school. It is intended that this will take place

in conjunction with the construction of post 16 facilities. The post 16 provision will be delivered by Cardiff and Consultation High Eastern 2013/14 Document Vale College (CAVC) and potentially other providers such as St David’s College. The 11-16 school would replace the existing facilities for Eastern High currently located on the site formerly known as the Rumney High School site. It is also proposed to demolish the existing CAVC facilities and construct new post 16 facilities to be managed by CAVC.

3 Site options for the new build school

Two sites have been selected as suitable options on which to consult.

These are (in alphabetical order):

site located at Trowbridge Road, Rumney

• The site of the former Llanrumney High School located at Ball Road, Llanrumney

The target date for the new premises opening is September 2016.

How were the two sites for consultation selected?

A list of all potential sites in the proposed catchment area for the new school were identified and the following list of potential sites was prepared:

• Llanrumney High School site • Rumney High School site • Cardiff and Vale College site • Land between Crickhowell Road and Willowbrook Drive, St Mellons • Land at areas 9-12, St Mellons • Trowbridge Mawr (Land west of Trowbridge Road, south of Greenway Park and north of Wentloog Road)

Information regarding these potential sites was shared with Members, schools, parents, council officers and trade unions via a letter which included a map identifying the sites. This information was also shared with the wider community through a series of exhibitions and public drop in sessions where officers were available to answer questions. Details of the sites, evaluation criteria and scoring methodology were also published on the Council’s website.

Pre-scoring

The sites were assessed against a number of pass/fail criteria that had been developed by a professional multi- disciplinary team led by Council officers. This included overall size of the site, appropriate zoning for a school and recreational value to the public. Failing any single criterion was considered to preclude the site for development for the new buildings.

The site known as Land between Crickhowell Road and Willowbrook Drive, St Mellons was excluded at this stage. While the site is of sufficient size to accommodate a school of the size proposed there is insufficient space to accommodate the required playing fields and a lack of a suitable alternative within close proximity of the site apart from other sites that themselves were being considered for potential development of the new buildings.

Scoring

Sites passing the pre-scoring assessment were then interrogated and scored on a number of criteria determined by

Eastern High Consultation Consultation High Eastern 2013/14 Document the team and considered to contribute to the likely success or failure of the project. These criteria are broadly grouped into seven categories:

• Physical considerations • Social considerations • Financial, Legal, Strategic considerations 4 • Access considerations • Environmental considerations • Aesthetic/Design considerations • Servicing considerations

Each category was made up of a number of questions scored from 0 to 4 and each question was given a weighting depending upon how important to the success of the project it was considered. For example a question relating to the electrical servicing of the site was weighted less heavily than a question concerning the proximity to pupil population, as electricity can be provided on a site relatively easily while greater travel distances for pupils might not be so easily overcome.

The scoring exercise was both broad and technical with the purpose of establishing which sites were appropriate for further consideration. The exercise concluded that the following three sites (listed in alphabetical order) could reasonably be considered as potential options for the new build school and post 16 facilities:

• CAVC site • Llanrumney High School site • Rumney High School site

Evaluation

When considering which of these three site(s) should be the subject of consultation it was suggested that the Cabinet gives particular consideration to the following factors (listed in alphabetical order):

• Access to/impact on the use of off-site playing fields, required for all three sites if the school is to grow to 11FE • Disruption to sites that would be occupied during construction • Net cost, taking account of estimated capital receipts, and thus affordability • Potential for future development including possible co-location of other community facilities • Proximity to pupil population

Concerns around the use of the Rumney Recreation Ground for off site playing field provision if the new build school was on the Rumney High School site and the net cost of building the school on the Rumney High School site being in excess of resources available were considered to be disadvantages of such significance as to recommend not including it as an appropriate option for consultation.

Both the CAVC site and the Llanrumney High School site are however considered suitable options on which to consult.

The following evaluation relates to the factors outlined above and where practical the sites are generally referred to in alphabetical order.

Access to/impact on the use of off-site playing fields

Both sites would be able to accommodate the buildings to be constructed but each would need to access at least some off site playing field facilities should the school grow to 11FE or accommodate significant community facilities.

The CAVC site would require the use of Greenway Park which is a short distance across a relatively minor road which accesses residential areas the scale of which could increase depending on the outcome of consultation on the Local Development Plan. The use of Greenway Park is considered to be of potential benefit to the community as the fields currently have no changing facilities and are not used for any organised sport. Eastern High Consultation Consultation High Eastern 2013/14 Document The Llanrumney High School site would require some use of adjacent fields such as those used by and/or Rumney Rugby Football Club. This is not considered to be problematic. It should also be noted that should this site not be chosen for the new build the grassed areas would be made available to the community.

It is therefore considered that the facilities for off site playing fields in relation to the CAVC and Llanrumney High School sites would be suitable. 5 Disruption to sites that would be occupied during construction

The CAVC site would need to remain occupied during construction of new facilities. Whilst this would present some limitations in terms of designing the configuration of facilities and require careful planning of the logistics it is considered that this does not represent a scale of challenge sufficient to rule this site out.

The Llanrumney High School site would potentially be vacant but may still at this stage house youth and/or all weather pitch facilities. This site is therefore less restricted in occupancy terms but owing to the flood plain issues nevertheless results in a similar scale of area within which to design and construct new facilities.

It is therefore considered that neither of these two sites would present undue problems in development terms but that the lower level of occupancy of the Llanrumney High School site would make this the easier one on which to plan the logistics of construction.

Net cost, taking account of estimated capital receipts, and thus affordablity

An analysis of funds available (including proceeds from the sale of land, Council funds and Welsh Government grant) shows that based on current estimates and known figures the net Capital cost of construction etc on either the CAVC or the Llanrumney High School site would be manageable within existing provisions.

The following table illustrates the estimated net capital requirement* for each of the two sites:

* The Net Capital Requirement is the estimated Capital expenditure less the assumed specific resources which support the proposal, including Capital Receipts, Capital Programme funding and 21st Century Schools grant.

Potential for future development

Both sites have been subject to extensive technical evaluation and are considered to offer sufficient potential for the school to expand to 11FE plus post 16 facilities. This size of school would allow for demand generated by housing constructed on any of the sites not chosen for construction of the school and also for a further degree of local housing development and potential increases in demand for English-medium community education. However, should it emerge that projected demand would be significantly in excess of 11FE consideration would need to be given to making provision elsewhere. It would not be recommended to increase the size of the school significantly beyond 11FE.

Proximity to pupil population

Eastern High Consultation Consultation High Eastern 2013/14 Document The following table presents an analysis of distances by safe walking routes from the homes of pupils attending Llanrumney and Rumney High Schools from within their catchment areas as at March 2012.

The detailed location of pupils’ home addresses will change from year to year but the table is considered to represent an appropriate measure based on current preferences. If the table were to be based on primary school or pre school cohorts it would not be known which addresses to discount on the basis of parental preference. It would be reasonable to note however that current preferences for attendance at either of the two high schools are likely to 6 reflect fairly consistent patterns of distribution across the communities. In terms of average distance of travel for pupils the table shows that the Llanrumney High School site is considerably further away from where pupils live being, on average, 38% further away compared to the CAVC site.

In terms of the maximum distance the CAVC site is 37% closer than the Llanrumney High School site to the addresses measured.

It is therefore considered that the CAVC site is best located to serve the proposed Eastern High catchment area with the Llanrumney High School site being less suitable by a significant measure. Eastern High Consultation Consultation High Eastern 2013/14 Document

8 The following factors relate to both sites.

Catchment Area Arrangements

The school catchment area is proposed to be made up of the catchment areas of the former Llanrumney High School and Eastern High (formerly known as Rumney High School). Eastern High Consultation Consultation High Eastern 2013/14 Document

9 Quality and Standards

Pupils would be educated in high quality modern buildings which would be able to support the delivery of a broad and balanced curriculum including the requirements of the National Curriculum. It is expected that the new school will attract high quality leadership, management and teaching. It is not anticipated that there will be any impact on the quality and standards at other community schools in the area arising out of a decision to build on either site. What are the educational benefits?

The following benefits would be expected:

• Creation of a viable school able to deliver a full curriculum • A state of the art new build fit for the 21st Century and designed with the diverse needs of the modern day curriculum in mind • A pupil learning experience that benefits from access to the latest technology and modern facilities • On site post 16 provision • An exciting and attractive career proposition for high quality school leaders and teachers • Minimised disruption to ongoing school activities during construction

Potential disadvantages of this proposal

Potential traffic congestion around the school site at the beginning/end of the school day. However, the Council would work with the Governing Body of the school to develop a Travel Plan to minimise any potential disruption.

Risks associated with this proposal

• Capital receipts may not be realised to the value expected • Failure to deliver the new build within budget and by the target date

Alternatives considered

A list of all the potential sites considered for the new school can be seen at page 4.

Land and buildings

The Principal and Chief Executive of CAVC has confirmed that:

• If the new school were to be built on the Cardiff and Vale College site, the College would transfer the site to Council ownership for nil value; or

• If the new school were to be built on the Llanrumney High School site, the College would dispose of their site* and the sale proceeds would be made available as a Capital contribution to the project

If the new school were to be built on the CAVC site, the area of the Llanrumney High School site occupied by the school facilities and youth centre would be disposed of with the remainder of the site becoming a public park. This area can be seen on the drawing on page 8.

• Non-teaching facilities - Careers centre and advice shop (open to the public), Learning resource centre/library, Student services including counselling, Community/social space, Refectory and shop, Staff rooms, storage, IT network room

• Large lecture theatre

Schools serving the area at present

The proposed catchment area of Eastern High is currently served by Eastern High (formerly known as Rumney High School), St Illtyd’s Catholic High School, St Teilo’s Church in Wales High School and Ysgol Gyfun Gymraeg Bro Edern.

Table 1 below provides details of school capacities and information regarding the condition and suitability of school buildings.

The decision to build a new school was taken by the Council Cabinet on 11 April 2013. This consultation relates to the choice of site for the new school.

Although not part of this consultation the proposed co-location of new build post 16 facilities has the potential for improving quality and standards of provision.

It is not anticipated that there will be any impact on outcomes, provision or leadership and management at other schools serving the proposed catchment area of Eastern High arising out of a decision to build on one site or the other.

However, listed below is information from the most recent Estyn inspection reports with a brief commentary for each high school which serves the proposed catchment area of Eastern High. The full Estyn reports can be accessed via the Estyn website at www.estyn.co.uk.

Eastern High school (formerly known as Rumney High School)

The last inspection by Estyn was carried out at Rumney High School in October 2008. The report stated that the school provided a caring environment in which pupils felt safe and could make progress in their learning. Rumney High School will formally close in August 2014.

St Illtyd’s Catholic High School

St Illtyd’s Catholic High School was last inspected by Estyn in November 2012. At this time the school’s performance and prospects for improvement were deemed to be “unsatisfactory”.

The school is currently in special measures which involves termly Estyn monitoring. The Authority and Central South Consortium are working closely with the school to ensure swift improvement.

St Teilo’s CiW High School

St Teilo’s CiW High School was last inspected by Estyn in January 2008. The report described St Teilo’s as a good school with a range of learning experiences and the quality of care provided as having outstanding features.

St Teilo’s has not been inspected under the new inspection framework introduced in September 2010. Standards at the school are good and continue to show improvement. The school is due to be inspected by Estyn in Spring 2014.

Ysgol Bro Edern

Ysgol Bro Edern opened in September 2012 and has not yet been subject to an Estyn inspection. The school currently has pupils in years 7 and 8 and is making steady progress. The school will be inspected by Estyn in due course. Eastern High Consultation Consultation High Eastern 2013/14 Document

At the time of most recent Annual pupil census in 2013, approximately 41% of pupils aged 11-16 who were resident in the proposed catchment area attended the local English-medium community secondary schools, whilst 9% attended Welsh-medium schools, 44% attended Faith schools and 6% of pupils attended English-medium community schools in other parts of the city.

It is expected that the outflow of pupils to English-medium secondary schools in other areas of Cardiff, which in January 2013 amounted to 137 pupils aged 11-16, would be significantly reduced as a result of the new build school St Teilo’s CiW High School whichever site it is constructed on. The number of these pupils attending those schools are small and widely spread and the impact upon each of those schools is therefore expected to be minimal and would be mitigated by the projected increase in the pupil population in those areas.

Should the outflow of pupils from English-medium community primary schools to faith secondary schools reduce then it may be necessary for the new Eastern school to be expanded. Either of the two sites is considered to offer sufficient potential for the school to expand to 11FE plus post 16 facilities.

Admissions to both St Teilo’s Church in Wales High School and St Illtyd’s Catholic High school are determined by the Governing Body of the individual school. Each of these schools has been fully subscribed at entry for a number of years and this is projected to continue in future years. Ysgol Bro Edern The demand for Welsh-medium places at Ysgol Gyfun Gymraeg Bro Edern, which also serves the area, has grown since 2011 and the school has received investment. It is projected that should this proposal be implemented demand for places at Ysgol Gymraeg Bro Edern will continue to rise.

Interim/Transitional Arrangements Eastern High Consultation Consultation High Eastern 2013/14 Document Eastern High will remain on its existing site until such time as the new school buildings are ready for occupation. The target date for the new premises opening is September 2016.

13 Finance Matters

The following paragraphs are based on Financial Implications included in the Council Cabinet report of 10 October 2013. The full version of the report can be accessed at the Council website www.cardiff.gov.uk or by contacting the School Organisation Team on (029) 2087 2720.

The estimated Capital cost of building the new school and post 16 provision on the CAVC site (assuming no use of existing buildings) is £49.464m (including Contingency and Construction Cost Inflation).

The equivalent estimated Capital cost on the former Llanrumney High School site is £49.657m (including Contingency and Construction Cost Inflation).

The financial model which supports the proposal includes a number of specific resources including a Capital Receipt, Capital Programme funding and 21st Century Schools grant.

The 21st Century Schools Programme as a whole has been approved in principle by the Welsh Government. The Council will need to await the outcome of a business case submission in a bid to secure capital funding.

The Capital resources each option would attract are as follows:

The net Capital requirement after allowing for these resources is raised through Capital Borrowing.

The net Capital requirement for the Cardiff and Vale College site is broadly in line with the net Capital requirement of the existing School Organisation Planning Financial Model, therefore this option could be managed within existing resources (when added to the further Capital receipt generated). The Llanrumney High site option, which has a lower net Capital requirement, is therefore manageable also.

There are a number of risks which should be considered alongside this analysis:

• No provision has been made for temporary accommodation / decanting costs

• A formal agreement for Cardiff and Vale College’s Capital contribution will need to be drafted, with consideration given to any tax implications etc. Similarly, the ‘in-principle’ approval will need to be subject to agreement of appropriate terms between the Authority and CAVC

• Actual Capital receipts achieved may be lower than forecast values

Eastern High Consultation Consultation High Eastern 2013/14 Document • The financial analysis undertaken for the purposes of the October Cabinet report was based upon construction of an 8FE school and post 16 facilities. The report contains references to the potential to expand to 11FE in the future, though the costs of increasing the school to this size are not included in this proposal

• The target completion date, based on working towards the school being open for September 2016, will require some early work during the period of consultation. This work should be capable of being used for either of the two options, although clearly there is some risk with incurring these costs before a final decision is made on the site selection. 14 Finance Matters Human Resources Implications

The location of Eastern High school and the HR implications arising from this are minimal at this stage. Over time, it is possible the relocation of the school to a new build state of the art building could result in an increase of admissions to the school which will need to be reflected in staffing levels.

Both the CAVC site and the former Llanrumney High School site are in close proximity to the site currently occupied by Rumney High School and therefore there will be minimal disruption to travel arrangements for staff. Both sites are also fully accessible for staff by public transport and these transport links together with the close location of both sites to the M4 may also assist any future recruitment needs of the school.

Communication with staff will need to be maintained on a regular basis to keep them informed of the selected site and the transition arrangements from the current site to the new location.

Transport Matters

No pupils will qualify for free transport living within the proposed catchment area as all pupils will live within 3 miles walking distance to either the CAVC site or the Llanrumney High School site.

There will be a requirement to improve and provide additional pedestrian crossing facilities along Newport Road for both options, although it is anticipated that based on current pupil demographics within the proposed catchment area that one third of the new school population live on the Llanrumney side of Newport Road and two thirds live on the Rumney, Trowbridge & St Mellons side of Newport Road. (Cardiff & Vale College site £75k approx to Llanrumney Site £100k approx, (this will be Capital funded)).

Therefore the additional crossing facilities required will have to cater for more pupils if the school is located on the Llanrumney Site compared to on the CAVC site.

Based on this split of pupils as the majority of pupils live on the Rumney, Trowbridge & St Mellons side of Newport Road, if the new school is located on the CAVC site this would enable a large proportion of these to either walk to school or catch the local service buses that operate along Greenway Road.

As there are no direct bus services from the Burnham Avenue area of Llanrumney across to the Cardiff & Vale College site some pupils will have to walk up to 2.4 miles. Although double the number of pupils living in the St Mellons area would face similar issues if the school was located on the Llanrumney High School site as there are no direct public bus services from their area across to the Llanrumney High School site.

If supported school bus services were required to help reduce congestion and improve access for pupils then the costs would be double to transport pupils from the St Mellons area across to the Llanrumney High School site, compared to the costs of transporting pupils from the Burnham Avenue area across to the CAVC site. (Cardiff & Vale College site £70k approx for 2 buses to Llanrumney Site £140k approx for 4 buses, this will be Revenue funded which will need to be considered as part of the medium term financial plan).

Both sites may require additional school safety zones on the roads immediately outside their site to cater for the additional pupil numbers attending. The school safety zones relate to parking, road speeds and pedestrian safety issues that will need to be improved to reduce the road speeds of vehicles and increase the visibility of pedestrians by improving the facilities such as zebra crossings, raised speed humps, increased signage and road markings. The costs and requirements are likely to be similar for both sites (between £50-100k - this will be Capital funded).

The school catchment area is proposed to be made up of the catchment areas of the former Llanrumney High School and Rumney High School. 15 Equality Matters

An Initial Equality Impact Assessment has been carried out on this new build project. It concludes that providing new premises for Eastern High would not adversely affect a particular group in society. At the design stage for the new build school a further equality impact assessment will be undertaken to ensure the accessibility of the new build accommodation. The equality impact assessment would take into account policies such as the Equality Act 2010, TAN 12: Design June 2009 as well as building regulations such as BS8300, Part M, BB98 and BB102.

Sustainability Matters

A Strategic Environmental Assessment (SEA) has been carried out in accordance with European Legislation. The assessment will be included as an appendix to the planning application environmental assessment for the new build school.

Considering Community Impact

There is a need to replace the existing facilities for Eastern High currently located on the site formerly know as the Rumney High School site. The following are taken into account when considering a proposal: Public Open Space, parkland, noise and traffic congestion. Officers will work with schools and any community group to ensure that the proposal avoids negative impacts wherever possible.
