For one to be able to discover and create their own identity, a constant process of persistence and self-reflexivity is needed. Also, the lived events have a daily impact on individuals and allow them to get a better understanding of themselves as they move forward in life, as well as existing rather than only being. Hence, providing any type of support is an exchange with the ‘Other’ who enriches both the beneficiary of the support but most especially the one offering it. In this sense, I see this work as encapsulating the process of self-discovery that results from meeting with other people. The latter can happen in relation to a team of workers, and at the intersection of the practice of a foreign language in all its complexities, the sharing of experiences, and the discussions in-between meetings. From an initial idea or seed, as simple as creating a list of services available in Malta, the following work grew into a booklet from the various encounters that I had with various stakeholders – from service users to workers in the field of social care, and other professionals.

This was crucial in order for me to apprehend and understand the Maltese context, and to get a grasp of how it is experienced by people coming from a different socio-cultural and economic background. I feel blessed to have been given all the need support to make this project a reality. It took on a real meaning through these encounters and learning of how crucial it is to offer access to information related to identity, employment, housing, educational system and health. As a result, I hope that this booklet will be a resource for the benefit of the general public to facilitate integration and daily life in Malta and an additional tool for all those who are involved in helping others.

Malta

1 History

The history of Malta is a long and colourful one dating back to the dawn of civilisation. The Maltese Islands went through a golden Neolithic period, the remains of which include the mysterious temples dedicated to the goddess of fertility. Later on, the Phoenicians, the Carthaginians, the Romans and the Byzantines, all left their traces on the Islands. In 60 A.D. St. Paul was shipwrecked on the island while on his way to Rome and brought Christianity to Malta.

The Arabs conquered the islands in 870 A.D. and left an important mark on the language of the Maltese. Until 1530 Malta was an extension of Sicily: The Normans, the Aragonese and other conquerors who ruled over Sicily also governed the Maltese Islands. It was Charles V who bequeathed Malta to the Sovereign Military Order of St. John of Jerusalem who ruled over Malta from 1530 to 1798. Following the Great Siege of 1565, the Knights took Malta through a new golden age, making it a key player in the cultural scene of 17th and 18th century . The artistic and cultural lives of the Maltese Islands were injected with the presence of artists such as Caravaggio, Mattia Preti and Favray who were commissioned by the Knights to embellish churches, and auberges. In 1798,Napoleon Bonaparte took over Malta from the Knights on his way to Egypt. The French presence on the islands was short lived, as the English, who were requested by the Maltese to help them against the French, blockaded the islands in 1800.

British rule in Malta lasted until 1964 when Malta became independent. The Maltese adopted the British system of public administration, education and legislation. Modern Malta became a Republic in 1974. The foreign military bases on the island closed down permanently in 1979. Malta joined the European Union in May 2004 and the Eurozone in January of 2008.

How to obtain Maltese Nationality

If you come from abroad, there are different ways to become legally a Maltese citizen: o Blood Right–Born outside Malta from a Maltese parent o If you lived in Malta for 6 years o If you were adopted by 2 Maltese people o If you’re married to a Maltese national o Or apply for naturalization o If you entered Malta by the Citizenship by Investment Program

Apply for naturalisation Under the age of 18, your parents will have to apply on Above 18 you may submit an application if all these your behalf if: conditions are filled: o Your parents were non-Maltese but one or o You have resided in Malta throughout the both of them acquired the Maltese twelve months immediately preceding the nationality date of application o You were born in Malta to a Maltese father o You have resided in Malta for a minimum and a foreign mother period of four years during the six years preceding the above period of twelve months o You are of good character o You have an adequate knowledge of the Maltese or the English language o You would be a suitable citizen of Malta

Then present the required documents to an official at the Citizenship Unit. After verification you’ll need two sponsors, one from an exhaustive list of status (a member of parliament, doctor, police officer...) and another Maltese citizen who hasn’t been naturalised in the first place.

Getting a Maltese Passport

To get your passport it will cost you: If you are 16 or over (Valid for 10 years): st st o 70€ from 1 of September until 31 of March st st o 80€ from 1 of April until 31 of August If you are between 10 and 16 years old (Valid for 5 years) o 40€ If you are under 10 (Valid for 2 years): o 16€ Please note that extra fees will be added for exceptionnal requests (Urgent passport, second passport or diplomatic passport). If you want to get married in Malta, you have to: o Do a request for the publication of marriage banns at the Public Registry. Rental Contracts

Every legal document has to be written in the English language. In order to sign a rental contract, you have to provide your original passport or ID card and also photocopy. Usually, the first rent will include two-month rent (including deposit) at the beginning of the lease. This deposit will be given back if the property is returned in a satisfactory condition when you leave. If there are any outstanding bills, the landlord will use the deposit to pay for them.

Housing

The Equity Sharing Scheme

If you are over 40 years old and willing to acquire your own house this scheme is what you need. What is it? The Equity Sharing Scheme allows to get finance by the Housing Authority, between 40 and 80 percent of the amount of the loan (maximum loan €160 000). During 20 years you will co-own the property with the Housing Authority, after which you have the option to become the sole owner of the property. The only criterias are: o Need to be 40 years or older and in full-time employment o Can’t have a residence in your name o Need to pay a basic 10% down payment on the value of the property you are interested in purchasing To apply you need to: o Fill and submit a form available at the Housing Authority (Find the adress below) o Following screening and acceptance of the application, you will be referred to APS Bank o Visit APS Bank and submit all documentation to apply for the loan and find out the maximum loan amount you are eligible for o Identify your future home, making sure that the property value does not exceed €200 000 o Sign the loan agreement, procide with the Promise of Sale o Sign the final contract at APS Bank together with yourself and the Housing Authority

Educational System

School

In Malta, schools are divided into three categories: state schools, church schools and

independent schools. School attendance is compulsory for children from 5 to 16 years old. The educational system is structured in four stages: pre-primary (ages 3 to 5), primary (ages 5 to 11), secondary (ages 11 to 18) and tertiary education. Attending school is compulsory up to the age of 16.

At the age of 16, students have to either progress into employment or continue to higher education. The academic year lasts from September to June. Summer break begins around the 30th of June and ends around the 30th of September. The educational system is divided into three stages: primary, secondary and tertiary. Classes are taught in both English and Maltese.

Different types of schools

In Malta, schools are divided into three categories: state schools, church schools and independent schools. State schools are free to all students and can be found in all the main towns or villages in Malta and Gozo. Transport to and from school is also free, as are books and other school materials. Parents will, however, need to buy their children’s school uniform.

Both church schools and independent schools offer pre-primary to upper secondary education. Both types are regulated by the Ministry of Education. As a rule, Church schools belong to the Catholic Church, and, thanks to an agreement with the government, do not charge school fees. The government covers salaries although parents will be asked to give an annual donation to help with school costs. School supplies and uniforms will need to be paid for by the parents.

Educational System

International and other private schools There are a good number of independent schools, and a fair number of international schools that care for foreigners in Malta. Parents pay school fees for these institutions and also need to buy school supplies, uniforms and pay for transport.

Specialist Schools There are four special needs resource centres in Malta. These have specialist teachers as well as equipment and other resources for children with learning difficulties. The schools also help with the integration of children of all ages with special needs into mainstream schooling.

University

The is the only Maltese public university on the island, although a few foreign universities are being set up. UoM is one of the oldest universities in the Mediterranean area. Centrally situated in Msida, UoM is the highest teaching institution on the island. There is no university in Gozo and many Gozitans move to Malta to complete their tertiary education. Education at the tertiary level is publicly funded and is also free, and students can receive a stipend as well as an allowance for academic-related expenditure. The University offers a wide range of full-time and part-time degrees as well as diploma courses. The primary language of instruction at the University is English.

In order to read for a first degree at University you need to have the required ‘A’ level qualifications or equivalent. You can enter as a mature (over 25-year-old) student and the requirements for entry at this level are different than those for people under 25.

University residence International students can stay at the Malta University Residence which is conveniently located just over three km from the University Campus. There is a free bus service connecting the residence to the university which runs on a regular basis.

Educational System

Malta College for Arts, Science and Technology

MCAST is a vocational education and training institution. Students can study a wide range of subjects, from agribusiness, to applied science, art and design, building and construction, business and commerce, community service, electrical and electronics engineering, information and communication technology, mechanical engineering and maritime studies. The college offers 170 full-time and over 300 part-time vocational courses ranging from certificates to degrees, preparing students for careers in different sectors of the economy of for higher education. The college collaborates closely with local industries to make sure that students get hands-on experience as well as gain the necessary contacts and exposure to the sector they wish to work in.

The Institute of Tourism Studies

The ITS – located in St Julian’s and with a branch in Gozo – provides training to students who wish to work in the hospitality industry. The organisation trains students aged 16 and over in various disciplines in the tourism industry. Courses include Hospitality and Tourism Management, Hotel Operations, Accommodation Operations, Travel Agency Operations, Travel and Tourism, and Tour Guiding.

Adult Education

The Employment Training Corporation (ETC) holds courses for adults in Malta from business writing, to basic plumbing and entrepreneurship skills, as well as basic literacy classes and specific professional training. Courses are taught both during the day and in the evening, and there is a special Night Institute for Further Education that offers various vocational courses for adults at night. Because ETC is a government service, most of the courses are free.

Maltese Public Health System

Maltese Citizens

The Maltese Government provides free healthcare for all Maltese residents. It is funded by weekly social security contributions from all Maltese employees and employers. People with a lower income receive free pharmaceuticals as soon as they can prove their income to the Department of Social Security.

EU Citizens

All EU nationals who have a European Health Insurance Card (EHIC) are entitled to free healthcare in all European countries, including Malta. This card can be obtained from the health department in your country of residence.

Non-EU Citizens

All non-EU citizens are advised to take out a travel insurance in order to cover any overseas medical costs, including medical evacuation.

Hospitals - Polyclinics

The general Hospital in Malta is Mater Dei located in Msida. For Gozo there is Gozo General Hospital located in Victoria. The hospital specialised in Mental Health is Mount Carmel Hospital near Attard and for the hospital specialised in rehabilitation there is Karin Grech Rehabilitation Hospital in Pieta. For not serious injuries or diseases, there are polyclinics in every cities and/or villages, do not hesitate to consult a doctor there if you are in need instead of going to the hospital.

Diabete

Diabetes Treatment can be approved free of charge on a Schedule II Card (Pink Card). However, in order to be issued a Pink Card by Social Services, a form must be completed by a doctor at the Diabetes Clinic. This document is only issued to those patients who attend the Diabetes Clinic. Due to the long appointments waiting list, for the Diabetes Clinic, the forms are currently being filled beforehand to first-time patients. The patients are referred to the clinic by their general practitioner or by a doctor who serves at a Health Centre who should complete a referral, specifying the treatment that the patient takes. Legal Information

Separation in Malta

In the case of a separation the couple may decide to go ahead with court proceedings or reach an amicable agreement. In this case, the spouses won’t have to live under the same roof anymore, and a separation of estates will ensue. It is important to keep in mind that even if the couple is separated, they owe fidelity to one another. According to Chapter 16 of the Laws of Malta separation may be requested based on Adultery, threats, violence, desertion or irretrievable breakdown of marriage. In order to comply with Maltese law, it is compulsory for all couples to undergo a process of mediation first in order to define any possibility for reconciliation. If no reconciliation is possible, the mediator will work together with your respective lawyer in order to agree upon a binding contract with a judge and a Public Notary.

Annulment in Malta

An annulment refers to cases where the marriage is regarded as to have never taken place. In these cases, the former spouses are able to move on and remarry eventually. Persons already having undergone separation proceedings generally request this kind of settlement. Annulments are regulated by Chapter 225 of the Laws of Malta, giving specific attention to Article 19, which outlines an extensive list of situations that may give rise to an annulment of marriage. Valletta Legal is able to advise clients and assist them through the procedures related to the annulment of marriage within a reasonable time-frame.

Legal Information Divorce in Malta

The Civil Code Amendment Act, 2011 introduced divorce law to the Maltese legislation

and today spouses are able to seek out divorce proceedings if the following criteria are met: The couple has lived separately for a period of over four years before beginning divorce procedures: o There is no possibility of reconciliation o A spouse and child will benefit from support as per Article 66B of the Civil Code o At least one of spouses is a permanent resident in Malta o During the divorce proceedings, both spouses must present themselves before a mediator that’s been appointed by the Ministry and agree upon: o Care and custody of minors o Visitation rights o Spouse and minor support o Living arrangements o Separation of assets

Same-sex Marriage

Same-sex marriage in Malta has been legal since 1 September 2017. On 25 August 2017, the Minister for Equality issued a legal notice to commence the law on 1 September 2017. Abortion

Under the Criminal Code of Malta (Chapter 9 of the Laws of Malta), abortion is prohibited in all circumstances. The person performing the abortion is subject to 18 months’ to three years’ imprisonment, as is a woman who performs an abortion on herself or consents to its performance. A physician, surgeon, obstetrician, or apothecary who performs an abortion is subject to 18 months to four years’ imprisonment and lifelong prohibition from exercising his or her profession.

Application for Learner’s Permit Before applying for the Practical Test you’ll first need to get a Learner’s Permit. This Permit allows you to drive in Malta as soon as you’re accompanied by a licensed instructor. The only requirements here are to be above 18, residing in Malta for at least 6 months and having a Maltese ID. It will cost you €23.25 and will be valid for 3 years. You can apply by filling the form DRV (01 for category A, 02 for B ...) and submitting it to Transport Malta. The form is available on Transport Malta website.

Choosing an instructor Once you chose a driving School they will guide you through the whole process, administration fees are on average 60€, then lessons are generally about 15€/hour. Tests During the process, you’ll have to pass one Theory Test and one Practical Test. Theory Test The Theory Test is a multiple-choice exam where you have to answer driving-related questions on a touch- screen computer. Everything you need to know for this test is covered in the Highway Code or on the Theory Test CD that you can find in every Transport Malta’s Offices. The Highway Code is also available online at this address: https://www.cycleworldmalta.com/viewer/395/pdf.pdf The Theory Test will cost you a fee of €30.25 Practical Test To apply for this final test you need to fill DRV 20 form for weekdays and DRV 21 for Saturdays and submit it to the Authorities offices. It will cost you a fee of €23.25 for weekdays and €40.00 for Saturdays. Once it is submitted, the Authority will schedule the test within four weeks.

Transport EU Citizens

Every EU driving license is automatically valid in every EU countries. However if you want to exchange your foreign EU driving license for a Maltese license it’s possible. To do so you need: o To be a Maltese resident for more than 6 months o To bring in person at the Maltese Driver Licensing Unit: o A complete application form DRV 14 o One coloured passport-sized photograph o Your former driving license o Your original passport and ID Card o Maltese Identity Card It will cost you a fee of €80.00 for 10 years or pro-rata if your former license was still valid for a few years.

Non EU Citizens

Holders of valid driving licences issued in any other country, can drive up to one year in Malta, after which they are required to obtain a Maltese driving licence. Driving licences issued in Australia or Switzerland, can also be exchanged for a Maltese driving licence.

Bus Service

Malta has an extended bus service hold by Malta Public Transport. The cost for a 2 hours journey ticket is €1.50 in Winter, €2 in Summer and €3 for the night and special buses. But if you are in Malta for a long stay we recommend you to apply for the Tallinja Card. To create it you can go to every Malta Public Transport outlet or visit the Malta Transport Website: https://www.publictransport.com.mt There are several offers (Adult, Child, Student, Gozo, Concession), you’ll have to pay a 10€ fee for every type of card and a minimum top-up amount of €20 in order to activate the card. With this card every travel will cost you €0.75 until a maximum of €26.00 per month (Except for Night and Special Buses).

Supplementary Grant University of Malta The Stipend This is paid periodically in backdated four-weekly payments, for a total of 10 payments during one academic year. The first two stipends are issued in December, while the last one issued in August, which is provided to the student through an online application found of the Ministry for Education and Employment’s portal. G&D*: €88.44/month Prescribed: €154.77/month The Initial Grant This is available only to students in receipt of a stipend and is intended to partly cover expenses related to educational material and equipment. G&D*: €465.87/year Prescribed: €698.81/year The One-time Grant This Grant complements the Initial Grant and serves as further financial aid to students who are studying at degree level at University. G&D*: €465.87/year Prescribed: €698.81/year The Supplementary Grant Students who qualify for the stipend, may apply for the Supplementary Grant through the same online application used to apply for the stipend. Student Single Parents Benefits

As from January 2017, single parents who are themselves following their studies on full-time basis, at a Post-Secondary, Higher Secondary, Vocational and Tertiary level of education, and who are in receipt of Students’ Maintenance Grants, must apply by sending an E-mail to the E-mail address [email protected] and: Scan both pages of their identity card Scan their child/children’s birth certificate and Supply proof that they are in receipt of Social Assistance

Students must also indicate on the online application for Students’ Maintenance Grants that they are single parents in receipt of social assistance next to the relevant question. The Single Parents’ Grants are credited in a staggered process. This extra annual grant is established by Legal Notice 308 of 2016 and given as one lump stump to eligible students around the beginning of the first days of the Second Semester.

Legal System and Asylum Seeker Process

The Asylum System in Malta falls under the Authority of the Geneva Convention as long as Malta is part of EU and the European Asylum System. Anyone can enter Malta and ask for Asylum, if by boat or by plane with VISA. However, if you come from a country which has good Human Rights, you are inadmissible.

Asylum Seeker status

If you arrive in Malta seeking for asylum you will be taken to the Initial ReceptionProcess Centre (IRC) in Marsa where an health screen is carried out and basic questions will be asked about your race, religion, politic, social group, nationality. After this step, you will officialy be an Asylum Seeker and you will receive a white document.

Rights & Entitlements – White Document

If you have a white document it gives you the right to reside in Malta but needs to be renewed every three months in Msida (The Office of Refugee Commissioner). You will be entitled to free health care and you will be able to work under your employer’s name. The first application is 58 euros and with every renewal, you will be charged 34 euros.

Rights & Entitlements – Yellow Document

If you end up being rejected after the status of “Asylum Seeker”, you will receive a Yellow document. It is still legal to stay in Malta for you. This Yellow document is to be renewed every 3 months at the police Headquarters in Floriana. You are entitled to a tolerated stay with limited rights. You will have no free health care, no benefit from the government, no emergency care and no travel document. Your work permit has to be renewed for 3 months under the employer’s name. However, if you have been a proper citizen during your time in Malta (you lived independently, you’ve been working most of the time and you have a good police conduct) you can apply for SRA (Specific Residence Authorisation) that will give you a Resident Permit for 5 years.

Accepted Status

However, if you are accepted at the end of your “Asylum seeker status” you will get one of the protection given by the Maltese government, there are three different types of protection :

o The Refugee status (if your family is unsafe in your country): This is the highest form of protection, with it you will receive an ID Card and you will have rights very close to Maltese citizen’s ones, except for the right to vote that you will be able to ask for after 10 years. Your residence permit has to be renewed every 3 years, the work permit now can be under your own name and has to be renewed every year. You are entitled for family reunification. o The subsidiary protection (if you are personaly unsafe in your country): This status is the same as the refugee status, except that you are not entitled for family reunification. o The temporary health protection is the lowest form of protection given by the Maltese government, it will only be given if you are under specific medical condition that cannot be cured in your country of origin or if you are minor.

Who are we?

YMCA Valletta forms part of the YMCA international Network founded in England in 1844 and established in Malta in July 1976. YMCA in Malta is known as YMCA Valletta and/or YMCA Homeless and internationally we assume the name of YMCA Malta. We are a non-government organization, non-profit and movement seeking to promote the vision to build a more just society. We support the positive development of youth as a preventive measure and we intervene by offering a spectrum of social work services to individuals who are underprivileged or socially disadvantaged. We seek to help all people irrespective of their mental and physical abilities and without any discrimination against sex, religion, nationality, race and political opinion. We take an active part in cultural, environmental, artistic, musical, audio-visual and other forms of activities. We perform mainly as a Social Work Services Agency, a Youth Work Agency, a Housing Association, and any other roles as may be decided at our Annual General Meetings.

Residential Programme

YMCA’s shelter ‘Dar Niki Cassar’ a residential facility for individuals and families experiencing homelessness able to accommodate 30 individuals maximum per day. Fighting against poverty in the community through our volunteers supporting field cases referred to YMCA Valletta.

Social Business Programme

Creating methods related to improving human well-being and the population YMCA works with, through social business methods. Targeting social indicators that enable YMCA to measure and monitor changes of a specific dimension of human well-being that do not hinder financial stability and cohesion. Projects social entrepreneurship as the basis of such a programme whereby the services at YMCA are created, consolidated and sustainable. Collaborate with Private Enterprise and Organisations in the Maltese Context to achieve social objectives and social indicators.

Provide appropriate professional understanding and intervention in response to emotional and behavioural needs of the clients through the provision of individual and group counselling/psychotherapy sessions as part of an integrated, preventive and intervention service.

Youth Empowerment Programme

The YEP aim is to reach young people in order to support their positive development as a preventive measure. Through a youth-led youth work programme, it gives opportunity and empowers young people to become part of YMCA by working on projects for the benefit of society through areas such as outreach, research and education.The YEP also supports the YMCA services in Malta through teh coordination of volunteers, students and work interns.

POLICE HEADQUARTERS One of the key sections of the Special Branch is the Immigration Section. Its principal task is to control the island’s points of entry, which include checks aimed at suppressing illegal immigration, preventing illegal entry of foreigners and detection of false documents. CHILD AND YOUNG PEOPLE’S SERVICES Child Guidance Clinic, is situated at St. Luke’s Hospital, G’Mangia This service offers assessments and management for mental disorders in young people. This is done in a collaborative multidisciplinary way with young people and their carers, rather than guide them and tell them what is best to do.

CHILD DEVELOPMENT ASSESSMENT UNIT OT’s workin g within the paediatric team assess and treat clients from birth to 16 years referred by consultants/doctors. Upon receipt of the referral form an appointment is sent for an O.T assessment.

The children seen at CDAU are referred for various limitations and difficulties including Autism, Global Developmental Difficulties, Learning Difficulties, ADHD, Cerebral Palsy, Head Injuries, Down syndrome and other syndromes. Children may be treated individually or in groups. Group therapy includes the Sensory Motor, Handwriting, Prewriting, Perceptual Motor and the Alert Group. Occupational Therapy addresses physical and environmental areas so as to promote independence in learning, play and self-help tasks. Therapists also work in close collaboration with the children’s family members, teachers and with other professionals of the multidisciplinary team.

VICTIM SUPPORT UNIT Missions: The Victim Support Unit will assist victims through their needs and concerns and provides them with adequate support. The services offered within the Unit will help to minimize the adverse emotional and psychological stresses of victims of crime and also caters for the various police obligations emanating from the Victims of Crime Act, Chapter 539 of the Laws of Malta.
